>> okay. >> we need one of those in the break room to come right on into the studio. >> drive on in. >> right. it would be great. so we are starting out with cool temperatures, and another round of rain, but this is still a part of the same system that brought us all of that heavy rain over the weekend. the center of the low pressure is now rolling back across the bay area, and giving us some rain. some of the heaviest rain has been moving through eastern contra costa county, and pushing off towards the east. the rest of the bay area left with some light rain, so expect rounds of this, as we go at least through the next several hours and it starts to taper off to more scattered activity, and then the rest of the day is just going to be wet, coming in waves, so rain chances even into tonight. we'll talk about our dry day in the forecast and a bigger storm ahead, and mike, you have a soupy view from richmond. >> that's right, chances o100%. here the richmond side picking up a few more cars, traveling

over toward san rafael. it's a smooth drive, this mmo chp, when they were driving overnight they kept everything calm across the span. that's good. on the san francisco side, west 80 the bay bridge getting off of fremont street reports of a crash there. doesn't sound like it will be a big deal. it is a tough spot. spotty reports of minor roadway flooding around the peninsula and the east bay and the san jose crash cleared. we'll talk about the tri-valley coming up. back to you. >> thanks so much, mike. this morning on capitol hill, round two of the impeachment hearings begins as the house judiciary committee takes over. stanford law professor pam karlin will be at the center of it. she is a nationally recognized expert on the constitution. she will lead the house and viewers through what is needed for impeachment. this panel. today there was one selected by republicans. they will now have this testimony focusing on the law and that report focusing on democrats' findings of all of the testimony and evidence so far. phase two of the impeachment inquiry begins this morning with a civics lesson, testimony from four constitutional scholars. >> we'll hear from a number of legal scholars about the meaning of the terms bribery, high crimes and misdemeanors. >> liberal law professors predominantly and one republican witness. >> reporter: president trump and his attorneys chose not to participate, calling the process unfair. >> we want biden, we want the son hunter, where is hunter. we want the son. we want schiff. we want to interview these people. >> reporter: today's hearing follows a 300-page report from the intelligence committee making the case for impeachment. it argues president trump abused power and endangered national

twitter saying too bad. we will miss you, kamala. harris fired back referring to the impeachment tweeting "don't prident, i'll s changes b.a.r.t. station. are rolling in to the millbrae construction will begin on the housing development that will add 400 new apartments, 100 of which are set to be affordable units. some neighborhood groups fought this project arguing 600 parking spaces will be lost, with a lot more traffic coming in. but b.a.r.t. acknowledges that many of those surface parking lots will be lost, though some will only be inaccessible touring tduring the construction phase. the makers of tiktok are now facing a class action lawsuit. a palo alto student misty hong launched this suit last week according to a story reported by the daily beast. that suit accuses the chinese based company of secretly collecting her data and sending it to servers in china. the student claims she never created an account but loaded the app to her phone.

tiktok has not responded to this report but u.s. authorities are already investigating how tiktok collects users' data. those concerns about privacy invasion are not limited to apps these days. if you have a smart tv or maybe one of those christmas tvs for christmas, experts say you need to be aware, someone may be watching you. the fbi says that hackers may have the ability to take over your smart tv to spy on you. in one worst case scenario, hackers could be able to turn on the mic and camera for a bedroom television and cyber stalk you. if that's not enough to worry you, a recent consumer report investigation found millions of smart tvs have security flaws. a familiar sound in san francisco is going silent for the foreseeable future. if you're ever in the city on

tuesdays at noon, you've probably heard the sound of the city's public warning system when the sirens are tested, in a drill dating back more than 70 years, but after next tuesday, all 119 sirens will go off line as part of a two-year upgrade project. the city in the interim will rely fully on its wireless and online alert system. these days it may seem like every day there's a holiday tree lighting somewhere in the bay area, but here is one that's extra special for us because our very own marcus washington will emcee this event. >> it's really special because this is the very first tree lighting at san francisco's chis center, the new home of the warriors. festivities start tonight at 6:00. i'll see through. as i always say, don't meet me there, beat me there. it's going to be a lot of fun. come on out if you can >> i love it, that's going to be fun. you haven't seen the tree? >> i haven't seen the tree but it's big, a lot of lights. kari, the big question i have, will the rain hold off during

this event? >> i'll make it hold off just for that window. it's going to be kind of iffy today. we're going to see scattered showers moving through, but the bulk of that rain will be rolling through this morning, and then it turns more off and on throughout the day. now as we take a look at storm ranger, our mobile doppler radar showing some of the bright yellows and reds, indicating the heavier rain. now moving off towards the east but really covering solano county right now. and then the rest of the bay area seeing some green, light showers, but we also see some rounds of heavy rain getting ready to move from the south county in to san jose. so here is a look at our hour-by-hour forecast, showing what the radar could look like. if you're tracking this with your nbc bay area app you'll get live views of storm ranger. notice that as we go through the day, there'sgreen, but there is still some here on the map. so there will be a chance that we could see some rain not only throughout the day, but tonight as well, and this does start to

move out by tomorrow morning. so i'll talk about what's ahead in the rest of the forecast, coming up. mike, you have a crash in oakland. >> i do. we have smaller crashes scattered around the bay and smaller reports of maybe roadway flooding, a lane or perhaps just a warning from folks driving through the areas. looking at wet roadways around the bay. oakland talking about southbound 880 just past 980 a crash that may have cleared over the last few minutes because the sensors are back to green, so we'll double check that. it's just past 980 where one lane was blocked. roadway flooding reported there as well. the bay bridge toll plaza does have a backup, we'll talk about that in a second. there is a car fire reported 280 around alameda on the southbound side. car fire with someone putting out flames under the engine so we'll double check with chp, make sure everybody's safe and make sure the lanes are clear as well. the bay bridge toll plaza we talked about it was wet and now it's full of cars. we do have the backup here. the good news that crash did clear from the fremont exit on the san francisco side. back to you. >> thanks so much, mike. up next for you,ef

drop in two months after president trump once again talked down the chinese trade deal, saying it may not come until after the election. now, asked about that and whether what he thinks about the stock market, because it's down 500 points over two days, the president said he doesn't watch the stock market. enormous news out of google and parent company alphabet. the two founders sergei brynn and larry paige stepping away from leadership roles. they'll both be board members and largest shareholders as well. the ceo of google will be ceo of alph. and some degree sergei were in charge of the thing overall so the end of an era. the pair started a group called page rank and became the best search range out there. to 18 they put picahi in charge.

>> here is a polarized. like we like stuff that you can -- >> we like sparkly things. >> sparkly things, something you can wear, do something with. >> yeah. >> all right, we're going to be talking about all of this rain, as we take a look at storm ranger, our mobile doppler radar has been tracking all of what's going on for the past few days and now this morning. another round of wet weather and it's been heaviest moving in to san jose. and the good thing about storm ranger is it can give us not only a hhllines but it can taken to street level. we're seeing the rain on highway 17, just to the east of campbell, and then also on 101, so we're going to see some of that rain between 280, 101, all these areas, especially right now in santa clara, and it will be approaching downtown san jose, within the next few minutes. if you're going to be headed out, just make sure you have the

umbrella, all of the rain deer and also nice, warm jacket because our temperatures for the most part stay in the 50s today. this is all a part of that same storm system that brought us the rain over the weekend. by the end of the week something new coming in. a new storm and new round of rain and so we're going to get another really good soaker, as this system works its way across the bay area. it's going to take a while, so this will also bring in some high wind, as well as some high surf for the coastal areas, and then the showers look to gradually taper off on sunday. so then what else is behind that? we'll storm system arriving on wednesday, and this is going to be a pretty big storm, the models are consistent in showing at least an inch of rain in some of the areas that are usually rain shadowed, and then as we look at what's going to possibly happen in the north bay as well as the santa cruz mountains, another three to four inches of rain and this could also be a good one for the sierra.

right now temperatures are just below freezing in squaw valley and we know from the past week in spots like squaw valley and kirkwood, they had over seven feet of snow. there is more feet of snow on the way going into the weekend. we're looking at another two feet of snow, which is good. as we try to catch up with where we should be for this time in december. we're looking at temperatures in the upper 50s and low 60s. so if you're looking for days to get outside, put up the decorations, which days will be completely dry? you have thursday tomorrow and then basically late sunday into monday and tuesday. mike you're seeing rain hitting peek over re radar, traffic and weather working together. we have that radar from storm us kari is talking about 85, 101, highway 17, folks coming out of the south county the early commuters are experiencing some rain. as i pull that off it's not any

it's still not clearover possib response plans. it's 5:24. gun background checks are on pace to brace records this year. so far this year the fbi has performed more than 25 million background checks, that is actually a record high. the firearms industry says gun owners are rushing to buy weapons because democratic presidential candidates are making the call for tighter restrictions. new this morning, muni appears to be running behind schedule in its new digital signage project, and it seems the project is also over budget. the mta approved an additional $1.5 million to cover the extra completion costs. it's now slated to finish sometime next year, six years later than first planned. the signs were originally supposed to be installed in 2014. 5:24. b.a.r.t. is teaming up with the salvation army for a special effort at the powell street station. there you'll find the red kettles set up and the money donates will go specifically to help the homeless.

good morning and thanks for starting your morning here with us. i'm marcus washington. >> and i'm kris sanchez, in for laura garcia. maybe you notice she's a little scratchy in the throat so we're giving her the morning off. >> a little switcherooo. new video from the north bay as the rain was coming down overnight in larkspur. meteorologist kari hall, i was out in the live truck and kept getting alert after alert, rain coming your way, rain coming your way. i drove through all kinds of microclimates. >> the good thing having the nbc bay area app if it's not raining or if you're about to head out the door, you can see that it's it picks up on your current location. the storm ranger is tracking the heaviest rain moving through the south bay so if you're about to head out the door in san jose, expect some heavier downpours that will be rolling to the north and we are going to see this becoming a little bit more scattered today so there may be peeks of sunshine. i captured a picture of a

>> reporter: correct, marcus. you recall a similar lawsuit filed against lyft this past september, later this morning an attorney named mike baumberger will hold a news conference in san francisco to announce that his firm is representing more than 21 other victims of sexual assault, and rape. these are victims who were lift passengers, four of whom will be speaking publicly during that press event at 11:00 a.m. this morning. the law firm says that many of these alleged sexual assaults happened since the other lawsuit was filed in september. in that september lawsuit, 14 women who say they were raped or sexually assaulted by lyft drivers accuse the san francisco-based ridesharing service of not properly conducting background checks on drivers, not protecting passengers from danger, and not getting police involved when something bad does happen. one of those women claims a lyft driver kidnapped her, raped her

and held her hostage for five hours while lift had no idea allegedly her life was in danger. we reached out to lyft this morning, still waiting for a response but in a statement last september regarding the other lawsuit lyft said it is committed to providing safe transportation, on its website it wrote "we screen every single driver" and active drivers need to pass another background check every 12 months and lyft recently announced that next year, it will start rolling out a new safety feature that allows passengers to alert the adt security company if they are in need of help. reporting live, bob redell, "today in the bay." >> bob, thank you. leader of the coliseum authority is facing criminal charges accused of seeking the payout in exchange for stadium naming rights. scott mckiven resigned in august when questions first surfaced about conflicts of interest in last spring's $3 million naming rights deal with ring central.

he is accused of seeking a $50,000 payout which rink central never paid and other board members never knew about. mckiven is not commenting. crews are still in the process of cleaning up a big smelly mess in antioch, after a large sewer line ruptured there. it happened yesterday near g street and west sixth street. that break and the repair closed surrounding streets. no word on when those lanes will reopen. but we know we're working on it. a memorable night for warriors star draymond green and he never even took the court. >> last night his alma mater, michigan state, retired his jersey. green's number 23 you'll see in a minute, lifted to the rafters, there it is, going up and again. dub nation members were there as well including coach steve kerr, klay thompson and the team owner jay lacob. warriors drafted green with the 35th overall pick back in 2012.

likely on the roadway. more likely than other spots. you'll have damp, slicker roadways around the bay but look, green sensors for the most part and that's pretty good. >> all right, good thing of course to the weekend. >> i was thinking art street and the neighborhood is looking dark because people haven't been able to get their holiday lights up. >> no holiday lights up and you really only have tomorrow because another storm system comes in on friday and i don't know if you want to put them up before then because it will be windy as that next storm comes in and it looks like it will be raining off and on throughout the day on saturday, temperatures only reaching into the mid-50s for the coast, low 60s for the inland areas, and it does still look like we could see some of that rain moving in. if you're making plans, maybe headed to walnut creek on saturday, it's going to be cloudy, expect some showers, and highs only reaching about 58 degrees. for heavenly this weekend and parts of lake tahoe we'll see heavy snow coming down and it looks like it does start out on

the committee will not be considering the evidence, talking specifically about the impeachment process. remember, we've only done this twice before in the modern era. the committee will call expert witnesses to guide them on the processes. one of whom is a stanford professor, her name is pamela carlin, used to be deputy attorney general for voting rights and is considered a liberal. you see carlin there. several top thinkers pointed out the committee could have asked conservative experts to testify, too. there are plenty of conservative experts who support impeachment, but they will be notably absent today. president trump is at the nato summit. he said he presented his phone call with ukrainian leaders to top legal scholars and they declared it perfect, using the same language the president uses to describe the calls. i've asked the white house to explain who those scholars are. so that's today. the hearing in the judiciary, at

new details pg&e this morning is accepting new blame for the deadliest fire in california history, the utility issuing a statement it is deeply sorry for the fire that tore through paradise last year, killing more than 80 people. faulty transmission lines sparked that fire and regulators cited failure in inspecting lines. pg&e is conducting more advanced inspections and exploring new technology to prevent similar disaster in the future. richmond leaders have placed a vote to phase out coal shipments on the back burner. councilmembers adjourned l nighth interstate 580. last night's meeting included waterfront terminal near arguments from shipping employees and community has tabled that vote until next month.

the bay area, some areas taking a break, but some of the heaviest rain now moving through milpitas, up around 680 and 880, as you head just north of milpitas and about to move in w rain coming in. this is all a part of that same storm system that rolled through the weekend, and we see the upper level low with that, that pushed the atmospheric river to the south but now the low is rising back to the north. so it's going to bring in more rounds of rain today, off and on, but notice as we go hour by hour, the later we get in the morning and into the afternoon, the more spotty the rain becomes, so we look at a lot of green here to start out the day, not as much as we go into the afternoon, but we will still see the showers off and on across the bay area, with some breaks in between, and you may even see some peeks of sunshine for today. we're going to dry this all out by tomorrow, but we are also

looking at some of those lingering showers for a few areas, going in to tomorrow, before the larger storm sm starting to get ready for the day, not only in san jose, but across the bay area, you do need the umbrella, maybe the rain boots, too, because we've had a lot of standing water, puddles out there that you have to step over and here is a look at what we're expecting going into friday, this storm system coming in will bring in some high wind and rain, also some high surf and it's going to take a while before it works its way across the bay area, that means this will last for a couple of days. there will be a break and then another system moving in by the middle of next week. and it looks like with some of our early indications of the computer models, we could see anywhere from about one to four inches of rain throughout the weekend, so this is going to be another soaker, hopefully it goes right into the ground like the last storm did. so we're going to see temperatures in the upper 50s and low 60s, and then drying out, your only dry day is
