marin county. it's wet on highway 101. south of petaluma down to san rafael. we're going to see the rain continuing to stream in. gives us a chance to dry out. it's another look in san rafael. the drivers are heading south. all those headlights. you're going to see some of the rain and the need still for windshield wipers. we'll talk more about this break when the heavier rain comes back. mike, you were reading the signs at the san mateo bridge. >> that's right, kari, i read the signs for the traffic. the lit up sign led us to a problem. the sign lit up caused everybody to tap their brakes as it came on. it just says to watch out for motorcyclists which is an important message. now traffic is flowing much better. that volume is what we expect. the build over here for the san mateo bridge. it's a little bit of slowing. the traffic break from a crash. it cleared from ralston to 92.

we'll track that. the south bay start to go kick in with the flow as well as the bay bridge toll plaza with the metering lights, of course, on. >> back to you. >> south bay landlords may face penalties. >> bob redell joins us outside san jose city hall how this may better protect renters out there. bob. >> reporter: laura and scott, later today at city hall behind me, they're going to decide whether or not to approve new fines for landlords who operate within the city limits much. this is to encourage the property owners to follow the law when it comes to how they treat their tenants. landlords are required to provide a legitimate reason for not renewing a tenant's lease. the city is considering a fine of at least $500 for those landlords who don't follow that so-called just cause eviction rule. that's one of the fines that they're considering. some landlords say the new fines under consideration would create a financial burden for them and

they believe the city should be focusing on the affordability crisis. not them. the san francisco supervisors rules committee approved new protections for them. currently they can evict them without cause unless the building is more than 40 years old. the new law that needs full board approval would extend no cause eviction protection to renters in any building regardless of the building's age from the moment they sign the lease. >> reflect the moment that we're in, which is a true affordability crisis. it's not about supply. it's not about what we build, when we build it. it's about can working class people stay here in san francisco and be able to survive. this is a step in that direction. >> reporter: the san francisco apartment association says that this proposal would add more red tape and make it more difficult for building owners to handle problem tenants. reporting live in san jose, bob redell, "today in the bay." 6:03.

new overnight, president trump in london attending a nato summit. he met with nato secretary. trump expected to renew demands that european allies in an da step up spending. this comes as the impeachment inquiry in washington moves forward. tracie potts live on capitol hill. tracie, the president blaming congress and democrats for scheduling a hearing while he's overseas. >> right. he says this meeting was scheduled for a year and the conflict, he says, is their fault. meantime, the president also on twitter wondering if the supreme court should jump in and slow down or stop impeachment from moving forward. lawmakers vote tonight on whether to approve the report summarizing the impeachment inquiry so far. >> it's a hoax. the impeachment thing is a hoax. >> republicans have already written a 123-page rebuttal d

that was going on for a long time. wouldn't have had a nato if you kept going that way. >> president trump has several one-on-one meetings with heads of state today. tracie potts, nbc news, washington. 6:0e 5. new details on a deadly house fire in east oakland happened early yesterday afternoon on 48th avenue h the man who died was 86 years old. confined to a wheelchair. firefighters managed to rescue his wife and the family dog. the woman suffered smoke inhalation. firefighters didn't give an exact cause but said it was an accident. a recent standoff with police expected in court. andrew white was arrested. he was facing drug charges and investigators say explosive devices were found inside the home. that prompted evacuations for people living nearby. that home two blocks from oak grove high school. police are still not saying if white had something to do with the homemade bomb found on

school's campus. changes coming to 880 that could shave time off the east bay commute. but it could come at a cost to drivers. "today in the bay's" kris sanchez joins us live in fremont with what commuters could expect. kris? >> reporter: hi there, laura. 880 very busy and probably keeps a lot of you behind the wheel longer than you might like. that's why the metropolitan transportation commission wants to convert the hov lanes on 880 to express lanes. but we asked people how they feel about having to pay to move a little faster. >> i think iowe i don't think that we should have to pay to drive on the freeway that we've paid for with our taxes. >> expensive enough with the express lanes. i mean, with the fast lanes and all that, no, i don't think so. >> when the traffic stops, the diamond lanes stop as well. so they really don't work. >> reporter: so this is the stretch of 880 that we're talking about.

the mess in the northeast. at least eight deaths are attributed to the storm. pennsylvania state police say the driver of this suv was killed after the vehicle spun out of control. it was then hit by a tractor-trailer. more than 10 inches of snow hit parts of connecticut yesterday. new york state capital of albany got slammed with more than 20 inches. students in new jersey were sent home early. much closer to home, the sierra getting a lot of fresh snow as well. at times, both i-80 and highway 50 seen near white-out conditions around lake tahoe. anyone driving farther up the mountain than auburn should take tire chains with them. over the last seven days, some areas have seen up to 7 feet of snow. as we've seen this weather, kari hall has dispatched our mobile radar to see what's out there. looks better today.

>> it does. it was so busy yesterday scanning all of the heavy rain that we still had from over the weekend. today it's the lighter rain and the good thing about storm ranger, mobile doppler radar, it can pick up on the fine details of light rain, mist and drizzle in the north bay. it's still making everything soggy from petaluma down to san rafael into mill valley. we'll see the off and on light showers continuing as we still see moisture streaming in and the atmospheric river has pushed well to the south. we're catching a break today and there will even be sunshine. we'll see a mix of sun and clouds. then the rain starts to come back in early tomorrow morning as we wake up and head out the door. we'll see that rain in the south bay and it spreads northward into the afternoon. most of the rain is south of the golden gate bridge. we'll see not all of the bay area picking up on additional rainfall. that's ahead of another storm coming up. mike, you may have a new crash

the worst day in nearly two months. on the watch list, automakers report november sales numbers. may slap tariffs on french imports on champagne, cheese, handbags and other goods. new digital services tax would hurt u.s. tech companies, including google, facebook, apple and amazon. the list targets some products spared from 25% tariffs imposed earlier this year, including wine, handbags and makeup and shares of companies like lbmh, l'oreal, lower in europe this morning on the back of this news. shoppers were pointing and clicking and buying quite a bit yesterday. cyber monday sales are on track to bring in a record $9.2 billion. that's driven by early promotions and free shipping. adobe analytics says that sales rose by 17% last year. nearly a third were from smartphones which also set a new

song. we're remaking this forecast, watching what's going on as we get round after round of rain. it's nice to see that some of the heavier rain is taking a break. still left with patchy fog and some drizzle in parts of the north bay. we're going to still see some of the showers moving through marin county and southern sonoma county as you get ready to head out the door. then we'll see some partly cloudy skies. that means a break from all of the rain. some sun peeking out as the storm system has pushed farther to the south and dried out quite a bit. as we take a live look outside in san francisco. let's talk about how much rain we've gotten with the past couple of storms that moved through. santa rosa now at 95% of normal. that was such a good soaking that it almost caught us up to where we should be for this time of year. but we do still have work to do

in san francisco, oakland, river more, san jose. we're running at 40 to 50% of where we should be in terms of our rainfall. we are going to have more rain on the way. we're looking at a chance to dry out today. maybe put out the christmas decorations. we're going to see the next round of rain moving in. areas south of the golden gate bridge going into tomorrow, we'll see light rain. about a quarter inch. we have a strong system headed our way by the end of the week. thursday is really our only completely dry day here. we're going to see the rain approaching going into friday. raining off and on on saturday and then it will dry out again on sunday. it looks like this could be a significant storm system once again. initial computer models in the forecast, they're putting down anywhere from about an inch and a quarter to over 3 inches.

possibly 4 inches of rain for the santa cruz mountains. pretty good soaker there as we've seen some changes in our weather pattern now. we're going to see only dry weather on thursday and then sunday into monday. we'll be tracking all of that for you. mike, you're seeing better conditions than yesterday. >> yes, kari. there may be smaller puddles. you can see the sheen there at the toll plaza. until the sun comes up, the roadways won't be completely dry. heading to san rafael, kari talked about the late sprinkles. we may have fog and mist in the area. smoother drive overall. contra costa county looks great. only the metering lights at the toll plaza. the south bay, this crash eastbound at 237. that's out of lanes. westbound shows a little build. if you're driving for example through san jose, you see a -- toward the airport, san jose international, it's not a major problem. from san jose up until

welcome back. the san mateo county d.a. expected -- last month jurors acquitted hills borough heiress tiffany lee in the debt of her ex-boyfriend. a hung jury -- now the d.a. will decide if bay yet goes to trial again and if charges will be brought against lee's former bodyguard. a another race horse died in southern california. the latest case is a 3-year-old who broke down during trainer over the weekend outside san diego in del mar. the trainer is jerry hollendorf hollendorfer. they recently tried to ban the trainer after four of the horses died at the santa anita racetrack. a judge reversed that decision. new video from china. scary sight as a fire engulfs a 25-story residential building.

it started on the fourth floor and quickly climbed to the top floor of the building as the insulation burned. firefighters jumped into action and evacuated everyone inside. so far, no reports of injuries. new this morning, a suburban boston family raising concerns after an airplane evacuation slide plunged from the sky into their yard over the weekend. luckily, no one was hurt. according to delta, the uninflated slide fell from one of its planes headed from boston to paris. it's not clear how the slide became detached from the plane. they've named the 2019 word of the year, existential. defined as quote, characteristic of philosophical existentialism. as determined by the individuals freely made choices. website says climate change and 2020 presidential candidates using the word helped -- existential in online searches in a manner of speaking anyway.

welcome to tuesday morning. it's 6:30 right now. thanks for joining us on "today in the bay." i'm laura garcia. i'm scott mcgrew in for marcus washington. we've been watching the weather all week. it's looking a little better. my walk to my car was better. >> it will be a better walk outside today. we're all going to need to get out there and enjoy it. it seems like it's been so soggy. we missed our chances over the weekend to enjoy some sunshine. you'll have that chance today. here's a live look outside in walnut kriek. we're heading out the door to temperatures in the low 60s. we've seen spotty sprinkles. temperatures heading up to about 60 degrees. here's the rain moving through parts of marin county and another batch of rain just off the coast that will be reaching into that direction.

we're going to see still some off and on showers. but once again, this is our chance to dry out before some heavier rain arrives. more on that in a few minutes. mike, you're thinking about the backup at the bay bridge. >> that's right. i'm thinking it looks good for two reasons. one, because i'm not in it. it's always better if you're not in it. it is a tough drive. the fastrak lanes are moving. that's another reason i think it's good. we typically don't see much movement for the fastrak lanes. we do see more slowing. we see the build from the richmond bridge towards san rafael. that's a pattern. lighter flow through-wall nut creek as well as the tri-valley. building for the san mateo bridge. just to the northbound push. the dumbarton bridge. >> speaking of time, mike. the pedal to the mettle whal wh comes to cutting down wait time

at the dmv. they've cut the waiting time in half compared to earlier this year. that's breaking news. >> reporter: yeah. that's can great news, too. it looks like the state responded to all those complaints that we heard about, and now new leadership and staffing has really sped up the process at the dmv. the sacramento bee reports that the state set a goal of cutting wait times for those without appointments, walk-ins to 45 minutes and those are appointments to 15 minutes. the bee found that throughout sacramenton large part the dmv met that goal. in the bay area and los angeles, wait times hovered around 20 minutes, at times 58 minutes in the l.a. area. still that's down from around 73 minutes wait time average earlier this year. now there's concern about the real i.d. deadline coming up next year in october. drivers will be flocking to the dmv in the coming months to get that done so they can still use

their driver's license to get into federal buildings and on flights. so that deadline back here live is coming at the dmv is urging everyone to get into the office and get those real i.d.s done as soon as you can before that october deadline. reporting live, sharon katsuda. >> good news. thanks, sharon. high-profile bay area case set to return to the forefront today. according to the examiner, san francisco prosecutors will decide whether to retry the undocumented immigrants who shot and killed kate steinle. he's due back in court today. jurors acquitted him on all charges except being a felon in possession of a firearm after his attorneys argued that he shot steinle on accident. the da can either seek to dismiss the case or hold a new trial for illegal gun possession. garcia zarate is currently in

custody awaiting a separate trial in federal court. still looking for the people seen in this horrific video. a black friday melee. they beat an off-duty chp officer unconscious. investigators say the officer stepped in to help a woman who approached a group of young people to ask for her phone back. she thought they had stolen it. this happened in emeryville. other bay street shoppers are not surprised by the violence. >> when there's such disparities in terms of income and wealth and opportunity and access, so yes, i'm not surprised at all that something like that happened. >> emeryville police arrested two juveniles in connection with the assault. they're still trying to find at least five other people. 6:34. new this morning, four recently fired google workers are suing the tech giant. you may recall the story from last week. the former employees say they were fired in retaliation for trying to form a union.

google says it was for code of conduct. the terminated employees are filing an unfair labor practices claim against google. faulty maintenance by pg&e and the failure to inspect transmission lines are reportedly being cited for the deadliest fire in california history. more than 80 people died last year when the camp fire roared through butte county. state regulators issued a new report that says crews last performed close inspections on the power line that failed in 2001. they say they would have spotted a worn hook that would have -- releasing a new report outlining sexual harassment complaints and assaults on campus. it reveals campus police responded to nearly 280 incidents throughout the year. that's up more than 30% from last year. also according to the report, the university removed several employees and expelled one

student due to misconduct. this afternoon, stanford is hosting a town hall meeting to talk about the report and how to respond to sexual violence on campus. a new push is under way to boost cleaning on some of san francisco's dirtiest streets. sidewalks are pressured washed once a month. that will change to once a week thanks to a new plan from a group called the tenderloin benefit district. which will talk about the new program later today. our investigative unit has done extensive reports on san francisco's dirty and diseased streets. you can watch their reports at nbcbayarea.com. >> a lot of stuffing and sewing expected to take place in san francisco today ahead of the winter holidays. that's because salesforce is teaming up with build a bear as part of giving tuesday. they will be donated to the make-a-wish foundation. last year salesforce donated 1,000 teddy bears. happening today, nothing

rain moves in by tomorrow morning. so i'll time it out for you. we'll go hour by hour coming up in about five minutes. we see westbound 92 across that san mateo bridge. while this bridge slows down, we'll talk about when another bridge to the south slows down. to the north, we have a crash on a third bridge to focus on. 6:43 on your tuesday morning. commuters will be able to sound off on a new hov toll lanes coming to one of the busiest traffic corridors. that's interstate 880 from oakland to fremont. the new southbound lanes will cover 25 miles between heg en berger and dixon landing. northbound lanes will run between dixon landing and lewelling. they take effect next summer. like other hov lanes, toll costs will be based on traffic levels. all drivers will be required to have fastrak transponders. they're looking at scaled-down

tolls for two-person car tolls. three or more would be free. also at the hearing tonight, the mtc will discuss updating tolling rules for existing express lanes on 680. this is the first of two public meetings before a final vote in january. 6:44 right now. talk about a brash robbery. police are expected to say more today about a very bold jewelry heist. it was a smash and grab all caught on camera. look at that. thieves yesterday morning smashed a stolen truck into the marcel jewelry store on main street in los altos. and then, they quickly moved in with a hammer and smashed the display boxes. the shop owner says a truck was actually struck there and the robbers used a white sedan as a get-away car. the shop owner says this is the third break-in, in four months. and he blames police saying they're not doing enough. >> they say they don't have

enough staff. maybe, maybe not. we pay enough taxes. >> the store owner didn't want to put a value on the stolen jewels but he's considering moving his business elsewhere. now to decision 2020. the presidential race. governor gavin newsom plans to travel to iowa later this month to campaign for senator kamala harris. on december 14th and 15th. newsom will be visiting the first state to cast its ballots. the trip will come as harris works to rebound after falling to single digits in the most recent democratic polls. 6:45. southern california congressman duncan hunter will plead guilty on charges of misusing campaign funds. hunter initially denied the claims and tried to blame his wife. pleaded guilty five months ago. they were both charged for reportedly spending hundreds of thousands of dollars of donor money on personal expenses, like vacations, bar tabs, affairs and more.

yesterday the representative told a san diego television station why he will no longer fight the charges. >> i think it's important not to have a public trial for three reasons and those three reasons are my kids. >> hunter's wife was set to testify against him. he narrowly won re-election last fall. the republican party in california no longer supports him. once he pleads guilty, he will be a convicted felon. assuming he doesn't get a long prison sentence, he could continue to serve in congress. are you looking for a new job, part-time gig in the new year, how about one that helps your local community. u.s. census is hiring 5,000 temporary workers in the bay area. the job pays up to $30 an hour in some parts of the bay area. the census bureau is hiring full-time and part-time workers. speaking other languages is a plus. deputies east of sacramento are tracking down thieves who stole 300 amazon packages.

east bay. whoo! >> cue the whoo. some of the 600,000 lights part of deacon dave's display. it's a 37-year tradition along hillcrest avenue. it was supposed to happen saturday night. but the weekend storm canceled that. it turns out he had other problems to deal with. >> that's when i looked up and saw that the 50-foot ash tree was now on my roof and brought down with it 35,000 blue lights. >> that was a lot of work lost. the tree fell on top of the display. volunteers quickly worked to save as many lights as they could. deacon dave says every light is dedicated as a prayer to finding cures for cancer and als. >> still have that pile of blue lights there. have you ever gotten the lights out of the box and said, you know what, let's get new lights?

>> light ball. >> just plug it in. >> hangs there. >> the decorations are hopefully up. if not, maybe you have a chance today. >> today is your day. we will only see a few breaks from the rain. over the weekend, the decorations were being blown around. we don't have the high winds today. still spotty light showers. this should clear out into this afternoon. right now, we're just seeing rain across parts of the north bay. we've been tracking it on storm ranger. that's our mobile doppler radar. as we get a closer look at marin county, southern sonoma county, still spotty sprinkles and patchy fog. that's still going to keep it soggy as you head out the door this morning. looking at the rest of the bay area, still a chance of those showers moving into the north bay. then partly cloudy skies. but the atmospheric river and some of the heavier rain has pushed to the south. let's talk about how much rain that brought over the weekend.

take a look at the rainfall totals. that was just since saturday. the santa cruz mountains had over 8.5 inches of rain. then check out kentfield. we have 7.5 inches of rain. santa rosa getting 5.25. we had lesser amounts of rain. a little over half of an inch of rain while the sierra picked up -- kirkwood, 7.25 feet of snow in seven days. it was really impressive to see all those snowfall totals and there's more on the way. if you're going there this weekend, plan ahead. we're going to start to see the snow falling on friday, continuing into saturday. we're looking at another 2 to 3 feet there. we're going to see the rain returning back to the bay area by this time tomorrow morning. starting with the south bay and spreading northward as we go into the afternoon. it doesn't look like much of the areas north of the golden gate

bridge. we'll see a lot of it before it moves out. this will be a weaker storm system compared to what we'll see on friday. as it rolls in, it's going to tap into once again that deep tropical moisture and bring us higher rainfall totals from friday into saturday. it does look to clear out by sunday. check out our seven-day forecast. it does stay cool with upper 50s and low 60s. we have a couple of days of dry weather. that's thursday. again on sunday. also monday of next week. heading over to mike, there's a hit-and-run crash reported on the bay bridge? >> yes. big concern, kari. i've been watching the stream of taillights. it typically looks like it's bunching up there. it still looks like that. the hit and run in one of the middle lanes. i think they've cleared that. the incline still moving. we'll keep our eyes close on the

speed sensors there. maybe an issue at the treasure island tunnel. we'll watch that. the billed through the creek upper east shore. coming through richmond, a little slowing north out of san land row and hayward. across the nimitz and san mateo and the dumbarton bridges. the south bay moves smoothly. waze says if you're leaving fremont and traveling across stanford university or the mall, whatever you favor, that area across the dumbarton bridge, things are fine. it should be 7:30 where things kick in as far as the heavy volume of traffic. you have until the end of our show. stick with us and then you can hit the road. we'll look at the live looks to the south bay. it shows you slowing through san jose and through north 85. back to you. thanks, mike. happening now, powerful typhoon is blowing across the philippines after slamming ashore overnight. so far, it's damaged several houses and an airport.

>> overaggressive san jose landlords could be fined. they could consider new penalties, one proposal includes fines for evicting tenants without cause. the fines would start at $500. some landlords say the new fines would create a financial burden on them. yesterday in the city, san francisco's supervisors rules committee approved new protections for renters. a new law would extend no cause eviction protection for renters in any building regardless of age from the moment they signed the lease. right now, president trump is in london attending a nato summit. earlier this morning, he met with nato secretary general. right now he's meeting with french president emmanuel macron who he took aim at earlier when he called out the french leader for suggesting nato is experiencing brain death. president trump called the comments insulting to nato's other 28 members. >> and you just can't go around making statements like that about nato.
