let's check that forecast right now, sounds like a big storm is coming our way. >> it is going to be a big storm and comes along with gusty winds and also very cold temperatures, they're already feeling that right now. we're seeing some of the mostly cloudy skies reaching out ahead of that, but so far not a lot of rain, but we've already powered up our bay area storm ranger, it's parked on san bruno mountain, the red scan that you're seeing there just south of san francisco, and so that's going to give us the best view of this storm, as it moves in. going hour by hour we'll start to see some of the rain and some high elevation snow in the north bay, starting at noon today, and approaching san francisco and oakland, as it moves into the bay area, could also produce some thunderstorms along with some hail and some very strong winds. we'll be tracking that as well as sierra snow and more details in a few minutes. mike, you're keeping an eye on menlo park. >> folks are fine until you get to willow.

a few minutes ago a slow drive headed through menlo park and redwood city. you're down to one lane overnight and looks like they opened many more lanes and still a crew on rht side blocking one lane with activity, so they will still have to clear over the next 45 minutes likely. we'll see another quick traffic break, enough to show red and yellow on our sensors for a few minutes and then it cleared up. note that for highway 101. 280 is not a problem and doesn't have the construction. we're following one thing in the south bay on city streets in san jose, not from san jose state. for that we hand it back to you guys. >> breaking news we're following this morning, police activity in downtown san jose. >> "today in the bay's" kris sanchez is live at the scene this morning. anything new, kris? >> reporter: well we can tell you that the roadway is still closed as mike mentioned, santa clara street between seventh street where we are and eighth street which is down the block, and in that area, you can see that car and officers are still here focused on that car in that parking lot. i can tell you that the armored vehicle that was here a little

bit earlier now has left the scene. here is what our crew saw two hours ago, when all of this started. [ gunfire ] that was about 3:00 a san jose police officer spotted a suspicious car and called for the car to get out. we don't know if anybody did but the officers fired rubber bullets at the car. the car is in a parking lot for a small office building with signs that said for a dentist office and a lawyer's office. one of the patrol cars out here was a san jose state police patrol car, so we can't say yet whether the officer perhaps was just nearby and assisted, or whether this is an incident that started on campus, which is just a few blocks away. we are reaching out to san jose state police. the block of santa clara will remain closed for the time being. as soon as police give us more information, we'll pass that along to you. in san jose, kris sanchez,

"today in the bay." >> kris, thank you. now to the incoming storm heading toward the bay area. as much as an inch of rain is expected to fall. this is a live look at the bay area from our storm ranger mobile doppler radar and first you can see the storm in the bay area, this is the north bay as you can see that storm is coming that way, i'm not a meteorologist but you can see the green on the screen. sharon katsuda is live in mill valley with what you with do to prepare. a pretty good way to report, "right there" marcus, even though you're not a meteorologists. yes, the rain, the heavy storm is expected in the north bay around this afternoon, and then throughout the bay area, this storm might bring hail and if you're headed up to the snow, there might be some road closures. if you're staying put, you'll want to clean out your gutters this morning, before the wet weather arrives this afternoon, which will be around 1:00 here in the north bay, then it will be in the east bay around 2:00 to 6:00, and the south bay 3:00 to 6:00 p.m.

tracking what we can expect from this storm. >> we are expecting this rain to move in later on this afternoon. as we've been taking it throughout the day, we are going to potentially watch for the potential of some flooding, especially in the north bay, around the kincade burn scar area, and so we are looking at the possibility in this first round of rain getting over an inch in some of those areas, but it may be a little bit more, just farther south in spots like san anselmo getting closer to an inch and a half and for san jose also the possibility of getting close to an inch and a half, but keep in mind that in santa rosa we need nearly six inches of rain to catch up to normal. it is good to be making some progress. we'll track the storm and i'll have another look coming up in a few minutes. >> we'll check back to you. thank you. we are following breaking news overseas a frantic search for survivors in albania. strong earthquake collapses trapping people inside.

so far at least 14 people have died, at least 600 are injured. the scene itself is playing out across the peopleng through destroyed buildings trying to save people caught in the debris. 6.4 earthquake was centered about 20 miles northwest of the capital and it was felt along the albanian coast. so far, more than two dozen people have been pulled alive from collapsed buildings, but look at all that rubble. numerous aftershocks are complicating the rescue efforts. we have video from nearby bosnia showing the moment the quake hit. it shakes, birds were eventually you saw them there, flying away. no immediate reports of casualties or damage in bosnia. we'll continue to follow breaking news and bring you updates every half hour. developing in southern california, hundreds of homes evacuated as an wildfire rages in the foothills above santa barbara. late last night that fire burned more than 3,000 acres around the

san marcos pass and painted cave. highway 154 is now closed. so far, there are no reports of homes destroyed but a lot of people spent a nervous night hoping conditions would improve. strong winds are fanning those flames. authorities are investigating another car hit by something thrown or shot on highway 101, just south of gilroy. this is at least the 42nd case since august. the chp is stepping up patrols before someone gets killed. the latest incident happened yesterday before 5:00 p.m. a van with a family of six was driving on 101 southbound near the big red barn, if you're familiar with thatarea, when something hit the van. it tore through the rear driver's side window. luckily no one was hurt but now as thanksgiving travel is ramping up, some people are changing their plans or telling relatives to avoid that area. >> his come in but

>> reporter: really? >> i'm just surprised nobody's caught them. >> this is the fourth incident since friday, someone threw a rock at the carmel high school football team bus in that same one student was cut by the glass. very busy thoroughfare there, too. mayors in two bay area cities staying true to their word. >> libby schaaf and sam liccardo will spend part of their days cleaning up san francisco due to the battle of the bay challenge. nearly 6500 volunteers in all three cities collected more than 200,000 pounds of trash back in september, that brings us to t are going to participate in the day of service based on which city had the largest turnout for the event, and san francisco won. back to the incoming storm, those conditions are expected to really intensify beach conditions. this is video overnight from the beach at pacifica.

e of the many places expected to be under the high surf advisory beginning at 7:00 tonight. breakers from 22 to 27 feet are expected from point reyes down through the peninsula to monterey. >> you know, marcus, rain here means fresh snow in tahoe. a lot of families headed to the sierra for the holiday week. ski resorts like boreal using snow-making equipment but the real stuff is coming and if you plan on driving there for thanksgiving, the chp advises leaving sooner than later. the roads are clear right now, but finally we're going to get a good batch of snow up there, kari? >> yes. you don't have much time between now and when this storm arrives before that travel window closes on you. as we see the stormproaing so f lot of rain or snow just yet, but as we go throughout the day we're going to start to see it moving in, with the snow arriving at about noon today. it does start out light, but does get very heavy into the rest of the day, so most likely we could see a lot of those

we'll be moving in later on this afternoon but as we take a live look in fremont this is quiet. not even a breeze right now. it is chilly. we'll see clouds rolling in from 42 degrees to 53 degrees at noon and that's about the best we'll do. it's going to be much cooler today, and gusty winds and rain by this afternoon. we'll time it out, hour by hour, coming up in about five minutes. >> here is the look at the san mateo bridge over on the right, that sign talks about a high wind advisory, that chp gave, gusts here and across the bay bridge so i'll talk about another bridge that was impacted by their reports and we'll talk about how things are shaping up as far as what you can expect for your drive. and good morning. happy tuesday to you. the markets will start at new all-time recovered highs. there's word china and the united states are talking to each other on the phone, sounds like they're in at least the first steps. traditionally a slow week this

week, the markets will be closed thursday, a shortened trading day on friday. four people have been fired from google, accused of accessing company information they shouldn't have. one of them was leading a protest at google's offices on friday. our bob redell will have live reports from google throughout the morning. redfin did a study, discovered people are staying in their homes longer. this means fewer homes are up for sale nationwide. part of it is seniors, deciding to age in place. many states offer property tax reductions for seniors, so they stay in their homes. it's a good example of what sounds like a fair and decent thing t hurting the housing market. rent control is another good example of that. ma economists say rent control discourages building, which drives prices up. elon musk says he knows why the windows broke on the cyber truck. you may recall they threw a steel ball at the windows to prove they couldn't be broken and they were broken.

musk says this, hitting the truck with the sledgehammer earlier weakened the window. he says they should have done the window demonstration first, and then did the sledgehammer. and ford is calling shenanigans on a tesla demonstration where a cyber truck pulls a ford f-150 uphill though the ford is trying to drive the other way. ford and other commentators say it's not a matter of power it's a matter of traction. a tug-of-war is never about power. it's about mass, making the ford heavier would actually help it, if you put some weight especially over the rear tires of that ford so you watch this, where it just cannot get the traction. also not clear if that's a four-wheel ford or not if it has the front wheels which wears al the light part of the ford is trying to get grip, the heavy part is not getting grip in the front. tesla says they'll redo the test to ford's specifications and

around mendocino county, and also some of the higher elevations in the north bay, we're looking there, winter weather advisories that will be in effect and by 12:00 it's already starting to approach san francisco and oakland, making its way into the east bay by early this afternoon, but notice where we have the oranges and reds, that indicates some heavier rain, and if you have the nbc bay area app and you're tracking this rain as it moves in, you'll see that this kind of correlates to the colors that you'll see on the nbc bay area app, as it shows the heavier rain moving in, right around 5:00 to 6:00 this evening, and then approaching the south bay right around sunset or shortly thereafter, as we see the rain approaching during that evening commute, expect it to take a lot longer to get home, and then we're also going to see some off and on showers throughout the day tomorrow, but these will be very spotty, but in those showers, we could also see some thunder and lightning, possibly

some small hail, and this already shows that we could see some snow on mt. hamilton going into late tomorrow morning and then again throughout the day, as those temperatures continue to drop. overall we're looking at anywhere from about half an inch of rain in some of the isolated areas, but most of us look to get at least an inch of rain, and it's also going to be very windy as this storm moves in. we can see in the first north bay winds pick up at about 25 to 30 miles per hour, but we could also have some gusts up to 50 miles per hour coming down into san francisco, livermore, 50-mile-per-hour winds, so if you have any leaves still left on the trees, they're coming down today, along with that rain. we're still going to see some gusty winds tomorrow, and a break on thanksgiving as well as friday. mike, you still have a closure in san jose, right? >> want to make sure folks know about that, that's the police activity, the investigation after the shooting, not far from san jose state. we're looking at south bay

the clock as part of the pilot program. mayor london breed says that ever since those restrooms started operating in august, they've gotten a lot of use especially in the overnight hours. they've cost the city $300,000 to keep the toilets open 24 hours a day. this morning, german investigators are looking into a crime that sounds like something straight out of one of those "oceans eleven" movies. thsrom the green vault. both suspects were caught on surveillance video early yesterday. investigators say the crooks started a fire that led to a big power failure that disabled the security alarms. a car matching the getaway description was later found burned in an underground parking lot. the bay area braces for a winter storm, we're getting our first look at a massive swiss avalanche caught on camera. take a look. >> wow. >> i know. >> huge.

good tuesday morning. thanks for starting your morning here with us. i'm marcus washington. >> and i'm laura garcia. a busy news morning this morning, and also a big storm approaching the bay area. kari has a look at our forecast right now. taking a look at that doppler radar, a busy one by this afternoon. >> right now we don't see any rain approaching but it's well to the north of us and moving quickly. this will be a storm that brings about not only some colder temperatures but some rain, and also some high winds later on today. so we are seeing that rain just now starting to make it into that far northwestern corner of the state, while storm ranger is going to be tracking some dry conditions for a little while longer

sanchez on the scene and she has been this morning since 4:30. you have no information coming in. >> reporter: we just got confirmation from san jose police this is considered a death investigation here in downtown san jose. i can tell you that santa clara street remains closed here between seventh street and eighth street although one officer says perhaps a few blocks from there as well. here is what our crews saw as they arrived two hours ago when this started. about 3:00 this morning a police officer spotted a suspicious call and called for backup. over a loud speaker officers called for anyone in the car to get out. we did see rubber bullets on the ground. the car is in a parking lot for a small office building with signs for a dentist and a lawyer. we saw several san jose state police cars. about 15 minutes ago i talked with a dispatcher who tells me campus police were helping with traffic control.

updates. tensions inside google are on the rise again after the tech giant fires four of its employees. "today in the bay's" bob redell is live outside of google headquarters in mountain view. some workers are calling those firings retaliation. what is google saying? >> reporter: google confirms the four employees were fired for repeated violations of data security policies, but in a statement to bloomberg, some employees trying to organize into a union here believe the firings are in a legal retaliation against some employees who spoke out against company policies. last friday more than 200 google employees who protested outside the company's sf location as you can see in the pictures, posted by cnbc. they were demanding the reinstatement of two employees who had been recently suspended, one of those employees had reportedly spoken out against google's contracts with u.s. customs and border protection, the other reportedly about

that suv set it into reverse, as the owner was fueling up. you could see there, she falls. look at the car, it ended up crossing a four-lane highway. the suv eventually came to a rest at the gas station across the street and police say it's a miracle no other cars were hit. the owner was hurt trying to stop the vehicle. as for the bad dog, they wanted to go. it allowed the gears to shift without the brake pedal being pressed. >> it wasn't totally the dog's fault. >> the dog completely not at all. completely not at all that dog. fas. that was like a game of frogger. >> careful what you train your dogs to do. not trained, i know.

san jose we continue the closure, kris sanchez gave us the update. santa clara closed between seventh and ninth between san jose city hall and state areas. at least the police investigation from the deadly shooting over there will be a factor. use san fernando instead. i don't know if we can get the waze system coming up but looking at the map the rest of the commute traic flows the bay bridge as well and we have timed out the drive out of walnut creek and i have some predictive traffic flow as well. right now they're just go, head weekend. first we have to get through the rain and thanksgiving. >> >> thanksgiving we'll take a break from the rain. this weekend starts on thursday for a lot of us, so that's what we're showing right here. if you're in napa valley, expect a mix of sun and clouds, breezy winds and only reaching 53

>> thank you very much, kari and mike. we're covering breaking news, look at this, this is a fire burning in the foothills above santa barbara this morning. you can see kind of the embers floating into the air and this fire has been burning for quite some time now. it is considered out of control. by late last night the fire burned more than 3,000 acres around san marcos pass and painted cave area. highway 154 is closed down, so firefighters can try to access that area. there's a lot of wind. they're trying to establish this shot from a live report as they're setting up down there. buteports of homes destroyed so lot of people spent a very nervous night hoping conditions would improve. there are strong winds said to be fanning the flames in this area right now. we just wanted to give you the live look as they're establishing a live shot there but that's a fire they have to keep their eye on in the santa

barbara area. also developing this morning in central california, police are looking for a gunman who sparked a lot of chaos for shoppers at a bakersfield mall. >> to people were hit by the fn guire and expected to be okay. police say this happened yesterday in a food court and that mall went on lockdown. right now, there's no word on what led up to the shooting, but this is not the first time, there's been deadly violence at that same mall. a man died there in a gang-related shooting two days before christmas in 2005. accusations the president is interfering with the military's chain of command. >> >> he tweeted something that alarms military leaders. >> he tweeted he will always protect our war fighters which sounds innocent enough but it does come after president trump got deeply involved in the military discipline of a navy s.e.a.l. accused of war crimes. eddie headlines for weeks and caused at least one official the secretary of the navy, to lose his job as the white house protects gallagher and the

moving in. storm ranger isn san bruno mountain and the red scan that you're seeing there as well as the nbc bay area app. you can track this storm where you live, as it comes in today. right now the rain is just now starting to make it up around eureka and crescent city and will be working into the bay area very quickly as we go into late morning for the north bay, and the rest of the bay area by this afternoon. here we are at 1:00 today. notice the white there for our interior mountains, farther to the north. we're going to see this coming down as snow, and very cold temperatures for us around the bay area today, so wear some extra layers, have the umbrella and before you head out today, make sure that everything out there is secured, as we are goingo see the heavy rain along with some gusty winds today. we have the potential of getting over an inch of rain across the bay area, possibly over two inches of rain in ukiah, and we are going to see those gusty winds picking up, this is going to be a windy storm, look at the forecast as we go throughout the day, with gusts in san

francisco, oakland, livermore, 50 miles per hour but that's just briefly before those winds quickly calm down, going into the overnight hours. so rain and scattered showers and storms continuing tomorrow. it's going to be off and on, but we will take a break from all of this on thanksgiving, temperatures in the upper 40s and for san francisco we're also going to be very chilly, as the rain picks up once again onsatu is short but we know that we need it. >> yes, certainly so. let's talk a little bit more about this rain, we're so excited for it here. >> we are. >> can you tell us what we're expecting in el nino and la nina? >> the climate prediction center put out their forecast for the next three months for temperature as well as precipitation, so this shows you the overall map, and it shows that for the bay area, much of california, we are going to be feeling above normal temperatures from now through february, and then as we look at what's happening in terms of rain, well below average, and

from the climate prediction center output for the bay area, as well as san jose, and below average rain for california. now, we know that's been the case recently, but let's take a look at what's happening here. we look at el nino and la nina, and along the equatorial pacific we see the trade winds and it carries some warmer water. this is a naturally occurring pha phase. we see warmer temperatures during el nino and starts to develop storms along the equator that then carries off towards the east over toward the bae arbay area and storms developing there. the last significant el nino was 2015, we could see the bright red here right there along the equator, showing some warmer than normal surface water temperatures and right before that, well before that we had another one in 1997. so what happens during el nino is we see the jet stream well to

the north and it creates some warm and also dry conditions for the pacific northwest, before the bay area, the sub tropical jet stream is lined up right over the bay area, and it makes it very active in terms of storms rolling in as well as some wet weather. this is something that we are not going to see this season, because we are in an el nino neutral phase, that means that we are not either warmer or cooler than normal, so it kind of makes it hard to tell how this winter weather is going to shape up for us, but right now, we are in a neutral phase, so it's not either normal or above and of course, we'll be tracking this storm by storm as we go throughout the winter. laura? >> so interesting. thanks, kari. but first, happening now, down under, firefighters and locals are seeing celebrating rain as it brings much needed relief to tinder dry australia. video showing people dancing in
