rules now. they are pretty much on schedule. you spent a lot of time covering this body. a lot of procedures. it takes awhile. >> it does. this is moving rather quickly for congress. >> this is a closed rule so it's not amendable so the republicans use their procedure. you saw steve scalise, the republican that had a lot of acclaim for the way he recovered from the shooting years ago. he is very popular among both parties beyond partisanship for showing such courage and resilience. but the congresswoman from colorado presiding right now over this and ruled it out of order. it will be 30 minutes or each side.

you'll hear from the ranking republican. and none of this would be happening if the democrats were still in the minority. everything in the house is dependent on who is in charge where as the senate has filibuster rules largely amended but there's still a filibuster and a way for individual senators to gum up the works on the house side. if you are in charge, if you have the votes, if you have the speaker, you rule. you rule the rules committee and that rules the debate. >> republicans have few opportunities here to try to slow this train down at this point. >> they do. they can try but this debate will be generally six hours. there are waivers in that, when the speaker gets up, when the republican counterpart gets up, the minority leader, that doesn't count against the overall six hours. >> that clock has not started. this is a one hour clock that

just started on the rules. >> if you're timing your dinner according to this i would keep things ready for the microwave. >> we'll watch that play out. we're watching rules here but there's not a lot of rules about impeachment. the framers layed out some specifics but not as many as perhaps people would hope for. >> absolutely. this is really something that ha hangs over all of us. the real challenge is why not since there's an election in 11 months why not just let the public decide this. why should the president be voted out not by the electorate but by house and the senate. and that's where i think the six page letter i think you're going

to hear a lot about because one thing it shows is a complete lack of remorse. you don't have the president saying i made a mistake. i'm not going to do this again. instead he said i'm happy to do it again. so i think that you'll see the democrats will try to capitalize on that. how many arrows do democrats have? >> their chief argument is this is a national security issue. he threatened to invite foreign interference into the election in 2020. and that was a primary issue for the founders. when they created impeachment it was informed by their fear of foreign interference. they were breaking away from england and the king and they wanted to make sure that there

bridges and lowering drug prices and passing legislation meaningful to people back home and inspite of that the economy continues to roar but the president is certainly in a somber mood because he sees what this is doing to the country and how it's dividing the country and yet support for impeachment continues to fail. >> what would you say to those that say his own dealings in effect divided the country. >> there's only two problems with that. it's really the behavior of the democrats that we're concerned about today. bringing forth an impeachment based on the flimsy evidence and a lot of hearsay. you have a real problem. you have the number one guy in ukraine and the number two and number 3 person in ukraine all of which say there was no oask political favors but they felt

no pressure. so you have fact witnesses, the very victim of the crime that are saying that there's nothing there and yet we're embarking on impeachment? it's wrong. >> the mountain of evidence and testimony tell a different story. >> the mountain of hearsay and nobody has been in more depositions and hearings than me. i have looked in the eyes just like i am looking to the american people right now and what i have been able to see is time and time again when the president has been exonerated either by testimony or by direct evidence, you know, the democrats have ignored it. their rush to impeachment. we had three impeachment votes before there was ever a uk now all of a sudden, what's going to be next. but it wouldn't be hearsay if he would allow people to tell what they know.

i a very good morning to you. the chp is investigating a deadly accident that stopped traffic on 580 in oakland about 4:00 in the morning. a mercedes spun out of control before a pickup truck crashed into it. the truck's driver got out on to the highway, and then a separate chain reaction crash sent the truck driver across the median into oncoming lanes. chp believe weather played a role in the accident, led to other multiple delays nearby. the rain is coming down, the first of a couple of storms headed our way. >> this is the first storm. the second one gets here in time for the end of the weekend, and so we're going to see off and on rain today, as this system continues to bring in the wet weather for us, not only the morning but the afternoon as well. and so we're going to see times

a house vote is expected tonight on the impeachment of president trump. this morning, lawmakers are set to debate the charges that he abused his power and obstructed congress the president for his part sent a fiery letter to house speaker nancy pelosi on tuesday denouncing what he called the vicious crusade against him. scientists in oklahoma believe they have found a possible mass grave site from the 1921 tulsa race massacre apparently human dug pits were recently found by ground penetrating radar in both a cemetery and a homeless camp in 1921, a white mob burned much of tulsa's greenwood neighborhood to the ground as many as 300 black residents were killed. a decision on a possible excavation there isn't expected for several months. an armed robber got a whole lot more than he bargained for when he held up a gas station in siberia. a security camera captured robber using pepper spray, at one point he accidentally fires that pepper spray toward his own face, on the screen there, later the woman disappears from view, she comes back with a mop which

she uses to fight off the robber apparently the guy got away with a hundred bucks. meantime, the investigation into the mysterious disappearance of a texas mother and her newborn baby is intensifying this morning. the fbi has now joined the search and the missing woman's parents are speaking out nbc's sam brock is in austin where he talked to them. hey, sam, good morning >> reporter: hoda, good morning. police finally broke their silence surrounding this case revealing that heidi broussard's last known location was right here at this apartment complex where she lived behind me. we watched as a special fbi unit combed this area looking for clues. this morning, the search is intensifying fbi teams going door to door at this suburban apartment complex. >> i see kids like this on the, you know, on the news, and you never think it's going to be yours. >> and two puzzled parents, tammy and david broussard trying

to make sense of what's happened. >> whoever it is that has her and knows anything, just please come forward and let our babies come home. >> it's been six days now since their 33-year-old daughter heidi and their 3 week old granddaughter margot vanished without a trace. heidi's car still in the parking lot near her apartment with a baby car seat inside her parents say none of it adds up >> you think she's probably in trouble somewhere? >> something happened. she would not just leave >> oh, no she wouldn't do that. >> she would never leave her son. >> reporter: broussard has a 6-year-old son, she dropped him off at school last week shortly before disappearing. >> our assumption is that they are alive and the sooner we can find them the better. >> reporter: investigators have ramped up search efforts but say they have no person of interest. they're also not sure if the disappearance is nefarious or the mother left of her own accord. >> she wouldn't leave, not without her id, all of her cash was in her purse

this is such an intricate surgery, tell us about what you had to do to get this result with savannah. >> sure. well, when she sustained the injury, her retina was torn. the retina lines the inside back of the eye like wall paper or the teflon in a frying pan, and she actually from the contusion of the toy had a very big tear in the retina and when the retina is torn, it begins to fall off and separate from the back of the eye and you lose vision fortunately for savannah, her tear was at the side of her retina and not in the very center, so the prospect for her central vision to be returned is very good. >> and there's a -- what was strange is we were hearing there's like a gas bubble that's inside her eye what's happening >> yeah, that's right. so if you think of how you would put a poster on a wall, we have all put a poster on the wall with glue but you have to hold it for a few minutes or seconds in order to get it to stick. the bubble holds the retina reattached in the eye, and then as the bubble goes away, gradually by the body absorbing
