some showers by tonight into the day tomorrow. another storm right behind that brings some rain on saturday, so we'll talk more about the timing coming up in a few minutes. mike, you're giving us a look at the bay bridge. >> that's right. right now sounds like a shower showdown, right, kari? over here looking at a smooth drive in toward san francisco with no delays, great flow of traffic, beautiful, clear view, enjoy it, folks. over here in the beautiful green sensors around the bay, some sort of debris just off of 780 up in the north bay, vallejo that may be in fact where there's the police investigation going on off of 680 but i'll make sure there's nothing else going on in the vicinity traffic wise. the crash on thornton affects the on-ramp only. guys, back to you. back to breaking news in solano county. gunshots in a vallejo neighborhood overnight and now two people are dead. >> "today in the bay's" bob redell joins us live from the scene this morning. this ongoing investigation, is there a lockdown at all there, bob? >> reporter: part of this

neighborhood is shut down for the investigation, but the solano county sheriff's office, marcus and laura, does tell us there is no longer a threat to the public, that all parties involved are here on the scene. it's not clear if that means that the suspect or suspects are among the dead, or if there has been an arrest. that part is not clear. this started as some altercation around midnight inside a home on the 1,000 block of hargas avenue near east orchard in vallejo. the argument or fight spilled outside. again, this was around midnight when officers arrived they found a woman with a head injury. she's at the hospital, expected to be okay. they also found one man with unknown injuries, and another man with a gunshot wound. both men died. the sheriff's office has recovered a firearm and again, they tell us there is no threat to the public, it's not clear what led up to this altercation. reporting live here in vallejo, bob redell, "today in the bay." >> all right, bob, thank you. more breaking news to tell you about this morning, this

time in contra costa county, two people are dead after a suspected wrong-way driver caused a crash on i-80 overnight in pinole. >> "today in the bay's" kris sanchez joins us live from the scene. what do we know about what happened at this point, kris? >> reporter: well, i want to start by saying this is not going to affect the morning commute. you can see the roadway here behind me is open again, but the investigation is far from over. i want to show you what was left of that two-vehicle crash that cleared the interstate 80 near appian way for several hours overnight. the trouble started before that, though, when the driver of a chevy trailblazer got on to i-80 headed in the wrong direction. that driver then smashed into that other vehicle. what we know at this point is that two people died, whether it's both drivers or perhaps the passenger is unclear at this point. but chp cannot say why the driver found himself on the roadway in the wrong direction at this point. according to the chp, though, a

pinole police sergeant saw the driver thatch trailblazer run two red lights and drop a passenger off before the crash. however, they were cleared to say there was no pursuit. wrong-way drivers are not that common here in the bay area, however, they are often very serious crashes, often deadly, so if you find yourself on a freeway at night, and you see a driver going in the wrong direction, the chp advises that you get all the way to the right, that is to the slow lane, because the driver that's headed in the wrong direction will likely be driving in what they think is a slow lane, which for you will be the fast lane, so you want to be going counter traffic, they will be going instinctively the flow of traffic if they don't realize that they're headed in the wrong direction. so if you find yourself in this situation, move yourself all the way to the right, try to get out of the route of that driver, and then call 911 whenever it is safe to do so, so that the chp is alerted. we'll let you know what we find

out about the crash in pinole as we find out. pinole, kris sanchez, "today in the bay." >> thank you. 5:04 right now. a look at capitol hill for you and that's where the house will take an historic itch peachment vote tomorrow but first, protesters here in the bay area and across the country plan to urge members of congress to vote to impeach president trump. palo alto protesters are ready with signs and the giant trump chicken, more than 700 people signed up to attend. no one is above the law, this was a rally later today. >> not forthcoming and lying but to impeach means that we are serious about this, this president needs to go. >> whatever they had to do to make sure that trump is an impeached president is fine by me. the fact is that his corruption which started before he became president. >> some 30 protests are being organized tonight in the bay

area. they range in size in palo alto people are gathering at the leton plaza at 5:30. san francisco police hosting a up to hall to talk about a police shooting that seriously injured a suspect, december 7th on 23rd and cat street in the mission. according to "the examiner" officers shot an armed burglary suspect who police say attacked them with a glass bottle, i injuring an officer. a suspected car thief is recovering after being badly burned in a bizarre series of events that started when police say they tried to pull him over yesterday near san jose's los lagos golf course, when investigators say he got out of the car, then barricaded himself in a home. the homeowner managed to escape but a short time later the house went up in flames. firefighters dragged the suspect from the home. he faces several charges, once he is released from the

hospital. the home had pretty heavy damage. contra costa county leaders today consider new regulations for short term rentals like airair airbnb. according to "the east bay times" various local panels are being asked for their input on creating new rules which may include permits or requiring property owners to be on site. supervisors may also consider a new tax. now it's also likely any new regulations will vary, depending on the needs of each community. san francisco leaders want to better protect tenants from lawful eviction. supervisors will consider a proposal to tighten buy-out regulations for landlords seeking to take back their property. typically landlords offer a buy-out in exchange for waiving rights and moving. all too often renters are steamrolled or threatened into making snap zigsdecisions. to a live look outside it is clear in san francisco but that

is about to change later today. kari hall has been tracking what we will see will be the start of some rain headed into our area. we have a dry day ahead for the most part. the rain moves in later tonight and we start out with cold temperatures as you get ready to head out the door as you need to bundle up. we are feeling temperatures in the upper 30s right now in livermore, 37 degrees. san martin 38 and we're at 37 degrees right now in santa rosa, as you head out the door in cupertino, leave our umbrellas at home, mostly cloudy skies, temperatures reaching 60 degrees, and once again mostly cloudy skies and the rain moves in around 10:00 to 11:00 tonight first approaching the coast and making its way inland. we'll take a closer look at this hour-by-hour forecast coming up. mike, do you have an update to the crash in fremont? >> i do. we'll stick with the map system for the friends in the control room asking me because i made last-minute changes and i wanted to show folks a home depot

right now at 5:13, we are starting out with clear skies and chilly temperatures. that's a live look outside at christmas in the park in town town san jo downtown san jose. in campbell more clouds will be moving in throughout the day and temperatures right where we should see them, the upper 50s with some peeks of sunshine. rain moving in tonight. more coming up in about five minutes. and the san mateo bridge looks great right now. easy flow of traffic. the bay bridge toll plaza speeds are great as well. the toll plaza starting to see more traffic. we'll see how the traffic tuesday shapes up.

good morning and happy tuesday to you. we get new data on new home building today. markets set new records on hopes of a deal with the chinese. boeing says it's going to suspend the manufacture of its problem-plagued 737 max. roku, the company based in the south bay says its chief financial officer is leaving, that stock may be under pressure, but holy cow what a good performer the company has been. roku makes tv streaming devices, right now trading at $138. a new government report shows 91 fortune 500 corporations effectively paid no federal taxes here. they include starbucks and bay area companies like levi's, and chevron. now they had a tax bill but it was offset by tax credits. the report says the video game company blizzard actually made more money in tax credits than it paid out, giving it an effective tax rate of about negative 51%.

sales force up there in the corner as well. the institute on taxation and economic policy made that list. it says corporations who did have to pay federal taxes paid an effective rate of 11%. now, none of this is illegal, they just have good tax lawyers and good tax strategies. you may be aware how people watch other people play video games online through services like twitch. this video game player who goes by the nickname dr. lupo is going to hold a video game marathon where he hopes to raise $2 million for st. jude's children's hospital. tune in on twitch, we wish him the best on fortnite, a game that i often struggle with and often embarrass my children with. >> really? >> yes. >> i never played it. >> hasn't hit your house yet. >> oh, no. oh, yeah, i know what it is. i haven't played it. >> not yet. >> i like going outside and playing with them. i'm not a big video game fan.

>> keeping it old school. >> yes. >> thanks, scott. 5:15 for you right now. can't believe it, christmas just eight days away. >> my goodness. >> gosh. amazon is making a decision that could impact your holiday packages. the company says the so-called third party sellers on amazon prime can no longer use fedex ground service to ship their goods. the policy change means some owners may not arrive with the two-day window customers are expecting. some small businesses say the decision will have an impact on their bottom line. >> the transition from fedex to u.p.s., a 5% to 10% increase in prices for our consumers. >> amazon says the change is not cost related but performance related and wants fedex grounds performance improves, amazon will review the new policy. >> you would think they'd wait until after christmas to do that. trending for you this morning, a lot of people like to talk about mariah carey this

give us a 2d view of the rain, revealing a lot more storm data. it's an x-band radar so it gives us a higher resolution and even can help us track some wildfire smoke now. this is exclusive to nbc bay area, and our sister station telemundo 48. this is what it shows right now, the red scan as it moves around the bay area, tracking any rain and so far we picked light rain off the coast of northern sonoma county and as we go into the day t will be picking up on all of this rain that will be set to move in by late tonight and early tomorrow morning. for the most part of today we'll be dry, seeing peeks of sunshine. here we are at 10:30 tonight, starting to see the rain approaching the coast, off and on rain and where we see the yellows and the oranges indicates where the rain may be heavier even as we go into late tomorrow morning. we're still going to see some off and on showers, but it looks to clear out by tomorrow afternoon and we'll catch a break. we're looking at the possibility of getting anywhere from a quarter inch of rain for many of

our inland valleys to more, santa cruz mountains possibly getting over an inch of rain, in parts of the north bay, three-quarters of an inch of rain up to an inch. and then as we go through the rest of the forecast, we'll see it drying out on thursday and friday. by saturday, we'll be tracking our next storm system coming in. that can bring us some rain late saturday off and on throughout the day on sunday, and then tapering off on monday, along with some very cool temperatures. we'll have more on that but mike, you saw something going on in sunnyvale. >> yeah, but i was wrong, it's in mountain view, like 50 feet away. over here, 85 at el camino, the reason i call it out, it's going to be much more busier over the course of the morning and surface streets and medical center nearby. we're looking at the issue of the on-ramp being affected. the freeway itself 85 looks clear but remember that highway 82 is also el camino real and that's another one of the roadways affected. the south bay overall a light volume of traffic as you would expect. the on-ramp for southbound 880

at thornton still the only thing going on for the east bay as far as incidents go and that overturned vehicle. no major injuries, it is blocking two of our three lanes, that funnel toward the freeway on the southbound direction. over here, highway 4, a little bit of slowing through pittsburg westbound is your commute of course out of antioch, no delays through contra costa county that are unexpected, looking great from byron down vasco road and a build for the bay bridge toll plaza. our shot from cal trans shows us the lanes are starting to fill up but the inle inle have been on for ten minutes so this is a gradual build. guys, back to you. >> thanks, mike. this morning a massive winter storm spawning tornadoes to snow across the country. up next here on "today in the bay" we'll look at the damage already done. plus a van slams into a busy clothing store, trapping a toddler and sending holiday shoppers running for safety. what police are saying about the people inside that van and an update on the victim. a lot more ahead. you're watching "today in the bay." 5:24 for you right now. happening now, a powerful storm ripping across the southeastern part of the u.s. at least three deaths are now confirmed. more than a dozen people are injured. a tornado flattened a school in louisiana, that same storm turned numerous buildings into rubble in mississippi and alabama. >> the police detective killed last week in a shoot-out at a new jersey city deli will be laid to rest today. detective joseph seals is being remembered as a hard-working officer who rose through the ranks of the jersey city police department. seals was killed last week by two shooters who attacked a kosher deli. three people inside that store died before police shot and killed the pair. developing right now, 11 people injured, three critically after a van slammed into a clothing store filled with holiday shoppers in washington state. it happened last night at a ross store near seattle.

authorities say a woman shoplifter got into a van, which then sped off, only to circle around and slam back into the store. a toddler became trapped under one of the tires. the woman in the van and a man driving are both in custody. the driver also faces dui and drug charges. >> 5:26 and new video showing a plane's engine appearing to shoot out sparks and flames. the united airlines flight was heading from san diego to chicago, this is when it was forced to make an emergency landing in albuquerque. it happened around 1:30 yesterday morning. no one was hurt. the airline said that there was a mechanical issue with one of the engines. coming up here this morning on "today in the bay," top stories we're following today, including that breaking news in contra costa county. we're going to talk about that live report coming for you on the deadly crash involving the wrong-way driver. plus the major deadline pg&e is facing today and how it could impact the company's future. you're watching "today in the bay."

light rain in parts of the coastal north bay from parts of northern sonoma county up toward mendocino county. we have these two systems headed our way. so i'll have more details on that in a few minutes. mike, it's not pretty at the bay bridge. >> if you're talking about the picture i have to use because cal trans cameras but they're thankful you're able to use the cameras to see the backup quickly filling in all lanes. i thought it was gradual the first ten minutes the metering lights were on and then it filled in. let's get back out to the maps and show you it's only at the toll plaza itself. the approach is great coming through contra costa county. slowing in alame in a. not a major problem for doolittle and everything else is great. southbound 880 clearing a crash, open but with only one lane. back to you. >> thanks, mike. breaking news in solano county, gunshots in a vallejo neighborhood and two people are dead. >> bob redell joins us live from the scene.

any concern remaining for residents in that area, bob? >> reporter: no, the solano county sheriff's office tells us the male suspect is dead there, is it no longer a threat to the community. here at the 1,000 block of hargas avenue in vallejo. not clear about the suspect whether or not he shot himself or if he was shot by the other man who is dead at the scene. the solano county sheriff's office is investigating this as a double homicide. this started as an altercation at the home according to the sheriff's office a woman was there inside the home with a teenaged boy, a younger child and another man, either her friend or a boyfriend. a deputy tells us the other man possibly her current or ex-husband showed up around midnight, there was an argument. the woman got hurt in the head, since been treated and released. the deputy says her ex-husband shot the other man as he tried to run away. his body is across the street

from the home and the current or ex-husband is in a car in front of the home dead from the gunshot wound. the gun found inside that vehicle. the sheriff's office is waiting for the sun to come out, hoping the daylight gives them a better sense of the crime scene and better sense of what happened. reporting live in vallejo, bob redell, "today in the bay." >> thanks for the latest from that scene. also breaking news this morning in contra costa this time, two people are dead after suspected wrong-way driver caused this crash, look at how horrific it was, on i-80 overnight in pinole. "today in the bay's" kris sanchez joins us live. are investigators saying more at this point? it looks so horrific. >> reporter: hi there, laura. we're up off the freeway which is good news for commuters, because that means that the roadway is open once again. the investigation however is far from over. you showed us a little bit of that video. let's go back to it.

the slow lane, according to the chp, and that's because anybody who is driving in the wrong direction will still probably expect traffic to follow the normal rules which would put them in the fast lane because they think they're going in the right lane in the other direction. pull yourself over as far as you can to the right-hand side and when you can call 911 to make sure the chp knows to be on the lookout for the wrong-way driver. kris sanchez, in .knepinole, so dakota. an emotional plea from the fiance of a beloved high school coach that was shot and killed in front of his children on saturday morning. last night lea. ry showed us where two masked gunmen entered the hallway of her home and fired at fa rarafa lopez. he was a football coach for several programs in the east bay and a youth sports coach in concord. police initially reported the

victim and gunman knew each other. the family says they have no idea who the intruders were. >> and i heard a shot, and then i saw rafael come from our bedroom down the hallway and tackle the guy in the hallway. >> he died because he was protecting his second oldest son who had a gun to his face. if they only knew what kind of man raf was. >> witnesses say the two gunmen got away in a gray or silver imported sedan. right now police are not saying a lot about that investigation. >> 3:r 5:36. happening today pg&e faces a new deadline for a reviszed plan for wildfire victims. governor newsom turned down the first plan. it included $13 billion for victims in a series of fires, including the tubbs fire and butte county camp fire. pg&e needs to have a final plan in place by june 30th to qualify for new state fund covering the cost of future fires. the settlement would also help the company emerge from bankruptcy.

>> 5:36 right now. sonoma county leaders unveil an emergency plan to address the homeless crisis focusing mainly on people living along joe rodado trail. among the options, possible short-term indoor and outdoor shelters at the county fairgrounds. sonoma county has approximately 3,000 homeless people. today we get set, get the first look at the controversial homeless center on san francisco's waterfront. mayor london breed will open the doors of the new embarcadero navigation center. neighborhood groups have been fighting the shelter, even filing lawsuits that were shot down. a second and final vote on a plan vote that was passed easily, that includes san francisco, palo alto as well as san mateo county. new signs the latest safe

driving technologies are actually making drivers even more distracted. latest cars include things like lane focus technology and adaptive cruise control. aaa says driverstracted when re the features. drivers with less experience using the technologies were the ones most likely to remain attentive. aaa says you should commit to knowing what is installed in your vehicle, and how it all works, and expect advanced technologies to have limitations. shocks you the first time something like that kicks in. >> it does. mike keeps trying to turn me away from the mall. i think my fiance put that technology in. >> and my shoes over by the candy machine. over here, folks, kris sanchez

just showed you in the same area there is a crash nothing like what kris is talking about and she's off of the freeway but this happened just about the same time she was finishing up her report westbound 80. sounds like lanes should be cleared at any moment but west 80 at pinole valley road a crash currently in your commute direction. even a distraction will cue off the slowing past highway 4 off the carquinez bridge. the only other incident circled in fremont we have the crash affecting the thornton on-ramp to southbound 880. you see a good volume of traffic but no problems, no distraction for these folks. >> plus rain along the way. >> i know, but we've been able to play around the rain and try to get out some of those outdoor festivals and holiday light displays and this weekend it looks like we'll see some of that rain returning on saturday. now, i know we've got the big home 49ers game, it's going to be right here on nbc bay area and we'll see those temperatures

newsom seemed to put the brakes on future expansion plans. 5:45 for you right now. today may be the last day president trump remains unimpeached. >> scott mcgrew, the big vote is most likely coming tomorrow. >> most likely i think is the right word. they'll debate in the house tomorrow with an impeachment vote expected in the evening, but if it goes long, we could be looking at thursday. what's not much in doubt is that president trump will be impeached. more and more democrats in the house announcing a yes vote. here we see michigan's aliyssa slotkin telling constituents she'll vote to impeach. she got pushback, signs people want to impeach her. you can't impeach a member of congress. also, impeachment does not mean being thrown out of office. president trump remains president after impeachment. he goes to trial in the senate, if found guilty, then he would no longer be president and that's extremely unlikely.

> the only real question is whether there will be witnesses at the trial. democrats want to call john bolton, calling the deal with ukraine a drug deal, chief of staff mick mulvaney no at one point admitted the quid pro quo, twice actually at this press conference only to walk it back. in total, democrats would like to see four witnesses. >> the four witnesses we propose have direct knowledge of why the aid to ukraine was delayed. we don't know what kind of evidence they will present. they might present exculpatory evidence that helps president trump. it may be incriminating against the president, but they should be heard. >> rudy giuliani meanwhile continues to cause trouble for his client, donald trump, further expanding on what he said monday that he pushed for the ouster of ambassador marie yovanovitch because she stood in the way of investigating the bidens. in a report released monday,

south of san francisco. we've been tracking light rain so far this morning, farther to the north. the bulk of the storm well off the coast. we have this storm system coming in by tomorrow morning, and then we have another one that will be arriving on saturday into sunday. so we always have these maps with these big ls on there, low pressure, and let's talk about why we do that, because we have these systems coming together, could be two different types of air masses, either dry or humid or cool and warm. when they come together, that air is forced to rise up into the atmosphere, and when low pressure forms that air starts to spin counterclockwise and as that air rises it's very cool in the higher levels of the atmosphere, so those water droplets and everything kind of condenses, and then once it gets big and heavy enough it produces some rain, so that's what we are going to see moving in later on tonight, starting to see that rain arriving for the coast by about 10:00 to 11:00 and we see the yellows and the oranges

indicates some of the heavier rain, we'll see waves of it coming through as we wake up tomorrow morning and then it starts to become a lot more scattered going into tomorrow afternoon, eventually tapering off tomorrow evening, and then we'll take a break but it looks like we could get pretty decent rainfall totals in here, anywhere from about a tenth to an inch of rain in the tri-valley to a quarter inch of rain in parts of the east bay and up to an inch along the coast as well as the north bay. there will be some more rain moving in for the weekend, and we'll be tracking that especially for saturday afternoon. here is a look at the seven-day forecast. it shows the cooler air that will be moving in as our temperatures drop into the low 50s by the end of the weekend, we'll have some off and on showers, i think the best day this week to get outside will be on friday. mike, you've been tracking the roads and a couple of issues. >> we had a crash on 680 that just cleared. i want to show you that portion of contra costa county. we have this on-ramp in fremont at thornton still affected by a

crash and the guardrail repair that may have to go on, not going to affect the freeway. you can't see it as you pass by at highway speeds, also we have the on-ramp open again as you're coming down through the area. south bay a little build for 101, traditional spot heading north toward 880 and oakland road. here is the area we talked about earlier, the crash now completely cleared to the right shoulder. the distraction enough to cause more slowing off the build through rodeo passing highway 4 westbound 80 your commute direction, the same area kris talked about the deadly head-on collision, completely unrelated but another issue you'll hear about over there. the bay bridge toll plaza has your metering lights on, let's talk about 680 which did show slowing on our waze sensors and one of our wazers did report there was a crash around waldon but cleared. waze says 45 minutes out of concord toward the bay bridge. you're okay until about 6:30 and then marcus, things start to build at the toll plaza itself. we do have the backup of course because the metering lights are on, and that is provided by cal tran, this camera shot here.

it was supposed to be closed until tomorrow after vandals tampered with the valves to cause the ice to melt. teams are working around the clock and under the gun because 400 girl scouts are supposed to be there tomorrow. police are still trying to track down whoever did it. new for you this morning, santa rosa police on a hunt for a half dozen people now tied to a string of marijuana burglaries. check this out, the latest happened before dawn on saturday when the thieves left a trail of marijuana bags during their getaway. responding officers say that group then led them on a wild high-speed chase at times driving on the sidewalk, also crashing into a police car. this all started when the officers responded to an alarm at a cannabis business on piner place. officers called off that chase over concerns to public safety. new details now on two homeless moms who recently took over an empty house in oakland. they're being allowed to stay there for now. the women were supposed to be evicted today from the home on magnolia street, but late

yesterday a claim of right to possession was filed, and accepted by the court. now they have 15 days until a judge decides if they can remain there and work out a deal with the managers. the owners consider the women squatters are confident they'll eventually be evicted. walnut creek leaders today plan to debate easing rules for so-called granny units, pleasant hill councilmembers debated the same thing yesterday. the changes would include easing size limitations and loosening parking requirements. san jose leaders are also in the process of changing granny unit rules. some of it includes in response to new state laws requiring cities to create additional housing. more housing options will soon be coming to berkeley. councilmembers just approved a new six-story apartment building, where now closed midas store sits on san pablo avenue near university. berkeley side will offer 100 units along with retail space and rooftop gardens.

there's no time line on construction. a fisherman busted for breaking the law and catching way more fish than allowed, but the silver lining here, the bust is benefiting some sick animals. the fishermans that fined $5,000 catching 54 trout when the limit is five per day. the fish were donated to the lake tahoe wildfire for animals, this would be wildlife for animal patients and take a look here, you can see the bears there were grateful for that donation. they'll be released back into the wild in the spring. and also m, the eagle, enjoyed the fish as well. he's missing most of his wings and will spend the rest of his life at that facility. >> they didn't even have to work for it, that's nice. >> 5:59 right now. laura, you can relate to this next story we'll talk
