"today in the bay" continues right now. good morning, everyone. thank you for joining us and happy friday. i'm scott mcgrew. marcus washington is getting the weekend started early. >> there you go. i'm laura garcia. here is something we're talking about this morning, the raiders are gearing up for their final game in oakland. we'll have a live report on the high ticket prices for sunday's matchup. everyone wants to get a glimpse of the raiders. >> last time in the coliseum. >> hopefully the fog clears because we can't see the coliseum from our camera. >> you'll see that face paint. >> you will. >> you said it will take a while to burn off. >> it will take a while because the dense fog advisory continues until 8:00. we have some high humidity, and right now visibility down to about a half of a mile in much of the north bay. about three-quarters of a mile in parts of the east bay. watch out for that. we're also going to see some rain moving in to the north bay,

where we do see the rain in santa rosa on northwood. i'll be tracking that as it continues to move through the rest of the bay area. more in a few minutes. mike, the foggy friday affecting the commute. >> so foggy, the note from chp for almost all of our bridges. be careful, the dense fog is drifting all around right now and friday so it shows a little bit lighter, a little bit later than our typical commute. we're showing a smooth flow of traffic and the fastrak lanes. one cash lane yet to open on either side of the fastrak lanes. getting there no problem as far as speeds go, i would lower your speeds because visibility is an issue. look at the orange, a denser fog than what we saw at the bay bridge in most cases. san francisco and the north bay an issue with kari showing half mile visibility. south bay getting fogged, low clouds drifting around the area, not always the case so deep that in mind if you're traveling through silicon valley. there will be patches where it's tough to see. scott, back to you. after a fiery all day

debate, a big surprise last night in washington. the vote on articles of impeachment against president trump never happened. it is now set for this morning. "today in the bay's" tracie potts live on capitol hill to explain the delay. good morning. >> hey scott, good morning. good morning, everyone. kind of depends who you ask. the president tweeting this morning the democrats had no case here, and just wanted to give up. democrats say it wasn't fair to make a big decision like this in the middle of the night with no one watching and republicans argue they cut it short because democrats were grandstanding and wanted the cameras rolling. >> the lack of case they have for them to come out here and defend this is the most ludicrous thing i've seen in my life. >> reporter: after 14 hours of debate and all-day marathon. >> no president is supposed to be a dictator in the united states. >> reporter: democrat jerry nadler -- >> the committee will stand in recess until tomorrow morning at 10:00 a.m. at which point -- >> whoa!

>> reporter: postpwn the articles of impeachment until this morning. >> this committee is more concerned about getting on tv in the morning than it was finishing its job tonight. >> reporter: there are two articles up for a vote, abuse of power, the president accused of withholding aid, while pressuring to investigate joe biden. >> the president of the united states shook down a foreign power to get involved in our election. that's wrong. >> reporter: and obstruction of congress which republicans tried unsuccessfully to remove. >> none of your fact witnesses were able to establish any evidence. >> reporter: despite the delay, the democratic majority in the house of representatives almost assures the president will be impeached and tried in the senate. >> he wants witnesses out there, because he wants his side of the story told. >> reporter: but senate republicans may block all witnesses. they want this over quickly. >> we all know how it's going to end. there's no chance the president is going to be removed from office. >> reporter: the president's party planning to save his job when impeachment lands in their

hands. so if the vote really happens today, that sets up for a final, final impeachment vote, what we're hearing so far is next wednesday. we just heard this morning that the white house already selected the lawyer who would represent the president at trial, white house lawyer pat cippilone. >> thank you. we're watching washington closely, to keep you updated on this morning's vote on air and on line, nbcbayarea.com is our free app excellent sources for that while you're on the go. new this morning, police investigating a deadly shooting in east san jose, just in to her newsroom. video of the scene on florence avenue near white road. florence avenue is closed right now. officers tell our crew the shooting happened around 2:00 this morning but they are not giving out any information on potential suspects or the person who died. 5:04. new details this morning after

police find two men shot to death inside an east oakland home. according to "the east bay times" it happened following a standoff that started around 6:00 last night along tannerway. half an hour officers found the men's bodies. for a time neighbors were told to stay in their homes. we're still working to learn what led up to the shooting. a first amendments rights group is reportedly filing a new motion to unseal evidence on the deadly stabbing on the macarthur b.a.r.t. platform. john cowell is expected to stand trial sometime in the start of the new year. he pleaded not guilty to killing nia wilson and seriously injuring her sister. the first amendment coalition filed a new motion to unseal grand jury transcripts tied to witness testimony. a judge refused the same group's request on a technicality, the last time around. an east bay urban planner was confronted by security

guards as he looks pictures of bike racks in front of a new oakland apartment building. the man who was african-american says one of the guards pulled out a gun. kenya wheeler is chairman of the bicycle commission and he says fear prompted him to make the videotapes that you just saw of the encounter outside the webster apartment building in downtown oakland. >> really unfortunate that we are seeing these kinds of incidents occur, where people are being racially profiled because of the color of their skin. >> building management apparently agreed with wheeler. they fired the security company, sent us a statement reads in part "we share the concerns of the individual on a public sidewalk. he should not have been confronted. effect immediately, we have changed our security provider." we're two days from the end of an era. raider nation will be found in las vegas next year and the raiders right now getting ready for their last ever game at the

coliseum. "today in the bay's" thom jensen joins us live with that side of the story outside of raiders team headquarters in alame ta. this is tough for people to hear, thom, even though we know it's been coming. >> reporter: we do. it's sure to be an emotional day for fans and players alike. the team started out hot and lost its past three games. with t has a 1% chance of making the playoffs meaning this will likely be the last game in the oakland coliseum. it has been a roller coaster ride for a long time loyal fans who watched the team leave for l.a. in 1982 only to be lured back 13 years later with a promise of a revamped stadium, something taxpayers are still going to be paying for the next five years. the team is set to move into a $2 billion facility u.s. in time for the 2020 season. jon gruden promises he and his

team will do their best to give raider nation something to remember them by sunday, when they take on the 4-9 jacksonville jaguars. >> it's hard right now to really think about what it's going to be like stepping in there for the last time ever, and last time of the season is one thing. last time ever really hits a tone with me and i'm sure a lot of people, and really want to do a great job of providing the best effort that we can. can't make any guarantees. but we want to try to give a memorable effort to our fans and it will be emotional for sure. >> reporter: can will be an ex-pex sense game for fans. the lowest ticket price is nearly $170 and the average price is about $300. we'll have more reaction from players coming uhm later on on "today in the bay" including from quarterback derek carr. live in alameda, thom jensen, "today in the bay." if you're headed to the beach this weekend our coasts could see 20-foot swells from

point reyes to big sur. the crashing waves have been drawing crowds. kari hall is tracking how long this is going to last. >> we're going to see the high surf advisory continue until early tomorrow morning, but right now, the big hazard is the fog and it makes it hard to see those waves. it's not a good idea to stand close to the water if you're going to be out there within the next couple of hours. all the waves churned up by the steady clouds. we'll see the dense fog advisory continue until 8:00, and then the high surf advisory through tomorrow morning at 3:00 a.m., and the breakers could reach anywhere from 16 to 22 feet. we'll have more on that, also talking about the rain coming up in a few minutes. mike, you're seeing some slowing through the los altos hills. >> a reported and clearing by the time we get to foothill expressway.

we're coming up on 5:14, let's head outside with a look at the dense fog in fremont. we've been driving in and out of that throughout the morning in parts of the east bay, and we'll see the fog hanging out until about 8:00 and then start to clear up. we'll get some peeks of sunshine today, but that's ahead of the rain that will be arriving. i'll be tracking this and talking about the rest of the weekend forecast in about five minutes. looking at the bay bridge toll plaza, you see what we expected, all the cash lanes are open and a slow build for the fastrak lanes, that's the biggest build, the friday pattern but it's tougher to see now. the fog the big story. rah shell solomon at cnbc headquarters. here are today's top business headlines. wall street is set to open slightly higher extending yesterday's gains. the move came on reports that the u.s. and china agreed to phase one of a trade deal that would cancel the next round of

tariffs set to go into effect this weekend and reduce some existing tariffs on chinese imports. china reportedly agreed to buy more agricultural goods from the u.s. now the white house and beijing have yet to confirm the reports. china's foreign ministry said any trade deal must be a win/win for both sides and the big win by boris johnson in the uk elections that removed some uncertainty in the short term over a potentially messy brexit. on today's watch list reports on retail sales and import prices. lyft is expanding its rental car program to more users in the los angeles and san francisco bay areas, cars will be available to select users who are at least 22 years old. the program offers a limited number of models. the volkswagen passat, atlas, mazda 3 and cx 5 you can rent them starting at $35 a day. microsoft is unveiling its new video game console, they did that last night, the xbox series x and looks more like a pc than previous xbox consoles.

sweaters. tonight our nbc bay area holiday party here at the office, kari we understand one of your famous sweaters will be making an appearance, too. >> it's kind of hidden right there. >> you like the elf on the shelf there. >> yes. and my husband says santa oh my gosh! >> he's a good sport. >> he's a nice guy. >> always an awkward moment you go nice ugly sweater. >> you're like, oh! maybe don't do that. >> so you're wearing that to the office christmas party tonight. >> yep. >> all right. >> wonderful. so you do need a sweater this morning, and also make sure the wynd sealed wipers are working well. we've seen some rain, fog, mist, drizzle, all of that going on this morning as we take a live look at the golden gate bridge and check out the visibility right now. it improves in santa rosa but as you drive you kind of hit like a

blanket of fog and then you drive out of it. so it's going to be very patchy as you head to work. right now oakland seeing the worst visibility at about three-quarters of a mile and be mindful that all of these sensors are out at airports, so of course in between those areas we are seeing some dense fog. and now the rain continues to move through parts of the north bay, with santa rosa on northward to ukiah, seeing some heavy rain moving through there. a closer look at storm ranger, our mobile doppler radar shows rain hitting windsor, cloverdale and ukiah on highway 101. parts of napa county we see some heavy rain around st. helena and over towards solano county as well. we're going to see the rain off and on throughout the morning into the afternoon, but the bulk of some of the more measurable rain gets here this afternoon. here we are at 7:00, we're seeing some rain right over the tri-valley and then continuing to roll through in waves going into tonight as well as early

tomorrow. we're not expecting anything really heavy here. up to about a quarter of an inch of rain in much of the north bay, maybe closer to a half inch in ukiah. for the sierra, if you're going there this weekend, heads up, we'll see some off and on snow showers and allow a lot of time to get there, bring those tire chains and we're going to see more snow coming down this weekend, possibly another foo the to foot and a half of snow in some of our resorts and here we're going to see the storm tapering off. it's been a fairly weak storm. we've seen beneficial rain but nothing too heavy and going into early next week, we're going to dry out for a little while longer before the rain returns by midweek. headed over to mike, you've been tracking the patchy, dense fog. >> i wanted to show the san rafael camera, but it's clear, there's no f moves around and that's what happened, it was in the north bay a while. there are pamtches in the north bay with tough visibility. it's tougher to see near the toll plaza we can't see the east

shore freeway from our toll plaza camera and can't see the coliseum from our rooftop camera off the nimitz. you see the orange highlighting for oakland up to the bay bridge across the bay toward san francisco and across the golden gate bridge, in the north bay, patchy, dense fog through vallejo. that will be an issue for american canyon and coming down into novato from areas north like petaluma. the tri-valley looks great. our dublin camera is not having a problem but out of the altamont into the south bay you'll have patchy fog and low clouds. keep that in mind, watching the south county and santa cruz summit, no problems reported so far. the visibility is a factor and we still have a crash over in this area 880 through fremont, the low clouds, the warren off-ramp may be affected one lane blocked by a crash and anything in the roadway unexpected tougher to see so slow it down. >> good advice. >> always. a dangerous undertaking to

coast, teams trying to collect the bodies of eight people after this week's deadly volcanic eruption. team members are wearing protective gear and breathing devices. so far crews have recovered six of the eight bodies, authorities under pressure to retrieve the remains for families desperate to have them. >> there might be an eruption, we can't eliminate that. >> authorities believe there were 47 people on the island when the volcano erupted. 16 of them did not survive. happening tonight a vigil in new jersey for the four innocent people who died in the shoot-out at a kosher grocery store. three people in the store died along with a police officer. the fallen detective, 39-year-old joe seals was a 15-year veteran of the force. investigators say the two shooters targeted the deli. they died in the gun battle with police. authorities now say the gunmen were driven by hatred of jews

and law enforcement. the case is being investigated as an act of domestic terrorism. new details on the deadly boat fire off the santa barbara coast that killed 34 people sleeping below deck. the tragedy is inspiring a new boat safety law in congress. if approved, it would tighten standards for small passenger boats including requiring two escape routes and stricter fire prevention rules. it would add new standards for the charging of lithium ion devices. the exact cause of the fire is not known. new video shows the aftermath of an emergency landing on a busy southern california interstate. it happened when a pilot was forced to land his small plane on i-5 in carlsbad. the pilot says he lost power. the plane did land safely. once crews moved the plane out of the way, the interstate reopened. a new earthquake map raising some concerns for people who live in parts of the bay area. the new usgs map shows increased

happy friday to you. friday the 13th, that is. taking a live look outside, put those superstitions aside, as we take a live look outside overlooking downtown san jose. it's christmas in the park there. maybe it will be a good weekend to head out there. thanks for joining us. i'm laura garcia. >> i'm scott mcgrew. marcus washington has the day off. one of the stories we're working on is the study out of u-haul about where people are packing up and moving to. it's turning out raising rents in one california city all of us in the bay area head out there and it's making the people over there pretty mad. >> we'll have more on that coming up. first let's check the forecast with meteorologist kari hall. >> hard to see around the bay area as you drive in and out of the patches of fog. right now the lowest visibility at the airport is in oakland right now, but we are seeing it kind of in between in some of

our valleys. a heads up as you head out the door, also looking at storm ranger, our mobile doppler radar showing some rain, if you have the nbc bay area app, you'll be able to get alerts when that rain will be approaching your location. it will be off and on throughout the day, and all of that rain pushing farther into the bay area. so we'll talk more about that coming up. it's a very fwlglowy look, mike. >> glowy at the bay bridge because of the low clouds and fog. fog major factor for your drive, most patches on the bay reported by chp. things are starting to clear. this is not clear. it gets more and more packed in as typical 5:32 in the morning. the weather data translated to the road conditions through oakland and san francisco both sides of the bay, both sides of the bay bridge impacted by the lower visibility. a crash blocking one lane south

680 around calaveras. i'll update you. fog in patches in the south bay. today's the deadline for governor newsom to give a thumbs up or down on pg&e's multibillion-dollar settlement with victims of the wildfires. >> "today in the bay's" bob redell joins us live from fremont outside of one of the utility service centers there. bob, let's talk about what happens if the governor says no. >> reporter: laura and scott, if governor newsom does not approve this settlement, then pg&e would have to revise the settlement or the settlement would be terminated. last week you'll recall the utility reached a $13.5 billion agreement with the victims of last year's camp fire, the 2017 tubbs fire in the north bay, the 2015 butte fire and the 2016 ghost ship warehouse fire in oakland which he was electrical in nature. dozens of people died and thousands of homes and businesses were destroyed in those above-mentioned fires. last january, pg&e filed bankruptcy because it was at the time expecting to face potential

liabilities of $30 billion. when you add in the additional billions owed to insurance companies, last night pg&e announced that it has filed an amended reorganization plan in its bankruptcy case, claiming that if all goes accordingly, it could be out of bankruptcy by next june. pg&e has changed its leadership, and in its words made meaningful strides in wildfire safety. however you'll recall one of pg&e's transmission lines has been tied to this past october's kincade fire in the north bay which burned close to 78,000 acres and destroyed over 370 structures, including homes. reporting live here in fremont, bob redell, "today in the bay." >> thanks so much, bob. 5:34 right now. the undocumented immigrant accused in the february stabbing death of a south san jose woman inside her home is due in court today for a plea hearing.

carl carlos carranza is charged with stabbing bambi larson with a knife. he snuck into bambi larson's home and stabbed her with a seven inch folding knife. he was released from jail six times despite i.c.e. detainment requests. burglars targeted san jose salons over the last couple of days. owners of a salon in willow glen shared their security video, hope someone can identify the two men who broke a window monday morning. there have been four small business burglaries over the last week. in one incident suspects made off with the store cash register. the two men were not able to get any cash but one of the men with a black backpack snagged a pricey gift set. >> i hope whoever receives the shampoo, the conditioner, the gift sets and blow dryer and brushes this guy gives for christmas hope they enjoy it. >> san jose police have not established any kind of pattern in these robberies.

they're not sure the break-ins are connected. the mayor of martinez was attacked, now a man is behind bars. police say eli dominguez could face battery charges. the alleged attack happened yesterday afternoon in front of mayor rob schrader's insurance business on main street. officers arrived and detained dominguez. in the struggle he allegedly bit a sergeant. "martinez news gazette reports dominguez was a regular at council meetings and recently told the council he was going to make a citizens arrest because he felt his civil rights were being violated. now to our making it in the bay series. bay area transplants are hoping to boost the cost of living in stockton. the city saw the biggest rent increase over the last five years, just within the past month, prices have gone up nearly half a percent. the average rent for a one-bedroom apartment is about $1,000 per month. the two-bedroom around $1300 a

month. smart train cuts the ribbon on its new larkspur station that will link to san francisco bound ferries. the ribbon cutting event takes place at 1:00 this afternoon. tomorrow smart will cut the ribbon on a new downtown novato station, trains will start servicing both stations on a limited basis, full service launches next month. >> you think they'll get out the big sore sorz? big scissors? >> and love to use the phrase we're getting smarter and smarter with more smart trains. >> you did it right now. >> yes. no. >> let's check the commute. >> they're not going to hire me. >> we like you, we'll never let you go. >> we're okay, don't need to use the smart train or alternate forms of transportation, although it's great to have the options and in fact, smart train you can stay on the tracks and those will stay clear as they should with the railroad crossings. the freeway from time to time

maybe patchy fog. it clears from much of the north bay as far as road weather index goes. the orange highlighting is clear but the low clouds hovering around over the highways. good news here for the tri-valley, they had a traffic break it looks like from the speed sensors. i've been told by chp the lanes are clear south 680, the earlier crash cleared, with no injuries and looking at the south bay, maybe a touch of fog here and there. palo alto. >> wow. be careful out there. >> foggy now, a little rainy later. you may have to keep the umbrella handy tonight headed to san francisco. fisherman's wharf expected to be glowing for the san francisco marina lighted boat parade and holiday party, when dozens of boats all lit up for the holidays, they are set to sail. all of that fun kicks off at 6:00 tonight. >> such a great time of the year with all sorts of great stuff going on throughout the bay area. >> a lot of activity, hard to pick sometimes. >> it is. i think for a lot of the outdoor events you really shouldn't

cancel due to rain. it is the rainy season and right now the storm system that's coming in will be fairly light as it continues to move through. yes, keep the umbrella handy. we're going to see that rain rolling through as we go into this evening and most of it will be off and on. so tonight in pleasanton, this was the event that was canceled earlier. we'll be going on tonight, starting at 5:00, the tree lighting will be happening and there will be a special appearance there tonight. so make sure you check it out. tree lighting at 5:45 but there will be some rain in and around the area as you go out there for that event tonight. off and on rain especially early tomorrow but we should start to see the rain tapering off by tomorrow evening. we also have the lighted boat parade in sausalito happening tomorrow afternoon and into the evening starting at 5:00, and off and on rain will be possible there as well. by sunday we're clearing out, and of course it's going to be perfect for our final raiders home game this sunday, starting at 55 degrees at kickoff, halftime, it starts to cool off

talking about how the fog forms, most of the time we have clearo pressure compressing the air close to the surface and we have a calm wind that keeps the fog from mixing up and the high humidity creates the suspended air particles air droplets, water droplets i should say because of the high humidity, it condenses into a cloud on the ground and the high pressure pushes it down. right now we're tracking some rain along with that fog, especially as we take a closer look at the north bay, seeing some of the spotty showers moving through. a little bit heavier as it pushes off toward the east and as we go throughout the day we'll see off and on showers rolling through, and rain stays with us, going into tonight, as well as early tomorrow. most of us not picking up on a lot of rain. only about a tenth to a quarter inch of rain, a little bit higher farther to the north and the rain starts to move out, headed into tomorrow afternoon.
