49ers taking on kansas city in super bowl liv. all eyes are on the game and of course that halftime show with our reporter anthony flores caught a sneak peek of yesterday in miami. >> don't want to miss that one. >> he's coming up in a little bit. let's get a look at the forecast this morning. kari, how is it looking? >> it is looking good today. now we are starting out with some fog in the north bay, the tri-valley. and for most of us it is starting out clear but look at where we have reduced visibility. down to about a quarter of a mile in the tri-valley. a half a mile in napa. and then as we check out that view in dublin, well, there isn't much of a view. but it is clearing out. a very nice day ahead as we head into the upper 50s and low 60s across the bay area. we'll talk about the weekend coming up. it looks standardoll aza. >> that shot of dublin, the low clouds are not hampering our view. over here the back-up that

formed about the regular time but looking at lighter flow of traffic into san francisco. we'll talk about that and i want to show you the rest of the contra costa county only slowing for highway east shore freeway and that is a gh hayward and there may be an incident near the dumbarton bridge and we'll check with the chp and as soon as they get on the scene we'll get more details. the low clouds and fog that kari showed us. and we're focusing on san francisco. this major stretch of the artery through the city. let me show you the surface street traffic but you can't use that purple route. that is market street. and pete suratos is out there. there were changes this morning, pete. big deal. again not just one intersection. this is a big >> reporter: yeah, good morning to you, mike. big deal for that portion of market street right behind us a you could still cross market street if you have a private

car, you just can't turn onto it it. now i want to show the viewers at the impacts area and the map. this two mile stretch of market street that will be effected so eastbound from tenth to main street and westbound from stewart to van ness avenue. so as of had this morning no private cars are allowed to drive along that stretch of market street. only buses, taxis, bikes and commercial vehicles as well as emergency vehicles like police and fire trucks can drive along that part of market. and as you just saw behind me, private car can still cross market street, they just can't turn on it. now the changes are are part of the city's better market street project. which will roll out in three phases. the intent to that project is to encourage people to use public transportation and create a greener space for pedestrians and cyclists. as far as dealing with potential traffic, sfmta parking control and sfpd will be in the area to call attention to these changes. now here is what folks are are

upcoming trip due to theoureak. kris sanchez is joining us live in los gatos with details on that. and a new urgency this morning from the centers for disease control. kris? >> reporter: good morning to you laura. there is some really disappointed families here in los gatos. there were 37 seventh and eighth grade students scheduled to take a spring trip to china and that is now canceled because of fears of coronavirus. a hillbrook private school serving sturnding through eighth grade canceled the trip because of the level three warning for the centers for disease control to avoid all nonessential travel. >> students were very disappointed. and chaperones were very disappointed. this is something people were looking forward to. >> reporter: now that cdc warning has bay area companies restricting travel to china as well. apple is limiting travel to and from china and temporarily closed a store there.

facebook limiting travel as well. united airlines canceled flights and delta is allowing many to change flights for free. now the state department flight bringing 201 u.s. citizens home from wuhan china is due to arrive in riverside county in two hours this morning. this is video as it arrived in alaska for screening. all passengers were cleared to continue on to california. now this china the death toll is now 132 people. there are 6,000 cases worldwide including the first one confirmed in the middle east. there are five people in the u.s. with coronavirus and they are still in isolation. so the risk to the average person is still relatively low unless you've been in contact with somebody who traveled from china recently -- or two china recently and the first line of defense is knowing symptoms and making sure that you are practicing good hygiene to

we'll talk about in-- talk abou that coming up. good morning. happy wednesday. so these up arrows not enough to hake up for monday's losses. the market still down on the week on coronavirus fears. apple stock will likely move higher today. jp morgan chase promising $22 million in low interest grants to help housing in the bay area in san jose that would work out to fewer than 20 median priced homes. we'll hear from the federal open markets committee today on interest rates. we don't expect any movement but i thought it was worth calling to your attention. in sacramento, there is a through rowe posed law called sb 890 that would allow vikeses of crimes to stop the perpetrator from posting pictures of those crimes on social media. websites like facebook would have to take the photos or the video down within hours of the request of the victim. now there are some free speech questions raised. for instance, could someone who

said they're innocent of a crime post police body cam video that shows they're innocent? and what if the alleged victim didn't want them to. and time is getting type for sb-50, that proposed law to allow high density housing around transit centers. sc to get that passed. facebook has launched what it is called the off facebook tracker. even if the facebook app on your phone is closed, shut down, facebook could still follow you around in partnership with other apps and websites. so i pulled up mine, this is on a pc and it shows the other websites that are sharing information about me and if we delve into one of them, nbc news for instance, it shows what nbc is telling facebook about me and vice versa. you can manage each relationship, turn it off if you wish. it is under your settings. i think people know this happens. i think they would be surprised

starting to get it. >> i like it when they started doing the different careers of the barbie. the astronaut and things like that. so that is really cool. >> because you think about it, as a little bigirl, there was never a little mexican barbie and it is good to see representation. >> i'm looking for does her homework without prompting barbie. as an example. for example. >> your daughter. >> perhaps. >> one day in the future. >> all right. we've got meteorologist barbie and we're possibly going to see something to track here as we go through the forecast. as we start off this morning, we've been watching out for some dense fog. but we're not seeing it right now in san francisco. a clear view right there on the corner of the screen. can can you see the cloit tower lit the 49ers colors and a lot of celebrations over the next few days. we're walking out of the door to temperatures in the low 40s. upper 40s now in san francisco. elsewhere it feels cooler. so if you are heading out in

concord, grab that jacket. we will start out with a need of a jacket today. but later on this afternoon we will see a nice warm-up with a mostly sunny sky. temperatures reaching into the low 60s. in fact for the south bay we're reaching 63 degrees downtown and in gilroy up to 64 and 65 in concord today. hayward reaching 60 degrees. and also 60 in san mateo and in redwood city. in the upper 50s in san francisco and the north bay reaching up to 65 degrees in napa. now check out the seven-day forecast. it is already up at the bottom of the screen. we're seeing a lot of rain. just not here in the bay area. it is going all to the pacific northwest. they're getting slammed with an athe why. we're missing out on the rain as high pressure builds. high pressure causes the wind to spin clockwise and also descends as it sinks down close to the earth it warms up and that is

why the temperatures will head above normal even close to 70 degrees over the next few days. patchy dense fog.ky cle we're looking at temperatures that will be in the upper 60s over the next few days. and then we will have a cooldown early next week. but it comes along with with more dry weather. mike, you're tracking a few minor issues out there? >> i am. and one major issue. folks know what i'm talking about. but the minor crash by the dumbarton bridge is not a problem. no lanes reported blocked for 84 and south bay showing light traffic from north 101, same pattern. lighter wednesday along the peninsula. and through the tri-valley where there will be patchy dense fog, kari is showing us what we can't see from the dublin camera from time to time and the build now for concord and walnut creek and coming down highway 4 and 680 ought of hercules a traffic should be cleared. the big issue is in san

francisco. not the freeway but the approach toward 101, you cannot access van ness all the way to embarcadero back and forth. now the commute heading in toward the financial district for example, you cannot take your private vehicle. it is banned from market street. which is open to transit and to private taxis but look at surface street traffic and howard with slowing. we'll end with our waze maps. our partners have the maps and the traffic data. mission street is a good alternate heading into the area. as well as bryant. why not these avenues because they are one way. the other direction for howard and harrison. waze knows that. nbc bay area wazers could help you. >> thanks, mike. 6:23 now. on "today in the bay," maybe you have this same security device on your home? what now? we'll tell you about a woman filing a lawsuit against the makers of that popular what she said hackers were able to do that left her daughter terrified. plus some shocking video out

of the east bay. a disabled man assaulted in a target store and what police say the victim refused to do that enraged his accused attacker.

hard to watch video, pleasant hill police posted it a couple of weeks ago. the man that you see approaching the disabled man is now under arrest. he started to wheel the victim outside and the victim resisted and then eventually he gets slammed to the ground. investigators say it all started because of the victim called the suspect's wife out while she sat illegally parked in his disabled spot outside of the store.

later the suspect went on to confront the victim demanding they apologize, which the victim refused to do. a new lawsuit has been filed against ring. the company who sells the popular home surveillance cameras. ashley la may is a customer who claims the ring device are a prime target for hackers. in a video that went viral last month hackers appear to be talking to her daughter through the ring camera in their bedroom. la may and two others are suing ring and they told the "today" show that they created a complex password but they were still hacked. in a statement, thbs news the ring said that it has confirmed that the incident involving the la may family was in no way related to a breach or compromise in ring security. 6:27 now. up next on "today in the bay," months after a murder case that lefted investigators stumped, deputies release new clues to crack the case. plus market street makeover. don't even think about driving down that street any more.

let's check with kari hall and tracking the conditions that we'll see throughout the bay area. >> or not see. because visibility is very low in the tri-valley. but elsewhere it is looking pretty good. we've seen that fog kind of drifting in and out of napa. elsewhere where we are starting tout clear. especially in mountain view as you get ready to head out of the door. it is going to start out at 43 degrees at 7:00. and then warm up today, we have a lot of sunshine and a really nice day aahead. and we'll talk about what is going on for the rest of the week coming up. mike, you're seeing the patchy fog as an issue too. >> that is true. and you're showing us with the cameras what we couldn't does i visibility through pleasanton and dublin so keep that in mindment but speeds are are pleasant, but kicking in from the south bay. a couple of minor vehicles sabled on eastbound 580 and in castro valley. no lanes blocked. but the big issue is one major road that is banning traffic for

all of the vehicles. market street is closed off to private vehicles like you and me. that means that all of this surface street traffic will be another route for folks avoiding the purple route. now this is not just one area with a problem. this is this entire stretch again between the embarcadero and van ness. for more on this and he's reading the signs literally out there, pete you've been out there with the closure with market happening overnight and we're talking about a big project there. >> reporter: yeah, big project. three the first part where folks can't drive along this portion of market street. we're standing in front of that area. fact there is the sign showing folks not to turn on that part of market street. but we'll show the viewers the map of the impacted area. we're talking about two miles of market street going eastbound from tenth to main street and westbound from stewart street to van ness avenue. so this morning, no private cars

over in through the closure. it is recommending that the majority of folks including pederians will travel along mission right now. that is one alternate for you. but as you get out of the area you switch to the green and the red and it will reverse the route and give you other options because, remember, howard and harrison, those are one way out of the area from the embarcadero. for more information be sure to download the nbc bay area app as well for more on the market street closure and the changes and also our traffic which is powered by waze. it is free, guys. that is great. >> it is. thanks so much, mike. 6:35. deputies say one person is in custody tied to a scare that put mt. tam high school on lockdown yesterday afternoon when witnesses say they saw a teenager wearing a ski mask carrying an assault rifle. police say the teenager was looking into cars on homestead boulevard near the school's baseball field. the school was on lockdown. it was eventually lifted about 4:00 p.m. after officers searched the area and couldn't find the suspect. right now marin county deputies

are with holding any information about the person arrested but wanted to get the word out before school started today. authorities on the peninsula are searching for a gunman in a deadly shooting. police town the victim about 8:00 last night on the mouton circle in east palo alto near university square park. right now details are sketchy. the victim was found slumped over in the vehicle and they believe two other locations are tied to the crime and not sure how that car is connected. authorities are hoping new clues could help crack the unsolved high-profile kidnapping and murder of a tech ceo in santa cruz. last october authorities found the body of two char autry near his stolen bmw and they determined the motive was robbery. deputies plan to release new video and information tied to the case. the reward for information leading to an arrest is now at $150,000. and later in morning, one of

the north bay's largest homeless encampment is expected to be clear cleared out. it is generating controversy for months. >> bob redell is live in santa rosa. do they have a plan for where the people can go? >> reporter: for some of them. there are about 260 people, laura and marcus, who live here along the joe rodota trail trail. county leaders say about 60 of the people will be relocated to a temporary housing village at a juvenile justice center site in east santa rosa. the other 200 or so, they're going to need somewhere else to go on their own. the county is asked for the trail to be vacated by 8:00 so in about 90 hts and then at 9:00 there is a rally in support of the 200 homeless people. the reality organizers are are arguing that it is against the law to evict them without giving them a reasonable alternative place to live. then at 9:30 santa rosa police

are expected to come in and clear out the encampment. the press democrat reports a federal judge is allowing this sweep to move forward after the countyat is posted right here n to me. here is one woman who used to live on the streepts w-- the st thinks the police need to give them a break. >> i always tell me son, if you see someone laying in the bushes, look at them, smile and acknowledge his existence as a human being. don't look away like my mother does and pulls away. acknowledge he's a human being, him or her, because that is his home and that is where he lives. >> reporter: this is some video to show you from earlier this month. the stuff we showed you earlier this month. it is law enforcement video from a chopper that showed at least four large rats roaming through the encampment and there have been one fire along the trail. we also spoke with people who live in nearby homes who complain about the trash and

30 seventh and eighth grade students trip to china was canceled. they sent a letter home to parents detailing the cancelation because of the cdc warning to avoid all nonessential travel. now that warning has bay area companies restricting travel as well. apple limited travel as well as facebook. united airlines canceled flights to china. delta is allowing travelers to change their travel plans for free. the state department flight bringing from wuhan, 15 and the flight flew through alaska overnight and all passengers were cleared to continue. this is a ddl h affected so many people in china. however there are only five reported cases here in the u.s. all five of those patients are still being held in isolation. the cdc said your risk is minimal if you haven't had contact with somebody traveling from china but in the meantime practice good hygiene and that

we've seen some patchy dense fog across parts of the bay area. here is a live look outside in richmond as the sun rises. it is a beautiful view and not a whole lot of clouds here but low visibility in napa as well as livermore. just watch out for that fog. elsewhere temperatures are in the mid to upper 40s. we have some cooler temperatures for the inland valley. getting the kids up and ready for school this morning in the south bay, we're at 45 degrees at 7:00. and then as we go throughout the upper0s jacket weather but probably enjoying a nice afternoon outside with light long sleeves. we'll see the temperatures reaching 63 in4. a high of 63 in walnut creek. oakland reaching 61 degrees. and up to 60 today in redwood city. we'll stay in the upper 50s in san francisco and the north bay reaches 65 in santa rosa and in napa. so let's talk about what is going on here as we look at the

wide view of the satellite radar. there is actually an atmospheric river just to our north hitting the pacific northwest. a steady stream of rain, just keep this in mind if you are traveling there but we'll miss out on all of the rain. the reason why is we have high pressure building causing the air to sink and it rotates clockwise so we're seeing the sinking air causing clear skies and keeping the rain to the north of the bay area. so as we also get the clear skies, we're also going to warm up. we're look at well above normal temperatures here. with some mid-60s today. upper 60s by the end of the week. and even as a cold tront moves through on sunday, still looking dry. no r in t s. n san jose. >> i do, kari. we've had very few crashes reported this morning this is a bigger deal because it is north 87 at kurtner where the commute is in the area. i do believe they'll clear that quickly to the shoulder and no

major injuries reported and a standard build for south. that is a critical factor on 87 and i'll do that. and the peninsula moves nicely but getting here there may be an issue a crash just as you exit the dumbarton bridge toward facebook out of fremont and newark. maybe a distraction. maybe a lane blocked for a few. a little build for walnut creek and concord, a smoother drive here and upper east shore and order the bay bridge toll plaza where the metering lights are on but fast track lanes slowly moving. not driving on market. that is what you do today. you drive a vehicle and it is banned from van ness and the embarcadero. pete suratos has been out there telling us about traffic flow but if you avoid market we'll look at traffic already on streets to reroute. let's look at our partners with waze and they map out of the area into the embarcadero. to mission street which is still the best avenue but that is flooded soon. there are other one-way options but mission is the best two-way option and join nbc bay area

gunman at about 8:00 last night on mouton circle in east palo alto near university square park. right now details are sketchy. east palo alto police found the victim slumped in the vehicle. they're also vesting two other locations that they say are tied to the crime and not sure how that car is connected. and a large north bay homeless encampment is expected to be cleared out any time now. right now some say that as much as 250 people are living in tents along the joe rodota trail in santa rosa. county leaders say 60 will be relocated to a temporary housing village and the rest is on their ownch the county is asking for the trail to be vacated by 8:00 am and police may come in later. at 9:00 homeless advocates will hold a rally. 6:58 and if you see someone zipping by you on a electric scooter on the sidewalk it is illegal. but one san francisco company believes it has a solution. lime is introducing new
