>> they've shut down half of the freeway. i'll take you out there to my live cameras. normally we're talk about dublin. this may changed in the last couple of seconds. we're looking at taillights going eastbound. that is typical counter commute and even early in the morning this is the commute out of the altamont pass. you see the flashing lights right here and word is chp has shut down 580 at el charo and folks are exiting there. stuck in the back-up is bob redell. and i want to get a word from you since you are out there. what is going on on 580. >> well i'm on the side streets off of 580 but your first instinct is correct, they just reopened eastbound 580 in the last few minutes. chp did. they had shut down airway and then they pushed it back to el charo which is right in front of the san francisco premium outlets because of police

activity on airway boulevard off the freeway. when i drove by that location about 20, 30 minutes ago, i was heading westbound 580 and i looked over to my left and i could see about two or three police cars and the lights on. this is off airway, off the airway off-ramp and also a fire station that was station a good hundred yards behind the police vehicles and they were off on airway by the airport, livermore airport. we have no idea what the police activity is about. i did speak with a chp officer manning the back-up, i mean the stoppage on 580 and i said -- he couldn't tell me what is going on and i said was anybody hurt and he said thought that he knows of. so i'm heading to the airway location to get information there. live in livermore, bob redell, "today in the bay." >> thank you, bob. if you just joined us, bob redell has confirmed what we see

now. flashing lights have cleared from eastbound 580 and just reopened attel charo toward airway boulevard that bob redell is trying to get there near the airport in livermore that is closed off of 580. we got that confirmation from chp while bob was out there. so east 580 reopen and we should see the speed sensor light up again and there is a distraction for westbound because of the traffic flow. do not exit at airway. el charo was a better way. and we'll continue to follow what is going on there with with with the police activity. meanwhile, the rest of the bay does show a smooth drive. the south bay along the peninsula and the east bay an easy drive. there is fog on the weather index and slicker roadways and we had some rain. we still have the wet roads as you get ready to head out. here is a live look outside in san francisco looking soggy por you this morning. but the radar has all cleared out. and so we're going to see our rain moving away from the bay

area. and most of us getting about a tenth to a quarter inch of rain. now it is moved off toward the east and through the day we'll see a mix of sun and clouds. temperatures reaching into the upper 50s to lower 60s. we'll have more coming up in a few minutes. breaking news for you in contra costa county, police surrounding a neighborhood in san pablo for hours. >> "today in the bay's" pete suratos joining us live. police telling you anything. >> reporter: not at this point. we're here at hatch and o'connor drive where the scene is and you could see it is still an active scene and you have contra costa sheriffs and incident command and we know s.w.a.t. team is on the scene and we saw someone just walking out of the one of the homes on the block. you could see the s.w.a.t. officers in tactical gear. so right now we're not getting any information but just observing the scene.

it is a residential area. obviously we have s.w.a.t. team in the areament we don't know if they're looking for a suspect, maybe someone barricaded inside of there but we're working to get more information as the scene continues to unfold. we do know that it came in around 9:00 p.m. last night when we see the police activity here in san pablo. continues to be a scene. as we take you back out here live, sheriffs you see on seen, pinnol fire is on scene so a heavy police presence as we try to get more information and once we get that we'll provide those details to the newsroom. reporting live, pete suratos, for "today in the bay." it is 4:35. opening arguments in the president trump impeachment trial begin today after a long day that didn't wrap up million early this morning. new rules were decided giving each side 24 hours over three days, not two, to present their

case. republican senators shot down many of the amendments democrats proposed. mitch mcconnell vowing to -- bowing to pressure from his own party to make it look more like the clinton impeachment. there were so many last-minute changes to the rule they were handwritten. accepting the house record of evidence and witnesses. democrats say they want more. >> a fair trial requires witnesses. in order to provide the truth, the whole truth and nothing but the truth. >> this all supposedly started because of a whistle-blower. where is that whistle-blower? >> meanwhile president trump still in switzerland at the world economic forum under the new schedule, the trump defense team will likely gib presenting its case on saturday. the trial is difficult for the four democratic senators running for president. they're supposed to be in iowa

campaigning today but all four will be on capitol hill today. newly released video shows the moments an off-duty police officer shot and killed a man in vallejo if a parking lot last november. that video showing what led up to the argument between eric reason and sergeant virgil thomas who appears to be pulling in a spot in front of reason. reason returns owe to his van and pulls out a gun and after more arguing thomas fires. he fires more shots as reason runs off. vallejo police released that video late last might after completing an investigation. any charges would now be in the hands of the solano county district attorney. 4:37 and now to a big move when it comes to tenants' rights in oakland. city leaders are behind a proposal that would ban landlords from asking about criminal history. >> and being rejected due to a criminal record. applying to public and private

state. boeing said the 737 will not return to service until midyear. asian and european markets are higher and today reports on existing home sales. toyota is recalling 3.4 million vehicles because an electronic defect could result in airbags not deploying in a crash. a majority were recalled in the u.s., the matrix and avalon produced between 2011 and 2019 and after one report of a fatal crash. toyota dealers will make repairs if necessary and the company will notify owners of the recall in mid march. and google has a new tool to find a better balance with technology. one feature asked to you put your phone in a paper envelope to minimize distractions. you could download and make the envelope from an app. there is one for calls only and one for camera only. the buttons will light up to allow you to make and receive calls and check the time but you can't look at the photos until

a very good morning to you. taking a live look outside overlooking san francisco. a little foggy in some spot this is morning. clouds kind of lingering there. half way through the workweek though. so keep your chin up. >> as you said that, i lifted my chin. >> everyone on set went -- >> and we have some rain that moved through yesterday during the afternoon into the evening hours. now it has moved on. but the roads are still wet. this is a look at the view across the golden gate bridge and the roads that you could see. and the lights are still quite wet. so we have to watch out for the puddles and some of the slick spots and our temperatures start out in the north bay in the mid to upper 40s. we're at 52 degrees in livermore as well as san martin and in san jose we're at 53 degrees. the morning commute heading out of the door didn't feel so bad. we're in the low 50s which is a

little warmer than normal and then as we go through the day, a mix of sun and clouds. a little bit more sunshine today but we do see a lot of clouds out the window right now. so as you are getting dressed, it is a jacket and pants kind of day because it is still cool but we don't have to lug around the umbrella now that storm ranger is showing that we don't have any range across the bay area. so now all of that moved off to the east. if you are traveling across parts of the central valley or toward the sierra, there is rain and upper elevation sfoe. through the forecast, we'll see the clouds lingering today and then into tomorrow more clouds moving in but then on saturday we'll see the rain returning, especially late saturday evening into sunday. so it does look like more most of the day on saturday we are going to continue on with some dry conditions and the rain that we'll see on sunday looks pretty light at this time. most of us getting about a quarter inch of rain and then as

you go up toward the north bay rainfall totals get higher, up to half an inch of rain in santa rosa and closer to an inch in ukiah. so as we go through the seven-day forecast we'll see the spotty sprinkles this morning, temperatures starting to clear out and rain chances in the forecast for late saturday night into sunday, that may continue into early monday morning. mike, you're tracking that closure in livermore. >> the freeway is open but the airoy points to -- the arrow points to the flashing light. this is into dublin. over here on surface streets, that is livermore as you exit at airway but you will not exit because of the flashing lights. that is the closure for the police activity. bob redell is near the area and he's driving around trying to get more information from officials to see what exactly is the cause for the closure of airway. but it did have 580 closed and it has now reopened for the morning commute so we'll show you counter-commute and we still

have a bit as you're exiting past el charo and use el charo if airway was your exit past the airport. and then pass airway and get to north livermore and loop back on city streets. any way, add ten more minutes to get through the area safely. but the westbound commute all right. a disabled vehicle on the shoulder, and other over here in val seatas also in the tri-valley. south bay, no problems and smooth easy drive and westbound 80 a crash but there was traffic break and sounds like there was debris in the roadway and a smooth drive with the cash lanes already showing stackup. back to you. >> thanks, mike. 4:50 thousand. new details after more than two decades there may soon be answers to a cold case that once made national headlines. >> that case involved a disappearance of kristin smart, a calpoly san luis obispo

student who grew up in the central valley and we're told the investigation has taken a major turn which can't be revealed just yet. the news came from the fbi but when they were contacted the agency indicated sheriffs investigators are handling the case. a judge is ordering that all lawsuits by california lyft passengers be heard in a single court in san francisco where the company is headquarters. 14 women across the country have sued lyft saying they were sexually attacked by drivers and claimed the ride hailing company failed to take steps to protect them. a report revealed 18 drivers were accused of assault last year and over 100 uber drivers were accused since that report both companies have been working to make safety changes. today a california mother is expected to plead guilty in the college bribery case. karen littlefield is accused of

hiring a consultant and paying $9,000 to take online classes for her son at georgetown. littlefield reached a plea deal and is expected to get four months behind bars and a fine. this case is all part of operation varsity blues, the college admission scandal. new this morning, another move and another california city to reduce airplane noise pollution. this time it is l.a.x. to try to keep the noise down it is introducing a program to encourage planes to operate quietly but the incentives are being developed. l.a.x. plans to develop new noise control procedures and use of quieter aircraft and will look at engagement with local community groups and stakeholders. in the bay area, jackie speier introduced several bills aimed add reducing noise at sfo and oakland airport. 4:52 and a huge expansion plan here on "today in the bay" where the sharks are looking to build in the south bay.

this time in the east bay. walnut creek this morning. seeing the same cloudy start over a lot of parts of the bay area. some rain overnight. we'll have a full forecast in moments. le's talk sharks. could be a huge upgrade. the east bay times is reporting they're looking at adding two ice rinks and doubling the size of the facility. right now there are four rinks. the barracuda, ahl affiliate of the sharks would play 34 games there. right now they play at sap. they will vote on the project next week. l.a. council members may have tipped their pitches a little bit but as expected they're asking major league baseball to hand the dodgers two world series trophies. so the dodgers lost the 2017 world series to the houston astros and then lost 2018 world series to the boston red sox
