i'm laura garcia. >> and i'm marcus washington. kari has been tracking the storm for 24 hours. >> now it is clear. but it is also very cold as you head out of the door. and this is ahead a cold front and a strong storm system will be set to move in later on tonight. so hour-by-hour today, for the most part we are dry. we'll see more clouds moving in. cool temperatures. but then the rain arrives in the north bay during the overnight hours and then moves into the rest of the bay area by this time tomorrow morning. so we'll be racking this over the next 36 hours. it would bring in heavy rain. details on how much rain we may measure in a few minutes. and mike so far it is all clear on the roads. same start as your report. right now it is clear. for the fast track lanes. but the cash lanes in the last ten mauk%pes i've seen a few cah payers have to start to wait and we have one cash lane to the left not yet open. sometimes we see two but so far back to standard and there is not need with a lot of traffic

new reaction from president trump. if san francisco voters approve a vacancy tax it could include a wider area. proposition d would fine landlords who leave commercial space empty for six months. supervisors aof proved extending the proposal to cover an additional 12 city neighborhoods. here is a look at the districts it would cover. others include the busiest areas like downtown north beach and the haight. and talks surrounding planned school closures. trustees proposed closing two schools due to low enrollment. several meetings are taking place this month and no starting tonight with a public input session at the board headquarters. the final vote is supposed to happen next month. well this a few hours union city is closing one of the four fire stations.

between the u.s. and china at the white house. stocks hit record highs but pullback over concerns on what is in the trade deal and whether it is enforceable. the trump administration will not release the full text until after the deal is signed. on today's watch list, a report on earning from bank of america and goldman sachs. microsoft has issued a security fix for windows after the nsa tipped of off the company to a serious flaw in the operating system. microsoft said that the flaw could allow hackers to forge digital certificates to authenticate and secure data. both microsoft and the nsa haven't seen any evidence that the flaw is exploited but urging users to install the security patch as soon as possible. verizon has a new search engine calls one search is offering more privacy in a market dominated by google. the research results will be

because we'll see the new storm shem coming in. let's start live outside in walnut creek. we'll start out with with upper 30ss. we're at 38 degrees through 5:00. and then a slow warm-up because we'll see more clouds moving in today out ahead of the storm system and then looking live in san jose, also a clear morning. so as you get dressed it is one where you have to layer up. maybe a heavier coat and boots as well as we're going to see temperatures starting out very chilly. but then as we go through the day it will feel milder but due to the lack of sunshine it won't feel that nice especially in spots like clear lake reaching 44 degrees. up to 54 in livermore. and 55 in san jose. so here is the storm system as it moves in. by tomorrow morning it will also encounter some very cold temperatures. but it is also a very strong storm system. so even though we'll see clouds moving in today. there is still a lot of energy

associates with this storm system and as it first moves into the north bay we'll see it snowing in some of the upper elevations above -- or about 4,000 feet and then some heavy rain ahead of that as it races across the bay area. we'll see some heavy rain. but look at the time. we're at tomorrow morning at 8:00 to 9:00 as it starts to move into parts of the south bay and then heavy snow expected on mt. hamilton and then on and off showers through the day tomorrow and staying with with us through late tomorrow evening. this is not an atmospheric river. we look to see if it connects with the sub tropical moisture coming from hawaii but we're not seeing the connection. but we're still expecting a steady rain and up to three inches of rain in the hills and mun -- mountains and snow on bay area peaks. and we'll see one to three inches rain.

storm chance is low but gust cy winds at 30 to 45 miles per hours. snow levels dropping down to 3,000 feet and for the sierra looking at two to three feet of snow in the sierra. so we're tracking that and take another look at the forecast in a few minutes. mike, so far it is a good drive. >> it is a great drive. and if you're up now, take a little spin around out there. no real slowing. but then come back. we're on until 7:00 solid. and then throughout the morning. we're looking to the north bay. even though we have green sensors, highway 37 with a large surface street still have the disabled vehicle on the side street but this fog is registering on the road weather index to keep that in mind toward the highway. and northbound 101 a crash on the shoulder and no injuries reported but a while to get a tow truck there. alameda into oakland, the posey tube closed and that is on the

schedule there for work and you could use the park street or hyde street bridges and on the bay bridge there is a crash around the toll plaza but we haven't seen any problem. i have seen the cash lanes just start the back-up again-- once and it was slowed down but things are typical right now. same thing for the mass transit. and no details and that is typical. the derails a lot of options as you take your ride. and along the peninsula here is why there is no delay for 101 in palo alto and easy and light trax and even lighter on 280. back to you. asylum-seekers in california are required to have access to attorneys following a new ruling by a federal judge. that ruling requires lawyers be made available for and during the key interviews that may determine whether or not someone is allowed to remain in the united states. some border facilities are already following these policies. through november of last year more than 13,000 people were returned to mexico by way of of

santa rosa. and some mid-30s for the south county as well as livermore. 34 degrees there. 38 in san jose. after this cold start we'll see it slowly warming up. mostly cloudy sky today and the rain will arrive first in the north bay later this evening. right around 11:00 to 12:00 as we go into tonight and early tomorrow morning. that rain rolling through the bay area. we'll talk more about this timeline and what to expect coming up. mike, you have a reminder as you ared ready to head out. >> check the wiper, because you're talking about the rain coming in and with with fluid it will leave mist on the lens. and the golden gate bridge ready for the morning commute. i saw the zipper truck return to the golden gate bridge toll plaza. the crash is there, partially blocking one lane but as you pass the split, folks heading to the bay bridge that is fine and down 880 that is the issue and not much more
