>> reporter: uber says it's making changes to make sure there are as many uber drivers on the roadway as possible. you won't know what your next ride costs until that ride is over. uber is very clear it is responding to changes to a law that went into effect that defines who is a full-time employee and who is a contract worker. many drivers have been fighting for that reclassification to get benefits and seeking class action status in the federal court. if you take nonpool rides, your fare will be calculated at the end of the ride. no more upfront pricing. drivers can reject your request after seeing the time, distance and estimated fare to help them calculate their income. you will be able to schedule rides with your favorite drivers but they still can accept or

refuse the ride. some uber rewards are discontinued including california users and price protection on certain routes. uber detailed all of this in an email to users. if you got it and want to sound off join the coverings on twitter. a massive $5 billion development of the concord naval weapons station hits another snag. the city is requiring the developer to use a certain amount of union labor and now the company says that is too expensive. they chose lennar to oversee the construction. the hope is to redevelop the station into 13,000 housing units, shops, and office space. last night concord leaders offered both sides to go back to the negotiating table. >> trying to work together to get the shovels in the ground in

the next year or two. that's kind of our push right now. we know it's so important to our region. >> the station used to store weapons for navy ships. no timetable on when the union and the developer need to finish negotiations. the city's agreement with lennar ends march 31st. happening today dozens plan to rally outside a jail that sits atop san francisco's hall of justice. the city has known the building is unsafe since the '90s. they have been debating what to do with the inmates since they have been called to be rehoused. it is 6:08 and the clock is ticking to sign up for debris removing. the deadline to submit for any

malignant nodules from her left lung and was also diagnosed with pancreatic cancer in august of last year. a judge tells google to hand over a year's worth of data to a special prosecutor handling the investigation of the jussie smollett case. a special prosecutor into why the actor was suddenly cleared of wrongdoing after police believe he faked an attack. the "chicago tribune" says google must turn over data from accounts owned by smollett and his manager. star leonardo dicaprio can also play the role of real-life hero. the week before sunday night's golden globes he was spending the holidays in the caribbean. leo told his crew to divert the boat and helped the crew locate a man lost at sea who had been treading water nearly 12 hours.

right now at 6:30 and new overnight, a hit-and-run crash causes water to shoot dozens of feet into the air. we'll tell what you it took to clean up the mess in san mateo county. the future of b.a.r.t. up for a vote. a live report on the major changes you could see on your commute. 6:30 now on your thursday morning. good morning and thanks for joining us. i'm laura garcia. >> and i'm scott mcgrew in for marcus washington. kari has been tracking the rain that's quite heavy in b.a.r.t. >> and quickly moving through. it wasn't be enough to add up in terms of our rain totals. it will make things slippery heading out for work and school. we are also seeing the rain clearing from the north bay but still some showers from san francisco down the peninsula and the heaviest rain moving through parts of the south bay. expect that rain to be rolling on through for the next 30 to 40 minutes. elsewhere we are going to see it

clearing up so we'll talk more about this and look ahead to the weekend in a few minutes. mike, you are tracking the crash. >> we're looking at the westbound commute direction and we have seen a lot of tapping of brakes. it's been a half hour for this to keep developing. they should have lanes cleared. we hope you do see things bogging down before the merge or the changeover from 92 to 101. 101 itself moving smoothly. in the south bay the traffic just building in. we do this north 17 at the summit a crash. back to you. >> a hit-and-run in san bruno, officers tweeting out this video. it happened sixth and seventh avenues meet west of 101. the driver chose not to stick around. firefighters turned off that hydrant, a little more wet for the wear. it's 6:31. happening today b.a.r.t. wants

to clean up and make the commute better for riders so its board of directors something they call ambassadors. pete suratos joins us live at the b.a.r.t. station with more on this new program. pete? >> reporter: good morning. as part of the program b.a.r.t. will vote on this later today at the board meeting on adding community service officers. essentially they want to be on the trains to focus on quality of life issues for passengers on the trains. it will take place over the span of six months. now the officers would be unarmed. there will be five teams brought in to work on saturday. effectiveness will be measured by the number of incidents reported or how satisfied customers are.

out questionnaires in the trial for the man acquitted in the kate steinle shooting. jose inez garcia zarate is expected to be tried later this month on a federal weapons charge. jurors found him not guilty. attorneys argued the gun went off accidentally avenue found it on a bench. in just a few hours healthy advocates will speak on behalf of more than 700 people living in a san jose mobile home park. they may have to leave by august of 2022. mhc operating manages the park and says the owners of the property are demanding the property be returned with no residents when the lease expires. nicholson says the well-being of tenants and the stability of the park is a partnership's top priority.

san jose. that's right about here on the screen. we're looking at this slow drive north, 87. a crash may still be in lanes. basically off highway 85 up and clear into downtown. green highlighted all over the bay reminds us of slick roadways and the concern spinouts reported throughout the morning. traffic easing off. some of these agencies even have the niners game. >> we were talking about the rain clearing out just in time for that niners game. and most of it will be early in the day.

>> it will be right here or if you're not going to the game you can watch it at home. early morning showers moving out. the sky gradually clears going into saturday afternoon. sunday we're looking all dry. temperatures slightly warmer with a high of 59 degrees. the chance of rain will be early. we'll keep a slight chance but the rest of the game will be jacket weather and breezy at about 5 to 10 miles an hour. checking out the lunar new year going on all around the city and there may still be a lingering shower at noon but we are going to see temperatures reaching into the mid-50s and also a very nice day. it will be chilly.

"today in the bay's" kris sanchez live in san jose. good morning, kris. >> reporter: hi there, scott. next time you take your uber you won't know what you're going to pay until after the ride is over. that up front pricing so many of us enjoyed is now gone. uber is up front about the changes it is making. it sent out an email to customers saying that they're responding to new california law that went into effect on new

year's day that defines who is a full-time employee and who is a contract worker. a lot of drivers fighting for that reclassification so that they can get better benefits going so far as to sue uber and seeking class action status in federal court this is what it will mean for you if you're a rider and not a driver. if you take nonpool rides, your fare will be calculated at the end of the ride. drivers can reject your ride, request without penalty after seeing the time, the distance and the estimated fare. that's an effort to help drivers know what they're going to make. you will be able to schedule rides with a favorite driver after giving them a five-star rating. those drivers can still accept or refuse those rides and some uber uber rewards like price protections are now discontinued. uber detailed all of this in an email sent to riders. we've been watching on twitter and facebook seeing what you think. seems like some folks are in

support saying the drivers need better benefits. in san jose, kris sanchez, "today in the bay." kris, thank you. happening now police in los angeles looking for two men wanted targeting nail salons. at least half a dozen have been hit since late november. now to new details. governor newsome will not hold a special election to fill duncan hunter's seat. the republican resigned following a corruption conviction. hunter pleaded guilty last month to charges that he and his wife misspent at least $150,000 in campaign funds for personal expenses. the san diego district is expected to vote for a new congressman in 2021. hunter's resignation leaves empty one of the gop's few remaining house seats in california. new this morning uc regents are weighing the future of standardized test scores in admission requirements and

reportedly hearing from the test makers themselves talking about things like a.c.t. and s.a.t. regents looking into making the tests optional or even ending their use entirely. this comes in the wake of new lawsuits arguing standardized tests are a form of discrimination. "the chronicle" reports the head of a.c.t. september a letter to regents listing the potential negative consequences including closing the door on underserved students who don't have stellar grades. happening today in contra costa county, students and parents renaming wilson elementary school after first lady michelle obama. they will share public input tonight at 6:00. the committee will also meet a second time later this month to discuss the possible name change again. so some say it's not a matter of if but when sports betting becomes legal in california. it could create a huge new revenue source for our state. >> voters could weigh in as soon as november and if they do they may want to ponder the new numbers. nearly four in ten americans says the gaming industry are

postgame show you won't want to miss. a lot of people getting their game faces on. their game faces and game shirts. these guys play in the santa barbara-based reggae band. they're among the bands just announced for this year's bottle rock in napa. an act of kindness is going viral this morning. a 10-year-old boy in alabama found an envelope full of money at a target store last week, not just pennies, nine $100 bills. the envelope also contained a bank receipt with the owner's name on it. so he and his mother tried to return it to the bank but the bank was closed so they contacted the target store manager and police to try to help. they reunited the pair. target gave the boy a gift card for his act of kindness. smiles all around. >> well done. >> and well done to the parents as well. >> isn't it nice when you see your kids do something and think i want a little credit.

>> i'll let you know. i'm kidding. love my kids. >> kari loves her kids, too, and loves predicting the weather. we're getting everybody ready for the day. you're having to deal with showers to start but the rest of the day will be nice and sunny and let's take a look at this view in san jose, you can see the rain drops on the camera lens. even though, once again, you're getting your kids ready for school and it's kind of raining, sprinkling at this point, it won't be like that all day. you may be wondering how are we doing with the water year? it's not too good for santa rosa, we're at 84% where we should be though we've measured over 13 1/2 inches of rain, a deficit of two and a half inches. san francisco, we're at about 64% of normal. we are still lacking several inches of rain. doing the worst in livermore, parts of the tri-valley measuring about a quarter of what we should be measuring at

this point for the water year and in san jose we've gotten about half of the normal amount. as we go into the weekend we'll see this weather system pushing out and another one right behind that and this rain won't last that long throughout the day. it's moving so quickly. most of us a tenth up to a quarter inch of rain. here is the saturday storm system. it's going to be moving by fairly quickly. we'll have a bit of a break in between and once that arrives we'll see the showers moving in early on saturday morning. we're clearing out today, expect some sunshine by noon. and the evening is nice. tomorrow nice and sunny and then the showers quickly pass by going into saturday morning. and then clearing out for the afternoon, sunday also looking dry. our models are showing for the next round of rain on saturday it's also going to bring in lights amount of rain from a quarter to close to a half inch of rain but look at what happens

as we go into next week, a lot more rain headed our way. in fact this may help get us caught up to normal if this computer model pans out and so that's something we'll be watching with some more active weather next week. for us for now as we make weekend plans, we are going to plan for some rain early on saturday clearing out for the afternoon and sunday we're getting sunshine, highs in the upper 50s and then early next week some more active weather moving in. mike says slow down if you can. >> definitely if you can and drive slower than can you in some spots with lighter traffic flow. folks will go at the limit. folks like palo alto, the live camera shows you what the roadways are. the green highlighting talks about slippery conditions. that crash cleared over there approaching 101 in foster city. 101 moves slowly, it's 87 that continues to be a problem. there are a couple of buses that are in the middle of the roadway. no word after crash and no

organizers are calling for a blackout. people calling for the social network users to change their profiles and cover photos with a black box in an effort to urge facebook to safeguard the 2020 election. facebook has faced criticism over its role of spreading misinformation in the last presidential election. the demonstration from ford tonight. animal rights protesters plan to gather outside costco today to demonstrate against the retailer's support of factory farms. costco filed a federal lawsuit against animal rights organizations holding today's protest seeking to end those demonstrations. 6:57. if you live in berkeley you may have noticed a little spike not in your coffee but in the prices you're paying to drink it. a new 25 cent surcharge. the new law took effect january 1st. the new requirements include new signage indicating that surcharge.
