eyes are on washington. happening any time right now, we're expecting an announcement from lawmakers on capitol hill on what the next steps are on the impeachment inquiry into president trump. nbc news is learning two articles of impeachment and we'll bring you that announcement live as soon as it happens. plus all new this morning officers surround a san francisco home after an aarmed suspect barricades himself inside. a report on how it all happened. caught on camera. this is a braiser break in, not a home delivery. you need to know to knabout bur working around the bay. thanks so much for joining us on this tuesday morning. i'm kris sanchez in for laura garcia. >> first we'll start with the weather starting foggy in some spots. >> light, patchy fog and not as dense as it was yesterday and

getting ready for some rain and i want to show you the forecast for the rest of the week. as you make plans, you'll see waves of rain coming in late tonight into the north bay and the rest of the bay area for tomorrow morning. and then some more scattered showers early on thursday. we'll also see some more rain coming in on sunday while our temperatures stay warm with upper 50s and low 60s. we'll time it out hour by hour and that's coming up in a few minutes. mike, you're giving me the thumbs up. how is it looking? >> the bay bridge toll plaza, look, the fast track lanes are moving well and hov lanes with no problem. toll plaza itself and coming off the berkeley curve and the entrance off of 880, those are all slowing. 601 on a tuesday. not bad. mild slowing from walnut creek and also coming in out of rodeo and in from richmond. and that is a good drive. good news, also, that tom jensen said that judah is open again. he is on that scene and updating

us, as well. we're looking towards the rest of the area and south bay peninsula, no problem. getting towards the san mateo bridge may be a little slower and the san mateo bridge, that's what we expect. a major step expected in the house impeachment proceedings. any moment now democrats are expected to introduce formal articles of impeachment. >> "today in the bay" tracie potts live in washington. they're expected to lay out two formal charges. >> exactly. and now democrats are telling us those charges, at least five sources told us overnight those charges will be abuse of power and obstruction of congress. this after what turned out to be a contingent hearing yesterday. >> the gentleman will suspend. >> it lasted over nine hours. much of it what you heard there.

democrats argue the evidence is overwhelming. republicans say -- the president tweeting the isis sheer, political madness. both sides have now laid out their case. >> the president's conduct was a trifecta. checking all three boxes. >> it's a disgrace to our country. it's a hoax and it should never, ever be allowed to happen, again. >> well, that was happening inspector general's report came out saying that the fbi looking into the origins of the russia investigation found lots of mistakes by the fbi, but no political bias by the fbi against president trump. the fbi director christopher wray says the mistakes are unacceptable and he's putting in place 40 corrective actions as a result of that report. the focus the ismornis morning, articles of impeachment.

president trump still campaigning later today. he will likely talk about this at his rally in pennsylvania tonight. >> certainly been talking about it this morning on twitter. turns out the president is also meeting with russia's foreign minister and the question is whether it will contribute to the impeachment charges, as well. do we know that yet? >> we don't know. but the fact that they narrowed this down to what we believe to be two articles of impeachment as opposed to the larger that they were looking. seem to think that maybe they are going to the narrower focus of just focusing on ukraine as opposed to the larger pattern, including russia investigation. but we will find out any minute now. >> all right. we're standing by. thank you very much, tracie. 6:04 for you now. new for you this morning. san francisco neighborhood is back to normal. this is after an hour's long standoff. >> live in san francisco in the inner richmond district, good morning to you, thom.

>> good morning, you guys. you can see that judah is open, again. this is a major thoroughfare. a male suspect in an apartment just down the street at judah and judah and tenth and judah and ninth. three people in the apartment with him. he had a gun allegedly. and those people felt threatened. they did get out and the police were called on the scene. there was some sort of standoff going on out here for about an hour or so until police were finally able to detain him. i talked to a sergeant on the scene and he was not able to tell me whether or not they actually made an arrest or they coaxed that individual to come out and give himself up. but he is in police custody. we do not know if he is in jail or down at the police station being questioned at this point. but we do know now that police were able to end this peacefully. one person who has been detained and, as you can see, judah is open, again. we are suing muni running here now. so, everything is back to normal

solemn act to take an oath to protect and defend the constitution of the united states. with great respect and gratitude that i thank the chairs of the committee, the six committees that have been working to help us honor our oath of office. i also want to thank the staff of those committees and the committee members for all of their work over this period of time to help us protect and defend. i want to thank the chairman of the judiciary committee mr. nadler, the chair of the intelligence committee, mr. schiff, chair of the ways and means committee, chairman neil of massachusetts and elliot engel of new york, the chair of the financial services committee maxine waters of california. the chair of the committee on

government reform and oversight, congre congresswoman maloney. i also want to acknowledge an important work done by our dear and departed may rest in peace elijah cummings as chair of the oversight committee. now, please the distinguished chair of the judiciary committee mr. nadler. >> thank you, madam speaker. over the last several months, the investigative committees of the house have been engaged in an impeachment inquiry into president donald trump's efforts to solicit foreign interference in the 2020 elections. efforts that compromised our national security and threatened the integrity of our elections. throughout this inquiry, he has attempted to conceal the evidence from congress and from the american people.

our president holds the ultimate public trust. when he betrays that trust and puts himself before our country, he endangers the constitution, he endangers our democracy and he endangers our national security. the framers of the constitution prescribed a clear remedy for presidents who so violate their oath of office. that is the power of impeachment. today, in service to our duty to the constitution and to our country, the house committee on the judiciary introducing two articles of impeachment charging the president of the united states donald j. trump with committing high crimes and misdemeanors. the first article is for abuse of power. it is an impeachable offense for the president to exercise the powers of his public office to

obtain an improper, personal benefit while ignoring or injuring the national interest. that is exactly what president trump did when he solicited and pressured ukraine to interfere in our 2020 presidential election. thus, damaging our national security, undermining the integrity of the next election and violating his oath to the american people. these actions moreover are consistent with president trump's previous invitations of foreign interference in our 2016 presidential election. and when he was caught, when the house investigated and opened an impeachment inquiry, president trump engaged in unprecedented, categorical and indiscriminate defiance of the impeachment inquiry. this gives rise to the second article of impeachment for

obstruction of congress. here, too, we see a familiar pattern in president trump's misconduct. a president who declares himself above accountability, above the american people and above congress' power of impeachment which is meant to protect against threats to our democratic institutions is the president who sees himself as above the law. we must be clear, no one, not even the president, is above the law. i want to recognize the great contributions of the investigative chairs, particularly intelligence committee chairman adam schiff, foreign affairs chairman elliot engel and committee and oversight former chairman the late elijah cummings and new chairwoman and maxine waters and ways and means richard neil who helped lay the foundation for the articles we are introducing

today. i want to thank my judiciary committee colleagues who are critical in our work to hold the president accountable and the drafting of these articles. later this week, the judiciary committee will meet to consider these articles of impeachment and to make a recommendation to the full house of representatives. we do not take this action lightly. but we have taken an oath to defend the constitution. and unlike president trump, we understand that our duty first and foremost is to protect the constitution and to protect the interests of the american people. that is why we must take this solemn step today. elections are the cornerstone of democracy and are foundational to the rule of law. but the integrity of our next election is at risk from a president who has already sought foreign interference in the 2016 and 2020 elections and who consistently puts himself above

country. that is why we must act now. i want to turn now to chairman schiff who will explain the evidence that supports these articles and the need for us to act with such urgency today. >> thank you, mr. chairman. thank you, madam speaker and to my colleagues, good morning. the framers of the constitution recognized that some day a president might come to office who would abuse that office, betray the public trust and undermine national security to secure foreign help in his re-election. they recognized this danger and they prescribed a remedy and that remedy is impeachment. it is an extraordinary remedy and one that i have been reluctant to recommend until the actions of president trump gave

congress no alternative. we stand here today because the president's continuing abuse of his power has left us no choice. to do nothing would make ourselves complicit in the president's abuse of his high office, the public trust and our national security. the president's misconduct is as simple and as terrible as this. president trump solicited a foreign nation, ukraine, to publicly announce investigations into his opponent and a baseless conspiracy theory promoted by russia to help his re-election campaign. president trump abused the power of his office by conditioning two official acts to get ukraine to help his re-election. the release of hundreds of millions of dollars in military aid that nation desperately needed and a white house meeting with an ally trying to fend off russian aggression. in so doing, he undermined our

national security and jeopardized the integrity of our next election. and he does so still. the evidence of the president's misconduct is overwhelming and uncontested. and how could it not be when the president's own words on july 25th, i would like you to do us a favor, though, lay so bare his intentions and his willingness to sacrifice the national security for his own personal interest. when the president got caught, he committed his second impeachable act. obstruction of congress of the very ability to make sure that no one is above the law, not even the president of the united states. the evidence is every bit as strong that president trump has obstructed congress fully without precedent and without basis in law, if allowed to stand, it would decimate congress' ability to conduct oversight of this president or any other in the future. leaving this president and those

who follow to be free to be as corrupt, malfeasant or incompetent as they would be with no discovery or accountability. some would argue, why don't you just wait? why don't you just wait until you get these witnesses, the white house refuses to produce? why don't you wait until you get the documents the white house refuses to turn over. ? and people should understand what that argument really means. it has taken us eight months to get a lower court ruling that don mcgahn has no absolute right to defy congress. eight months. for one court decision. if it takes us another eight months to get a second court or maybe a supreme court decision, people need to understand that is not the end of the process. it comes back to us and we ask questions because he no longer

has absolute immunity and then claims something else. that his answers are privileged and we have to go back to court for another eight or 16 months. the argument, why don't you just wait amounts to this. why don't you just let him cheat in one more election? why not let him cheat one more time? why not let him help one more time. that is what that argument amounts to. the president's misconduct goes to the heart of whether we can conduct a free and fair election in 2020. it is bad enough for a candidate to invite foreign interference in our political process, but it is far more corrosive for a president to do so and to abuse his power to make it so. despite everything we have uncovered, the president's misconduct continues to this day unapologetically and right now. as we saw when he stood on the

white house lawn that he was asked what did you want on that july 25th call? and he said the answer was a simple one. and not just a simple one on july 25th, but a simple one today and that is he still wants ukraine to interfere in our election to help his campaign. even this week, the president's lawyer was back in ukraine seeking to revive the same debunked conspiracy theory promoted at the president's. which gets to the final argument that we have heard in the president's defense. that the president can do whatever he wants under article two, including get foreigners involved in our elections and we should just, to quote the president's chief of staff, get over it. ben franklin said we have a republic if we can keep it. the president and his men say, you can't keep it and americans should just get over it.

americans don't get to decide american elections any more. not by themselves. not without foreign help. for the members of congress, this is not a question of facts because the facts are not seriously contested. it is rather a question of duty. the president's oath of office appears to mean very little to him. but the articles put forward today will give us a chance to show that we will defend the constitution and that our oath means something to us. i thank you, mr. chairman. thank you, mr. chairman. >> speaker? >> chairman of the relevant committees who have been conducting this impeachment inquiry on capitol hill, house speaker nancy pelosi announcing

that two articles of impeachment will be sought against president trump, the first for abuse of power, the second for obstruction of congress. chairman nadler, the judiciary committee saying that the evidence of obstruction was unprecedented, categorical and indiscriminate, and alluded to a clear pattern, according to chairman nadler of this kind of abuse of power at the office want the chairman of the intelligence committee adam schiff laying out the case and why democrats feel they must go forward now, notably that they feel this election interference is still going on, and threatens the 2020 election itself. let me go to nbc's geoff bennett who covers capitol hill and let's talk practical matters at the top here, geoff. it sounded like nadler, judiciary chairman was saying the house judiciary committee would consider these two articles of impeachment which is essentially the charges against the president, this weekend, vote on them as early as this week, and then it would go to a

full house vote. question is does nancy pelosi have the votes to pass them. >> reporter: she certainly has the democratic vote it appears, savannah, but not the republican, right, i mean, we expect that this vote, once it reaches the house floor will split along party lines, and that is not the ideal scenario that the house speaker had envisioned when she embraced this impeachment inquiry back in september, but to your point, you did hear chairman jerry nadler, chairman of the judiciary committee put the case for impeachment in stark and urgent terms. he said that president trump endangered the democracy, he said he undercut national security with his ukraine dealings and that he threatened the integrity of the elections, and so these two articles of impeachment are connected directly to the democratic theory of the case, that president trump, they say, abused his power when he pressured ukraine to open investigations into his political rival, that would be politically and personally beneficial for president trump himself and democrats further say that he obstructed congress

by blocking democrats' access to key witnesses and evidence. so yes, we do expect that the committee will draft, continue drafting these articles, vote on them potentially as early as thursday, that kicks it over to the house next week to have essentially the house move articles of impeachment off the floor to the senate by the end of the year, which had been their goal for some months now. >> so that brings us to the white house, and kristen welker who is on duty there, and we heard adam schiff, the intelligence chairman kind of look to rebut some of the arguments that had been put out there, one of which is that the house democrats are rushing this and should wait to see if they can get the testimony of other witnesses who of course the white house has blocked from testifying. they're saying they're not going to let the president run out the clock, they're going forward so it looks like we're headed toward a senate trial. what is the preparation that's going on at the white house. >> reporter: it looks that way, savannah and i can tell you that that is the key focus here at

the white house, preparing for the senate trial, preparing to participate, as you note, the white house stone walled and refused to allow officials to testify in the house proceedings that have been underway over the past several weeks. i can tell you based on my conversations with administration officials, they have been monitoring the developments this morning quite closely. we anticipate we'll get some type of reaction from president trump, from the administration in short order, but the president, the administration has been girding for this moment, savannah. president trump has been tweeting throughout the weekend, 99 tweets including one today. let me read you, he said to impeach a president who has proven through results including producing perhaps the strongest economy in our country's history to have one of the most successful presidencies ever and most importantly, who has done nothing wrong is sheer political madness, and so i think we can hear a lot more of that a little bit later on "today," one official telling me the president will have a full

throated response at his rally in hershey, pennsylvania, later tonight. savannah. >> kristen welker at the white house, and the news this morning, to recap, two articles of impeachment announced by house democrats, two charges against the president, one for abuse of power for asking a foreign government to interfere in our election by digging up dirt on one of the president's potential opponents at the threat of losing aid and a white house meeting, the evidence of that according to house democratic intelligence chairman was overwhelming and uncontested and the second article of impeachment for obstruction of congress for what the other chairman, chairman of the judiciary jerry nadler called indiscriminate obstruction by blocking witnesses and testimony. the first votes on these expected later this week. we're d going to have a lot more on msnbc. >> bring it back here for a little clearer understanding and

clearly a somber day as nancy pelosi said. these are not crimes that we are talking about. >> that's right. president trump has tweeted about this. hey, not criminal charges. past impeachments have involved specific actual legal crimes. but the constitution absolutely had in mind that there might be situations as the charges today about the abuse of office, which is not a specific crime. that is very, very much impeachable. president trump doesn't really have a very good argument by saying you're not charging me with a specific legal crime. remember the doj office says you can't do a criminal court and make the argument of obstruction is a crime. >> we know that the president is going to be speaking. in fact, i am not sure if that is a live picture of him speaking this morning, but also meeting with russian leaders. >> the optics on this are amazing. remember, the last time we met

with labrov and he admitted he fired the fbi director because of the russian investigation and then meets with the russians. now, this impeachment is more about ukraine, et cetera, but to meet with the russian foreign minister today just seems like a terrible bit of optics. remember his personal attorney rudy giuliani in ukraine during all of this and also terrible optics. but, the president doesn't think that's the case. now, if you're just waking up. i do want to recue one of the sound bites. it's jerry nadler where all of this happened. where the house announces that it is filing articles of impeachment. take a look. >> today in service to our duty of the constitution and to our country, the house committee on the judiciary committee is introducing two articles of impeachment charging the president of the united states, donald j. trump, i committing high crimes and dismeaners.

garcia. >> i'm marcus washington. let's get start on this tuesday. tuesday never gets a lot of love. but today it will. tracking your forecast for today and, kari, a good tuesday for us? >> we made it past monday, that is positive. and, yeah. we are thankful for that. now, we are also not seeing as much fog this morning compared to yesterday as we get a look at our clear view as we head out the door in dublin. our temperatures will be in the upper 40s as we start out the day and then leading into mid-60s going into the afternoon. some sunshine expected and we'll also see some rain moving in and tracking it on storm ranger. i'll have more on that and what to expect throughout the day coming up in a few minutes. mike, you were spotting a problem out of richmond. >> that's right, kari. i call tuesday traffic tuesday and we have a build up of the traffic and the problem, folks have to get out of this lane right here over the last ten minutes. we have a crash that was

reported around that toll plaza for the richmond bridge and it does look like that lane was a last-minute decision. this person will have to move over there. now, it looks like we're seeing a solution now. so, there's the backup at the richmond bridge getting over towards san rafael and a look at the map. see there is one right there at the bay bridge toll plaza. early problem there caused the metering lights to turn on about 5:00. but it has greatly improved. slowing the easter up shore freeway and has cleared out of the roadway and, in fact, the rest of the bay looks really good. just starting to kick in. the east bay not so bad, but we do have the issue southbound right around the approach to dakota and maybe a disabled vehicle and check on that. but it is a mild build up. back to you. >> thank you, mike. san francisco neighborhood back to normal. this is after an hour's long

sta standoff. >> you have been there since it started, thom. now back to normal. >> yeah, you can hear, it is actually hard to hear you because muni is running, again. that is back to normal. what ended up being a standoff started some time in the 3:00 hour when there were three people inside an apartment with another man who had a gun. just down the street at judah and tenth and judah and ninth. police have not given up the exact address. became concerned that they might be hurt by the suspect. and, so, police responded they were able to get out of the apartment safely, according to that sergeant and eventually within an hour or so, they were able to coax that man out of the apartment or enter the apartment and arrest him or at least detain him for questioning at that point and no shots were

fired. nobody was injured. but the three sat down here for quite a while for more than an hour and that meant that muni wasn't running and no traffic coming in and out and police were having to escort people in who had to get to their homes inside about a three or four-block area. but, again, everything back to normal here in the neighborhood. muni is running, again. traffic and streets are open, again. we hope to get more details from san francisco pd later this morning. live in san francisco, thom jensen, "today in the bay." so, pg&e is releasing new details about its proposed $13.5 billion settlement with wildfire victims. the utility says it plans to issue several payouts starting with a $5 billion fund as soon as it emerges from bankruptcy. in addition, about 20% of the company's stock would go to the victims and shareholders seem encouraged by the news at this point. pg&e shares rose yesterday.

governor newsom and the judge have to approve that and it will be done by friday. a winery destroyed in the 2017 fire storm paradise ridge winery in santa rosa no longer looks like this. one of the 5,600 structures destroyed in the tubbs fire. the winery is epioopening a spa with a winery kitchen and tasting room. the victim attacked by former stanford swimmer brock turner is scheduled to speak at stanford next spring. chanel released her memoir. she made national headlines after turner was given what some say a lenient sentence. a judge gave him six months in prison after convicted of three counts of felony assault. they will vote on vaping and e-cigarette sales ban. that ordinance also allows palo

alto to explore ways to make it harder for minors to buy vaping products online. anxiety is growing this morning despite the recovery of this van that was stolen while it was transported more than 20 dogs. somebody took that van sunday night when the driver stopped at a fremont hotel for a quick nap. she said she left the engine running so the dogs could have air conditioning. >> i found that hotel and it looked like a decent neighborhood. so, i stopped there. and i guess i'll never do that again, right. >> the van was found yesterday, all the dogs were there except for this one. fable, an american bulldog, is still missing. her new owner has christmas gifts ready for her as she is heartbrok heartbroke heartbroken. the driver could be charged with animal cruelty and neglect. city college of san francisco supporters will gather at city hall to demand funding

to save classes on the chomping block. $13 million deficit on top of cuts already made to get the college out of a deeper hole. city college supporters say they could be lost before the spring semester, again. they're hoping the city will agree to bridge the funding gap and restore the classes. so important to try to get them. you can stay on schedule for your graduation. over here try to stay on schedule for your work. just past the coliseum from high street up to about 29th, i believe, because that's where we hear about a crash blocking one lane. those speed sensors just kicking in around the coliseum and our camera for 129th. you'll notice that 580 westbound is great and the rest of the east bay not so bad. the bay bridge toll plaza, of course, you have the backup and richmond side and what you just saw as we have a live camera

there. that cash lane reopened after it was closed for a few minutes. we saw all that develop on camera. the rest of the bay, 6:37, 6:38 right now. all right. so, we're enjoying a little break in the weather right now. but the break is not going to last through the weekend. >> we're going to see a couple waves of rain coming in and that includes saturday, too. we are going to see the off and on rain on saturday, but we are dry on friday and, of course, for all the big football games on sunday. so, we're looking good for that. just plan on having to lug around the umbrella with some off and on rain on saturday and it's not going to be a really big storm. if you're planning to head out hiking, maybe want to go to muir woods, still pretty wet even on friday before that next round of rain comes. on sunday we're looking at high temperatures with sunshine reaching into the mid-50s if you're going to yosemite this weekend, may have some issues

noteworthy, there are just two charges. presidents in the past have faced far more. an abuse of office is very much the violation of framers of the constitution had in mind when they set out the rules. as for obstruction, the president has prevented a number of people from testifying and congress has taken him to court but as adam schiff said. congress cannot wait the month or years it would take for those courts to rule. >> the argument, why don't you just wait amounts to this. why don't you just let him cheat in one more election. why not let him cheat one more time. why not let him have foreign help one more time? that is what that argument amounts to. >> one of the key witnesses the congress would like to talk to is mick mulvaney who, remember, said twice on television the

president had tried to exchange a white house meeting and military aid for ukrainian investigation in to the bidens. but later retracted it. okay. what happens now? the judiciary committee votes on the articles of impeachment. that will pass. the house votes on the impeachment that has the votes to pass and then for the third time in history, the president is impeached. he will then face a trial in the senate, which, if he lost, he would be kicked out of office. that is exceptionally unlikely. in a stroke of incredibly poor timing he will meet with labrov today a picture from their last meeting a day after trump fired the fbi director for the russia investigation. today's meeting is closed to the american press as was this meeting. the russians surprised the white house by releasing this picture. we have not heard from the president. the minute we do, we will, obviously, carry that live. we will also be talking about

able to fly through security. >> i think we all perked up our ears on that one. bob redell is live outside sfo to talk about that and also an update on the ride share changes that might affect where you get picked up and dropped off. bob? >> a number of people taking b.a.r.t. to sfo has been dropping over the past few years. an attempt to reverse that trend to get more people to take b.a.r.t. to sfo and try to give them an incentive. an opportunity to but ahead in the security line. this is how it works. airport security would scan your card and then you get access to a special priority lane. should be noted this is not the same as tsa precheck. we believe that it will be starting late january, early february of next year. uber is now allowed to do some pickups at designated curbside

spots at domestic terminals. this only applies to the more expensive uber rides. we're talking about comfort select, and xl. everyone else in a ride share would have to be picked up at the designated zone at the central garage. now this is a two-month trial running through mid-january. the reason for the change is two-fold. sfo wants to give other options during the busy holiday travel season and this also allows those drivers, the uber drivers to do a drop off and pick up without having to do the horse shoe drive around the airport and having to circle back. reporting live at sfo, bob redell. >> thanks, bob. okay. here we are on this tuesday morning. getting through traffic as well as the forecast. what are we looking at? >> starting off a little bit foggy. we are seeing it in patches and we are seeing really dense fog yesterday morning. but let me show you the changes. i was just looking at this

camera shot and looking at the golden gate bridge. yeah, i know, that is the golden gate bridge. you can barely see the headlights there. we have been watching the fog kind of drifting in and out of that camera shot. look for the most parts of visibility and a little bit better than yesterday. the lowest right now is at six miles in the tri-valley. but we do have a dense fog advisory over parts of the central valley. this is the time of year when we start to see that dewy fog developing over the central valley where it is really dense and clear skies overhead. and we already had the big rain for the start of the water year and then that humidity left on the ground allows for that really dense fog to develop and with the calm wind, it doesn't mix up. and in some spots, visibility may be about 600 feet or less, so it makes it really difficult to drive. for the bay area, that fog drifts through some of the mountain gaps. we see it coming through into the south county and then we also see that fog drifting into

the trivalley and over towards dublin, even moving across the bay like it did yesterday. we also see the rain coming through the carquinez strait and that affects the visibility for much of the delta and even over towards san francisco and then it moves over towards the north bay. as we start out this morning, visibility is a little bit better, but that is what we can see going into the next several days. we have seen these waves of rain coming in. right now we're all dry, but another round of showers developing late tonight and into the day tomorrow. after that, we have some more rain that will be moving in heading into saturday. so, let's time it out for you heading throughout the day. our skies will clear, but then by tonight, about 7:10, 9:00, we'll see scattered rain moving into the north bay and the rest of it seeing the rain by early tomorrow morning. it's not a whole lot of rain. in fact, the models continue to back off on how much rain we are going to see. a break tomorrow evening and then some spotty showers still

lingering into early thursday morning. so, looking at what our rainfall totals may add to be very light. about tenth of an inch of rain or less. we're going to see a chance to dry out once again on friday. more sunshine. another weak system moving in on saturday. and the good news is that all of this rain moves out in time for the nfl games on sunday. it's going to be perfect. upper 50s and mostly sunny skies. i'll have more on that coming up and updating crashes on the nimitz freeway. >> a number of smaller crashes. most of this cleared pretty quickly but looking at northbound 880. in fact, in the last five minutes since you came to the set, kari, a crash looks like maybe in the backup there maybe a secondary crash. the first crash in the middle of the roadway. don't know where the second one is right around highway 101. that may cause folks to ripple back as far as the transition ramp. so, we'll track this area very

articles of impeachment which are abuse of power and obstructing congress. the power came from when they say president trump asked ukraine to dig up dirt on political rival joe biden. they claim he obstructed congress by blocking key evidence and witnesses. president trump said he did nothing wrong but so far has not issued any comment on the formal announcement. the white house expects him to talk about today's developments at a rally tonight in pennsylvania. and we'll have much more korv coverage for you coming up on "today" show which starts in just a few minutes. new details for you this morning. a san francisco neighborhood back to normal this morning after an hour's long standoff. this was the scene at that home on ninth and judah in the inner sunset. neighbors saw a man with a gun and called 911. officers eventually stormed the home and took that man into custody about two hours ago. no word on his identity or what kind of charges he may face. the search is on for a man

who broke into a vallejo home pretending to be a door-to-door salesman. you see that man breaking the window there at that home. this is along skyline drive on november 26th. when he thinks no one is home, heic iactually uses the small instrument to crack the door slider and goes inside. police say he was confronted by a person who lives there quickly running away. if you recognize the thief, you're asked to give police a call. this morning a health alert in sacramento county where two people died from flu-related complications. one of the patients was just 7 years old. the other was 66. 30 states are now reporting widespread flu activity. so, wash your hands. california's new law cracking down on is apparently moving forward without opposition. opponents working on two ballot measures that they hope might put that law on hold, but neither received enough signatures. the new law takes effect in

january and will allow california's public health department to investigate any doctor who writes more than five medical exemptions in any given year. happening today, a dozen unlicensed contractors will be in a sonoma county courtroom. they are accused of missing illegal builds on fire rebuilds. ranging from $3,000 to painting to $20,000 for landscaping. investigators say all of the offenders may those offers on the same home in santa rosa's burnt out coffey park neighborhood but part of the sting. any work over $500 requires a licensed contractor. do you think the taxes are too high? some oakland leaders think they are. the city currently charges pot retailers a 10% tax on the top of the state's 15% tax which often gets passed on to the buyer. oakland has some of the highest
