area tracking some trouble spots for your morning commute. >> and of course a winter whiteout in the sierra. treacherous traveling but a good sign for our water year. kari is adding up the weekend snow totals. "today in the bay" continues right now. a very good morning to you and thanks so much for joining us. first monday of december now. hard to believe. i'm laura garcia. >> and i'm scott mcgrew in for marcus, who has the day off. kari definitely does not. it was a messy weekend and we're still seeing a lot of rain. >> we are still seeing a lot of rain, even though the main part of that atmospheric river has shifted just south, we are still going to have to deal with some off and on rain today. and so we are seeing mostly some light rain as you get ready to head out the door. where you see the reds and the yellows indicates some heavier rain, now moving into oakland and that will make it very hard for to you get out the door this morning. dealing with the heavy rain and the wet conditions out there, with, along with the gusty winds.

san jose also getting some rain, so we'll talk about what's ahead coming up. mike, you're also seeing those slippery conditions. >> yeah, i borrowed your radar so we'll show you why we're talking about this slippery rain conditions. we have radar activity all over the map. i'll take it away so you can see the green while the road weather index and the speed sensors, the speed sensors are mostly green. road weather index shows where it will be wet and 101 at san antonio in the east bay, both crashes involved a single car hitting the center divide. a lot of times that is a result of loss of traction and spinouts. under these circumstances, keep that in mind, those are possibly what happened over there. 980 at 880 we have a disabled vehicle and tougher to see with that rain coming down. another one we call out. light activity around as far as the chp reports. chp does also report wind across the san mateo bridge, the bay bridge and across the summit, it's been a tough drive on that top. look at the green. we'll send it back to you. >> look at the green. we keep looking at it because

it's hard to believe, it keeps coming down. the rain is moving across the bay area. our "today in the bay" team live monitoring with what we can expect out there. we're going to get to kris sanchez, she's down in morgan hill area but first let's start out with damian trujillo in the santa cruz mountains. >> reporter: in the last storm the santa cruz mountains received a whopping seven inches of rain, that is a lot of water falling on the santa cruz mountains. right now there's been a break in the weather, no rain right now. drivers are cautious on highway 17 opinion the headlights are the northbound lanes that is traffic headed in to san jose to work perhaps in this early morning hour. we did shoot some video on the way up to the mountains this morning, the highway has gotten a good soaking overnight, and although the rainfall was light this morning, it's still required both hands on the wheel as puddling has become a concern. the other worry along highway 17 is the potential for mudslides.

cal trans has been working throughout the summer to shore up any potential hot spots for the slides. so far, nothing major has been reported. we did spot chp officers on the side of the road, ready to respond to any slide or any accident caused by the rains. fortunately what we've seen so far is drivers going below the speed limit up here, aware of the potential for danger. the faster you go, the more difficult it is for you to react to trouble up ahead. you might be driving okay but never know what the driver in front of you is about to do. the best advice, slow down, put both hands on the wheel and become a defensive driver with all of this rain, and behind me on the southbound lanes on highway 17, down there is known as rollover corner. you know what that means, so best precautions driving up and down highway 17 headed in to work this morning. we're live on the summit of the santa cruz mountains i'm damian trujillo, "today in the bay." >> surely want to take it easy out there, thank you very much. damian mentioned all the rain

coming down, it's got to go somewhere. >> the higher mountains is where we get our water from. >> around big sur they had about 15 inches of rain. >> no kidding. >> we compared that to ben lomand and the santa cruz mountains seven inches of rain there. almost seven inches of rain in marin and santa rosa had about five inches, compare that to a tenth of an inch in san jose and we see more rainfall totals anywhere from two and a half inches morgan hill as well as yountville. oakland hills getting close to an inch of rain. concord about three-quarters of an inch and livermore about 0.3 of an inch of rain. it's still coming down so we'll talk about what's ahead, that's coming up in a few minutes. >> kari, thank you. kris sanchez has been talking about it on twitter the puddling that she's seen on 101. >> that's right and kari just mentioned there, two and a half inches in the last 48 hours. we need a little bit of a break here, kris. >> reporter: yes, we're getting a little bit of a break right now. it's a really light rain that's falling. the winds have died down just a

little bit. so if you have to leave the house right now, this would be a good time to do that. you're going to get a small break, but with two and a half inches over the last 48 hours, you know that you are going to find some ponding, and puddling on the roadway. we saw that on our drive down. didn't have to use the windshield wipers too much as we were headed 101 south san jose to morgan hill but we had to use them because of the water that was coming off the back of the trucks and the cars that were driving nearby be. even if the rain lets up you'll see water on your windshield. be ready to use the wipe he weres. we have video from a massive roof at a medical centerff to h scramble to move equipment as the rain pummel the roof, spilling into the hospital below. and if the sunday drive was any indication, this morning's commute is going to be rough. we've been looking at mike's maps all morning long. chp reported a lot of accidents including a spinout on highway

101 in san jose, where the driver told us that he saw the water and by the time he saw the water, he was already spinning out. so just a reminder of how fast things can go south. make sure you keep both hands on the wheel and you slow down for the conditions. damian said he saw folks up in the santa cruz mountains driving a little bit slower. sometimes we don't see that on highway 101 because folks get into their regular routine and they think i know the roadway, but you don't know it the way that it is this morning. the wind is also a factor. we have a high-profile truck, a tall vehicle, and we could feel the wind buffetting the live truck so keep both hands on the wheel this morning, and do slow down for the conditions. remember, don't hit the brakes suddenly because that could cause you some trouble. in morgan hill, kris sanchez, "today in the bay." >> good advice. kris, thank you. >> very slick out there. taking a live look outside at sfo. wet weather will impact air travel likely this morning. the rain and wind had a very big

impact yesterday for travelers headed home from their vacations. weather issues led to 164 canceled flights. some 500 additional flights were delayed, those delays averaged about 40 minutes and also this morning, let me add here that 13 canceled flights remained at sfo this morning, nine arrivals and four departures so make sure you check ahead. you can also follow kari hall tracking this storm. she always gives updates on social media and she's posting forecasts, so you can take those updates on the go. 5:07 on your monday morning. happening today,re with representatives of at least a dozen nations reportedly president trump will in london. discuss challenges nato members face from china and russia. the summit kicks off today or tomorrow, rather, continues through wednesday. now that trip comes as rewestern president trump's lawyers decided not to attend wednesday's impeachment hearing.

the law to make the case for impeachment. lawmakers are expected to consider charges of bribery, abuse of power, and obstruction of justice for directing white house staff to defy subpoenas. democrats are hoping for a full house vote before christmas, setting the stage for an impe h impeachment trial in january. tracie potts, nbc news, washington. >> 5:09 right now. new technology now in the testing stages may one day help lower the number of power outages tied to fire risk. pg&e is trying to develop a software system metodiagnose po before they trigger outages or wildfors. texas a&m a.m. researchers deve it to boost reliability through what's distribution anticipation. california utilities believe the same technology may be able to detect and better localize possible power line issues long before they ever occur.

leaders in some bay area cities pushing to strengthen eviction protections to cover the run up to the end of the year, when stronger state protections kick in. happening today, palo alto city council members will debate that. leaders are especially concerned about long time tenants living in a downtown apartment complex facing evictions tied to a hotel conversion plan, that meeting starts at 5:00 this afternoon. in san francisco, supervisors are expected to take the new state law at even more protections. voting today on regulations that would require landlords to have just cause for evictingenants from buildings built after 1979. right now, those protections apply only to tenants in buildings constructed before 1979. ten minutes after 5:00. back to the storm, which is making for slow going, if you're driving to or from the sierra. you can see, cars are traveling through, but there is a chain requirement from just below blue canyon up to the state line. that area picked up about two

feet of snow over the weekend. chp says despite a heavy volume of holiday traffic yesterday, drivers paid attention to those chain warnings and crashes were kept to a minimum. >> a lot of people headed up there really tried to time it right in getting up there, and even coming down, having to cut their trip short. kari? >> today is the day to come back home. as we await the specific snowfall totals we expected anywhere from one to two feet. we have a live camera looking at squaw valley and we're waiting for someone to wake up and stick a yard stick down into the snow. it's not automated like rainfall totals. so we are going to see that snow tapering off in the sierra, as we go throughout the day, and so it will be a good travel day coming back to the bay area. some scattered showers will continue there, as well as here, going into today and then we will have another storm moving in by the end of the week, that will bring in more significant snowfall totals. we'll talk about what that means for the bay area, coming up in a

few minutes. mike, you had a wrong-way driver reported. >> kari, this is different than the spin-outs we talked about, sometimes they'll report the car facing the wrong way on the shoulder. this is over here in oakland. i have left the other spinouts but there is a couple of new incidents i'm tracking over here as well to the east bay, very slick conditions. it's eastbound 580 getting away from the been been, reports of a wrong-way driver around seminary. i saw slowing as well. my hope is there was a traffic break and someone was pulled over, that would be the best case scenario, no incidents 'llng on after that. ouble check that. be careful for that area if you're traveling on 580, headed up past highway 13. the rest of the bay does show a smooth drive but with wet and windy conditions, be careful out there. allow yourself extra time. we'll talk about timing coming out of contra costa county and the drive there coming up. back to you. >> thank you. calling all online shoppers today, cyber monday. coming up next on "today in the bay" the major deals you could score and the best items they say to buy. plus at 5:25, dogs are not

shopper track, which monitors foot traffic, says that store visits fell a combined 3% on thursday and friday. so traffic was actually up on thanksgiving evening, but that was dragged down by a 6% decline on black friday. shopper track says the traditional pattern of people visiting stores has not only been disrupted by online shopping but also offers like buy online and pick up in stores. and disney's "frozen 2" stuffing the competition over the thanksgiving holiday weekend with a record-setting $137.2 million. the film has made $739 million worldwide and will likely be the sixth disney movie to cross $1 billion by the end of its run in theaters. overall, thanksgiving brought in a solid $253 million in sales, but that was shy of last year's record $315 million. the holiday season is helping to offset what has been a bleak november at the box office. sales had been down more than 7%, headed into the weekend. i'll send it back to you guys. >> gives you all the songs to put in your ear, too.

showers that will at times get heavier, especially this morning. just north of orinda, we're seeing some heavy rain so that will most likely be closing in on concord, as well as walnut creek. so we are going to see at times some heavy rain, as you get ready to head out the door for that morning commute. a lot of us getting back to work and school, and so we are seeing the atmospheric river and the heaviest rain pushing to the south of us, and this is helping. this is the upper level low, the center of the storm, that's going to push a cold front toda so that's going to help move that atmospheric river to the south, but it also will bring about some rain. right now, temperatures are fairly mild, compared to what we've seen recently, with some mid-50s heading out the door. we're going to see highs today in the lower 60s, and some upper 50s in parts of the north bay. so off and on rain expected, but this will all start to taper off as the winds calm down, and so we are just going to have the possibility of some quick moving showers throughout the day, and

then by tomorrow morning, we're waking up to clouds, but at least we won't see a lot of rain coming from those clouds. so additional rainfall totals look to be fairly light, except for the north bay, where we're looking at another half to possibly close to an inch of rain. we'll see the storm systems tapering off for a little while but then thursday is really our only dry day in the forecast before another storm system comes in by the end of the week and so that's going to make it soggy for the start of the weekend. so we've had a lot of wet weather. there's still going to be some today, off and on rain tomorrow and early wednesday and a break on thursday. mike, you're getting updates on the wrong-way driver. >> i am. i want to show folks first of all the big view but we have an update for that wrong-way driver through the east bay. the green highlighting as folks know is our weather index, we've taken kari's data, weather con soupy, sloppy around most of the bay. here is the south bay and really hearing about another issue, highway 17 another spin-out reported near the summit that's been a repeated issue every few minutes over the morning. over here looking at contra costa county with the slowing

welcome back. it's 5:25. new developments in hong kong. china is suspending u.s. navy visits to the city. it's in retaliation of new legislation supporting human rights in hong kong signed by congress last week. in the meantime, protesters and riot police were back in the streets of hong kong on sunday. a huge crowd took to the streets, some protesters flying american flags. they're demanding more democracy and an investigation to police use of force. 5:25. catholic leaders expressing new worries about the financial future of the entire church in the wake of newly expanded laws, tied to sex abuse litigation. over the past couple of years, 15 states including california have expanded so-called look back windows, which allow sex abuse claims to be filed no matter how far back they go. the concern is a new flood of claims could result in billions of dollars in new payouts and legal battles. actress shelly morrison

with coverage monitoring what you can expect as you head out the door, little bit. good morning. thanks for joining us. i'm laura garcia. >> i think that's what marcus is doing. i'm scott mcgrew. marcus washington has the day off. meteorologist kari hall is watching carefully what's happening. >> rain moving through parts of the bay area as we look at storm ranger and some of the rain, especially the north bay right now and marin county, where we see the bright reds and yellow. our mobile doppler radar is picking up on heavy rain moving into mill valley, getting ready to move on to highway 101 as well as 580 near san rafael. watch out for that. we'll see scattered showers off and on, even though the atmospheric river has pushed to the south. we still have this swirl of clouds the upper level low that will push a cold front as kro the bay area going into today, so that will also bring about some scattered showers but the bulk of the heavier rain is moving out, mike, probably good

news but you're already tracking two crashes. >> only two i guess because we're the big view. look how wet these roads are, nde green highlighting, remember says it's of soupy, sloppy, a note but there will be those bigger puddles on 87 for example into downtown. 580 eastbound is recovering an earlier crash in the area where there was a wrong-way driver reported. i'm still waiting for an update from chp but southbound 880 just past 980 a couple of crashes reported there, more slowing shows up. we're concerned with that. we have the backup at the bay bridge toll plaza, not a major issue, right on schedule there, but windy across the span as well. back to you. >> thank you, mike. most people just dealt with some inconvenience as far as the commute or maybe some branches down, but we've been really worried about the north bay, and the burn scars up there. >> you can see from this video here some rocks fell on the roadway out there, this is what they're trying to do to shore up some of the land there. w sron

katsuda, live in geyserville this morning with more on the conditions there. sharon? >> reporter: that's right, scott and laura. the rain is starting to come down on us again, and we're here along highway 128. you can see the b area right behind me. sadly what we're looking at right here is the remnants of a home, and you can still smell the smoke out here, mixed in with the rain. right up highway 128 here near chalk hill road yesterday, huge boulders came tumbling down, big enough to take out cars. fortunately that didn't happen. chp had to call in extra help to remove the rocks from the roadway. >> people needed to keep an eye out, drive slow, pay attention, because it can be around any curve, any of the roadways. >> reporter: here is another rockslide that happened along geyser road in geyserville. these rock slides occurring in the kincade burn areas. with more rain on the way this week, there's concern about what more could come tumbling down.

and back here live, some parts of sonoma county you can see the rain still coming down here, received more than four inches of rain this past weekend, so the hills are soaked and the burn areas are prone to more mudslides. so do be careful if you are driving out in this area. reporting live in sonoma county, i'm sharon katsuda, "today in the bay." >> sharon, thank you. it's been a travel nightmare for so many people. thanksgiving holiday, you got family coming to town or trying to plan when you can get out. there are a lot of delays to report at sfo. >> bob redell is out there checking out some of the delays at sfo as well as the folks coming in from tahoe as well. good morning, bob. >> reporter: good morning to you, scott and laura. think about many of the people trying to get back in to the golden state, back to their places, their homes here in walnut creek and other places in the bay area. this is what they had to deal with. talking about people coming from tahoe, coming from novato, reno area.

looking at westbound highway 80 near the california/nevada border this week, there was lots of snow, a number of drivers having to pull over to get those chains on their tires, causing delays for a lot of people and this was the scene much further south in the state. californians trying to leave las vegas to get back home to california. they found themselves in a backup along westbound i-15, this is out of las vegas. this backup extended for 21 miles yesterday afternoon. nevada's highway patrol was warning drivers do not try to get around this traffic mess by using the shoulder on the road or you could be fined $200. as you were talking about earlier, sfo the bad weather there and other parts of the country led to the cancellation of 13 flights today, talking about nine arrivals, four departures. yesterday the air report saw almost 500 flights delayed and another 164 canceled. >> i'm just thinking it's going to be a pretty long night, because we lose two hours going

back flying in to dallas and we have the three-hour drive to get home to shreveport and i have to be at work in the morning, so i'm not looking forward to it. >> reporter: the wind was so strong above the bay area yesterday, national weather service issued a severe turbulence notice for all aircraft flying in and out of sfo. morning, concord police investigating a deadly shooting by its officers. this happened yesterday around noon at a home on oasis drive between treat and monument boulevard. police shot and killed a 60-year-old man. neighbors say the man who died had severely beaten his elderly parents. when officers arrived, they say the man was on the verge of killing his own mother. >> our officers went inside and they located the son straddling his mother while holding a knife. >> to be honest, it's a sad thing that things like this have to happen this time of year and it ended the way it did. >> police say the couple called 911 saying their son was armed and drunk or on drugs. the husband and wife are in the hospital with serious injuries. >> 5:37 right now. the chp talking a little more this morning about the most recent attacks that were targeting drivers south of the bay area right where highway 101 meets highway 152 and 156.

someone is either shooting or throwing projectiles at cars. four cars were hit on thanksgiving night alone, adding to the nearly 50 attacks in that same area since february. it's not really clear if all these cases are linked, but the sad truth is the chp now has a new name for that area, calling it projectile alley. >> they do match some of the previous incidents we have had, so we have a lot of resources dedicated to this. >> i have this up on both sides of my kids because i'm too afraid to drive around. >> that's a driver who lives in prunedale trying to better protect herself and her two young children. the reward is up to $4,500 for information leading to an arrest and conviction. only on nbc bay area, the community giving back after a mobile shower unit serving the homeless in the south bay was damaged.

about that coming up. >> thanks so much, kari and mike. it's 5:44 right now. san jose firefighters not saying if they know what sparked a house fire near alum rock park. that left a family of five without a place to live for some time. three adults, two children made it out of this home safely, this started before 9:00 on adams drive in the berryessa neighborhood. flames damaged the kitchen, dining room and garage. other areas sustained smoke damage. new details about the cost of pg&e's october power shutoff in one east bay city. orinda's city manager ran those numbers, his report showed the city wracked up nearly $60,000 in expenses. about 30,000 went to city workers who had to put aside their usual work to deal with the power shutoff. $28,000 went to overtime pay, and buying and renting emergency supplies. pg&e turned off the power to orinda as a fire safety precaution october 9th through the 11th, and again from the

26th through the 29th. >> 5:45. in southern california, passengers of a norwegian cruis symptoms as the norwegian "joy" arrived at the port of los angeles yesterday.quesd to be taken to the hospital. last week, six people fell ill aboard that same cruise ship. four were taken to the hospital. the 49ers could lose even more tonight after that close loss to the ravens early on sunday. fans already know baltimore kicked that field goal as time expired to drop the niners to 10-2 on the season. so the two, the other loss came against the seahawks. this is why it matters. if the seahawks win tonight, seattle owns the tiebreaker which drops the niners from first place in the nfc to fifth and it means no home field advantage. don't worry, though, plenty of season left to play. could come down to the final game of the regular season between the 49ers and the seahawks.

some scattered rain as we go throughout the day. showers still not heavy but light and hit or miss rain as we go into the rest of the day. if you're able to get our nbc bay area app you'll track that rain, and going into tonight, it's looking a little bit better, going into tomorrow as well, but there will be rain returning by tomorrow evening into wednesday as we'll still see wet weather moving in. the atmospheric river is waving back and forth and into the next several days there will be another storm system approaching in time for friday to saturday looking like we'll get additional rainfall here, going into the rest of the folks. we're going to see some of the showers also in san francisco and our temperatures in the upper 50s so quite wet here going into the next several days. so that's what we've been tracking here this first round

of rain, that will gradually start to wind down. >> kari, you've been talking about the atmospheric river and that's a wintertime thing. why is that not a year-round thing? >> it's not year-round because at some point it weakens and pushes farther south. here in the bay area we don't get that focus of the rain, but then looking at what's happening here, this moisture connects all the way to hawaii so it's tapping into some tropical moisture, the reason why we sometimes call it the pineapple express, you can see where it's targeting right now, waves due to the influence of the jet stream and it brings the majority of our rain and snow and so this is something we'll be hearing very often, going into the winter. it's because it also brings about 30% to 50% of bay area precipitation, and it's only 200 to 400 miles wide, hard to refer to as an out of control fire hose that's blasting rain. it makes it hard to predict, as

it moves back and forth, but we get the majority of our yearly rainfall and snow but because of climate change, we have seen temperatures within that atmospheric river warming up, and so it's changed a lot of the precipitation that we get from rain and snow to larger amounts of rain, and that of course affects oursnowpack. that's something we'll be talking about here, going into the winter. mike, you've been tracking the roads. how is it looking? >> great. kari, you said the snow can come from the pineapple express? talking about the rain that is an issue and no jokes over here, looking at westbound 80 around willow, highway 4. a report came in to chp and the person who called it in said they lost control as a result of the rain in the area. slick conditions, be careful. there's another crash in that area on the shoulder. now this distraction at least but i think there may be one lane blocked while they move that vehicle completely off to the shoulder. be careful. affics held up as is

tradition out of vallejo across the carquinez bridge. the bay bridge also has the backup traditional at the toll plaza, nothing worse than that but the conditions are pretty tough. wi a 808 southbound looks like we're recovering. the earlier crash south toward fifth may be clearing to the shoulder but quite a distraction, and the build is on right there for that portion of your bay. the rest of the bay shows a smooth drive as far as we can see but coming up from gilroy, very slow through san martin. waze says 20 minutes before the real traffic kicks in but the crash, so there will be more slowing headed up to morgan hill. back to you. >> mike, thank you. montana governor steve bullock is ending his presidential campaign. the announcement happened overnight. the 53-year-old democrat entered the race in may, filed for the new hampshire primary less than a month ago. bullock pitched himself to voters as a campaign finance reformer, who could win in red states but his campaign never caught fire. there are now 16 candidates running for the democratic
