francisco police show a more diverse police force. the department says between last year and this year, 7% more women entered the police academy. between 2008 and 24 years, 5% more officers of color were sworn in. in addition, 415 officers are bilingual. in the meantime, happening today in the north bay, novato's news chief matthew mccaffery will be sworn in. he also he will replace -- amid the housing crisis, the assistance team is getting public inpit on hout to betts fulfill the needs of, and this morning meeting, the second is at 6:00 in gilroy. also today, one of the bay

send snow to the bay area. how about that? no. >> i would love that. we're going to see some rain today, keeping the temperatures fairly warm. we are going to still maybe need the umbrella, just at times with the sprinkles coming down, i would prefer a jacket with a hood on. we're tracking it on stormranger, as we get a closer look. moving through south san jose, and we're also see some of the rain right there on 680, as you come from sunol into fremont. we'll see the waves of light rain not only today, but tomorrow as well, though the center of the storm, the very strong part of it is well to the north of us. we're just getting the scattered showers, so unsettled weather

continues today with waves of rain. that's going to make that morning commute a little wet. we're not looking at heavy rainfall totals, showing from just a trace amount of rain up to about a tenth maybe to a quarter inch of rain. temperatures right now are warm at 36. so this will start out at rain for the sierra. we're looking at the snow levels coming down, and it could bring up 2 to 11 inches of snow. this is not a significant system, and it does stay off and on wet through the next few days. it clears in time for the sunday home football game for the raiders as well as the 49ers. then on monday that rain is right back in the bay area. heading over to mike, you're saying most of you can tang your time? yes, look at the being view of the bay.

over here tri-valley just starting to show a bit of slowing, right here hayward north and south, that's just kicked in over the last ten minutes for that build to the commute. northbound 101 has shown a steadily increasing volume, a drop in speed over the last ten, and again toward the end of the year we're seeing a later build, as in the pattern this week. light rain coming across, also westbound -- and that's a typically pattern. we're looking at a nice smooth drive, but over the next half hour, you'll build ten minutes onto your commute. you can beat a bit of the rush, but there's not a lot going on.

welcome back. nbc bay area responds to a san francisco woman who felt a bike rental service was taking her for a ride. she asked chris chmura for help with a whopping four-figure bicycle bill. >> denise says she using these rental bikes on a regular basis. the next day she said she would be charged $is it 00. she said she look everywhere around the bike for that number, but had no luck.

our friends over at waze. our partnership gives us that option. the south bay building right on schedule. we are seeing things shift about a half hour later as far as the patterns. we now have more traffic in through san francisco, south 101, maybe a crash around cesar chavez. i'm concerned about a craus outside the robin williams tunnel, but back to you. a new plan for affordable housing, the money coming from taxing the wealthy. to explain how this plan would work. roz? >> reporter: good morning.

property tax hike almost always creates a controversy, but that's what this is. this is a tax against homes and commercial builts worth more than $2 million in san jose. the projected race would be spend on affordable housing, like converting old hotels into apartments or building tiny homes to help get the homeless off the street, but one said it's not specific enough. >> i think we should have a committee to oversee it. i would hate to see a whole new line of council members chairs as opposed to new shelters. >> reporter: this will be on the march 2020 ballot.

>> thank you, roz. new overnight police are investigating a woman who was shot to death. officers say it happened about 9:00 p.m. not too far from elm hurst park. people are not saying much about the details, or if she was shot before or after the accidents. there are no suspects at this time. new details released just moments ago in the deadly shootout at an east coast deli. authorities now believe it was indeed targeted by a man and woman in the gun battle. this is jersey tty gun battle, including a police officers. the mayor of jersey city just wrapped up a news conference. he says that surveillance footage indicates that the attackers clearly targeted the deli, even before that news came out, neighbors were extremely

concerned. >> if that's the case, that's very scary. we generally feel very safe here in new jersey and the united states, but we can't take anything for granted. >> because two officers were just one block away, they were able to engage the attackers almost immediately, and this morning police are stepping up patrols in the surrounding area. the shooters have not yet been identified. a hearing today could determine whether there will be a retrial for one man accused in this high-profile bay area mired case. jurors just last month acquitted tiffany lee in the death of her boyfriend but the jury could not reach a vertebra on her codefendant. prosecutors are expected to announce today whether they plan to move forward. two suspects on your screen

have now been charged. police this week also made two more arrests. they say the suspects are part of a group that broke into homes, tied up the people inside and robbed them. santa rosa leaders are providing more help for people trying to rebuild their homes. the city doesn't nearly 700 homeowners have not yet started the rebuilding process. the fire destroyed more than 3,000 homes in october of 2017. 6:35, san leandro is detailing the impact of the recent power shutoffs. the city spend at least $15,000

in police overtime. pg & e put the shutoffs in place due to high fire danger in the northeastern part of the city. strong winds did knock down a radio tower on october 26th. that combined with a failed backup system briefly left officers without a way to communicate. oracle is pulling its annual open world against out of the moscone center. every year they draw tens of thousands from the it can industry. now they plan to move that event to laws. the sf travel association said attendees were turned off by high hotel prices and conditions of city streets. the president of bun union square hotel caused it a major loss. >> you don't replace a conference that represents 63,000 rooms. that's just hotel rooms.

>> sf travel says hotel and industry losses will surpass $60 million per year. that's a big drop. over here we actually have in addition more traffic, and we just see this, a bridge crew in the service lane, see that? getting over mid span here. we'll see if it stays there, and for the bridge crew, you clearly see something going on. at the very least a distraction. so we expect more slowing. here getting getting toward the golden gate bridge, the north bay through the robin williams tunnel. we do have a crash which may be blocking the left two lanes down toward the golden gate bridge keeping itself clear. a check on the status.

thank you very much. we'll get to the weekend weather sors and some activities that are -- kari the last couple weekend were rained out. >> othey have received more than four feet of snow in december alone. one of our photographers has already been skiing, and he said it was fantastic. >> and we don't have any big storms, storms we'll see coming in will be light. you'll get that snow globe effect here we'll have some rain, and temperatures in the mid to upper 50s. on sunday we'll take a break. as you're traveling around the bay area, we'll see some mostly sunny skies. we're looking at going ice skating on saturday.

that's when they'll have the -- but there will be times of rain coming down. it won't rain the whole day, but heads up, at too many there will be wet weather. on saturday we'll have the lighted bode parade. so the waterfront, maybe sure you're planning for that chance of rain. by sunday all of that moves out then maybe after the game you'll head to christmas in the park with partly cloudy skies, and temperatures holding steady. if you're going to be in the trivall trivalley, expect showers on saturday, but we'll see cooler air moving in mid 50s in the forecast, and for the sierra, there will be light snow coming down, but it looks to clear out. we'll talk about today, taking

mcconnell, though, not happy about the here. here is the president on that. apparently we don't have any sound bites from the president this morning. he made fun of the presidents agreed to the deal. s let's talk about attorney general william barr. he is calling into question the professionalism of the fbi after the release of a report from the inspector general. keep in mind this is a report that william barr ordered. in this report, the centralor general clear it is the fbi of bites. the report report did find flaw it is, but gave a stamp of approval to the overall investigation.

mostly light rain. it's on the san mateo bridge. we're seeing rain extending, and then for the south bay, most of the rain, light showers moving through around the evergreen, silver creek areas. we're going to see some of the rain coming down on highway 24. we're tracking this system that's going to make it unsettled. the center of the storm still well to the north. this is what we're seeing the light showers well to the south of the center of that storm. as we go into today, we'll see the light rain off and on. there will be breaks, maybe even peeks of sunshine, but it looks like a chance of more measurable rain early tomorrow morning then it dries out heading into

friday. for the most part about a tenth to a quarter of an inch. this isn't a significant storm, just makes it soggy. well a couple more headed our way. but it also looks to fall apart. there's a couple more storm systems that will live early next week. really dry daily friday, and the weather looks perfect for the raiders' final home game. mike, you're still tracking that crash in sauce lita. >> yeah. what's going on in many spots around the bay, you'll see slippery weather out there for the roadways as well and through the robin williams tunnel. ed use it as a landmark, but it's just south of the tunnel. vehicles are being removed, but there may be a slowing as well.

over here, westbound 80 down towards the bay bridge, that bogs down around sunol valley road. no work on any injuries, but. no concerning as far as sending a bunch of crews over there, so i think the injuries are relatively minor. there's confirmed a crash on the web northbound 280 jams up just past lawrence expressway. blocking one way, and does tie you up, but lighter volume of traffic throughout the day does show some hope for recovery after the crash clears. and brakes are tapping. the dumbarton looks much better. happening now, a group of

welcome back. here are the stop stories on "today in the bay." a live look this morning at san jose city hall -- well, we don't have the live shot, but city leaders just approved a property tax measure aimed at racing millions for homeless housing. if proud it would add an additional tax on buildings or homes more than $2 million. it was a majority vote with two members opposing, saying the language was not significant enough. the measures will appear on the march ballot. the chaotic scene unfolded

yesterday in auburn. a step, and then a third person while running out president so far there's no updates on the victims injured. police questioned a man near a gas station, but witnesses said it was the wrong guy. currently workers receiving tips can only be assigned to do non--tip-generating tips 20% of the time. the federal labor repealed. attorney general podcast engineer beserro just joined other attorneys general across the united states opposing that change. we're going to get more of the needed rainfall across the bay area.
