to be prepared for the waves of rain coming through today. we're tracking it with the storm ranger. if you have the nbc bay area app you'll get a close look at where the rain is falling as we zoom in to american canyon and vallejo, that rain just moving off towards the east but also affecting a big chunk of contra costa county, right there on highway 4, so it's a really wet drive brentwood and antioch toward concord, as well as approaching richmond so we'll be tracking this as we go around the bay area looking at some lighter rain right now in san francisco. for san jose it's light now and it will start to get heavier as that rain that continues to move in pushes off towards the east. i'll have more on this and what's ahead for the rest of the day coming up. vianey you're tracking the impact on the roads. >> we have the radar turned on and traffic maps as well. the green, the sheen on the road is actually the rain that's pushing through, much like what you saw on kari's radar, one

thing we look out for closely especially out on the roads. any time it starts to rain you know how quickly the roads can become dangerous. no major accidents to report but remember to slow it down. we could see some ponding water and in the dark you can't really see that as you approach so slow it down. westbound 580 from grant line road to 068 looking at 21 minutes. this tends to be one of the areas that starts to get extremely busy especially when it rains. i'll have another update coming up short will pi >> thanks, vianey. 4:32 and breaking this morning in washington, a live look at capitol hill, where today the full house of representatives is expected to vote on the two articles of impeachment against president trump. the vote is likely to take place sometime this afternoon or evening. house members will vote separately on each article of impeachment, abuse of power and obstruction of congress. the house rules committee voted last night to hold six hours of debate on the house floor, before the vote takes place. right now, it appears lawmakers on both sides of the aisle are firmly dug in.

>> the legacy of the 116th congress will be defined by their hatred for president trump. >> i think this thing is dead as fried chicken in the senate. >> if the democratic majority does indeed vote to impeach, then the senate will hold a trial, and it's looking more and more likely the gop-controlled senate will ultimately acquit the president. people across the country hit the streets to send members of congress a message, they gathered to let elected officials know no one is above the law. in the bay area, activists held rallies on all sides of the bay. in san francisco, hundreds of people marched from house speaker nancy pelosi's office to senator kamala harris' office and dozens also gathered in oakland. coming up on "today in the bay" at 5:00, we'll have a live report from our d.c. bureau on the explosive letter president trump sent to house speaker nancy pelosi ahead of today's vote and at 5:45 and 6:45, scott mcgrew will take a deeper dive in his "checks & balances"

segment. in san francisco a heated debate on the packed meeting on the police shooting that critically injured a burglary suspect. the incident happened 11 days ago in the mission district. it started when two officers tried to question 24-year-old jamaica hampton. the video shows him lunging at the officers and attacking one of them with a glass bottle. moments later he appears to charge at the officers, who then opened fire. last night's town hall the sfpd also showed photos of the bottle and the injuries one officer had to his face. some still believe that this doesn't add up. >> doesn't look like there was enough for mr. hampton to be aggressive to the officers. >> these people, this system, you all with your guns, 20 times on a young man with a bottle. you are the problem. >> the suspect is still in the hospital. the d.a.'s office is still investigating if the shooting was justified. a follow-up in contra costa county, supervisors are calling for more research before proving

any new regulations for short-term rentals like airbnb. unincorporated areas have no rules in place and short term rentals are not allowed. last year's supervisors first started looking into new regulations. the recent orinda shooting has more urgency. during yesterday's meeting supervisors voted to look into how new rules would be enforced. the clock is ticking for a group of seniors in contra costa county suddenly facing eviction. last month about 80 elderly residents at the brookdale assistant living facility in san pablo received eviction notices effective january 31st. at the same time residents of a smaller nearby apartment complex received 30-day eviction notices from a different landlord. those residents' moveout day is this sunday, three days before christmas. today people from both properties plan to voice their outrage and their demands. "today in the bay's" bob redell will have a live report coming up at 5:30. san francisco's new waterfront homeless navigation center is days away from opening

and may be the latest sign of more to come. supervisors unveil a new plan to expand the navigation program. yesterday leaders held the first tours inside the embarcadero facility. supporters argue the eight current facilities have been so successful the program needs to expand to other neighborhooded. new detail this is morning on a critical step in google's massive downtown san jose expansion. >> this step involves people who will or already live in the area, that project spans 80 acres downtown, in and around the diridon station. according to the "east bay times" negotiations will begin next month focusing on the impact of nearby residents. google will negotiate with city leaders on affordable housing and also talk about protecting nearby residents from evictions and creating jobs for locals. talks should last through next summer. 4:36 for you right now. today you will have another chance to weigh in on b.a.r.t.'s future gm robert powers has been conducting what he calls a listening tour. this morning, he'll hear from

soggy conditions, a live look in downtown san jose, as you head out, you can see the wet roads, but christmas in the park all lit up. we'll have a hard time getting out there today with the waves of rain coming in. we're tracking it on storm ranger, showing some of the heaviest rain pretty much covering much of the north bay and the peninsula. we'll take a closer look at this, coming up next. and we are tracking a sig alert along westbound 580 at lake shore. both directions shut down. i'll have details on that coming up. you're watching "today in the bay." also, rolling full speed ahead in california. how soon we could see driverless trucks delivering your packages.

welcome back, everyone. taking a live look outside sfo, might want to check ahead if there are any delays for any flights. kari is keeping her tabs on a couple of storms coming through the bay area, so it's kind of a wet and soggy commute out there. also have a traffic alert coming up that you are going to need to know about. >> we'll be checking to see if there's any delays at sfo, everything is all wet and we're going to see some off and on rain into today especially this morning. as we take a close look at storm ranger, that's the red scan, it's giving us a very high level, high resolution view of what's happening as we zoom in to parts of the north bay, we see heavy rain falling from

cloverdale to windsor, highway 101 also getting possibly some standing water especially as you head just south of santa rosa through rohnert part and petaluma. if you're driving from santa rosa in to san francisco, your whole drive is going to be very wet and then as we head over toward the east bay, i've been tracking this rain moving just east of san leandro, approaching san ramon, within the next few minutes. i wanted to take off the storm ranger layer so that you can see that other radar is just updating. it's still several minutes behind of what we're actually seeing falling right now. so this is approaching i-680 in san ramon, but we are seeing that we are getting some of that heavy rain quickly pushing off towards the east. so storm ranger also showing some of the heavier rain moving through richmond and berkeley, as well as antioch and brentwood seeing lighter rain and we head over to san francisco where the rain is picking up once again

for the richmond district, down the peninsula, some heavy rain just south of burlingame over toward san mateo and for san jose, we're seeing the rain getting much lighter but it is still raining quite a bit in milpita milpitas. this storm system will be moving through throughout today. off and on showers and as we go into this evening we'll start to see it becoming a little bit more scattered and then this evening, we'll see that rain tapering off. we're looking at still some light rainfall totals anywhere from about a quarter to half inch of rain for most of us, and there will be more rain coming in, in the forecast, as we head into the weekend. our next wave of rain gets here by saturday afternoon, critical timing here because of the 49ers home game. rain off and on throughout the day on sunday, into early monday, but as we track that forecast, it does look like we could see some of that rain moving in by the fourth quarter of the game, kickoff at 5:15, so we could see by the end of the

game there could be some showers moving in. vianey, you have a traffic alert. >> that's right. if you're traveling through westbound 580 or eastbound 580, listen up. in oakland, i'm going to start with the wide view because i have the radar set up for the rain but let's get right to that sig alert. this is going to impact your commute. i check the latest chp report and apparently there is a deadly crash along westbound 580 at lakeshore avenue but because of the investigation they also closed several lanes on the eastbound side. right now it seems that all lanes were blocked but they're getting ready to reopen one or two lanes on the eastbound side, and one lane on the westbound side. as of right now, heavy delays expected as traffic begins to recover and they finish up their investigation but the latest report does show that they're planning to reopen. if you wanted to get around this mess, you definitely want to hop on probably i would say after 14th avenue, take the surface streets all together and avoid jumping on and then get back on after that. as far as your east bay drive times, you could see it starting

to slow down from westbound 580 from 238 to the bay bridge looking at 23 minutes. because they are getting ready to reopen some of the lanes, that should help ease some of that traffic but we are going to have a live report coming to you from the scene coming up during the 5:00 a.m. hour with bob redell. i'll send it back to you. >> thanks for the update there. 4:49. dramatic new video from last night of a house fire that seriously injured a 71-year-old man. it happened yesterday afternoon in belmont near carlmont high school. the man was air lifted to the hospital with serious injuries including burns. some neighbors heard an explosion before that house just burst into flames. firefighters are still trying to confirm the cause of the fire. pg&e now appears to step closer to paying out wildfire victims after a decision by the federal bankruptcy judge. that judge yesterday approving two massive settlements, the first is an $11 billion cash deal between the utility and private insurers. separately, the same judge

authorized the recent $13 billion settlement plan for wildfire victims. governor newsom last week came down against that deal, believing it violated california's wildfire laws but he's agreed to not oppose the new legal ruling, which should allow pg&e to emerge from bankruptcy next year. state lawmakers are talking about paying more buck for your bang when it comes to bilg marijuana. california raised the tax to 15%. the hikes are causing more buyers to look to the black market so they're considering taxes based on potency, the stronger the smoke, the more you pay. the new measure was introduced this week. it's only a matter of time before driverless trucks are delivering packages to your home. it's been five years now since the first dmv approved the testing of self-driving cars. well, now it's expanding. self-driving delivery trucks will soon begin an open-ended

australia experiencing its hottest day on record, and temperatures expected to soar even higher. the average temperature across the country hit 105 degrees yesterday, beating the old record by a degree set back in 2013. temperatures soared to 118 degrees in a town called birdsville, that's five degrees off australia's all-time high that was set back in 1960. cool morning here. a lot more ahead. it's 4:52.

chmura and his team worked to reverse those charges. >> good morning. connie and her family went to the philippines. she says she discovered her son using his cell phone while they were there, and immediately asked at&t to turn on its passport international plan. but connie says her son's line continued to wrack up roaming charges and her bill shot to $1600. she says she disputed it but didn't get anywhere with at&t, so she called us. we called at&t, and it told us "customers who plan on traveling internationally should add an international package to their plan prior to leaving the country. however, we know that sometimes life happens and we try to work with customers who may have forgotten to add this feature ahead of time." with that, at&t then offered connie a $1200 refund. she was very happy with that, and wrote us to say "without your help, i would probably still be fighting with at&t."

"today in the bay" continues right now. a very good now wednesday morning to you. >> hump day. >> half way there. good morning, thanks for joining us. i'm laura garcia. >> and i'm marcus washington. vianey has a look at the commute in a bit. a sig alert to tell you about a. first started with the weather there, wet roads for a lot of people. >> the rain is coming down especially in parts of the north bay and the peninsula. i wanted to give you a closer look at some of the rain that passed santa rosa and petaluma, now moving over toward napa. you have about 20 minutes to get out the door before the heavy rain arrives in napa and pushing off toward the east. san francisco also getting heavy rain on the richmond-san rafael bridge, we're seeing some heavy downpours as well as the bay bridge, and then we head toward the east bay, where antioch, pittsburg, as you head out the door there's a bit of a break right now and it's a drier commute for you, but san francisco seeing heavy rain in the richmond district and for the south bay, we are also seeing a break in the rain for
