oakland. 6:04 and you can expect picket lines at kaiser permanente medical centers up and down the state. thousands of mental health workers are expected to go on a five-day strike starting today. psychologists, therapists and psychiatric nurses did not reach a new contract with kaiser, which has a backlog of mental health patients, some have had to wait months for appointments. kaiser says it's working to address the concerns but a strike only hurts patients. later this morning, supportive housing leaders break ground on a new south bay development promising nearly 150 new units including many to house the homeless. the development is going up on corvin drive in santa clara, one block east of lawrence expressway, includes about 80 units for people who were previously homeless, the other units for low income renters, expected to open in the fall of 2021. in an effort to boost housing options in contra costa county, walnut creek and pleasant hill this week both

debating easing rules for so-called granny units, changes include loosening requirements for parking. owners living on site and easing size limitations. the changes would follow similar recent steps taken in cities like san jose. if councilmembers approve the emergency changes, each may take effect immediately. after two delays, crab season is finally in full swing. it got under way yesterday. this is after it was supposed to start on november 15th. the delays were due to concerns of whales getting tangled in fishing lines. berkeley fishermen say they made an 11,000 pound haul yesterday from the crab pots, this is over near the fairlawn islands. they say that's about average isr year, which is hap n >> it's important because it's better to have fresh local crab, fresh local crab from here, from the bay, and people have better

prices. >> that is good. that is good. >> you heard him say better prices so experts say due to the fresh catches, you can actually expect crab prices to go down. look at this, of a live look at interstate 80 near donner summit in sierra. pretty smooth sailing for drivers this morning. all the recent snow has been really great for skiers and sierra businesses which rely on the snow. over the weekend, resorts including squaw valley got at least a half foot of fresh powder. the timing couldn't be better with the holidays just around the corner. >> exactly. time to head on up to tahoe. the roads are clear at least for right now. >> yes, roads are clear. we have a nice window here of getting there and back and we're going to see all dry conditiont. there will be a storm system coming in, although it looks fairly weak. it will bring additional snowfall to the area. another few inches of snow by

midweek, maybe one to four inches and by the weekend we'll see another couple of inches of snow especially at some of our resorts from kirkwood to twin bridges as well as kingveil up to about seven inches of snow throughout the week. we'll track that and going to see bay area rain so more on that in the forecast in a few minutes. mak pick out your commute, mostly green. a little slowing for the virksial virks i tri-valley. northbound at 680 at mission the cut-over from 880 and coming across there's no major problems reported. we'll check on lane information in a couple of minutes. southbound 880 one lane reported blocked as a couple of chp cruisers are there as well at 23rd. that's the slower drive coming off of 980. once you're past 23rd you're find toward the coliseum and continuing for the rest of the commute, south on the nimitz. westbound or south on the compass, the upper east shore

here is a live look at the golden gate bridge, with a clear start, no fog here, and it's just one of those mornings where you have to bundle up so if you're about to step out the door, san francisco will be in the mid-40s, and then we'll only make it into the lower 50s by the middle of the day, and then as we look at all of our microclimates and see how the the hapes up,are mid-50s, in the south bay, we're at 52 in danville, 53 in novato, and then that's about the best we'll do for a lot of our microclimates with the south bay reaching into the upper 50s. we'll only reach about 56 in san francisco, concord reaching about 55 degrees today, and another chilly night in store, so as we head into tomorrow morning, we're going to drop back into the low 40s, some spots in the inland valleys in the upper 30s. as we go hour by hour, we're going to see all clear skies today, and then going into tomorrow, we start to see some clouds moving in, as our next area of low pressure and our cold front approaches. it won't bring us rain until

about early wednesday morning, so we'll see that rain off and on, with some spotty showers, and by the time we wake up and head out the door, on wednesday, we will see some waves of rain coming in, some of the heaviest rain will be along the coast, as well as the, some of the beaches, as we see some of the peninsula reaching anywhere from a quarter to half inch of rain, the farther inland you go we'll see some less rain total there is and the rest of the week we're looking pretty good. we'll have some seasonable temperatures that first wave of rain comes in, kind of weakens as it arrives, and there will be some rain in the north bay, going toward the end of the week. the rest of the bay area starts to see some rain unfortunately just in time for the weekend. so we've had these wet weekends the past several weeks, and this weekend will be no different. it won't rain the whole weekend but we'll be watching out for the showers for the 49ers and the rams home game this saturday. as we head over to mike, we have an alert for oakland with a

crash. >> with a crash and that cleared also. it was when we were talking about baby i donyoda the change happened. all lanes southbound 880 at 23rd, red speeds slow off of the tunnel there, traffic flows smoothly then down toward 23rd where the speeds improve again in the last few minutes, 880 got the all clear for oakland and no alert although it was issued for about five minutes there, just as they got the word out they had it cleared. over here just starting to get the traffic out here on the roadway so walnut creek, shows a little slowing out of concord for 680 and built over at the richmond to san rafael westbound 580 span. the bay bridge toll plaza we've had the metering lights on since 5:15, typical time there and the rest of the bay looks good, holding steady for this portion of the tri-valley, 84 and 680 there, looking mild over the last 15 to 20 minutes. there is an issue getting down toward the san mateo bridge right where it says hayward we'll look at the san mateo bridge toll plaza.

you can pick your route, mostly green, speeds dipping down as the commute is starting to build, the volume here in the south bay, typical pattern through san jose, creeping up in toward the rest of silicon valley. may be a new crash 880 around fremont, talking about that in the next report after i get more detail from chp but no slowing shows up on the sensors yet. good quick recovery south 880, the crash at 23rd cleared, took 15 minutes and all speeds are back at the limit. coming out of astro valley a disabled week west 580 around foothill. speeds creeping downcast row valley into san mateo. building two or three minutes every ten minutes you wait and half an hour creeping into the report from highway 4 to the backup at the bay bridge. breaking news this morning in contra costa county, firefighters are still on the scene of that damage left by a fire in an apartment in antioch. "today in the bay's" bob redell has been out there on the scene, he's spoke within people who live there, fire investigators

and it looks like firefighters have left the scene there, bob. >> reporter: they left the scene 20 minutes ago. red cross is here behind me. there's 12 people whoo live in the five units in the apartment complex which partially burned and red cross is trying to help them because they can't go back home. one unit is damaged or destroyed, another one is damaged and the other one they can't get the water back on because the fixtures are broke. this is video from earlier around 3:30 this morning, this is a two-alarm fire, started here in this 600 block of west 14th street. a five-unit apartment complex in antioch and when the firefighters arrived the corner unit where the fire originated was fully involved. they were able to get it out in 20 to 25 minutes. a second unit sustained smoke damage, third unit water damage. a frightening experience for several people who live in this complex. >> sounded like gunshots. honestly. >> reporter: what was that sound from?

>> it was from the window busting out, that's when i woke up. >> reporter: what were you thinking? >> i thought it was gunshots so i was like oh, don't look out the window or anything. and then she -- >> i looked out the window. >> she's like it's a fire! i started screaming. >> reporter: what did you do? >> woke everybody up. got everybody the hell out of here. ended up down here just waiting. >> reporter: and everyone's okay? >> yes. still shook up but we're all right. >> reporter: everyone was able to get out on their own, they're okay. the man who lives in this unit where the fire started he wasn't at home at the time. he has since returned, unfortunately to see what happened. they had an investigator out here, i asked them if they knew what the cause was, they said we don't know yet but we don't think it's anything suspicious. reporting live in antioch, bob redell, "today in the bay." >> thanks very much, bob. happening today, activists plan to rally outside of pg&e headquarters in san francisco, following governor newsom's rejection of a wildfire settlement plan. newsom's decision on friday

leaves the utility facing an uncertain future. he decided the settlement did not go far enough to ensure safety improvements. protesters are demanding pg&e make restructuring and safety a priority. organizers say at least 111 californians have died this year due to fires and power outages. this week for the first time mayor london breed will show off the new waterfront homeless navigation center. opponents have contested every step of the way. the san francisco mayor will provide tours of the new $4 million facility starting tomorrow. happening today, san fran kiss sew leaders appear poised to try to turn over a new leaf when it comes to cleaning up city streets. the most recent hit came last week when oracle's open world decided to move its annual convention to las vegas, citing conditions on city streets as a major reason why. mayor breed has scheduled a news conference this afternoon in union square.

our investigative unit spent a lot of time covering the story in its "diseased streets" series. which you can still link to right now under the unit section of our home page. the man accused in an attack on the mayor of martinez is due in court for an arraignment today. police say last thursday, eli dominguez unlawfully tried to make a citizens arrest against the mayor. it happened in front of his insurance business. in the struggle police say dominguez bit a police sergeant, he's facing several charges including battery. the mayor was not seriously injured. a holiday warning from police in palo alto. they're reminding everyone, lock your car doors to keep grinches from stealing your holiday packages. police tell "palo alto weekly" they're launching a lock it or lose it campaign. as of the start of the month there were more than 800 car

break-ins across the city this year in addition to 139 thefts from vehicles where car doors were unlocked. compare that with only 70 reported home break-ins. police say over the weekend at least five more cars were hit by projectiles 101 south of the bay area. the latest attacks happened saturday in prunedale south of 156. the chp says that in this case, all five cars were hit within six minutes span. no one was injured but several windows shattered. there have been more than 60 attacks since february including a high school bus headed to san jose last month for a football game. >> man. all right. i'm glad they're telling folks about that. one more thing you have to note, this is the east shore freeway and travel is just fine. it is getting congested as you expect, right around university the overcrossing at the top of the screen, take university toward shattuck, reconfiguring

going on the next couple of days. it's an important area around cal. shattuck on university and center, those are the two int intersections. north 880, just shy of high street the one set of lights looks like there's a tow truck in your fast lane or the hov lane currently blocked. i'll find out more detail once chp gets that. someone must have took care of it on their own. slowing past the coliseum, all of the commutes are looking good but the issue for the nimitz could be a problem coming up past the arena. coming off a really nice weekend, don't you think? it was gorgeous out there. >> nice out there. hopefully something we can say the same for this weekend? >> we have some rain chances coming in for the weekend, so it may not be as dry as this past weekend, as we check out our seven-day forecast, we can tell that by the 49ers/rams home game on saturday, you may be watching it just right here on nbc bay area from the comfort of your

dispute x'd that location. the same issue is surfacing at the replacement venue, loyola marymount university. lori loughlin not going down without a fight in the college admissions scandal. she and her fashion designer husband are accusing prosecutors of concealing evidence. the suit claims they refused to turn over evidence showing the couple believed their payments to usc would be used for legitimate purposes. loughlin is accused of paying the university $500,000 in bribes to secure her daughter's admission as a rower. the u.s. attorney's office has yet to respond. if you want to have your health insurance coverage in the new year, you now must sign up by midnight on friday. the old deadline was yesterday. so far, about 1.2 million people renewed insurance through covered california. that number is slightly lower than last year.

talk about a bummer weekend for bay area sports weekend, even the giants fans felt it. mad bum will be on the move. in the visitors dugout agreeing to a five-year deal with division rival arizona diamondbacks, the deal is worth $85 million. three major bay area sports teams all playing at home yesterday and they all lost. the warriors lost to the kings. the niners could not hang in against the falcons, losing the last seconds, 29-22. so the good news here, the 49ers will clinch the playoff spot going into the post season for the first time since 2013. now they are still at fifth seed. the raiders played their final game at home in oakland, losing to jacksonville in the last seconds 20-16. for thousands of long time fans it was bittersweet. >> to see them gone now, it's going to be hard, man.

heavier coats and the scarves and the hats and all of that stuff as we start out with cold temperatures this morning, and also mostly clear sky. we have a few clouds rolling by san francisco right now. beautiful scenes as we look at all of our cameras, as the sun comes up, in the background, you can see the sun rising and in the foreground you can see our storm ranger, that's a live view of it parked on san bruno mountain and this will be scanning for some rain, headed into the middle of the week but as we get out the door this morning, skies are all clear and temperatures are chilly. this is behind that cold front that moved through on saturday evening, and so now as we wake up, we have temperatures in the upper 30s. we will see a gradual warmup as we go into the afternoon, and these numbers will reach into the mid-50s, about normal for this time of year. so we're looking at a high of about 57 degrees in san jose, oakland reaching 56. 54 will be the high in napa, while san francisco reaches 55 degrees. that's a live look in san jose.

as the sun comes through the blinds and you're waking up this morning, grab the scarf and a coat. we need the layers this morning. we were talking about having to dig in the back of the kloss to closet to find that stuff. storm ranger is scanning a dry start to the day. then as this next storm system approaches, it arrives on wednesday early in the morning and will bring us some rain. ahead of that, we're going to see some clear skies today, and then the clouds starting to reach in by tomorrow, but the rain will hold off until about this time early on wednesday morning, when we start to see some of the scattered rain moving in, and even by late tuesday night, we're going to see some of the rain approaching the coast, off and on rain wednesday morning and then it will continue as we go at least into the first part of the day. some of the higher rainfall totals will be along the coast. we're looking at the potential though of some spots in the bay area getting anywhere from a half of an inch to possibly an inch of rain, so that's something we'll be watching as the computer models evolve and

unfold over the next couple of days. thursday is looking dry. friday also dry but check out saturday, our next big home game for the 49ers, and there will be a chance of rain so i'll be tracking that with more updates to come. right now, mike, you have an update on a couple of concerns out there. >> that's right. overall if you look at the big view, things are looking pl pleasant, and looking easier than typical 6:51. west 237 a critical commute through the south bay, a crash in the middle of highway 237 westbound. right now should clear quickly but we'll track that of course very closely. the other slowdown the concern is north 880 past the coliseum. we've seen this jam up northbound, coming up approaching the coliseum complex, getting over toward the area. now we have partners at waze and a whole community so let's check the maps, join nbc bay area wazers and find the information quickly. we had that report the same crash i'm talking about, it comes from handfuloffries. thank you for that name, made me smile and also what made me

welcome back. before you head out the door, it is 6:56. here are the top stories on "today in the bay." >> we are following breaking news this morning, an amber alert issued after a stabbing and a little girl is taken. we want to check in with nbc bay area's kris sanchez, live in downtown san jose since we got word of this. kris? >> hi there, laura. we are concerned the person who was stabbed was the child's mother. the child now the subject of an amber alert and she's believed to be with her father. we'll show you video of the scene shortly after that stabbing happened last night, not too far from the san jose state campus here in downtown san jose. police were called to the home at east reed and south 11th street about 10:00 last night. neighbors say they heard a woman screaming. police found a woman who was stabbed at least one time, she's fighting for her life in the hospital. san jose police believe that the

father of the child, then took off with the little girl. look at your screen here, this is bethanie carranza, she's 2 years old, described as three feet tall, weigh being 30 pounds, brown hair, brown eyes. san jose police say she was last seen with her father, 24-year-old victor magana, 5'4", brown hair, brown eyes. magana is considered to be armed and dangerous. they were last seen in a light green 2007 hyundai santa fe, license plate 7xjx025. looks like this one the amber alert has been expanded beyond santa clara county into alameda county and santa cruz county, also the central value i why, the central coast and southern california. all of those lights will be lit up, the chp amber alert lights will be lit up as you hit the road this morning. if you see the little girl, the father or that vehicle, you should call 911, we'll remind you again that dad is considered armed and dangerous. in san jose, kris sanchez,

"today in the bay." >> thank you, kris. a live look in antioch, another one of our top stories this morning, firefighters right now trying to figure out what caused the fire that heavily damaged this apartment building. dozens of people are now displaced. the red cross at the scene, trying to help those in need. this happened around 3:30 this morning, along west 14th street, not too far from fremont elementary school. neighbors say a man who lived in the unit where the fire started was not at home at the time. crews do not think that fire is suspicious. >> 6:58. you can expect picket lines this week, at kaiser permanente centers up and down the state. thousands of mental health work ers are expected to go on a five-day strike today. psychologists, therapists and psychiatric nurses did not reach a new contract with kaiser which has a backlog of mental health patients. some have to wait for months for appointments. kaiser is working to address concerns but a strike only hurts
