than six months is on the way for the big travel getaway days. tuesday into wednesday we'll see up to an inch of rain in the wettest locations around the bay area. biggest impact in the sierra, winter storm warning is up. we could see roadway closures to the east and to the grapevine to the south. a triple punch in the bay area. heavy rain, gusty winds over 50 miles an hour for the mountains and snow levels dropping even around the bay area with highs in the 40s and 50s. the timeline on that winter blast coming our way in our forecast in about ten minutes. >> we'll see you then, rob, thank you. our coverage continues on all our digital platforms. rob just tweeted about how the next ten days could completely erase this year's rain deficit. you can follow him, his handle. a community comes together to remember him being shot to death. the 11 and 14-year-olds were sitting in a parking lot at an

elementary school shot and killed. marianne favro is live where the boy's father attended a funeral service. >> reporter: they thank the community for their support but the aunt also talked about the intense pain her family is going through. >> we know this is not their final stop. we continue to love them and miss them and feel the pain and sorrow in our heart for them. >> tonight an aunt mourns her nephew. 14-year-old shawn and his 11-year-old kevin were killed in the parking lot of sorel's elementary school in union city. they were sitting in a van when someone open fire. the shell casings, a grim reminder of the attack. tonight the tragedy has compelled the community to come together. this school counselor knew both

boys. >> both those boys lost their lives, and here on the school campus. sweet kids. >> reporter: as neighbors ask what can be done to better protect children, police investigate the murder, but tonight as strangers hold hands, the focus is on healing. >> i know the community is really hurting. this is a really, really tragic event with two children being killed. so we really wanted to offer a space for the community to come together, to grieve and show solidarity with the family. >> reporter: remembering shawn and the boy many called baby k., two friends who died before they had a chance to reach high school. tonight union city police are also looking into the possibility this shooting may have been related to another shooting less than half a mile away in union city. that was on wednesday. reporting live in union city,

marianne favro, nbc bay area news. >> thank you very much. students at an east bay college are taking action in response to a recent scare on campus. on thursday police were called about a possible threat to st. mary's college. turned out to be nothing at all. the college's president did apologize, though, about communication during the incident. students say after this scare plus recent power outages and a nearby wildfire, the administration needs to do more to keep them safe and in the loop. they started a petition demanding safety changes and are planning a sit-in outside the college chapel tomorrow. >> hey new turn in the housing crisis. there is a growing homeless encampment in front of oakland city hall and proceed esand pro they're not going anywhere. cheryl hurd is live with the latest. >> reporter: protesters are set up here in frank ogawa plaza and there are a dozen tents set up. the homeless and supporters say

they have a right to be here. the city might feel differently because there is a police presence. the message tonight, housing is a human right and the city is not doing enough to combat the homeless problem. the people here tonight say they need help from the city. >> we have come to the foot of city hall to say people are dying on these streets without shelt shelter, without access to enough food, without access to sanitation and we need help. >> regardless what she says, they are -- they are not allowing us to exist as best we can. >> now, the city has been working on solutions to this growing problem but the folks here tonight say the city is not doing enough. meanwhile we did reach out to the police department and the mayor's office. we did hear back from the mayor's office but they're not giving me a clear-cut answer.

they tell me public works will clear out the area by 10:00. reporting live in oakland, cheryl hurd, nbc bay area news. no deal for kaepernick, at least not yet. no nfl teams have called kaepernick since his workout a little more than a week ago. 25 teams were supposed to watch kaepernick but he moved his workout to a different location at the last minute. only 18 showed up. after none called him back, kaepernick sent workouts to the other 17 teams. still no offers. now they believe it was set up as a pr stunt. b.a.r.t. has a new plan to address complaints about delays on sundays but that could mean more time between arriving trains. the b.a.r.t. has been replacing a cable between embarcadero and 24th street stations that provide power to the system. on sundays trains run on a

single track to allow for the work. delays have stacked up for frustrated riders sxz b.a.r.t. says they are making sure trains stick to a schedule but there will be a longer interval between trains. >> we weren't making the 20 minutes between, and so -- but with 24 we looked at it, we can make 24-minute head way. >> they plan to add service for riders coming from the east bay into san francisco on sundays. the new plan goes into effect in february. >> b.a.r.t. riders are on high alert after a good samaritan was stabbed to death on a train trying to help another passenger. b.a.r.t. investigative unit spent the past few months analyzing thousands of crime reports, talking to passengers and grilling top b.a.r.t. officials to find out how a world class transit system became one of the most dangerous in the country. tonight senior investigative reporter takes us along that journey with the first part of

♪ just about everyone in the bay area seems to have a b.a.r.t. story, good, weird, bad, sometimes dangerous. violent crime on b.a.r.t. has more than doubled over the past few years. so, what's behind it? who can stop it? if you don't feel safe on b.a.r.t., when can you expect that to change? over the past couple of months we've been riding b.a.r.t. throughout the bay area at all hours of the night. to find out how this sophisticated transit system works through the tech capital of the world got derailed. just type in b.a.r.t. on social media and there's a lot to see. a lot. some you probably wish you could unsee. there are entire online groups dedicated to the bizarreness of b.a.r.t. iguanas sitting in seats, humans sitting in garbage cans.

and, sure, plenty of innocent stuff. musical acts. impressive acrobatics. some riders are pulling out weapons. this guy is wielding a long knife. this man revved up not one but two chain saws. yeah, i said chain saws. >> nobody really cares about what happens on b.a.r.t. anymore. >> reporter: this is jessica blanca, she's 22 and grew up riding b.a.r.t. just about every day. >> you will literally see anything and everything here and it's going to happen. it's going to be okay. >> you're going to find one whacky thing through your commute throughout the day.

>> that's just a given? >> that's a given. >> like what? >> you'll see people naked. >> you see people naked on b.a.r.t.? >> sure, yeah. just crazy. >> you see people use the bathroom on b.a.r.t. >> hold on. you've seen people use the bathroom on b.a.r.t.? >> i've seen literally a homeless person take his pants down and use the bathroom on b.a.r.t. >> on more than one occasion. >> more than one occasion. more than one occasion. like yeah. like i said, this is my whole life. >> it's also becoming increasingly normal on b.a.r.t. is violent crime. spiking more than 115% over the past few years. while that includes homicide and rape, robbery and aggravated assault make up the vast majority of violent crime here. b.a.r.t. has argued its crime rate was relatively low with four violent crimes for 1 million rides but we compared that with subway systems in los angeles, new york, d.c. and

atlanta. found b.a.r.t. had the highest rate of violent crime. making it one of the most dangerous transportation systems in the country. three killings in five days at b.a.r.t. stations. >> this is where b.a.r.t. police say a rider was assaulted last wednesday. >> and the attacks sometimes come out of nowhere. >> i was sitting in the aisle and there was this guy who kept walking up and down the aisle. >> michelle rides b.a.r.t. every weekday. she was on her daily commute from daely city to san francisco when she noticed a guy on the train. >> as he walked back he suckerpunched a woman in front of me. >> punched her? >> yeah, right across the face, she was reading a book. she didn't see it coming. >> no. >> he didn't even know her? >> no. it's a reminder, to be more careful. i carry pepper spray. >> the lack of police on trains is one of the biggest complaints

among riders, according to b.a.r.t. after hearing your stories, seeing your posts on social media, we decided to document our own experiences on b.a.r.t. for the past couple of months we have been riding and reporting throughout the bay area. >> i just got to the civic center stop in san francisco. >> this is the fremont station. >> montgomery station. >> we're here at west oakland. >> there's a guy walking around in a hockey mask like from those horror movies and it looksed lie he was going to walk on the track so these b.a.r.t. employees stopped them. >> there are people from b.a.r.t. who rip out seats while others apparently bring their own. >> this guy is trying to sell used jewelry. then these women fighting near the platform. and, yes, that's the sound of one of them trying to takes the

other. we also caught people openly doing drugs. repeatedly. b.a.r.t. has its own police force, more than 170 officers. so, where are they? >> they don't really ever get on trains. i think i've seen police twice. >> only twice? >> yes. >> and you've been riding b.a.r.t. your whole life? >> yeah. >> i'm currently the interim for the police for b.a.r.t.'s police. >> do you have enough officers right now to protect passengers? >> no. >> ahead on "derailed" -- >> someone holding a knife. >> how are people supposed to feel safe if this is what they're seeing on b.a.r.t.? >> at this point i just want justice for my daughters. >> a teenager stabbed to death while waiting to board b.a.r.t. >> the whole thing with mia

still a gorgeous weekend at levi stadium. by tomorrow morning, chilly start under clear skies. 30s and 40s. notice tomorrow north breezes at times so it will be breezy and dry. we don't have any fire weather watches in the north bay hill for one more day. we'll have to watch the northwest winds and as we jump to tuesday, the morning is dry. here's your tuesday evening commute. the rain starts to fill in, heaviest rain from 7:00, tuesday 9:00, the heavy rain band pushing through the bay area. maybe a chance of thunder as that sweeps south from 9:00 to 11:00 on tuesday night and more showers to follow into wednesday. snow levels, by the way, near 3,000 feet. close to mt. diablo by wednesday. the rain totals, the most we've seen in six months. we think this will have a big-time impact on the commute for tuesday evening and again on wednesday. some parts of the bay area see more than an inch of rain. see the temperatures awe head

welcome back to levi stadium. we're live on the field. i'm raj mathai. the 49ers sending a real message to the entire country. 37-8 over the packers. the 49ers are 10-1 on the season. how did that happen? >> i don't know how it happened. with jimmy g. leading the helm, it got off to a great start. after the first drive, green bay fumbled the ball and the niners ran it in for a touchdown. >> it was the opening drive. before you can finish your soda or beer, the 49ers defensive line getting to aaron rodgers. this was a great play. >> great pressure. staying after him. big-time hit, stripped of the football, popped out. >> and leads to that touchdown right away the niners had a quick 7-0 lead. we just heard from the guys

saying they're fired up. >> they had to keep their energy up because they'll have a long stretch ahead of them. they are flying to baltimore next. we want to show you their travel schedule. and then they're going to do some training and rest in florida and then head to new orleans. they'll be on the road for a couple of weeks here. >> you like that, jeff, instead of coming back to the west coast from baltimore they go to sarasota to train and then to new orleans? >> yeah. >> that's good? >> yeah, stay on the east coast. they did that earlier in the season. stayed on the east coast for two games. it's different. you're out of your own element and you have to adjust a little bit to a new schedule, new surroundings, but to stay out there and acclimate to the east coast time zone, i think, is a good thing. >> a lot of young guys here. it's the nick bosa, sherman, garoppolo, they don't have families to worry about in the sense of kids and life and all of that so it's okay for them to be out is there.

take it away. >> thanks. i'm joined by aaron armstead, defense really setting the tone early. how important for you guys to come out and establish your defensive prowess early in the game? >> we want to get off to a good start and start the game off right and then getting after the passer. we were able to do that and get taught a lead. >> you sacked aaron rodgers, held him to 104 yards passing. how are you able to be so effective against their offensive line and against their offense slowing them down? >> it comes down rushing coverage. back end holding up, getting after them up front. that takes a collective 11 on the field and playing hard, playing with effort and going out there and trying to get a win. >> this time last year you guys were getting flexed out of sunday night games and now flexed in. what does it mean to put this performance on this type of a stage? >> prime time game. a lot of people watching.

let's talk about nancy. we'll tackle her unusual case and take a wider look at towing and an effort to rein in the high price of getting towed. nancy asked us to hide her face but she wants you to hear her story. about a simple parking error that cost way more than she ever expected. >> parking? >> sxles less every day. >> driving around in circling for a while. >> i get a lot of parking tickets. >> but mostly just a problem. it's a mess. >> parking is especially a scarce near lake merritt. that's where nancy mistakenly parked there. >> somehow i didn't know it was a driveway we were blocking. >> police had the car towed. the next day nancy and her mom went to this tow yard to retrieve the toyota rav4. the police wouldn't let them take it. the only name on the

registration was her dad and he died in january. >> it was a really, really complicated process. we had to go to toyota, get the loan transferred to my name. >> nancy says she spent two months ironing out the paperwork. we confirmed with toyota that two months is the typical timeline to modify a title. when nancy was cleared to pick up the rav4, the towing company handed her a huge bill. >> $4,800. >> they charged her $90 a day in storage charges for two months. >> i felt bad, they weren't empathetic with our situation. >> we asked them to look at her case. they declined. we wondered how much the cost of getting towed varies across california. we called two dozen cities across the state. the rates are all over the map.

storage ranges from $32 a day in bakersfield to a maximum $100 a day in oakland. the base fee to get towed is more, $106 in palm springs. on the high end $537 in san francisco. >> the disparities in these fees obviously suggest that there's something strange going on here. >> san francisco assembly member david chu told us it's time for states to rein in towing fees. he sponsored a bill to limit the city's towing and fees. >> the storage of individuals who might have made a mistake for a split second when they parked their car on that street on a particular night that then spirals into thousands of dollars of debt. and economic disaster, that's what i have a real problem with. >> our database of consumer complaints contains hundreds of nbc bay area viewers who are upset about towing. why is it so expensive? we asked the tow company's

something very unexpected. it took up prime parking spots on the peninsula. it wasn't an obnoxious driver. it was this. a northern fur seal pup found his way into a parking structure in redwood city this morning. firefighters came out and rescued this 5-month-old -- oh, isn't that cute? it's like he's posed before. that looked like something out of a magazine. >> the camera loves him. >> he's now being monitored by the marine and mammal center in sausalito. no word on how that seal got into the garage on marshall street. you can see the parking structure is not far from redwood creek. it's quite possible that pup came up from the bay via the creek. >> it was a nice day to do that, too. >> way to go. >> nice day all around the bay. perfect for sunday night football. tomorrow we have at least one more dry day after a cool start

to the morning. 30s to 40s to start the morning and tomorrow's afternoon will be breezy and dry. tomorrow's case these will be northwest winds for the afternoon highs, mid-60s and very briefly for the north bay hills, we'll see some elevated fire danger given the fact it's still dry in the hills and the wind direction will be northwest. that's something we'll watch for on monday very briefly. tuesday the rain starts the move down the coast and we've seen quite a bit of wind with the setup for tuesday now. we'll jump ahead on the timeline. tuesday evening, 7:00. look at the wind speeds. everyone in the bay area getting a taste of this from 30 to 50-mile-an-hour gusts around the bay area. fire danger will not be the issue because these are storm-driven winds. tuesday morning, clear skies, rapid changes by the evening commute on tuesday. heaviest rain from 6:00 in the north bay, 9:00 across the central bay. that may include some thunderstorms right around 9:00 tuesday evening. heading into tuesday night,

11:00, heavier rain exiting out of the south bay. rainfall projections, if you add everything up from tuesday evening into wednesday, most of the bay area seeing half an inch to an inch of rain. as you can see, those totals adding up. look at the sierra. we already have a winter storm warning up for 2 to 3 feet of snow. look at the elevation. the that's not a typo. 2,000 feet. we don't often see that even in the middle of the winter. that tells you the canadian air conditioning, we'll see it as snow settles in. that includes mt. diablo, mt. hamilton wednesday could see snow showers. for your thanksgiving thursday plans, here's the good news. it's going to be cold but it looks like a lot of showers will be gone for thursday and friday. as we head into the weekend, here comes round two. more rain on the way. as we get the second storm arriving, the way we think it will for saturday and sunday, that missing 1 to 4 inches of rain we missed out on since october 4', that deficit will be
