>> we're down to a quarter-mile visibility in santa rosa. along the coast where you see the gray shading that's where the dense fog advisory continues until 8:00. a mile and a quarter in san jose. as we check out rain moving into the north bay, we'll have some waves of rain coming in especially for parts of northern sonoma county, lake county and mendocino counties as well. we'll track that as well as the fog that's also affecting the commute. mike? >> definitely. a quarter-mile visibility in the north bay, it's the talk of the town or at least the talk of the chp reports. this is the san mateo bridge, tough visibility here. we'll often hear about fog there. fog advisory chp for the dumbarton bridge earlier today and i've seen fog through fremont definitely a factor. now that's where it is located on our cameras. the orange highlighting is where it's thicker and tougher. watch the altamont pass. the east bay coming into san

francisco and throughout the north bay down a quarter-mile visibility. on capitol hill the vote of articles of impeachment should come later this morning after 14 hours of debate yesterday. jerry nadler postponed the vote. there are two articles up for a vote, abuse of power for withholding aid while pressuring ukraine to investigate joe biden and obstruction of congress which republicans tried unsuccessfully to remove. >> president of the united states shook down a foreign power to get involved in our election. >> none of your fact witnesses were able to establish any evidence. >> despite the delay, the democratic majority in the house of representatives almost assures the president will be impeached and tried in the senate but senate republicans may block witnesses from testifying. we'll have a live report from washington ahead at 5:00. today's the deadline for

governor newsom to give a thumbs up or down on pg&e's multibillion-dollar settlement with victims of the wildfires. >> "today in the bay's" bob redell joins us live from fremont outside of one of the utility service centers there. bob, let's talk about what happens if the governor says no. >> reporter: if the governor doesn't prove the settlement, the settlement would be terminated. the utility reached a $13.5 billion agreement with the victims of last year's camp fire, the 2017 tubbs fire in the north bay, the 2015 butte fire and the 2016 ghost ship warehouse fire in oakland which was an electrical fire. dozens of people died and thousands of homes and businesses were destroyed in those above-mentioned fires. last january, pg&e filed bankruptcy because it was at the time expecting to face potential liabilities of $30 billion. when you add in the additional billions owed to insurance

companies, last night pg&e announced that it has filed an amended reorganization plan in its bankruptcy case, claiming that if all goes accordingly, it could be out of bankruptcy by next june. pg&e has changed its leadership, and in its words made meaningful strides in wildfire safety, even though one of pg&e's transmission lines has been tied to this past october's kincade fire in the north bay which burned close to 78,000 acres and destroyed over 370 structures, including homes. reporting live here in fremont, bob redell, "today in the bay." >> thanks for the latest. the undocumented immigrant accused in the february stabbing death of a south san jose woman inside her home is charged in the death of the 59-year-old. he snuck into bambi larson's home and stabbed her with a seven inch folding knife.

he was released from jail six times despite i.c.e. detainment requests. burglars targeted san jose salons over the last couple of days. owners shared their security video, hope someone can identify the two men who broke a window monday morning. there have been four small business burglaries over the last week. in one incident suspects made off with the store cash register. the two men were not able to get any cash but one of the men with a black backpack snagged a pricey gift set. >> i hope whoever receives the gift sets and blow dryer and brushes this guy gives for christmas hope they enjoy it. >> you shouldn't have. police have not established a connection to the different break-ins. a man aus couped of tacking, trying to arrest mart knees

mayor rob schroeder. the attack allegedly happened yesterday afternoon in front of the mayor's insurance business on main street. officers arrived and detained dominguez. in the struggle he allegedly bit a sergeant. the martinez news gazette reports dominguez was a regular at council meetings and recently told the council he was going to make a citizens arrest because he felt his civil rights were being violated. smart train cuts the ribbon on its new larkspur station that will link to san francisco bound ferries. the ribbon cutting event takes place at 1:00 this afternoon. tomorrow a new downtown novato station, trains will start servicing both stations on a limited basis, full service launches next month. "the press democrat" is calling out smart for not being

with love, california. good morning. i'm rah shell solomon. here are today's top business headlines. wall street is set to open higher, extending yesterday's gains that saw the nasdaq and s&p 500 close at new record highs. that move came on reports the u.s. and china agreed to phase one of a trade deal that would cancel the next round of tariffs set to go into effect this weekend and reduce existing tariffs on chinese imports. china agreed to buy more agricultural goods from the u.s. now the white house and beijing have yet to confirm the reports.

china's foreign ministry said any trade deal must be a win/win for both sides and the big win by boris johnson in the uk elections that removed some uncertainty in the short term over a potentially messy brexit. on today's watch list reports on retail sales and import prices. lyft is expanding its rental car program to more users in the los angeles and san francisco bay users, users have to be at least 22 years old. the volkswagen passat, atlas, mazda 3 and xx5 enrentals start at $35 a day. microsoft is unveiling its new video game console, they did that last night, the xbox series x and looks more like a pc than previous xbox consoles. microsoft promises it will deliver four times the processing power of the xbox 1x and will support 8k gaming and come with a wireless controller.

until 8:00 a dense fog advisory continues. the morning drive for most of us heading up and out the door at this hour you'll be in and out of the fog. not so bad in dublin. as you continue that drive up headed toward castro valley you'll see another blanket of fog rolling in. we'll see our temperatures starting out in the mid-50s this morning, and then staying steady throughout much of the morning into the afternoon, not a whole lot of changes temperature wise. we are going to see some rain moving in. we're already tracking that rain with storm ranger, our mobile doppler radar, it's tracking that rain with very high resolution right now, where we can see exactly where it's raining in parts of northern sonoma county from windsor to cloverdale, we see the yellows and reds indicates where the heaviest rain is right now and a lot of this will continue as we see the rain pushing on in, moving from west to east, so throughout the morning, we're going to see this moving in, and then gradually sinking to the south. so by this evening, we're going to see some bouts of some light to moderate rain moving in and

so we go into early this afternoon, the evening commute looks pretty soggy for most of us, going into 6:00 to 7:00, still some waves of rain coming in and then through tonight as well. during the overnight hours we'll still see some rain moving through and by tomorrow morning we're starting to see most areas drying out, but there still will be some spotty rain moving through that could move through san francisco and down the peninsula, as we go into tomorrow evening. as we look at how much rain we're going to see, most of us about a tenth to a quarter of an inch. getting dressed this morning, you have to keep the umbrella somewhere close by and also be comfortable with pants that dry out more easily if you get caught in that rain. the rain chances dry up after the next 24 hours and then we'll have a break here, going into the rest of the weekend, and early next week. there will be some more rain on the way next wednesday and thursday. mike, that widespread fog is the issue for drivers.

>> that's right but kari even though it might be tough to see in spots you said we have to wear pants. keep that in mind. south bay sometimes we don't see any fog, clear skies over the rest of the bay. the last few minutes the shot cleared up. you see the low clouds and beams of light coming off the headlights showing you the moisture in the air. the amber orange color reflects where the lowest visibility is registers for our road weather index, creeping through the south bay, all the way in toward the altamont pass but we see it on camera scatter the around the bay. san mateo bridge getting hit with the fog coming out of hayward, a tough time seeing the camera. we can't see the oakland coliseum from across the street. slower drive discovery bay and brentwood. the two-lane highway, two-lane road will be a major thru-way with a lot of fog coming out of byron so keep that in mind. just about 20 minutes right now.

now we're showing a smooth easy drive through the rest of contra costa county and no real backup at the bay bridge. we just have your typical morning commute. the north bay will be tough to see, a quarter mile visibility, getting from the richmond side you see the glow again, the fog is the major factor so give yourself a little extra time even though it's pretty clear right now. scott, back to you. >> thank you. it's 4:49 on your friday. decision 2020 and the presidential race, this weekend bernie sanders launching a women's event but he won't be there. on sunday, his supporter also host panel discussions in san francisco and santa cruz. the event comes after former vice president joe biden dropped through the bay area for private fund-raisers. he spoke to supporters in palo alto and san francisco. biden gaining support from california firefighters union as well. in just a few hours, students in oakland are planning to walk out of class in an effort to save the daca program. protest is scheduled for 11:00 a.m. the u.s. supreme court is set to

make a final ruling letting the trump administration shut down the obama era program. it granted temporary protection to deportation to roughly 700,000 young people commonly known as dreamers. a new report is raising questions about the handing out of concealed carry permits in santa clara county. our investigative unit has been among the groups looking into whether the sheriff's office plays favorites when it comes to concealed weapons permits. the d.a.'s office accuses the sheriff's office of bias and is investigating a possible pay-to-play scheme. according to "the mercury news" a newly obtained index of permit recipients includes apple security executives who made a $1,000 contribution to sheriff smith's re-election campaign. apple says it did not make political contributions. many other applications are listed as pending and the sheriff's office is not commenting on the findings. people are signing up for health insurance in california, more of them a coccording to ne

numbers. enrollment up 16% compared to last year. experts believe the numbers are higher because the state is offering more money to help people pay their monthly insurance premiums. the state will also start taxing people who don't have health insurance about $700 a year. those people already pay a federal fine as well. don't forget, sunday is the deadline to sign up for insurance that will be nextive in the new year. pg&e's impacting flood safety. the city trains year round in cases of flooding like the damages floods of 2017 but lately these meetings are being postponed so the city can prep for blackouts. the next emergency preparedness meeting not scheduled until january. a north bay brewery getting creative with the ongoing power shutoffs. >> barrel brothers is calling it mandatory blackout, imperial port and meant to commemorate the brewery losing power for ten days.
