but the roads are are still wet. you could see that as we look at the golden gate bridge camera. if you're about to step out, it is nice and cool as the skies clear. we're in the upper 40s in san francisco but we'll get some sunshine today with highs in the mid to upper 50s all across the bay area. we'll talk about more rain in the forecast and right now, mike, you're seeing changes at the bay bridge. >> definitely changes from the last few minutes and it seems heavier than this time on monday when traffic started to ease back. so we're continuing the build from the vacation weeks at the end of last year. 2020 now shows you the back-up at the toll plaza. we should see the metering lights on at 5:15 but last week was 5:10 so keeping in earlier. so around mcdonald slowing there and maybe a crash there. we'll follow up with chp. the rest of the bay does look nice. we'll talk about danville coming up. back to you. at 5:01 if you ride b.a.r.t. you might notice a higher police presence because b.a.r.t. just added more officers to the

"today in the bay's" bob redell joins us live outside of the walnut creek b.a.r.t. station to explain the new steps to imrov security out there, bob. >> reporter: sorry about that, laura. i'm having trouble with my earpiece here. starting today b.a.r.t. will send out a new team of 12 police officers, the pat orol of the system. this is part of ania strategy at b.a.r.t. to reduce crime and increase police presence on the transit system. this past friday the new officers road the train with the new police chief ed alvarez and the officers will be dedicated to walking the trains and platforms and work in pairs minely on nights and weekends. he's looking at having officers placed in stations with a nyhub of calls for service. you recall this past thursday the board of direct kwor approved another program to have

is live in washington with the latest here. tracie? >> reporter: good morning, everyone. so we have got democrats and republicans together criticizing the station on iran. but also still very much divided on how to move toward with with this impeachment trial. although tomorrow could resolve some of that. after holding out for weeks, house speaker nancy pelosi will finally allow a vote tomorrow to release articles of impeachment against president trump after a power move by the senate leader threatening to dismiss charges if they're not transferred soon. >> dismissing is a cover-up. if they want to go that route, again, the senators who are thinking now about voting for witnesses or not, they will have to be accountable for not having a fair trial. >> reporter: there is still no agreement on hearing witnesses like john bolton. the trump insider who was skeptical of freezing aid to

iran. first he plans to visit with former secretary of state condoleezza rice at stanford at 10:00 and then later speaking at the commonwealth club in san francisco. that event begins at 4:15 and will be streamed live online. it is 5:06. developing now, the santa clara county sheriff is trying to figure out why a badge and loaded gun were found in a vacation rental in south lake tahoe. the items discovered by a family staying there last friday after being left behind. they do not believe the gun and badge were stolen but an internal probe is underway. questions in hayward after a pan was shot and killed in a quiet neighborhood. but the question is why was he there. kris sanchez is live in hayward. what are the friends and family saying. >> reporter: hi there, marcus and laura. we've heard from the victim's friends who said he was in the neighborhood for a party at a home that we found listed on

airbnb. the man was found about this time yesterday morning in that neighborhood on osage, shot several times. friends told nbc bay area there was -- the victim was from oakland and he was here for a party at an airbnb rental. we asked airbnb to confirm it was rented out but didn't hear back. people who know the neighborhood seemed equally shocked. >> he was nice and had a big heart. he was goofy in caring. he just really wanted to live his life, you know. it is messed up. >> i'm pretty shocked and surprised by it. it is really quiet neighborhood. sometimes there is parties on the street but it is all family. >> reporter: our night crew was there at the tow truck picked up a car with visible damage that may or may not be connected with the shooting. we're trying to get confirmation

of that from hayward police. now the coroner has not released the victim's identity pending notification for next of kin so we'll not use their name but the friends say the young man was trying to move forward after losing his own mother to gun violence as well. in hayward, kris sanchez, "today in the bay." >> thanks for the very latest there, kris. 5:08 now. more than four months after the deadly southern california dive boat fire an official cause still not released but later today in los angeles the attorneys representing victims are promising to update the status of their own investigation. that boat went up in flames early in the morning on labor day killing 33 passengers sleeping below deck. >> well sonoma county is using 2020 to focus on disaster preparedness. the north bay has seen far more than most places when it comes to recent disasters. over the next two months the department of emergency management is holding community meetings in several locations. starting tonight with petaluma

and including windsor and cloverdale. new this morning, new details on the upcoming sale of two north bay elementary schools that will force students to go elsewhere where. the napa valley school district decided to sell two schools due to an ongoing budget crunch. according to the napa valley register it could bring the district nearly $10 million. both casss are slated to close this summer. but it is 5:09 now. this is i-80 at kingvale. winter weather advisory because of a light snow in that area. heavy snow expected in the next coming days though with the strongest storm possibly on thursday. and that could mean control and travel delays. kari is tracking it. i was up in tahoe this weekend and my kids were hoping to get snowed in. >> they didn't want to go to school today. >> that is smart. >> they kept trying to delay the

trip and packing slow. >> where is that snow? >> because they knew you said it would come in a little bit last night too. >> and that is what what we're seeing now. so i'm glad you made it there and back safely and they're happy with bigger storms headed this way as we head toward the end of the week. right now some light snow still continuesar some bay area rain. i wanted to get you caught up on the sierra snow pack as because as we look at where we are, we need more snow. we're only at 71% of normal and around south lake tahoe at 79% and 90% for the southern sierra with with a statewide average of about 78%. but the good news is that we do have a pretty big storm here that could bring another two to three feet of snow as we go toward the end of the week. so we do have some in the forecast. i'll be tracking that for you and we'll talk about how much rain we may see in the bay area coming up. now, mike, you have a new crash in san jose. >> we do.

bridge. look at it right now where the metering heights jut registered on. the last few minutes, the fast track have the most filled by cash lanes quickly catching up. we'll show you the approach coming up. and good morning. i'm rahel solomon at cnbc headquarters and here are the top business headlines. wall is set to open higher as optimism grows over the u.s. and china signing phase one of the trade deal this week. stocks rose on friday with the dow topping 29,000 for the first time but then the markets closed lower as euphoria was offset by lower than expected job and wage growth. on the watch list, reports on inflation, retail sales and housing and the consumer plus earning season kicks off with results from jp morgan chase and bank of america. panera plans to cut the amount of meat items on the menu by a third. this is as the chain expected further rising demand for alternative ingredients.

well, look, if you're outside today, don't be driving too fast because the roads are wet. >> there are still puddles left out there depending on how much rain you had overnight. so if you are about to head out of the door, at least it has cleared out. so you won't see that rain still falling on the windshield this morning. and then as we check out cupertino and how the day shapes up, it is another nice one. temperatures in the upper 40s this morning and then leading into mid to upper 50s today. as we look at all of the microclimates and how the day will shape up, here we are at noon and we're still dealing with some cool temperatures with some mid-50s in oakland. fremont at 55 degrees. 57 in san jose. and we'll only go up a few more degrees from there with some of the warmest air in parts of the south bay. where san jose reaches 59 degrees and then oakland 57 and in santa rosa about 56 degrees. then we start cool down tonight but it is very much like what we're feeling this morning. even just slightly cooler in a few spots in the north bay. dropping back to 39 in napa. while we have some upper 40s in

parts of the south bay. now we do have a couple of more storm systems coming in. the next one will be arriving as we go into late tonight and will be another weak one. a more significant storm expected on thursday. as we time out the rain coming in late this evening for the north bay, and then during the overnight hours for the rest of the bay area, quick-moving showers and another tenth of an inch of rain and then heavier rain by thursday as we see this big storm system brings all day rain on thursday. and then looking at how much rain we may see, once again light amounts for now. the next 24 hours. and then up to an inch of rain by friday. so our storm system coming in and stay with us. every couple of days we'll see new ones coming in every couple of days and then our temperatures will reach mostly into the mid-50s. cooler on thursday with the rain and then scheidtlightly warm hee end of the weekend. with sunshine and san francisco in the low 50s as we get more

rain tomorrow. mike, you're looking at that monday morning commute. that is right. which we haven't had for a few weeks. it was back a bid last monday for a short time. this monday we had the metering lights turned on. 5:13 registered on the chp but the back up forming at 5:10 and all lanes crash and fast track. according to partners at waze and current and historical data, it shouldn't be much more than 50 minutes from berkeley into san francisco and that is at the peak around 7:00. so between now and then, you have a gradual build skruft -- just by a few minutes here and there and nothing major. but it may be a longer build out of walnut creek and concord. that is traditionally the case. the rest of the bay shows a smooth drive. the crash blocks your slow lane at north 680 and into the south bay, north 87 before you get to 101 around airport parkway.

house and moments later a tree split it in two. tens of thousands of people at one point lost power. temperatures are dipped into the 30s. so there is a furious effort now to try to restore the power. we'll have much more on that and crazy tales of people escaping alive coming up on the "today" show. >> thanks, sam. 5:25 now. and this morning in australia, fire crews are turning from defense to offense for the first time in weeks. thanks to a break in the weather. but it comes with sad news. a firefighter died from a falling tree binging the number of deaths to at least 27. now more than 2,000 homes have been destroyed and that fire has killed perhaps millions of animals, robbing the surviving animals of the regtation they eat. but recent days they have started air drops of food and this photo right here, you're seeing here, this firefighter with a kangaroo. this is just going viral online. this is a lake tahoe firefighter

over there helping as well. certainly a big effort going to get that fire under control. a volcano in the philippines erupted in spectacular fashion. the volcano south of manila blew a cloud with smoke and ash nine miles into the sky. it disrupted air travel. plus it set off a rare display of volcanic lightning. half a million people living nearby were being evacuated. as experts warn of a possible stronger eruption on its way. happening now, emergency leaders in california lending a hand to earthquake victims in puerto rico. three dozen experts from the office of emergency services are providing support and relief. on saturday another earthquake struck the island. that one registering at 5.9 magnitude. thousands are without shelter, food or water. rescue crews teamed up to save a man who was clinging to a side of a cliff. take a look here. without any clothes on. this is in san diego. this is a photo of the rescue

that happened on sunday. first responders safely lifted that man off the cliff with a harness. eventually they detained him for a mental health evaluation. 5:27 this morning. and trending. no need to lie about this catch. a massive 350 pound fish was caught off the southwest coast of florida. >> so look at that. a group of fisherman used the old-school hook and line method to catch. this is the warsaw grouper. they believe the fish is 50 years old. but it wasn't breaking any records. the largest grouper caught was 680 pounds back in 1961. >> wow! >> poor fish. wasn't doing anything. top stories that we're following on this monday morning including a debate igniting over who will foot the cost of the california deadly wildfires. a live report on the new threat victims are facing this morning.

tonight and into early tomorrow morning. we'll talk about how much rain we may see out of that and a bigger storm by the end of week coming up in a few minutes. and mike is starting with a look at the east bay. we've been showing you the light in the back-up of the bay bridge toll plaza. up until a few minutes ago it was difficult to see from our rooftop camera, 880 past the coliseum and the lights at the former home of the warriors over there. and looking around the bay. oakland does move smoothly but low clouds and watch the mountain peaks through the east bay and watch piedmont and near diablo but so far the speed sensors shows mostly green but showing slowly. a storm that could affect thousands of recent bay area wildfire victims. they may be in line for massive bills from the federal government. this is if pg&e does not step up and cover the bill first.

"today in the bay's" pete suratos is live in santa rosa to explain what is at stake here. pete. >> reporter: good morning, marcus. it is the last thing wildfire victims want to hear at this point. but as you could imagine, it is met with opposition at this point. but here are the details we're getting from this report in the "san francisco chronicle." fema said that pg&e owes it $4 billion and it would be reimbursement for the government's response to wildfires back in 2015, 2017 and in 2018. but pg&e said that the money to pay any of that back would have to come from the more than $13 billion the company wants to use to settle with wildfire victim claims. so we're talking about nearly 30% of that overall settlement money. now fema said they have no interest in taking money from these wildfire victims but this is all about holding the utility company, pg&e that is, accountable for their actions. now 40 members of congress have sent a letter to fema regarding this idea of litigating the claims expressing, quote, great

dismay and concern. but a hearing is set to take place with a bankruptcy judge on this issue next month. reporting live, pete suratos, for "today in the bay." >> thanks, pete. heads up for drivers in the south bay. beginning next week, a big construction project gets underway along highway 17. this will allow crews to work on a fuel break project. lane closures are expected from january 21st through the 23rd between los gatos and summit road. you could expect delays every day between 9:00 a.m. and ending at 3:00 p.m. well the oakland mothers illegally occupying a vacant home are asking supporters to outside of the home this morning. they're on the verge of being evicted after a judge gave them five business days to vacate. the activist dprup called moms for housing and the property owners say they sympathize with the mothers and even offered them free temporary housing but the women called it an insult. it is 5:34. two more bay area cities may

much. they're not saying how lopez died or where exactly his body was found. hopefully we'll have more answers for you later this morning. 5:43, danger in southern california skies. helicopters including one from the lapd hit with a green laser over the weekend. our sister station telecopter caught one of the incidents on video after the lapd chopper was hit on saturday, officers on the ground approached an apartment building where they believe the laser was coming from. but they were unable to figure out who was responsible. the green laser can blind pilots. it also happened to a united airlines flight at sfo back in 2018. some california convicts may soon find themselves starting at shorter probation times. that's part of the governor's budget plan. calling for $210 million to include misdemeanor programs which some believe are essentially reforming low-level criminals. now as a tradeoff, the state

would institute a maximum two year limit on misdemeanor problems terms. president trump said there is an iranian general plotting imminent attacks. >> scott mcgrew, the secretary of defense didn't know about. >> mark esper said he was never told about any specific threat and he runs the u.s. military. i'll get to him in a second. but just so you understand the controversy, understand the president said there were specific threats against americanss that caused him to order the drone strike on the iranian general qassem soleimani. there is no question soleimani was an enemy to the united states. he had american blood on his hands. but the white house said the strike was necessary because of an imminent threat. yesterday trump administration officials fanned out to cover the sunday morning shows. here is the national security adviser. >> so i think those threats were imminent and i don't want to get into the definition further than that. but we took the measures necessary to protect american diplomats and our soldiers and sailors an marines.

>> that is an nbc on "meet the press" on cbs mark esper said this. >> what the president said was he believed that it probably and could have been attacks against additional embassies. i shared that view and other members of the national security team shared that view. >> believed could have been was not the message they were looking to give. margaret brennan pressed mark esper on that. what was the evidence. >> he didn't cite a specific piece of eds but he probably believed. >> are you saying there wasn't one. >> i didn't see one with regard to four embassies but i share the president's view that probably my expectation was they were going after our embassies. >> the other thing on everybody's mind is impeachment. nancy pelosi has reluctant to get on with it. she'll hold a vote on tuesday presumably after the release of the articles so the senate could hold a trial. the big question is witnesses with john bolton saying he's

we have rain earlier. and now there may be some light patchy fog still lingering and some wet roads. this is a live look outside in walnut creek. and now the rain has moved out but we have temperatures that are starting out nice and cool. low 40s and then into the rest of the day we'll see a mix of sun and clouds. reaching into the mid-50s. eventually up to 55 in oakland. 54 in napa and 56 in santa rosa. in san francisco we're up to 54 degrees. and 57 in san jose. so here is that rain that we had now producing some light snow over parts of the sierra. they're looking at about one to five inches of snow with this system coming in. but there is another one right behind that. as that moves in tonight, that will bring the bay area some light rain. less than a tenth of an inch but then as we head toward thursday, a big storm system coming in to bring the bay area a heavy smoker and heavy snow for the sierra. and this will bring us wet weather throughout the day on thursday and gradually clearing out on friday and a weakening

storm system on saturday that will bring us another slight chance of rain. and then as we look at how much rain we may see during the overnight hours tonight and into early tomorrow, less than a tenth of an inch. that is once again not a big storm system. but then look at what happens as we go toward the end of the week. we're going to add on to the rainfall totals. we're looking at a about three quarters to over an inch of rain and higher amounts to the north. for the sierra, another two to three feet of snow as we head toward the end of the week. so that is looking pretty good. so rain pretty much every other day. rain again early tomorrow. driving out on wednesday. a lot of heavy rain on thursday and then dry on friday. and then a slight chance of showers on saturday. mike, you're starting out with a look at peninsula. >> i wanted to show folk to look at palo alto northbound and there is a little glow from the lights. there is mist in the area and some patches for the bay and damp roadways but not the wet conditions that we have to have,

just slick. watch until the sun comes up. overall a smooth drive. that mild build of 101 through san jose and it is there but no surprises or problems. over here there is a crash off of lafayette toward orinda and concord toward san francisco including the bay bridge toll plaza will build for the traffic flow. right now it is just under an hour but at about 6:00 things start kicking in. by 7:30 things let up but it should take about 90 minutes accusing to waze and that is in comparison to berkeley which is the same drive for much of the morning. the toll plaza is filled in but you see movement for the fast track lanes. that is good news. and good movement across the san mateo bridge. this will start the build out of hayward and castro valley. now back to you. happening now, the sales of the iconic sydney opera house are illuminated to show support

pharmacy in the midtown neighborhood. workers say they were forced to the ground at gunpoint. there is now a 10,000 reward for information leading up to arrests. a san francisco high school robotics team is trying to get back on track. this is after suffering yet another theft. thieves hit a shed, this is containing equipment from the robotics team at ruth asawa school of the arts. laptops were also taken and they posted video on -- video on the gofundme page. this is talking about the $11,000 loss. and they say this isn't the first time. someone broke into the area last month and they added locks. >> they took everything that they could grab and that was insane. >> yesterday it was just a big setback. we're right in the middle of this build season so they're losing time. but they're figuring it out. >> through an outpouring of support they met financial goals to help replace that equipment. but they say there is a long

road ahead. well a san diego woman said that an airline employee stalked her and made her fear for her safety. she's now shoeing american airlines, ashley barno said on board the night to chicago an employee named amid text her after finding her number on the luggage tag. then he went on to flirt with her. and she grew even more frightened because he refused to identify himself. >> the whole time i kept asking, who are you? how do you know who i am? how did you get my information? >> she said the man harassed her. at least one other passenger as well and eventually she notified a flight attendant who helped get the message to stop. barno is now suing american airlines for emotional distress saying that they ignored her requests for more information. the company said in part, quote, american airlines takes the privacy and safety of our customers very seriously. while we can't discuss details about this individual case, we

investigated the allegations and took appropriate action. 5:58 now. if you're planning a trip to yosemite, pack your hand sanitizer. the national park is doing a clean-up after a recent outbreak of a stomach illness. so far at least a dozen people have gotten sick this month. they're not recovering but a federal official are inspecting the park restaurants and trying to find the source of the outbreak. the park is reminding both employees and visitors to remember to wash hands. a ranch near livermore could become a new state park. >> the n-3 ranch is 50,000 acre property stretching into four counties. in july the land was listed for sale for $72 million. the bay area legislators are urging the governor to set aside $20 million to help buy the property and now it looks like the deal is in the works. newsom is asking the state to ear mark money for a new public parkland but it is not clear if this is for the livermore property.
