right now at 4:30 a powerful storm is gearing up to take aim at the bay area, and it's going to make a mess. this morning meteorologist kari hall is timing out that wet weather. i want to thank you for joining us this morning. i'm marcus washington. and i'm laura garcia. right to that forecast. i know we have an accident on the roads as well. the rain will be moving in for the morning commute? >> later this morning, if you're up now and about to head out the door, you're going to beat the rain unless you're in santa rosa on northward a. look at storm

ranger, it is showing that we are seeing those showers moving through and we are seeing that rain across northern sonoma as well as up around clear lake. some of the heavier rain into the coast and we'll be moving into the rest of the bay area as we go into late morning into the afternoon. the storm has slowed down, but it's still packing the same punch we were expecting with some heavy rain and high wind. you can see that as we look at the 8:00 to 9:00 hour it's just arriving in san francisco. this is a look at rain further to the north. it is raining at a pretty steady pace and we'll also at times have some high wind gusts. we'll be tracking with more updates as we go throughout the morning. mike, you're tracking the roads and there is a deadly accident. >> as kari's storm comes in, she saw that hitting about school

drop-off time. that will be a big factor. we're hoping they can clear this soon enough before the rain comes in. this is a deadly crash resulting from a wrongway driver. the southbound side is closed. that person was traveling north on the southbound side. closed from highway 35 down to the area into pacifica. that will be a factor right now. sharp park is an option. the northbound side, i'm told, is clear from pacifica up to san francisco so that is one big note. we'll track that in more detail as well as the build. back to you. people who just cleaned up last month are now bracing for the potential round two. residents are already piling up sandbags and crews put movable barriers in place.

last night to stop any flooding. one plumber is so concerned he even moved one hot water heater to higher ground. an official from the san francisco public works utility says last month's storm, they were caught by surprise, and they're trying to make sure that does not happen again. stay with "today in the bay" for updates throughout the morning and be sure to download our nbc bay area app. it is free. you can track the storm on our interactive radar. investigators are on the scene of a shooting. >> what are investigators telling you so far? >> reporter: the crime scene tape is still up. we do know th-- right after the shooting was reported to police

around 10:20 last night at clayton road. a witness told us he saw a victim outside a car in mt. blessant. san jose police told us it happened on squeri road. there's a enabled on one side and a property that looks to be like an industrial business on the south side. squeri is blocked off between mt. pleasant and mt. mckinley road. clayton also blocked off. the elementary school is about a block in that direction. we don't think that will be impacted by the investigation that's ongoing this morning. in san jose, kris sanchez, "today in the bay." 4:34. today jury selection is set to move forward in the trial for the man accused in a deadly b.a.r.t. stabbing. that comes after a judge ruled john lee cowell is mentally competition to stand trial. investigators say he stabbed nia

wilson to death in 2018. her sister was seriously injured. cowell has pleaded not guilty. new details surfacing about a shooting in a parking lot that left two boys dead. photo of a car that may have been involved. an 11-year-old boy sitting inside his mom's minivan was shot to death last november. it happened in the parking lot of an elementary. police haven't ruled out gang involvement. 4:35. now to a live look at capitol hill where in just hours the senate will formally accept the articles of impeachment against donald trump. nancy pelosi announced the managers in the senate trial and held an impeachment engrossment ceremony. this afternoon the senate will

receive the managers to present and exhibit the articles on the senate floor. later john roberts will swear in the senators who will serve as jurors in the trial. a live report from washington with reaction from president trump. governor gavin newsom heads to the east bay. he expects a plan to tackle the homeless epidemic. part of his spending proposal includes $750 million to help tackle the crisis. he also signed an executive order that will help identify properties that can become svelters. >> dealing with homeless encampments rather than sfpd. the chronicle is reporting they voted for a resolution asking mayor london breed and the board of supervisors to reconsider the response to the homeless crisis. this comes after officers come

under criticism over encampment cleanup. supervisor matt hanie supports the idea. a warning to parents. 10-year-old samantha winters lost control of her arms and legs in november. she is currently at benioff children's hospital in oakland. she's diagnosised with a rare disease called acute flaccid myelitis, known as afm. it begins with cold-like symptoms and progress noose paralysis in just a matter of days. samantha and her mother are putting out the word to others. >> what i went through i wouldn't want any other kid to go through. >> she has a long road to go. we're trusting in the lord that she'll have a full recovery. >> samantha can recover with intense physical therapy. she says she hopes to walk out of the hospital in a month. 4:37. an unexpected visitor at a south

and a good morning to you on this thursday. taking a look there as you can see radar and a live look out. you see that storm making its way to the bay area. already reaching some parts right now. kari, it's going to move in, already hitting some areas? >> in the north bay and that will progress from north to south as we go throughout the morning. if you're about to head out the door south of san francisco you are good for your morning drive, that is already hitting and will get heavier the next couple of hours. our storm ranger parked on san bruno mountain to mobile doppler radar and gives us a very high level view of what's going on. we can see the rain, most starting out fairly light.

much more of the storm starts to make its way in. we can see the storm still has a lot of energy and the center of the storm still well off the coast. we'll see that rain moving in. in dublin a live look. it is dry. make sure you have that umbrella. we'll see that rain coming in here right at about 10:00 this morning. temperatures don't warm up that much either. the line of rain is moving in around 8:00 to 9:00 this morning. and then it makes it into parts of the east bay through 9:00 to 10:00, approaching palo alto and over to the tri-valley at 10:00. and then we are also going to see some snow on our bay area peaks. mt. hamilton could get heavy snow around 11:00 to 12:00 and

then still lingering showers elsewhere after that initial heavy line of rain and some gusty winds move through. even though it will be moving quickly a heavy dose of rain. winds will pick up. winds at 30 to 40 miles an hour and then our seven-day forecast shows clearing tomorrow. it looks like the rain holds off for saturday. warming up with sunshine through martin luther king day. you're following that crash. >> this involves a wrongway driver. it's not just a single car or person. a light commute over on the peninsula. right at manner drive it is a divided highway. there's a short wall there.

the nbt side is allowed to get through. southbound is still closed. a car was driving north on the wrong side and crashed into a second. the driver of the wrongway car is dead. two other folks with major injuries, one is from the car that was heading in the correct direction but in a bad situation. that closure will continue to highway 1. we'll follow the extent of injuries and the condition of the two folks involved. of course the freeway that will remain closed as well until they can pull the two vehicles. they only have one evidence tow truck and have to brynn with you to san francisco and come back. we'll track that. >> pretty tragic out there. thank you, mike. 4:50. another coyote sighting in the south bay. a home surveillance camera shows that scene. look at him tugging at the

system. the animal chewed up the owner's irrigation system out there. the home's owner says the same coyote has been visiting his street for the past month. >> wanted to be in a safer area closer to water and food maybe. >> i used to take my dog out for walks after dark by myself but not anymore with him around. >> coyote sightings are way up because more people are using surveillance cameras. this month 22 sightings reported which is unusual for all of january. >> governor newsome is reviving a project pushed hard by former governor jerry brown. newsom supports one tunnel to pump water to southern california. that project will now enter a lengthy environmental review process. some say it could impact the

ecosystem. a tax increase would depend on how much a company pays top executives compared to workers. >> it's being proposed by nancy skinner. the bigger the tax gap, the bigger the tax increase would be. new numbers are showing the number of homicides down in los angeles. while the numbers are lower, the number of attacks on the homeless are up. two more people were killed last year compared with 2018. the city is also saying its homeless population increased 16% over that time. a new report also says that violent crimes are down overall. >> representative eric swalwell is hosting a town hall meeting to talk about the impeachment trial, gun control and other issues. it's tonight at 7:00 at dublin high school. coming up on nbc bay area,
