4:08 and happening today, president trump departs for the nato summit. the president set to meet with representatives of at least a dozen nations of the organization's 70th anniversary meeting in london. trump has in the past questioned the need for nato and complained the u.s. spends more on defense than other nato countries. the summit kicks off tomorrow and continues through wednesday. that trip comes as we learn the president trump's lawyers decided not to attend wednesday's impeachment hearing. tracie potts explains why. >> reporter: as president trump heads to the nato lawyer wrote this judiciary committee, quote, we do not intend to participate in your wednesday hearing, calling it an unfair and irretrievably broken process. >> this is a complete american waste of time right here. >> given the president every opportunity to participate. >> reporter: tomorrow the

intelligence committee is expected to hand over its findings from last month's hearings on whether the president was wrong to with hold aid from ukraine while asking for political favor. republicans want the man who led those hearings to testify. they argue intelligence chair adam schiff is biased. >> the best witness, the most effective, the most valuable witness that we have is the president of the united states himself. >> reporter: wednesday's judiciary hearing will feature four constitutional trying to tie the testimony to the law to make the case for impeachment. lawmakers are expected to consider charges of bribery, abuse of power and obstruction of justice. for directing white house staff to defy subpoenas. democrats are hoping for a full house vote before christmas, setting the stage for an impeachment trial in january. tracie potts, nbc news, washington. new technology now in the testing stages may one day help

lower the number of power outages tied to fire risk. pg&e trying to develop software system meant to better diagnose power line problems before they trigger outages or wild fires. texas a&m researchers actually developed it for different reasons to help boost reliability through what's called just distribution fault anticipation. the california utilities believe the same technology may be better localize and detect power line issues long before they ever occur. want to check the forecast, what everyone has been talking about, all this rain. >> in fact. it's why we come on early because a climate alert. >> we want to talk about how much rain is falling across the bay area and also what's ahead as you get ready to head out for the day. a lot of people going back to work and it's still raining, especially in the north bay. we'll talk about here and what else is ahead coming up next. she didn't say it wasn't in the south bay. here is san jose, water kicking

for slow going did you head the weekend? if so, this is what you saw. the on going storm really made for some slow going driving there. as the plows had to clear the roadway there. cars are traveling through the chp despite heavy volume of

holiday related traffic. drivers paid attention to the chain warnings. crashes were kept to a minimum. let's hope that continues. i know some people that are waiting to leave today. but rain here means a lot of snow. >> yeah. it will still be coming down there for the next couple days. we're going to see round after round of rain, but there will be some breaks in between because we are seeing the main focus with this atmospheric river just pushing south of the bay area. that's that steady stream of rain that you're seeing just south of the bay area, but i also wanted to draw your attention to this. this is the center of the upper level low, this is the center of the storm that's drawing in all this moisture. as this moves, this will push the atmospheric river to the south but we still have the rain associated with that low and the cold front that will be coming through as we go into today. so still there some rain in the forecast. we're seeing a lot of green here on our storm ranger mobile doppler radar with the red scan that you're seeing there in an area that right now is dry.

but you head to the north bay, you're seeing that rain coming down and marin county and toward napa and salano counties. the east bay, we have heavy rain. if you're about to head out the door in pittsburgh, antioch and con card, we're seeing little head area rain that will last for another 20 to 30 minutes or so as we're seeing it pouring on highway 4. watch out for that. take it slow. we're also seeing the heavy rain on 101 from gilroy to morgan hill and that also continues up until south san jose where we start to see the rain getting a little lighter here. so as we take that live look outside in san francisco and talk about these rain totals, we're anywhere from a 10 of an inch of rain in san jose to 7 inches of rain in the santa cruz mountains. this is very typical of an atmospheric river because it's so low in the atmosphere that as it rises over the mountains that brings out that moisture and so you see the higher rain totals

along the coast and also in some of our higher elevations. so that's what we're seeing right fwhou this storm system over the pasdays. so here is what's ahead. we still want to get -- have to get through the cold front that will be dipping through today, even though the atmospheric river has moved on. so scattered showers will continue today as well as tomorrow. just at any point be prepared for a chance of showers. going into tomorrow morning, looks like we pretty much catch a break but it will be cloudy and cool going into tomorrow night. we'll see some more scattered showers moving in and then we'll see those rain chance, especially for areas south of san francisco. that's where we'll see some of those higher rain chances moving in. but we will be drying out at times as we go intoe of the week. looks like we could see anywhere from just barely anything in freemont about .02 to up around we could get closer to an inch of rain.

just depends on where those heavier bands set up. for your friends, laura, trying to get back, today is the day because the snow will get lighter in the sierra and tonight we have breaks going up in elevation. it is starting to calm down there, even into tomorrow it's looking pretty good until we get that next storm system coming in. additional snowfall toe tals through the sierra, just a couple inches until we get toward the end of the week which could be another significant storm moving in and another couple of feet of snow. so let's talk about what's ahead. so we're seeing this atmospheric river pushing to the south and then a bit of a break for us. but still a chance of scattered showers. then going toward friday and saturday, there will be another storm systemhat could in some more high winds and rain and give us a wet start to the weekend. but it looks to dry out by sunday. so we'll see some times of rain, scattered showers and looks like really thursday is our only completely dry day and then

we'll see on friday that next storm system coming in that will last through saturday and move out by sunday. chilly temperatures, too, mike. you were concerned about the wind. and people driving across bridges. >> yeah. chp also had been blowing around a gust or two here. different look at the bay bridge. over here, we have your lights backing up and cash lanes either half way down the parking lot. the parking lot is featured the middle because the crew who is lining this camera up wanted to show you the wind really ripping these flags around. chp has given the wind advisory for the antioch bridge and bay bridge and this is where the rain is active. see that red sweep that's storm ranger. it's actually our specialized low level radar there to tell you exactly what's going on in your house. over here is what's going on with the roads. we have taken away the radar to show you more. that's a great flow of traffic over here. no real problems. we do have a crash reported around the dublin interchange. no slowing over the last ten

minutes since it's been reported but still waiting for lane information. it sounds like it's not an urgent issue. we have the rain hitting south here. bottom end of san jose towards the santa cruz mountains and 101 through morgan hill a tough weekend as well. 101 in palo alto, nice easy drive and it has dried out nicely at this portion right by university. note from mass transit, 0 to 1 started. we have one train to report on time. that's great. 100% of the trains on time and so are the longer rides. the roadways are still wet. that water kicking up behind. that is t raining, it's like thanksgiving, leftovers, scott. back to you. >> fair enough. rest of the day's news, leaders in some bay area cities pushing to strengthen local eviction protections to cover a gap between now and the end of the year when stronger state protections kick in. that includes palo alto.

this morning the mercury news says leaders there are especially concerned about long-time tenants living in a downtown apartment complex facing evictions tied to a hotel conversion plan. that meeting takes place at 5:00 p.m. this afternoon. in san francisco, supervisors are expected to take that new state law and add even more protections. they'll vote today on regulations that would require landlords to have just cause for evicting tenants from buildings built after tenants in buildings constructed before 1979. 4:21, air france flight is going green when flying into and out of sfo. starting in june 2020 the airline will use a blend ofn fl conventional fuel for its flights. air france says this is to save approximately 6,000 tons of co2 over 16 months. the sustainable aviation fuel will be made from an edible

our "today in the bay" team live with team coverage, monitoring what you can expect as you head out the door. no matter where you are in the bay area, rain-soaked roads out there. be careful as you head out the door. pretty slick. >> i know my drive to work, there was a big puddle on 87 at about santa clara so be careful. we'll check in with traffic and mike in a minute with the puddle report but in the meantime the cause of the puddles, what could it be? >> it was this big atmospheric river that rolled through and our first one of the season and we are also still going to see this rain coming through today, as the cold front sweeps through the bay area that will decrease the amount of rain we'll see by later on this evening, pushing the system on south. we have storm ranger all over, the red scan that you're seeing through partsantioch, we're seeg that heavy rht there highway 4. for the south bay, this is what we were talking about, just some really heavy rain pushing through in san jose, moving over toward evergreen, so if you're
