at the same time, a long awaited department of justice watchdog report on the russia investigation is finally out and it found the investigation was not politically motivated and the fbi had legitimate reason to open it, but there were also findings of troubling misconduct within the fbi ranks and this morning, the president and his attorney general are seizing on that. we've got two reports, we'll start with nbc's white house correspondent kristen welker, good morning. >> reporter: savannah, good morning to you. today is the day democrats have now introduced two articles of impeachment against president trump accusing him of violating his oath of office and abusing his power. it comes after 18 witnesses have provided roughly 50 hours of public testimony and now another history-making moment here in washington. this morning, house democrats making it official, introducing articles of impeachment against president trump. >> today in service to our duty to the constitution and to our

country, the house committee on the judiciary is introducing two articles of impeachment charging the president of the united states, donald j. trump, with committing high crimes and misdemeanors. >> reporter: the two articles, abuse of power and obstruction of congress. >> the president's misconduct goes to the heart of whether we can conduct a free and fair election in 2020. >> reporter: it comes after a marathon hearing monday, with both sides delivering their closing arguments. >> no matter his party or his politics, if the president places his own interests above those of the country, he betrays his oath of office. >> they can't get over the fact donald trump is president of the united states, and they don't have a candidate that they think can beat him. >> reporter: the proceedings lasted about nine hours, filled with tense partisan bickering and fiery exchanges. >> the gentleman will suspend. >> bang it harder, it doesn't make it better that your not doing it right.

this morning taking sharp aim, tweeting to impeach a president who has proven through results who has done nothing wrong is sheer political madness. overnight house speaker nancy pelosi was asked if she has the votes to impeach the president. >> on an issue like this, we don't count the votes. people will just make their voices known on it. i haven't counted votes nor will i. >> reporter: and the president tweeted moments ago, witch hunt. so what happens next? well, democrats could vote on impeachment by next week before they break for their winter recess. as for the president, white house officials say expect mr. trump to give a full-throated response at his rally tonight in hershey, pennsylvania. the president relishes the campaign trail and is using impeachment as a way to energize his base ahead of a tough re-election campaign. now, before the president leaves today, he'll meet with the russian foreign minister. it's the first visit by that official since 2017. savannah. >> all right, kristen, thank you. we will have live coverage of this morning's impeachment

announcement on most of these nbc stations. now to the other big headline out of washington concerning the russia investigation. the president has often claimed that the fbi's investigation into his 2016 campaign was an attempt to overthrow the government of but a new report from the justice department's internal watchdog, the inspector general, has found that there was no political bias in the starting of the probe and that the fbi was justified to look into it. nbc's justice correspondent pete williams joins us with more on that pete, good morning. >> reporter: savannah, the other part of this is that the report is harshly critical of how the fbi conducted one aspect of the case, and the fbi now says it's taking steps to make sure those mistakes don't happen again, but it did find no sign of political bias in how the fbi opened the investigation of the trump campaign the justice department's inspector general said the fbi followed the rules in july 2016 when it secretly opened an investigation into possible russian influence of the trump campaign.

>> the phoney witch hunt, phoney witch hunt just a total witch hunt. >> z this is the witch hunt. >> reporter: the report says there was no evidence of political bias and said the fbi had a legitimate purpose in looking at whether there was a threat to national security. but it was harshly critical of how the fbi handled an application for court permission to conduct surveillance on carter page, a former trump campaign adviser the fbi relied heavily on an unverified anti-trump dossier assembled by christopher steele, a former british spy the report says the fbi's court application made statements about steele that were, quote, inaccurate, incomplete and unsupported, overstating his value as a source and glossing over the fact that many claims he made were not checking out. president trump says the report confirms his worst suspicion that the fbi's investigation of his campaign was an attempted government takeover. >> this was something that we can never allow to happen again. the report actually, and especially when you look into it in the details of the report are

far worse than anything i would have imagined. >> reporter: james comey who was in charge of the fbi at the time said the report is largely good news for the fbi. >> there was no treason, there was no conspiracy, there was no tapping of trump's wires, there was no putting informants in the campaign, it was all nonsense. >> reporter: even so, the current fbi director, chris wray, is ordering changes in how the fbi applies for surveillance court orders attorney general william barr appointed a u.s. attorney in connecticut, john durham, to conduct a separate review months ago. and in a highly unusual statement given that his investigation isn't done, durham says that he does not agree with the inspector general about how the fbi's investigation was opened in the first place. attorney general barr says the report makes clear that the fbi launched an intrusive investigation of a u.s. presidential campaign on what he called the thinnest of suspicions that did not justify the steps the fbi took or in keeping the investigation going after donald trump became president. savannah.

>> disagreement with the inspector general, pete, thank you. also this morning, we're learning about the victims of that tragic volcano eruption in new zealand including americans, and questions are growing about just why those tourists were allowed on that island in the first place. nbc's janis mackey frayer joins us now from new zealand. hey, good morning. >> reporter: good morning, hoda. six people are confirmed dead this morning, eight are still missing. we now know there were nine americans on white island just 30 miles off the coast here. what isn't clear is how many made it back trapped by the erupting volcano, americans matthew and lauren urey were just married in october, on their dream honeymoon to new zealand then a late-night voice message to his mother, janet, in pennsylvania, that they had been on the island and were badly burned >> terrified, any horrible emotion you can imagine. i didn't even listen to the full message, i quickly called him

back, and at least got to hear his voice that he was at the hospital but his hands were severely burned, he really couldn't use the phone. >> reporter: and he couldn't find lauren. she was air lifted to auckland, both of them needing surgery all of the wounded now at burn units around the country. >> covered in ash, looking quite badly burned, obviously requiring transport by helicopter they were very sick anyway. >> reporter: rescue teams can't get near the island because it's so unstable and there's a small -- strong chance the volcano could erupt again. >> i would strongly suggest that there's no one that has survived on the island. >> reporter: among the dead a local tour guide, haden marshal inman. >> to those who have lost or are missing family and friends, we share in your grief and sorrow, and we are devastated. >> reporter: white island lies about 30 miles offshore from here, a popular spot with tourists. >> the agency that manages the alert system had warned the island was unstable.

the question now, why were tourists able to get on boats and go there this tour operator wasn't saying much today >> is this your boat, sir? >> skipper of the day. >> reporter: he took his boat back to rescue people stranded at the island, now smothered in 2 feet of ash. police here are hinting at a criminal investigation for now, janet urey just wants her family home. there have been warnings for weeks that the volcano was restless so why tourists, including children and retirees were even allowed to go there is now forming a bigger part of the investigation here although authorities can't even mount a recovery mission right now. tomorrow they'll try to fly drones over the island to test the gas levels there, and while police say they can never be 100% sure, there are no illusions they're going to find any survivors. hoda. >> janis mackey frayer for us in new zealand. thank you.

we have craig here now joining us with another story breaking overnight. >> savannah, hoda, good morning to you in new zealand to the urgent search underway off south america for a military plane that disappeared on a flight to antarctica, with 38 people on board. nbc's tom costello covers aviation for us. tom, what do we know at this point? >> reporter: eight planes, four ships are taking part in the search in a vast area of ocean called the drake passage between south america and antarctica, this plane was transporting personnel going on to a fuel pipeline, but lost radio contact shortly after 6:00 p.m disaster in the skies off chile after a military transport plane carrying 38 people disappeared overnight while headed from chile to antarctica, the aircraft now presumed to have crashed. officials say the chilean plane, a c-130 hercules, similar to

this one, was flying to a base in antarctica, transferring perpendicular el to inspect a floating fuel supply pipeline. the aircraft taking off shortly before 5:00 p.m. from the southern city of punta arenas, more than 18 miles from the capital of santiago, losing contact and the ocean between the tip of south america and antarctica the chilean air force said the plane had not been heard from in more than seven hours and likely would have run out of fuel around 12:40 a.m a spokesman telling local media a search was under way and a rescue ship was in the general area where the plane should have been when contact was lost we were talking with the vessel commander via satellite phone and he said that there were big waves, hard to sail, 17 crew members and 21 other passengers were on board on their way to perform logistical support tasks such as repairing the floating oil pipeline that provides fuel for the base this morning, as the search continues, the mystery grows about a plane that seems to have

unveiled articles of impeachment against president trump. the announcement came during a news conference a short time ago. the articles included abuse of power and obstruction of congress it all comes after that nine-hour hearing monday with both sides delivering closing arguments. some republicans calling it an impeachment scam meanwhile, congress has reached a landmark agreement on paid parental leave for federal employees. this measure would give more than 2 million federal workers 12 weeks of paid leave to care for a newborn or adopted child, the same benefits given to members of the military. the agreement must still be passed by both chambers of congress before it goes to president trump for his signature. another possible scandal this morning for the new england patriots according to the cincinnati bengals, the nfl is investigating the patriots after a new england employee was seen filming the bengals sidelines on sunday during cincinnati's game against cleveland. word is that patriots employee was working with one of new england's advanced scouts working on a documentary about

ramped up, ed pierson said he started to see things that alarmed him, affecting not just the max but also the 737 n >> just out of control, and it was ridiculous >> reporter: the race to build the new planes and compete with europe's airbus, he says, pushed boeing's production schedule into overdrive instead of 47 planes a month, 52 were being built so how much overtime was going on at this point did it double? >> more than doubled. >> reporter: he says many people worked for weeks in a row without a day off, and some ended up doing jobs they had never trained for. he sent this email to the head of the 737 team in june, 2018, expressing his concern that workers were inadvertently embedding safety hazards into our airplanes. and his email included something else, even authorize damning >> you know, i said that all my internal warning bells are going off and that, you know, the first time in my life, i'm hesitant about putting my family on a boeing plane. >> reporter: pierson says he urged the boeing managers to shut down the factory just long

enough to straighten things out. and what was his reaction to that >> he said we can't shut down, and i kind of got mad and said, you know, i've seen military operations shut down for a lot less. >> reporter: what was his reply to that? >> something i'll never forget he said, well, the military is not a profit making organization. >> reporter: what words would you use to describe that factory at that point? >> dangerous taking unnecessary risk. chaotic. >> reporter: four months later, lion air crashed in indonesia, killing all 189 people on board. >> reporter: and the irony that when you wrote that first letter that lion airplane was on the factory floor. >> it was within our productiont system at the time when i saw that, that was i really can't say, i mean, i don't know how to describe it. i cried a lot. >> reporter: did you

>> yeah. i'm mad at myself because i felt like maybe i could have done more. >> reporter: over the next several months he reached out to boeing's ceo and the general counsel. 19 days after sending this letter to the boeing board, a second 737 max crashed the ethiopia airlines crash killed all 157 people on board afterwards, the 737 max was grounded worldwide lawyer eric havian has represented hundreds of whistle-blowers. ed pierson for free. he was shocked by how little interest regulators took in the information pierson gave them after the second deadly crash. >> i was at a loss to understand it >> reporter: is boeing too big to fail, is boeing too big to be regulated? >> that's a possibility. i mean, boeing certainly has received unusually favorable treatment from the faa and from government aviation regulators. >> reporter: pierson says he doesn't know if what he witnessed contributed to the

crashes but feels it's imperative that the production line is investigated to make sure >> somewhere in the end of my letter to the board i said no one wants to wake up one morning and hear of another accident, and that's exactly what happened >> reporter: while boeing has previously acknowledged mistakes including that their anti stall system contributed to both crashes, this morning boeing is pushing back strongly saying that the 737 is one of the safest planes flying and they say, quote, the suggestion by mr. pierson of a link between his concerns and the recent max accidents is completely unfounded and that so far no investigators have found production conditions in the factory contributed to the accidents. >> cynthia, apparently ed pierson is scheduled to testify before congress tomorrow any idea on what he's planning to say >> reporter: yeah, expect him to say that during late 2017 and '18, boeing was delivering less

abcd study, adolescent brain cognitive development, the researchers analyzed over 3,000 kids, ages 9 to 10, performed mris, measurements of height and weight and also measurements of brain function. here were their takeaways. they founding that the children with the highest bmis that there was a link between the thinning of an area of the brain that's s called the prefrontal cortex it's involved in decision-making, impulse control, multi tasking this does not have anything to do with intellectual capacity, an important point the heaviest children also performed more poorly on computer-based cognitive testing. here is where we hit pause because like many studies we talk about, this was not a cause and effect this was merely an association and not only that, but they don't even know in which direction the association went, right, was it obesity leading to brain changes or was it preexisting brain structural
