i'm laura garcia. >> and i'm marcus washington. right now we want to talk about the weather today. you say we're in the clear this morning. >> we are. but it is cold and we've seen the teams in the north bay dip below freezing but because we're expecting the rain in the next 24 hours, today is your day to get out there and make sure everything in the yard is secure for the high wind and you're ready for the rain. right now storm ranger giving us the all clear but as we zoom out we see it apoaching the pacific northwestern coach and some of the rain reaching the north coast just to the bay, north of the bay area. we'll see the rain moving into the north bay around midnight and then spreading into the rest of the bay area tomorrow morning. mike said listen up if you're headed toward a bridge. >> and that is a lot people. westbound across the bridges would be your commute direction. and looking toward the bay bridge west from oakland and we see the lanes are starting to fill in now. so i think there may have been some progress on that crash and the approach which we never fully saw but did affect the

volume of traffic. we see it affecting the berkeley curve and the toll plaza causing more slowing there. another crash at gilman. maybe a factor heading out of richmond and toward berkeley. we'll talk p about the dumbarton bridge coming up. new overnight, chp officers arresting a driver after a high-speed chase through the south bay. the video shows officering taking the driver into custody before midnight near capital and mckie in san jose. but that chase covered parts of 280 and 680. sometimes reaching speeds as high as 120 miles per hour. officers then corralled him when he exited the freeway which we'll show you right now. we're still working to find out what started the chase or the possible charges the suspect now faces. >> live now to capitol hill and happening today, house democrats are expected to walk over the

articles of impeachment to the senate. which means the trial could start next week. and this morning democrats and speaker nancy pelosi offering some new evidence. tracie potts joins us live in washington with the latest developments here. good morning, tracie. >> reporter: good morning, everyone. at the 11th hour democrats are pitching handwritten notes and text messages from an associate of trump attorney rudy giuliani that seemed to point the finger at the print t at the point the finger at the president. the documents will accompany the house managers or prosecutors who will be named today. as this case starts to move over into the senate. the trial, according to the majority leader expected to start on tuesday next week but we still don't know if they'll have any witnesses. that is the bone of contention with votes still undecided about whether they're needed. >> if the existing case is

strong, there's no need for the judge and the jury to reopen the investigation. >> the trial without witnesses and documents is not a real trial. it is a sham trial. >> reporter: now, we are waiting to find out specifically who the prosecutors or managers will be. and the witnesses, the decision on that, the vote on that we're told won't actually happen until after opening arguments next week. laura. >> we'll continue to closely follow. tracie potts live from washington. thank you so much. in the meantime, moving on to decision 2020, and now a downsized stage for the latest democratic debate last night in iowa. the number of candidates reduced to the remaining six who met minimum polling and fundraising requirements. and president trump's impeachment was certainly a hot topic here as three candidates on last night's stage will serve as jurors during the senate trial. >> i will be there because it is

my responsibility. >> if our republican colleagues won't allow those witnesses, they may as well give the president a crown and a ceptor. they may as well make him king. >> interest is starting to ramp up with the march primary coming. in san francisco last night voters packed a watch party at mannies in the mission. the crowd cheered when elizabeth warren believes it clear she believes a woman can win the house pu some say issues are more important than gender. >> she doesn't support the payer like bernie sanders does. >> and i would say elizabeth warren and sanders are passionate and strong and incredibly strong and brilliant people. >> some say while it is disappointing most of the minority candidates have now dropped out of the race, they don't believe a democrat will leave people behind in 2020. mountain view voters will decide the fate of people who live in rvs in that city. it follows months of back and

forth on a ban that would have pushed large vehicles off the small streets. kris sanchez is live in mountain view with with a look at what is next. kris? >> reporter: hi there, marcus. so the city council made its intention known banning rv parking on city streets but then the citizens said they wanted to do things differently. the ban was set to go into effect this summer but a measure to block that ban did qualify for the november ballot. last night the council had to choose between letting the ballot issue move forward to november or rescinding the law to avoid it. the rv communities threaten safety but others say it is council members who should be afraid come election day. >> we get complaints that they're apropaned at night to be let into the laundry room and bathroom and shower and if they refuse people are often aggressive and hostile so the

residents are afraid. >> to the council members who voted for that disaster, up for reelection in november, you will be defeated. it is very clear. repeal this measurement do not waste the $90,000 to put it on the november ballot. >> reporter: now outside of mountain view other communities are also trying to figure out their own rv programs of the last night santa clara county voted to consider a partnership with local communities and nonprofits to bolster safe parking sites. on monday palo alto approved a narrow program allowing churches to offer up parking spots her night. on the other side san jose scrapped one of the sites citing a lack of participation and safety concerns. in washington a california kogmkog congresshan wants to create a fire or earthquake fund but for homelessness and they say that it is because it is an economic

crisis. in mountain view, kris sanchez, "today in the bay." >> thanks, kris. new this morning, teachers in san francisco are getting help when it comes to where they live. last night the school district officially passed the first of the kind housy policy thanks to two propositions passed last november. allowing houses to be built on land for teachers owned by the district and city council and $20 million in seed money is now available for future housing projects. there is a break in the storms in the sierra. we have a live look at donner pass near tahoe. right now chains not required but there is a winter storm warning for the area for thursday. a big storm expected to bring up to two feet of snow to some areas. that will help out the ski resorts. kari hall is tracking that for us this morning. how that storm will make its way through the bay area. >> so the chp was tweeting out don't crowd the plow. so we're going to see some of the snowplows out there

tomorrow. as the storm system arrives ant start -- and moves in tomorrow morning, if you are planning to the sierra, it looks like the storm gets going 8:00 to 9:00 tomorrow morning and then visibility is low and the winds are high and heavy snow falling throughout the day tomorrow and gradually tapers off on friday. and once again look at any where from two to possibly up to thee feet in the upper elevations but some of the main resorts will have a pretty good dumpping of snow. we'll talk about had a that means for bay area rain coming up, and mike is checking on the dumbarton bridge. >> we showed you the issue and the back-up but the dumbarton is eastbound over concern and westbound you see the slowing on the san mateo bridge and that is the same direction for highway 84 in about another half an hour. and east there is a disable vehicle blocking the lane by the radio towers but that is a distraction but not any slowing. we saw that on the sensors.

shares of tesla continue to rise. this is really been an extraordinary performer lately. apple, i'll get to that in a second. let's talk about what is going to happen today. we expect president trump and chinese vice premier will sign a phase one of a trade deal this morning. that would be the first positive step in what is turned out to be a major trade war. now this the small detail is we don't know what they are signing. america will not get a look at the text of the deal until after the president signed it. with we think the chinese may agree to buy more agricultural products and reduce pressure on american companies to give up trade secrets if they want to manufacture in china. the justice department continues to pressure apple to open the phones belonging to that saudi pilot who shot and killed three american servicemen. apple said it are will not. president trump tweeted out we're helping apple all of the time on trade and so many other issues but they refuse to unlock

phones used by killers and drug dealers and other violent criminal elements. apple doesn't need help on trade but trump is hinting at a decision not to include apple on recent tariffs on chinese-made goods. tim cook has worked hard to maintain a close relationship with the president. he was one of the very first to join the president for the early business round tables and tech summits. he's never left. even as other silicon valley executives have quit. and cook has been careful never contradict the president. video here of the president visiting a factory where apple products are made in texas. the president appeared to be under the impression that the factory was brand-new tweeting today i opened a major apple manufacturing plant in texas that will bring back high-paying jobs to america. now that factory had been open since 2013. but when the president said that in front of a microphone and you're from apple, you don't step up and tell him he's wrong.

so the next storm system coming in will bring us some heavy rain along with gusty winds. we'll see that by tomorrow morning. today we're still in the clear. as we time it out for you. we're going to see mostly cloudy skies today. chilly temperatures and spotty showers for the north bay. but look at the timeline. we're already at tomorrow morning and that rain is just starting to come in. so some heavy rain rushing through at this time tomorrow morning. along with with some snow on the bay area peaks we're going to see it linger throughout the day tomorrow and then gradually moving out by friday morning. so the storm impact we're expecting right now from one to three inches, the highest amount along the coast and the bay area hills. also a slight chance of thunderstorms. the winds will be gusty at 30 to 45 miles per hour. especially during the morning. and aknow levels will drop bound to about 3,000 feet. so anywhere from two to three feet of snow in the sierra. also seeing snow around the bay area. as we continue to monitor our climate in crisis, new study

just came out that said the ocean has warmed about a rate of 500% since the 1980s. and the oceans absorb about 90% of the heat that we get from greenhouse gas emissions so how does that impact us. the water is more acidic which impacted the marine life and the glaciers melt and it gives more fuel and impacts the bay area because we're the first to experience the storms after they roll off the ocean. i posted that whole article on my social media pages on twitter and facebook. i'm at kari hall weather and those updates will keep coming. heading over to mike. you're updating the crash out of richmond. >> but i have to check out your social media because i love when you geek out with that. and pointing out that crash. lightning -- or we want to thank of fighting me, that is a different family but good news back to the maps, wazers on

clear sky and chilly temperatures. so by the time the storm arrives, it will bring in some low elevation snow for our bay area peaks. but look at where our temperature is now in palo alto and where with we're headed for today. upper 30s to start and some mid-50s with with some more clouds. but once again the rain holding off until later on tonight. but once it gets here it will bring us heavy downpours along with gusty winds. we're at 6:30 and just starting to see the initial line of heavy rain rolling from north to south and then it will linger throughout tomorrow and gradually taper off early on friday morning. so i'll talk more about this coming up. mike, you're talking a couple of issues out there. >> still following the issue off the dumbarton bridge. unexpected issues but wul have one lane blocked. crews should head out to get the disabled vehicle. has the distraction to warn folks about. westbound, you know that san mateo bridge showing slowing. dumbarton bridge should show slowing soon.

and a scattered numbers of incidents but sound like the same one, the san pablo dam road. and judging by recovery we may have that cleared. but the early backup did stay around the race track and the bay bridge toll plaza too. and breaking news. russia's entire government just reassigned as president vladimir putin plans sweeping constitutional changes. those changes to boost presidential powers for prime ministers in russia. in his annual state of the union speech, putin said that he favored changing the constitution to hand parliament the power to choose russia's prime minister. putin has been in power for 20 years but there has been speculation in russian media about whether putin will try to stay in power past 2024. >> big resignation there. 6:32. a quarter of all u.s. coal exports leave through richmond but it may change. leaders in contra costa county

have just approved phasing out coal storage. pete suratos joins us live in richmond with a hook -- to look at the details. >> reporter: richmond city council deciding to phase out coal or the storage of coal in the city. and it is going to affect the facility that we're standing at right now, the levin-richmond terminal. this is a result of complaints over the years over the impact of coal on air quality. the city council approved this ordinance last night and the plan is to phase out the storage of coal and petroleum coke. now the levin terminal which handles a quarter of u.s. exports on the west coast stores coal shipped in from utah before it is exported to japan. now they could use this excite to store other materials in the future but can't store coal. this is come as public complaint over coal dust in the air but at

a meeting last month to discuss the issue, levin officials did say that dozens of jobs could be lost and if it is passed, now that it is passed, the plan is they could take legal action against the city. now the ordinance will not have any effect on transportation of coal through the city, but could no longer store coal in the city but they'll have three years to phase out coal from this facility. reporting live, pete suratos, for "today in the bay." >> thanks for the latest there, pete. evicted for squatting, moms in oakland are calling this the start of a movement. this is the video shot by a filmmaker inside of the vacant home with deputies arrested the mothers. we covered the drama all morning long on "today in the bay." last night the mothers were released and returned to magnolia street where they enjoyed barbecue. the owners are are focused about get the home ready for sale.

ann an encampment. they have orders to be gone by the end of the month. in san francisco, a new vacancy tax that could cover a much wider area. if they, in fact, do approve it. voters in march will decide the fate of proposition d. to fine landlords what leave commercial space for six months. it would cover an additional 12 city neighborhoods, that is most of san francisco. here is a look at the additional districts on top of downtown, north beach and the haight. >> one of four fire stations are closing in union city. the city said it doesn't get enough calls and a recent study found less than two calls every 24 hours. the firefighters union warns this may increase risk levels

and firefighters are being reassigned to other alameda county firehouses. well now we want to get a look at the commute for you. mike inouye is standing by with the latest. >> standing by. standing is part of it. slowing still continuing at san pablo dam road. a number of crashes reported through the area around richmond and san pablo but that is the one crash what they're talking about and slowing on the approach there. and when you get past the scene, there are recovery toward gilman for westbound 80 but the bridge from san rafael, that is slowing toward the race track. residual still because of the earlier crash again that cleared at gilman. the bay bridge toll plaza asize from that folks held up on the upper east shore may keep away from the bay bridge and the left approach as well and the rest of the babe is smooth. still tracking the update on the disabled vehicle off the dumbarton bridge but doesn't look like a problem. half way through the workweek already and looking

forward to the weekend. big game at levi's stadium. >> and the weather is perfect for that. and we do have a slight chance of rain on saturday but other than that it is a nice weekend. cool with temperatures in the low to mid-50s from the coast to the inland areas and a few spotty showers going into late saturday. by sunday it is all out of here and it will be slightly warmer with mostly sunny sky reaching into the upper 50s. we do also have the women's march in oakland but around the bay bridge. and it looks like the rain will hold off for that as well. but it will be cool. wear extra layers. we're at 50 degrees and reaching into the mid-50s throughout the day. and then on sunday slightly warmer at keck kwo warmer at kickoff at 3:40, mild temperatures at levi's stadium and partly cloudy going into the evening as the temperatures cool off to the mid-50s. and then looking at our coastal areas, if you're going to half moon bay, just a heads up about the chance of showers there on saturday. but then sunday it is a nice day to get out there and take in

ranger, our mobile doppler radar. i want to give you a live view of the mobile doppler radar. you could see it parked on san bruno mountain from high above san francisco and around the bay area. as of right now, as we look at what it is showing, not a whole lot. so we have the all clear this morning. as we start out with some cold temperatures. and just a few clouds moving by. but then as we widen out the "view," you could see the storm that will be heading in. and the swirl of clouds, the center of the storm and the rain ahead of that and this is a strong storm as it of moves closer we'll start to see some high winds and rain moving in. but right now with with the lack of cloud cover and some very dry air, look at how cold it is now this morning in parts of the north bay. we've dropped below freezing. we're at 31 degrees in napa and in santa rosa. we're just one degree above freezing in san martin and upper 30s and low 40s elsewhere. so mostly cloudy skies expected today going into tonight.

that rain first arrived in the north bay with scattered showers and then getting heavier. you see all different colors on here. green is light rain. orange is the heavier rain and the white is snow. we'll see that on the bay area peaks and the upper elevations above 3,000 feet. still some rain rolling through off and on throughout the day tomorrow. gradually moving out by friday. and during this time we're looking at about one to three inches of rain. thunderstormer storms will be a possibility with high winds at 30 to 45 miles per hour. snow levels dropping down to 3,000 feet and two to three feet of snow expected sin the sierra. right now the subtropical moisture is well to the south of us. so even though it is heavy rain but it is not enhanced by the pineapple express or the atmospheric river but we'll see one to three ifnches of rain an bay area snow. rain moving out by friday and
