take a low call democrats insist there is overwhelming evidence here that the president obstructed congress and that he abused his power in pushing ukraine to investigate joe biden and funds while that was happening. republicans say the facts just don't add up. there is nothing impeachable here. president trump tweeting this morning, this is sheer political madness. it all played out in that hearing room with attorneys on both sides making the case. >> the president's conduct was a trifecta. checking all three boxes. >> it's a disgrace to our country. it's a hoax. and it should never, ever be allowed to happen, again. >> now, this announcement today is coming after another major announcement. the inspector general at the justice department saying that the fbi did make mistakes, but did not have political bias

francisco this morning where police overnight surrounded a home in the inner sunset. >> officers and s.w.a.t teams shut down a major street there and a major thoroughfare. t tom, in the last few minutes, you've seen some major changes. >> we certainly have. good morning, you guys. yes, police are starting to move out of here. they do have a suspect in custody. i was able to talk to a sergeant on the scene and this happened where judah and 11th the accident was judah and 10th or judah and 10th and judah and 9th. we do not have the exact address and the sergeant told me just briefly that there was a male, a man with a gun in an apartment. there were three people in the apartment who felt threatened. he told me all three of those people got out uninjured and there was a bit of a standoff with police for quite a while through the 3:00 and 4:00 hour until they were finally able to get that suspect detained. we don't know if he is in jail

right now being questioned by police on the scene. but the suspect is detained. nobody was injured. and some of the police have started moving out of the scene here. but, still, judah is locked down at 11th here. traffic was stopped. you can see somer cas beginning to come through right now. but buses were being rerouted and this is a muni route across judah right here and we have seen some buses that were turned around this morning. but the cars on the scene here also telling me in the next several minutes that the entire street should be open and traffic should be moving, again. people will be able to get back into their homes. they were escorting people who needed to get back in their homes early this morning into their homes and, again, nobody was injured. brief standoff. a man with a gun in an apartment down the street here at judah and 10th or judah and 9th. we don't have the exact location. he is detained and nobody injured here. it looks like at least this was

a peaceful resolution and we should have more details later on this morning. we're live in san francisco, tom jensen, "today in the bay." >> glad no one was hurt, thank you, tom. protester tonight plans to gather outside sfpd mission station after a weekend shooting. it happened saturday night on 23rd and officers shot an armed burglary suspect who attacked them and injured one of those officers. the suspect was critically injured. the officer went to the hospital with unspecified injuries. is o morning for a man who broke into a vallejo home pretending to be a door-to-door salesman. take a look. you can see right there that man breaking the window of that home along skyline drive on november 26th. when he thinks no one was home and needed that small instrument to crack the back door slider and then he goes inside. but police say he wasn't alone. >> once inside he's confronted

by an elderly homeowner and then flees the area on foot. >> police say these types of home burglaries are on the rise. the thief is still on the loose. if you recognize him, you're asked to give police a call. a san francisco leaders will vote today on a long debated plan to overhaul the city's mental health program. the new $100 million plan is called mental health and evolved out of two competing plans. the new plan will extend mental health, substance abuse and drug treatment programs for any homeless and uninsured. also today new cannabis businesses may get the green light to open in unincorporated contra costa county. the first stores that will open up shops. along with locations in north richmond and bay point. in in concord leaders are set to vote on a new ordinance that would ban smoking around

apartment buildings and parks. the change would also include smoking e-cigarettes and other vaping devices. well, starting today the emergency alert system in san francisco is being turned off for quite a while. the city says that it's time to update the outdoor public warning system. so the sirens that are tested every tuesday at noon are going silent for two years. there a they were installed during the 1940s during world war ii. while the system is down, it will issue text message alerts through alert sf. 5:08 for you this morning and an update to a story that w. a martinez world war ii veteran who survived d-day is about to take off for another big adventure. >> he is excited. larsen is expected to depart from oakland airport today for a trip to commemorate the 75th

anniversary of the battle of the bulge. german parachuters the night of the historic event. he will be in belgium to mark next week's anniversary, the day before he turns 97 years old. after his story aired on nbc bay area, you donated thousands of dollars to help send mr. larsen to germany in june for the 75th anniversary of d-day. his son said he was just so touched. he knew it when he came back and he was all choked up with emotion saying i can't believe anybody would care enough to help me. but what a treasure. >> you know, he wants to do this and, ime ce on, he's done so much for our country. i'm sure for the people in his lives. you have to support him. mr. larsen is the best. >> if you are following that, he is supposed to be writing a book, too. >> he says the luckiest man in the world and then gave me like 17 reasons why he was the luckiest man. some of them, i was like, yeah,

starts to make its way into the north bay later on this evening. we're going to start to see that rain in parts of the north bay from santa rosa down to san rafael and napa by about 8:00 tonight. and then going into the day tomorrow we're going to start out with some rain off and on showers. there will be some breaks in this, as well. most of that rain will be out of here by tomorrow afternoon. and then another wave of rain moving in early thursday morning. so, with all of the rain off and on, we're only looking at about a quarter to half inch of rain for the north bay and then for the rest of the bay area, very light amounts for san jose. up to about a quarter of an inch for the east bay and close to half an inch in san francisco. going into the weekend, we'll see another chance of rain. once again, that also looks like a weak system. but may impact your weekend plans. but the good news is that all of this clears out for the football games on sunday. we're looking really nice inland reaching the upper 50s. and then for san francisco, we

also have some mid to upper 50s. heading over to mike, you're tracking the problem on the bay bridge. >> that's right, kari. we're looking at the span here with our video input set to the bay bridge temorivle. ut closely packed up the incline. these are a little slow getting towards that tunnel at treasure island and somewhere near the onramp reports of that disabled vehicle still blocking the slow lane and chp updated their report. even though we don't have a tow truck on scene we get an update from folks a vehicle stuck in the right side there and that is problem getting over from the oakland side. the metering lights are turned on and the approach is great but across the span, let's time it out with our friends over at waze. traffic flow through the area and 45, 47 minutes as we will

tourists on a volcano island. six people have died and eight are still missing. >> twos group on the island are able to be evacuated and those who were close to the eruption. >> rescuers did manage to save more than two dozen other tourists. some of them suffered critical burns. because the volcano was already showing signs of activity, investigators are asking why the tourists were allowed to visit there in the first place. the fbi is investigating the cyberattack targeting city computer systems. most of the network is o.ff this comes days after the deadly shooting at a naval air base in the city. three sailors we. a southern california today will become the latest parent to enter the guilty plea in the college admission scandal.

airport security would scan your card and then get access to a special priority line that lets you get ahead of the other people. this would not be the same as tsa precheck. this incentive would start in late january or early february. the first thing framers had in mind when they wrote high crimes and misdemeanors. abuse of office, itself, technically not a crime. during robert mueller's testimony, remember, he reminded the world the policy said you can't charge a president in a criminal court. and for that reason, did not specifically level charges at the president writing, we did not reach a determination whether the president committed a crime in that probe. he added, he could be charged with a crime after leaving office. no news as big as impeachment today, but we want to talk about the reaction to the fbi inspector general's report that clears the fbi of political bias in its investigation into the connection between trump campaign and russia. while it did find irregularities, the report that was ordered by attorney general bill barr gave the seal of

it happens after the first significant rainfalls of the season and we have a lot of humidity here. once those skies clear and temperatures cool off, we get that fog settling into the central valley. we're seeing that right now. so, we're going to watch that. kind of drift into parts of the bay area. we really saw that yesterday. but what you need is that high mew humidity and reduce less than 600 feet and if we don't get a good wind there to mix it out, it could last for days in the central valley. for the bay area, that fog starts to drift into the gap so we see it coming into parts of the south county through those mountains and then it also moves in to the trivalley. we saw that dense fog yesterday around livermore, as well as moving over towards oakland, as well. news through the carquinez straight and then over to san francisco and then also into the north bay. so, we are not seeing as much of that because of the cloud cover out ahead of this next storm system.

it will bring us some rain and moves in late tonight and for tomorrow. for saturday, we'll see another round of rain coming in. as we take it hour by hour, we'll see peeks of sunshine today and then the rain moving into the north bay later this evening. but we'll see some waves of mostly light rain between late tonight and throughout the day tomorrow. there will be a break by tomorrow evening and then some more spotty showers heading into early on thursday. and most of this rain is looking like about a quarter inch of rain or less except for the north bay. so, our seven-day forecast shows that rain coming in and drying out on friday. another system coming in on saturday. that one also looks pretty weak and drying out for the football games on sunday. mike, do you have better news for the sf commute? >> i do. all relative. this is the bay bridge toll plaza. i know it is backed up. folks don't understand when you do start to see movement and you didn't 20 minutes ago, that is better for the fast track lanes and it does indicate a lighter

rosa neighborhood but it was part of a sting. any work over $500 requires a licensed contractor. so, are pot taxes too high? some communities wondering about that and local leaders think that they are and they are meeting today to lower them. pot retailers a 10% tax on top of the state's 15% tax, which often gets passed on to the buyer. oakland has some of the highest pot taxes in the state, which some city leaders say puts them at a disadvantage and gets buyers to go back to buying on the street. happening today, a new water recycling plant may move one step closer to reality. santa clara valley water district is expected to vote on the plan later today. the purification facility would be build in mountain view and serve palo alto, as well. graduate students at uc santa cruz are hitting the picket lines.
