lakers and clippers at l.a. staples center has been postponed. this is new video we want to show you emerging. this is -- appears to show the chopper a half an hour before it crashed. experts say it may provide clues to answer why it went down. the video was shot by a homeowner in glendale about 25 miles from calabasas and had no idea it could be bryant's chopper. investigators are asking for any iekts -- pictures or images th could show the weather conditions at the time of sunday's crash with clouds and thick fog the pilot requested visual ceiling and radar showed that the chopper nearing c calabasas as the pilot asked for guidance from the air traffic control. >> two echo x-ray, you're still to low level for a flight at this time. >> approximately four minutes later the pilot advised they were climbing to avoid a cloud layer. when atc asked what the pilot

playing basketball for the huskies before playing for the wnba. a new warning from the cdc to avoid travel to china for nonemergency trips due to the deadly coronavirus. more than 4500 cases are now confirmed in china and at least 106 people have died as a result. california, another possible case is being investigated. this time in san diego. it is believed that the patient may have contracted the disease while traveling in china. this is near the epidemic ground zero. doctors won't know for sure until the cdc returns with the test results. >> it makes me more concerned. [ inaudible ]. just in case. >> today a flight will carry u.s. diplomatic employees out of wuhan. this is originated. but that flight will not be stopping in sfo. and passengers will be screened before and after that flight. new this morning, a bill that would leave utilities like pg&e on the hook for damages from controlled power outages

has cleared a big hurdle in sacramento. scott wiener authored that bill. it would allow customers to receive refunds from things like lost wages or even spoiled food. "the chronicle" reports the state senate voted to approve it and now the bill moves through at sembly. the state could refund schools for lost revenue and offer makeup days for students who placed classroom time. well new numbers from oakland police indicate a surge in crime in many neighborhoods. when it comes to violent crimes, police say there were almost 6,000 in 2018. in 2019 it grew to more than 6,000 with a 7% increase. oakland police say from 2019 the number of residential robberies increased by 32% and the jump was the number of car burglaries in 2008 there were more than 8,000 in 2019 when they saw more than 11,000 cases.

that is a 38% increase. oakland police say that they now have extra patrols throughout the city to help reduce those ps ahead of coming to san francisco's market street. that is when all of market from van ness to the water front will permanentlycars. only buses and taxis will be allowed. the examiner reports the two ride share companies are alerting drivers they're now adding geo fencing software to the apps to make sure pickups and dropoffs happen at some of the cross streets. 5:09 now and the excitement continues to build. it is only five days until the 49ers take on the chiefs in the super bowl liv. >> that is right. anthony flores joins us live from miami with more on the official kickoff to the super bowl festivities. they had a lot going on yesterday. >> they certainly did. >> reporter: now it teals like a party. super bowl week getting underway last night with openi night at

marlin's park. before they meet on the field the chiefs and 49ers met on the stage hugging it out last night during opening night. now this is been an amazing turn around for the 49ers. they were 4-12 last year and now just one win away from being super bowl champs. quarterback jimmy garoppolo has been part of two super bowls as a back-up and this is the first time being in the super bowl spotlight. >> last time i was out there. i was out there -- i was right in the jungle out there. so got more space this this time. living good right now. about a year ago i was learning to run again so it is just how things change in a year and what could happen. this year has been a whirlwind and a great time, though. just had a great time with the team. >> we were saying once we win with this team we're going to be good and have a good time doing it. >> reporter: opening night put 49ers assistance coach katie sowers in the national spotlight making history as the first female to ever coach in the super bowl.

and we are going to see a slight n in the north bay. as had this system that we're seeing expanding across the pacific starts to reach into northern california. so here how it looks today. spotty light rain in parts of the north bay through 10:00 and there play be some light showers in san francisco as well as along the coast. but the rest of the bay bridge will see a mix of sun and clouds and some mild temperatures and then after that moves on we'll see a warm-up in the forecast going into the end of the week into the weekend. no rain after this. a dry week pretty much for aso the inland areas. and mike you've been tracking the roads so far with a smooth commute. the live look at the lights, the back-up in the middle, that is the fast track lanesment the ht have beenhts were just few minutes ago. in the distance you see the east shore freeway and those are smoothly. i use those two clues as to an

idea of how the traffic flow might be building up around the east bay and as you saw on the live shot that is why things are moving quickly on the live look there as well. had there is no problems for the east shore freeway and concord and antioch moving nicely for highway 4 and 680 through the corridor and toward san francisco and westbound across the bridge goes great but mist that shows up on the camera. a little glow there. now in san francisco here today, market street is open but tomorrow as we've been telling you it is closed. basically from van ness over to the ferry building, that stretch. just know your way around there. the easiest alternate is mission but will be flooded tomorrow. t tomorrow morning. if you driving through the city today, get an idea for the area around you and where you might see traffic flowing better for your alternates. the rest of the bay and south bay and peninsula at speed. back to you. >> thanks, mike. 5:23 now. and up for a vote. next here on "today in the bay,"

more were injured and the gunman killed himself as officers responded. kris sanchez is live in gilroy where the healing process continues. kris? >> reporter: hi, there, marcus. people leave flowers and memos here at the entrance to christmas hill park in gilroy but it has been six months and today gilroy will have a dedicated resource center to help people move forward. now first though, this thank you to first responders at the san jose sharks game. if you look closely you could see each uniform had gilroy strong printed on it and the sharks foundation donated $46,000 to the dpll strong fundraising efforts and the chief of police hopes that people will remember the festival the way it was before. >> we dealt with the tragedy and the trauma and of course still of the victims are still going through that. but i want to keep stuff fresh in people's minds so they remember what the festival was about and what it does for the community and all of the positives and in hopes that we

talking about here. >> absolutely, laura. yes, tonight the berkeley city council will consider a proposal to open six city-owned parking lots to people living in rvs including this lot here at the berkeley animal shelter. if the council were to approve the plan, the city would allow up to 25 rvs to camp overnight during nonbusiness hours in the safe parking locations for up to three months during which is called a grace period. berkeley isn't the only city in the bay bridge dealing with it this problem as you were alluding to. 2019 census data shows that over 9,000 people are living out of their vehicles in the nine county bay area and we're talking about cars and rvs. many of them parked illegally overnight on side streets or in front of businesses. berkeleyly banned overnight parking but has not enforced the rule as berkeley side has been reported this city has approved the idea of a safe parking

program as a compromise but still have not found a 24-hour location with the city council considering tonight could be a temporary solution. live here in berkeley, bob redell, "today in the bay." >> bob, thank you. berkeley council members today will also consider allowing cannabis lounges where people could consume pot on-site. that is one the five proposed changes debated when it comes to berkeley cannabis ordinance. the council will consider whether to allow delivery-only businesses. they also plan to debate an expansion of areas where commercial growers could operate. happening today, concerned san francisco residents who live at the site of the former naval shipyard at hunter's point will hear about the latest radiation testing results. supervisors holding community meeting in the wake of new testing on the clean-up site. scientists believe the soil there is no longer radioactive. but as our investigative unit discovered years ago the clean-up has been tainted by fake results orbcbayarea.com. state lawmakers are one step

gun show ban at daly city cow palace. last year they approved a similar ban to ban sales of firearms and ammunition with the exception of police gun buybacks. "the chronicle" reports state senators approved it yesterday and it now moves to the assembly. and 5:37. and menlo park leaders will vote on a proposal from facebook to build a new community center and library. facebook unveiled the plan in october. the new center would be in bell haven next to one of the facebook many office buildings. city staffers are now working on a potential timeline for the project and how to involve the community. that vote will happen later today. and happening tonight, cal train is hosting a town hall in palo alto. this is ahead of the work being done as part of the ongoing electrification project. cal train hopes to have the entire electrified by 2022. over the next few months crews

in palo alto will complete foundation work and grade separation. tonight meetings take place in the rackonda library. so right now no details for cal train. that is great. we do have one possible delay heading to the freeway north 85 you'll slow and you will not be able to get on to northbound 85 at fremont right now. with we just heard from jared at the scene that the car that was off the roadway and the reason why they have this on-ramp closed, that car is removed but still closed. use homestead to the south or el camino to the north to get on the northbound 85. bernardo could connect you over there but watch for pedestrians. and the rest of the bay shows a smooth drive. we do have the build up at the bay bridge toll plaza and that is standard and i want to talk about what to expect in the city coming up this weekend. actually starting tomorrow. >> let's talk about the weekend. >> okay. having a lot of people out this weekend because i'm seeing that we'll have the warmest weather we've had in quite a

the san jose catholic diocese has stopped granting new contracts to telecommunication companies. it said that parents fear their children may be getting zapped by cell tower radio waves. the diocese said 15 of the churches or schools sit near a cell base station. and they rent the space to telecom companies for $30,000 a year and the diocese ordered all sites not to renew any agreements until a task force assesses the safety. parents are concerned about the towers still under contract. >> well you're being told there is a moratorium on new towers but it doesn't help those exposed to those that already exist. >> all lease agreements are under review. in the north bay, a american tribe just donated $1 million to support a sales tax measure on the march ballot. the tribe that owned the greaton resort and casino is making the
