let's rain or let's sun. pick a side mother nature. >> it is so cloudy. so when it is raining, you want it to be coming down. really measure up to something. so we're seeing another round of some light rain coming in. here is a look at dublin. we're going to see our weather looking pretty clear to start out for most of the bay area but it is also raining in the north bay. and we're going to see a lot of clouds today as this rain holds off for areas south of san francisco. but we're already seeing the rain coming down in the north bay once again a closer look where we see a lot of green covering spots like san rafael, sonoma and vallejo and we're tracking this throughout the morning. and mike, you're seeing another crash in san francisco. so we have three incidents all in the same area but they are not related. the first two, the crash here southbound 101 closing the connector on to east 80 and that is your lower deck. you could get around it on the city streets and access but note that it is there.

and octavia street, a car up on the divider so be careful as the two roads come together. on the bay bridge westbound 80 slowing around ninth and a disabled vehicle perhaps. no crash or injuries reported. we'll track that because coming over from the bay bridge toll plaza side we do have more crowd. already building. back to you. developing for you now, a live look at capitol hill. and after much anticipation trump's senate impeachment trial begins today. the president will be far away and here is new video of the arrival in switzerland this morning. he's on the way to the world economic forum and democrats don't like the rules of the impeachment trial and republicans want to get it over with. tracie potts is live in washington with the details on what this trial would look like. tracie? >> reporter: marcus, good morning. good morning, everyone. we're actually getting new details overnight over what today, the first day of the trial will look like.

a lot of it focused on the rules that came out late last night. democrats don't like them. especially putting off a vote on witnesses until well into the trial. maybe toward the end. but there are also concerns that both sides share like the timing of the arguments. president trump in switzerland this morning commenting on today's start of his impeachment trial. >> the -- it is just a hoax. the witch hunt going on for years and it is frankly disgraceful. >> reporter: the trial begins this afternoon with a last-minute effort to dismiss unlikely but new rules delaying a vote on witnesses. >> a trial where there is no evidence, no existing record, and no new evidence, no witnesses, no documents, that isn't a trial at all. it is a cover-up. >> reporter: arguments by both sides begin tomorrow. >> 24 hours for the house to present their arguments and then 24 hours for the president's team to pick it apart.

>> reporter: in a 200-page filing the president' legal team asked the senate to reject what they call a brazenly political attempted to remove president trump from office. >> you need criminal type behavior like treason and bribery. abuse of power doesn't fit that criteria. >> we know he'll not be removed from the office and will be acquitted in the senate. >> reporter: those presenting the case argue the president aabandoned his oath to faithfully execute the laws and betrayed the americans trust. both sides are complaining about last minute rules that would throw the argument into the middle of the night, when few americans are watching. and after all of the arguments there will be 16 hours of questions by lawmakers but again they can't talk to all of the questions have to been submitted in writing. marcus. >> thank you, tracie.

stay with nbc news, we have several special reports throughout the day. 5:04, overnight one person is injured after a fire swept through a mobile home. >> in sunnyvale north of 101 near fair oaks boulevard where we get this report from damian trujillo. >> reporter: all is quiet here in sunnyvale but the damage has been done. take a look at video from late last night. crews responded to the scene just before 10:00 and by that time the mobile home was engulfed. witnesses say that two people live inside of the home. there was no official word on the damage or injuries but neighbors tell us it does not look good. we drove by the home this morning. yellow caution tape surrounds the home and a police car is standing guard. we have not heard if this is being investigated as arson or if there heig-- if there might

another cause. neighbors say the residents stayed to themselves and can't believe this happened so close to home. >> my son told me the house is on fire across the street and i thought he meant a different house and i walked out to check it out and the firemen were rying to put it out and they were -- they had one gentleman out of the house and they were doing chest compressions on him. >> reporter: the witness saw paramedics doing chest compressions on one of her neighbors. again, the sunnyvale department of public safety has not released any information on the case. the mobile home is destroyed from what we were able to see this morning. again, no official cause. we're in sunnyvale, i'm damian trujillo, "today in the bay." police in walnut creek so far are revealing few details about a shooting near the b.a.r.t. station at parkside and north main not far from the marriott hotel. one witness at a nearby gas station heard three shots but saw nothing.

then a man who lives in an apartment spoke with one neighbor who saw the shooting happened. >> he was walk his dog and apparently he was about ten feet away from it when it happened and he said it just -- it scared him. he heard the gunshot. picked up his dog and ran. >> he said the victim ran off. but he didn't see much of it. >> that man was saying the victim did run off. a source tells us the victim somehow got to a nearby hospital for treatment but so far we have no update on his injuries. as far as we know, police have not made any arrests. and in just a few hours san francisco police chief will join the mayor london breed in assessing crime-fighting efforts in relations to crimes reported last year. "the chronicle" reports the san francisco 41 homicides were the lowest number of homicides in 56 years. that is down from 2018 when there were 46 saying there is a reduction because of increased

police presence and more involvement in crime-challenged neighborhoods. a chick-fil-a is expected to be decided. the campbell city council will vote on the project. if approved it will be built at the corner of bascom and aareao seco drive. now opponents are fighting because they say the drive-thru will increase traffic and litter in the area. dozens are planning to protest at the proposed location starting at 9:00 this morning. city planners contend the project -- or contend the predicted traffic increase is, quote, less than significant. two bay area cities are set to address updating rules for the so-called granny units. those in piedmont and walnut creek plan to address the issue. walnut creek said that new state laws would have eliminated the city's existing zoning regulations for the granny units. piedmont city leaders are also expected to debate proposed order mans changes and also in

order to fall in hine with with new state laws. california new wildfire safety advisory board gets down to business this morning when members meet for the first time with public utility commissioners in sacramento. experts at stanford tell "the saramento bee" more controlled burns would lower the risk for devastating wildfires. those findings are published in a new report. researchers conclude prescribed burns are needed on 20% of state-owned land to slow future wildfires. >> right now at 5:09, video showing hail pounding australia. these videos posted to social media and that golf ball side hail that shredded trees off leaves and there was flash flooding and the rain is much needed but too much is adding another element of risk to areas that have already been hit hard by those bush fires. so we're continuing to watch

that in australia. here we're getting some light rain. and it is a welcomed sight as we are getting some general doses of some rain that has been light off and on over the past couple of weeks. we haven't had any really big storms here. so as we go throughout today, another round of some light rain, especially in the north bay. we're going to see it lasting here the longest. this slow-moving cold front will sweep through today. and we'll start to see some of the rain moving through areas south of san francisco, going into this afternoon. so we'll talk more about this coming up. mike you're seeing a closer into palo alto. >> we have breaking news. palo alto police department did let us tell you this, they have closed eastbound san antonio between lay horn and charleston and here is highway 101 where costco and the big shopping center is so this is a few blocks behind the shopping center so eastbound san antonio where there is police activity

alphabet and netflix and google. facebook is up 31%. san francisco crews automation will unveil a new car. we expect it to be a fully automated car. cruz has a license to run fully automated cars on california roads. here we see cars with safety drivers. president trump and macron will delay french taxes on silicon valley companies and in return we're going to delay our tariffs on their wines. i think around here we mostly drink locally. but an occasional [ inaudible ] won't have an extra tax on it. after a couple of glasses, it is time for an uber. uber continuing to change the system. in response to the new california law ab-5. "wall street journal" reports uber is experimenting with letting drivers decide what to charge and could charge as much as five times as much as uber recommends they charge. the experimental price system is taking place in santa barbara, palm springs and sacramento.

have some rain in the north bay. we're seeing it as we check out our san rafael camera. so we're having to deal with some of the light showers moving through. some milder temperatures due to the cloud cover. it is keeping us a little bit warmer compared to mornings when we have an all clear sky. at 45 in skroes. 52 in oakland. and 50 in san jose and in palo alto. so here is where the rain is now. we're seeing it along the coast in san francisco. extending up toward the north bay. and so this is going to be fairly slow-moving throughout much of the morning. but we're seeing the light rain that may slow you down for that commute. especially around sonoma, moving toward napa and vallejo. we're starting to see some the light rain moving into the peninsula and extending over toward oakland. so expect a shower this morning. and then the rest of the bay area seeing the rain into the south bay by early this afternoon. looking at the timeline we're at 7:30, we're seeing some spots

where there might be slightly heavier rain but then into the rest of the day, by 1:00, 2:00, we're still seeing it in san francisco, into the east bay, starting to work down the peninsula and then it will clear out later on tonight. rainfall totals will be about a quarter of an inch of rain for some of the areas in the east bay, about a tenth of an inch of rain for the south bay. higher for the north bay and sierra snow will only be at about one to six inches. but still good to at least see light snow coming down because we do dry out for the next three days. and then by the weekend more showers in the forecast. off-and-on rain on saturday as well as sunday. we'll be tracking this. i'll have another update in a few minutes and mike is giving the heads up if you're heading across the bay bridge. that is right. slowing at the toll plaza. of course the metering lights turns on on schedule. back to your morning commute pattern, 5:15, fast track lanes

do go back with the back-up past the 880 overcrossing. now into san francisco, that is westbound here and westbound back at central reports of debris in the roadway. somebody reported a truck that hit the concrete side of the roadway. so that is over there blocking your right shoulder. but also debris and concrete and we'll check, no injuries reported fror the truck involved crash. into san francisco, we'll check with waze, a number of incidents we're following over there and we have no problem getting there but a slower drive getting over off to the westbound direction of the upper deck. now this wazer did report it. we want to thank them and encourage you to join nbc wazer as well. the chp does still have a report of something affecting the on-ramp from southbound 101 on the eastbound 80. everything else outside of san francisco moving smoothly. back to you. >> thanks, mike. growing concern for travelers. next on "today in the bay," the number of cases a new virus in

well the state of emergency around virginia state capitol expires today following yesterday's protests by thousands of gun supporters over proposed new restrictions by the state new democratic majority. the demonstration remained peaceful despite what law enforcement said were credible threats from white supremacist. activists were banned from carrying weapons so some protests we are still seen holding firearms but outside of the perimeter. a fourth patient has now died from the coronavirus outbreak in china as a number of new cases more than doubled to mar than 200. experts say the spike is because of more testing, not because the virus is spreading faster. but heightened precautions are underway as the outbreak

continues -- or coincides with the lunar new year travel rush. sfo is now increasing passenger screening for that coronavirus. and while the outbreak started in china, it spread to south korea, japan, thailand and as far away as australia. a father's quick thinking possibly saved his son's life. he was hiking with his family of six yesterday afternoon in lake forest in southern california. that is when out of nowhere a mountain lion attacked his 3-year-old boy, grabbing him by the neck. that father threw a bag at the wild animal and the mountain lion dropped the boy and ran up the tree. rangers later tracked it down and euthanized it. coming up next on "today in the bay," two breaking stories unfolding right now. we're getting on the scene of police activity in gilroy. also breaking, a shooting investigation happening right now in palo alto and it is impacting the morning commute there. we'll show you what we just found out. vo: droughts. floods.

francisco and san jose. where light rain is heading toward the bay area. just in time for your commute. and kari, it is timing out so that the north bay is a little soggy. >> yeah. well that is what we're seeing as we take a look at the radar. and we're still dry in the tri-valley. a live look outside in dublin and we'll seeing the rain come in later on today but we're going to see mostly cloudy skies to start. here is a look at radar where we're seeing a lot of green here in the north bay. but it is a very light rain. some very fine rain drops coming down. and so it will be a soaker for some. but we're not seeing it elsewhere as we head for areas over toward the east bay and down to the south bay. some light rain on the peninsula as well as parts of t-- into th east bay and we'll talk more about that coming up. and mike, you said the commuters are commuting. we have a return much stronger than last week here for tuesday at this time. the back-up filling in the bay

bridge toll plaza and the metering lights were turned on at 5:15 like before the winter holiday. through contra costa and coming over, the green blotches is where the light rain translates to perhaps some slick road rais so be careful. activity out of san francisco with the issue with 101 on to the lower deck of the bay bridge but this in palo alto. this is eastbound san antonio road closed between leg horn and charleston, a few blocks away from the costco shopping center. the reason for the closure, you guys have the breaking news. >> that is right. and that breaking news now. police are investigating the shooting in palo alto. now here is live pictures from the scene. officers have closed east bay san antonio road. this is between leg horn street and east charleston road. palo alto police say that the shooting happened around 3:00 this morning in a parking lot. this is near businesses. officers are thought saying anything about the condition of the victim or the suspect and of course we're going to stay on this story and bring you the

developments as we get them throughout the morning. more breaking news to tell you about. this time in santa clara county. there are a lot of police activity going on right now in a gilroy neighborhood. >> "today in the bay's" damian trujillo is live trying to find out what is going on. what do you know? >> reporter: we're south of highway 101 in morgan hill and investigators from the sheriffs office are here on scene. responding to a domestic violence call and i've been able to gather is one person was sent to the hospital with injuries and i'm hearing that they did detain one person near the scene of the incident here in gilroy. several units are here and we understand that some deputies had to come in all the way from the san jose area down to gilroy because we there dealing with perhaps an armed suspect who had just submitted a crime of domestic violence. no word yet on the condition of

who we believe is a female victim out here in gilroy. but again one person has been detained and being questioned. we're not told that that person has been arrested yet. still trying to gather more information. we reached out to the public information officer to see if we could guess specifics on what happened now but it is closed south of the maston avenue. latest in gilroy, i'm damian trujillo, "today in the bay." >> thank you very much. now to the historic day in washington. three years and a day into his presidency, president trump becomes the focus of something that is only happened to two other u.s. presidents. his senate impeachment trial begins today. opening arguments get underway this afternoon. seven house managers for the prosecution will present arguments over 24 hours. they include bay area congresswoman zoe lofgren and california congressman adam schiff. the white house then has up to 24 hours to present their

defense. senators will then be able to ask questions, in writing, for 16 hours and then debate on whether to allow witness testimony or documents. if it is approved, it is likely both sides will call various people to testify. closed-door deliberations come after that before the senate makes a final vote on impeachment. a conviction would require a two-thirds vote. while this process gets underway today, president trump is out of town. he is in switzerland at the davos economic forum. meantime, senate minority leader chuck schumer is blasting the rules put forth by mitch mcconnell. he's warning of a cover-up even before the trial gets started. >> after reading mcconnell's resolution, it is clear mcconnell is hell bent on making it much more difficult to get witnesses and documents and intent on rushing the trial through. >> there is a lot of debate going on about the president

choosing to go overseas as his impeachment trial begins. nbc's kristen welker has more from switzerland including the white house spin on that very decision. >> reporter: good morning to you. president trump beginning his two-day trip here in davos, switzerland, for the annual chick forum and setting up a split screen for president trump. he's here on the world stage just as the senate impeachment trial is set to get underway. the president will aim to show leadership here as he meets with other world leaders, the business elite. president trump was asked about the decision to leave the country while the impeachment trial is getting underway. he fired back and said, look, it is a hoax and witch hunt going on for years. stephanie gresham telling me in a statement today, he's the president of the united states, his work doesn't stop because of the silliness back in d.c. but still there are plenty of potential pitfalls for president trump. how will he be received by the other world leaders and how will

americans view his decision to leave the country. president trump has a series of bilateral meetings later on today as the chance for reporters to ask him about all of this. we'll have all of that and more coming up on "today." back to you. be sure to stay with nbc news as the impeachment trial kicks off today. nbc has special reports planned throughout the day and our scott mcgrew will have much more ahead this his checks and balances segment at 5:45. happening now, berkeley police are searching for a man wanted in connection to a hit-and-run. investigators say it all started when an officer driving down sixth street heard a woman in a car screaming for help and saw that man assaulting her. when the officers pulled up behind the car yesterday, the driver took off. he then drove down alongside the sidewalk on university hitting a woman. people attending an exercise class nearby believed the sidewalk victim was a homeless woman. >> just before the end of the class, the teacher started

crying and we didn't quite know why. but we learned afterwards that she had looked out of the window and seen this person struck. >> police say the suspect was driving a silver four-door sedan and are concerned for the woman in the car yelling for help. and it is long past due for protected bike and e-scooter lanes along the san francisco water front. later today the concerns may finally be answered. mta directors will vote on a plan for new safety lanes as part of the embarcadero enhancement project. it actually comes in the wake of an accident last week when an e-scooter rider was critically injured after being hit by a car and cement truck. new this morning, b.a.r.t. leaders are considering rolling out more canopies similar to those you find at powell and civil street station entrances. b.a.r.t. installed the canopy a

little more than a year ago and they feature security cameras and they also post train arrival times. apparently they've worked well enough for b.a.r.t. to consider expanding them to 22 more entrances along market street. san francisco leaders will be on hand today as well as they talk about the possible expansion and the b.a.r.t. vote scheduled for later this week. a little relief if the rain gets stronger but not today. we do have the rain today. look at that little water droplets on the lens. traffic flowing smoothly and picking up the volume. the b.a.r.t. to oakland tracks there. you show the radar around the area and it looks dramatic but i want kari to interpret it but there is activity in the ro roadways, mostly green and on eastbound 80 the lower deck, still the crash blocking transition from southbound 101. tow truck should be arriving on

scene. no major injuries reported but that is an inconvenience for folks who have to move through the area. the rest of the bay shows a smooth drive but the rain again could affect your morning commute. >> all right. well it looks like we're heading to the weekend. a lot of times we wonder what are those conditions going to look like for us out there. here is a look at the radar as you get ready to head out of the door. we're seeing some light rain falling. it is starting to work across the bay bridarea. some of the showers in the peninsula. a heads up before you head out of the door. here is a look at the seven-day forecast. we'll dry out and then as we come back to the weekend, that rain will be back and we'll see temperatures in the upper 50s and low 60s inland. cooling down in san francisco to the mid-50s with some off-and-on rain for both saturday and on sunday. if you're planning to head to the coastal areas and in spots like half moon bay, friday is your day to get out there because once again we will see

shore freeway coming up. a deadly crash in the east bay and this is new video in san leandro. it closed between 880 and merced and the video showed the car burned which seemed to be the only car involved in the crash. we're still waiting for an update from police. 5:45 and attorneys representing undocumented immigrants accusal i.c.e. not protecting disabled immigrants. the judge agreed last week there is sufficient evidence to require homeland security to submit information on how it is handling such cases. meantime, there is new video of this chaotic scene that played out on the mexico/guatemala border yesterday when central american migrants waded across the river. mexican security forces were there waiting and guards had preventing the same people from crossing the nearby bridge. federal health investigators have been brought in to find the

source of the norovirus outbreak happening in yosemite. at least 170 visitors and workers have come down with symptoms but over the past week there has apparently been a significant decline in the number of new cases. the l.a. times reports federal teams are working with arrow mark which is under contract to run theos restaurants and snack shops to clean up and disinfect the areas. three years and one day into the presidency of donald trump and his impeachment trial begins. >> just the third time in american history, scott mcgrew. >> that is right. second time in many of our lifetimes, marcus. bill clinton in the '90s and andrew johnson the first. the big question for republicans, bigger than any issue is how do they stop john bolton from testifying. the former national security adviser said he is willing, he was there as president trump pressured ukraine to investigate the bidens and withheld military aid. he called the whole thing a drug deal. mitch mcconnell has released a list of what he said should be the rules for the impeachment

trial. though he will need to get agreement from a majority of senators. mcconnell had promised a trial similar to bill clintons but mcconnell's through plan has a much faster pace. that would push some of the action late into the night when you're less likely to watch it. as for bolton, this are two ways to stop him or reduce his testimony. first, just prohibit witnesses. but that is going to be tough. a vast majority of americans want witnesses allowed at the trial. the second, "the new york times" said the white house is thinking about making whatever bolton knows class tied. so he'll have to testify with the tv cameras turned off. >> a trial where there is no evidence, no existing record, and no new evidence, no witnesses, no documents, that isn't a trial at all. it is a cover-up. the american people will see it for exactly what it is. >> the trial of donald trump gets underway at 10:00 a.m. our time. we'll start with the discussion of the rules, that will set the

it getting going for the peninsula. moving across the bay and into the east bay. starting to approach some areas like antioch and brentwood, discovery bay going to get in on the light sprinkles as you head out of the door. starting to close in on san jose. so we are seeing the light rain also in santa clara. as we look at the wider view, we're seeing the storm system coming in. a weak cold front. it is continuing to weaken as it moves across the bay area. and then we are also seeing some more storms off the coast that will bring in some of the rain for the pacific northwest. but also some large waves expected along the coast. heads up that you if will be at any of our beaches, there is a beach hazard statement in effect meaning there will be some dangerous rip currents and large waves, never turn your back to the water if you're out there today. and we're going to see the showers off and on so there probably won't be a lot of people out at the beach today. but just expect a chance of rain, most of our rainfall

totals about a tenth to a quarter of an inch and it may be higher in parts of north bay. after that, we're drying out. this weekend is looking a little bit more soggy after friday. expect some off-and-on rain with with temperatures in the upper 50s to lower 60s. and mike, you're seeing rain and a closure for the peninsula. and rain because i peaked at your radar. we'll throw it up here. i don't know how to interpret it. kari did that. there is green here in mountain view and palo alto and across the bay. that is what will dampen the roadways. at the very least drizzle reported on the cameras. the closure continuing and this will affect folks getting toward highway 101. rains dorf is clear but it goes past the shopping area with costco and krispy kreme and places to eat and get coffee so that will make the on-ramp congested as well. looking at radar, the rain falling on areas an highway 4

seven dead. miesha singleton was hit on friday afternoon crossing the street outside of elmhurst middle school. one of her children attends the school. police have recovered the car that struck her. a white nissan maxima but no sign of the driver. police and singleton's family are asking that driver to do what's right. >> please, whoever did it, please, just turn yourself in. her family misses her so bad. >> police are also asking for the public's help in tracking down that driver by offering a $10,000 reward. this story is interesting, furries to the rescue. the talk of the last week's fur con convention showed how some furries stopped a domestic violence attack. the furries tell us they were walking by a car when they saw a man punching a woman inside. as you could see, they didn't ignore it. they pulled the driver out of the car and then they pinned him
