bob, tell us why parents are so frustrated. >> reporter: parents in oakland are angry about pending school closures and possible budget kut. the acting president for the unified school district, she spoke at a community meeting at emerson to let parents know tonight the board will be considering $15 million in cuts in order to meet their 3% reserve. this video provided to us by a members of oakland not for sale, a group opposed to those cuts. when london finished speaking last night, a parent with oakland not for sale warned london that her job is on the line. >> we're serving you notice of a recall election, because -- [ cheers and applause ] -- >> i am injured.

>> bob, thanks for the update. a new report in san jose for a plan to take over pg & e. mayorly cardo wants to convert it into a co-op. council members joined a growing number of california leaders of the backers, including mayor from oakland, berkeley and supervisors from several bay area counties. this comes after this years as blackouts and evidence that the utility might have sparked several wildfires. a man accused of a deadly stabbing of a good samaritan on b.a.r.t. is due back in court. the suspect appeared before a judge last week, but did not enter a plea. instead his public defender requested that the hearing be delayed under today. police say he stooped officer williams last month. investigators say williams had tried to stop him from stealing another passenger's shoes.

jurors could not reach ae f trial tied to the fire that killed 36 people. his attorney is now asking to know the names and identities of the jurors. he believes their insight may help the defense in the retrial scheduled for this spring. police show a more diverse court. the department says between last year and this year, 7% more women in addition, 415 officers are currently bilingual. novato's new police chief is set to be sworn in. mccaffery has served with the department since 2015, with a nearly 30-year law enforcement

career in the bay area. 5:05. santa clara county homeless assistance team is getting public input on how best to fill the needs of the homeless people living within its border. the first is at 10:00. the second is at 6:00 tonight in gilr gilroy. happening today transportation leaders hold the second of two open houses on new express toll lane policies for interstate 880. they will run north and southbound between oakland and fremont. the northbound direction will end at lieyuellen. tonight's open hose starts at 5:00. a public decision -- a final decision is expected next month.

and -- it could be a distraction. >> this is what you are driving through this morning. there is a sign right there, just like two lanes. can you see that through the lens? mike says, i see it. we're going to see cloudy skies and some off and on rain today. temperatures reaching into the low 60s for the south bay. we'll be raining all day, in fact i think most of the day will be dry. we'll see temperatures in the low 60s san mateo reaches 60 degrees. all the way up to the north bay, that's where we're going to see the highest chance of rain. our temperatures today stay cooler in some of those spots like sonoma, today reaching 66 degrees. right now the rain is moving toward the east bay. as we get a closer look we've

seen the spotty showers. we're tracking it with storm ranger. ability to get it all the way down to street level, so we can see exactly where it's raining. if you have the nbc bay area app, you can have it right on the smartphone where you can see even get alerts as the rain approaches your location. the storm system is rolling across the region, well to the north of us. we're getting weak showers well to the south of that. as we go through the day we'll still have the slight rain chances. there looks to be a better chance of rain during the overnight hours. tomorrow we'll see off and on rain, and then breaks in it. through all of this maybe about a tenth of an inch, so that's something we'll be watches going

into -- i always like dipping into the cameras in the sierras to see how much snow has fall un. even going through the weekend we're looking at mostly another 1 to 5 inches. there could be a few spots, some of our resores getting up to 11 inches. it does clear out in time for sunday, but there will be more rain right behind us. mike? it's like reading the tea leaves over here. the pattern where the fast-track lanes are backed up, but the cash lanes are a bit lighter. the metering lights were turned on about five, ten minutes ago, so we've had this slow, gentle build here. that indicates a lighter volume of traffic. usually indicates more monday through friday commuter. some folks who are getting a chance to take a days off are

doing so. over here, a disabled vehicle out of lanes over off to the shoulder, and a nice smooth drive getting through contra costa county. one concern i'm zooming in here, where they come together, crashed there on the shoulder, but it's enough of a distraction point where i was concerned, but that's been there for about 15 minutes. we saw that pop up. meanwhile, we're looking at the rest of the bay. you might need to use a windshield wiper, but the crash -- no major problems. this should also be off to the shoulder. the build out of san martin into san jose may not kick in for another 15 minutes or so. now, wee take a look at the rest of the transit agencies here.

5:25. authorities say it's too dangerous to complete recovery missions in new zealand. that's because more steam and mud is venting from the volcano. there are still eight others missing and presumed dead, but this san francisco woman is no longer on the missing list, which is giving her family new hope. her family and friends say they still have not heard from her since sunday when she texted them this before the eruption.

she is a nutritionist in san francisco. investigators say it's still too early why a man and woman carried out a deadly attack in new jersey. six people were killed. two other officers were injured. officers say preliminary investigation suggests officers were trying to stop the suspects during an incident related to guns. the gun battle with police continued as the couple entered the deli. there is a growing concern among many that the jewish deli was targeted about i the active shooters. >> if that's the case, it's very scary. we generally feel very safe here in new jersey and the united states, but we can't take anything for granted. >> officers are setting up patrols in that area this morning. take a peek at your tv, if can you. new video shows two hikers being rescued off a snowy mountainside in southern california. they were stuck there after one hiker feld near the devil's

taxing the wealthy homeowners to help folks who need it the most. "today in the bay's" ros plater is in san jose with more. >> reporter: it's likely to be controversial. it is indeed a property tax hike, but that's the idea behind what the mayor is calling a priority spending plan. it will be an extra tax on homes and buildings worth more than $2 million. it would be spent on -- one homeowner tells us she's all for affordable housing, but everybody needs to share the burden. >> i don't agree it should only be on based on a certain valuation of the home.

>> reporter: it will be up to the vote. this will be on the march 2020 ballot. roz, thank you. new overnight please are investigating the discoveries of a woman found shot to death in a car that crashed in east oakland. this is near e street not farther from the elm hurst park. or if she was shot before or after the accident. there are no suspects at this time. there's a today to determine whether there will be a retrial for one man accused in a high-profile bay area murder case. tiffany lee was acquitted in the death of her boyfriend. he was the father of their two

children. the jury could not reach a verdict on her codefendant. prosecutors are expected today to announce a decision on whether or not to move forward. the two suspects on your screen now have been charged. police this week also made two more arrests, saying all the suspects are part of a group that broke into homes, tied people up and then robbed them. the two suspects so far are facing twoony counts. it is report that had council members agreed to a $3 million contract extension with a consulting firm that assists homeowners with filling out all the necessary paperwork. the city estimates that nearly 700 homeowners have yet to start rebuilding. the fire destroyed more than 3,000 homes in october of 2017.

and san leandro is detailing the financial impact for pg & e's recent power shutoffs. the city spe-- strong winds knod down a radio tower during that event. that combined with a failed backup system briefly left officers without the ability to communicate. oracle is pulling its convention out of the mar down center. every year it draws thousands of people generating millions of revenue. oracle plans to move that event to las vegas. the san francisco travel association says attendees were turned off by high hotel prices and the conditions on san francisco city streets. the the president of one union

it is hump day, and we're dealing with misty rain? >> yeah, it's going to be off and on rain. this will be a strong storm. then on sunday we'll see things drying out with temperatures on the cool side, reaches the mid 50s for the coast, upper 50s for the bay, about 60 for the inland areas. how you about going ice skating on saturday in san francisco? once again a chance of rain, but we will mostly see cloudy skies, temperatures up to about 60 degrees. we know on sunday we've got the big game happens in levi stadium. it's going to be nice but cool. also looking at some temperatures at about 56 degrees at kickoff on sunday. if you're planning to go to christmas in the park, it's going to start to cool off after the game on sunday.

of the fib he ordered cleared the fbi of political bias in its pursuit of connections between trump and russia. the report did find flaws, but gave a stamp of approval to the overall investigation. there's new pressure this morning on the fbi director christopher wray. president trump once again attacking the director, saying he doesn't know what report the fbi director read, but that the fbi is badly broken. the report is available online. can you read it yourself, make your own decision. the inspector general will testify before giving lawmakers the opportunity to ask him, did you clear the fbi of bias in the russia investigation? we assume he's going to say, yeah, he did, because it's in the report, on page 3. you can following that along on twitter, find me on twitter. i'm scott mcgrew. listen up. >> i mean, i guess if it mixes together like a beech stew or something? just silly. >> it might be a way to get my son off the games. >> i'm going. i'm good. as you get ready to head out the door, it's kind of foggy in some spots. here as a look at your morning commute. temperatures staying mostly in the 50s today. we are seeing some spotty light rain mostly for the peninsula. also for the dumbarton and the san mateo bridges now. then for the south bay, we have some rain moving through downtown, pushing into south san jose, over toward alum rock area. heading toward the tri-valley, we're seeing some light rain

just to the east of hayward, and then also as you go up 580. we'll having to deal with some of that rain off and on. it's all because of this large system that's going to be bringing us more unsettled weather. notice the swirl of the clouds at the center of that low pressure. it's still well to the north of us. this won't be a strong storm system. we're just getting all the moisture in the light rain that will be brought into the bay area as a result of that low that's very far to the north. we're going to see some spotty rain today, and there will be some break, maybe even peeks of sunshine, but tomorrow morning looks to be the best chance of measurable rain. we'll start out with light rain off and on, but we start to see this tapering off and we're going to dry out on friday with a look at the possible of about a tenth to a 1/4 inch of rain for most of us.

our forecast stays soggy sometimes. we'll see another round of light rain moving in, but overall the big story is there are no significant storms in our forecast. you're talking about the light rain. the issue is heading into the air where there's been a couple crashes reported. this is actually hitting north. there may be another crash around the wall. slowing that we see in the commute direction. northbound, north of the robin williams tunnel, but we don't see any slowing in that direction. heading down towards san francisco. a historical reference. they have timed it out. the traffic really won't start to build, so about a hohn auer, so you may want to get an

earlier start. over here, this is fog registers around bailey, but the rest of the bay looks really good, kris. that is good news. thank you, mike. a group of women pilots and flight attendants are suing frontier airlines. they claim the denver-batesed airline discriminated against them. the airline denies the allegations saying it has strong po ines place to accommodate pregnant women and nursing mothers. police are searching for a man who walked into a library and started stabbing people. he grabbed them, and started stabbing them with a knife. the key piece of evidence that hopefully will help to track down the attacker. millions of american workers rely on tips, and now the trump administration is looking to

library. witnesses say the attacker stabbed two people inside the library, and a third person on the way out. >> he just came up like he was hugging him, and started stabbing him. i thought it was fake. he had like a black knife. >> so far there's no the victims injured. police did question a man at a nearby gas station, even talked with witnesses they just heard talking, but they say officers had the wrong guy. stay tuned. a new reminder for pet owners in san francisco to be extra careful after a pack of coyotes badly mauled a dog. they had to perform surgery to save that dog. they realize the coyotes are not going anywhere, so they're trying to watch pets more closely. today is the last day to comments on a proposed change on how businesses handled workers
