today, tuesday, february 4th, 2020. >> from nbc news, this is "today," with savannah guthrie and hoda kotb, live from studio 1a in rockefeller plaza. >> hey, everybody. welcome to "today" on this tuesday morning. thank you for joining us. it's 7:02 a.m. on tuesday. and we still don't know who won iowa. >> this would be the point of the show where we would be telling you who won iowa. instead, it is chaos. here's the results. there are no results. none to report. zero precincts reporting. officials with iowa's democratic party are citing, quote, inconsistencies. they're blaming the problems on a new app that is set to be used in future primaries. the backup plan to call in results, that failed, too. the phone lines were jammed. while the results in iowa are sorted out, the candidates are moving on to the next battleground, new hampshire.

we have it all covered, beginning with peter alexander, in des moines waiting for those results. >> reporter: good morning to you. caucus confusions. these caucuses are now in the book. but it's anybody's guess who the winners are after the issues overnight. the first nation contest is supposed to resolve questions about the field of candidates. instead it's raising new questions about the credibility of the caucuses themselves. >> at some point, the results will be announced. >> reporter: with an unprecedented breakdown in reporting the returns. after waiting all night and early into the morning, still no winner has been declared. >> the iowa democratic party is working to get these results and get them straight. i want to make sure they're careful in their deliberations. >> reporter: the iowa party said they found inconsistencies with the results of the caucuses. it was doing to a reporting

issue and not a hack or intrusion. the app was not hacked. caucus officials saying it was confusing and difficult to download. the lack of results, giving each candidate a chance to spin it in their favor. >> we don't know all the results. but we know, by the time it is all said and done, iowa, you have shocked the nation. >> i have a good feeling we're going to be doing very, very well here in iowa. >> it is too close to call. i'm going to tell you what i do know. >> you won. >> we know there's delays. but we know one thing -- we are punching above our waist. >> reporter: the iowa democratic party announcing the delays saying the results is pair mound.

and president trump won the republican caucuses in iowa. his campaign manager, taking aim at the democrats. tweeting without evidence, quality control equals rigged? the delay raising new questions about the future of the iowa caucuses, a voting process that already confuses many across the country. unlike primaries, where voters cast a secret ballot, caucusgoers declare their pick. but if they get less than 15%, they are called unviable, and then, they move to a new group before a new count was taken. a process that can go on for some time. david plouffe, who managed barack obama's 2008 campaign, says 2020 may be end of the line for iowa. >> this was already under threat. and this is just going to add to that. >> reporter: the iowa democratic party says the results here will come out later today. there were a series of phone calls last night between the party and the campaigns.

particularly frustrated by the failure was the bernie sanders campaign. these campaigns rely on a big moment here for momentum and money here as they head to new hampshire. the primary there, exactly one week from today. and pouncing on all of it, the president of the united states, donald trump on twitter describing it as an unmitigated disaster for the democrats. back to you in new york. >> thank you. let's turn to chuck todd and cynthia mcfadden, who has been up all night, looking into what happened here. what did you find out? >> the headline is, it wasn't the russians in this case. the democrats did it to themselves. the democrats wanted to get the a new app to get faster results from the 1,700 caucuses and thought it would be more transparent. it didn't turn out that way. what happened was essentially

caucus chairs were supposed to download the app to their personal cell phones. already, security -- >> yes. >> that's what they were supposed to do. it came out really late. as they start trying to do that -- >> they got the app late? >> yeah. >> they didn't get it until yesterday? >> we don't know exactly when they got it, but they told us they got it late in the process. many were working on it yesterday and yesterday morning. nbc news was able to review a memo from some of the party and caucus chairs, saying nobody having trouble with the app should feel dumb they knew yesterday morning, long before voting commenced, there was a problem. >> i thought they had backup plans of all of that we're going to have paper cards and we can recount that's what they're doing now? >> that's what they are doing. thank goodness for the paper i mean, they did have people write down their selection >> it's 2020 thank goodness for the paper >> and now, they're recounting those. we shoul note, you know,

we knew by 5:30, at least 12 of the caucus chairs were unable to use the app. it turned out to be a lot more than that. they went to the phone two hours some waited. >> some of the chairs couldn't get in with the party. >> yeah. they couldn't get through. >> chuck, let me turn to you on this we have a literal can you hear me now moment with the iowa caucus situation iowa is supposed to be about momentum it's supposed to be the momentum of the candidates. if we look at this set of events, who wins >> if you look at the entrance polls we have and how that extrapolated out, it's the best we have. the data we have it appears to comport what we see in the entrance polls. you think about, who benefits -- the person who benefits the most from this glitch might have been joe biden. >> explain that. >> all indications are that joe biden was sitting there

somewhere in the third or fourth range in the -- with the first alignment, and after realignment, and he was below threshold in quite a few spots, why he polled okay in the entrance poll, it's very possible that once they do the delegate reallocation, he was going to be in fourth. the warren campaign believes that other campaigns also believe that our entrance polls indicate there was a real possibility of that too so if you look at it in that sense, he may have dodged a bullet and you look at pete buttigieg, it appears he brought more people to the caucuses than anybody else but his campaign is claiming he had more people show up his was the most spread ou and more across the board. if it was the caucuses we had in real-time, and the data, he may have been the one on the second realignment.

the point is this, savannah, i mean pete buttigieg -- it's a national story for him he went the old-school way iowa/new hampshire iowa/new hampshire he didn't build a national campaign this is where this totally wastes -- think about it i was tallying it up i'm up to some $300 million that may have just been wasted by all of these campaigns combined. i feel bad for the workers, the paid and the unpaid. >> think of the people who spent the better part of a year knocking on doors. giving speeches. >> they left lives back home it's awful >> we are egregiously over time. but it's been talked about for a long time, should iowa go first? >> yeah. sorry. >> is this the moment where the democrats -- i mean, republicans make iowa first, too is this where it ends? >> this is the third-straight caucuses we had a dispute about the results. 2012, republicans took days to tell us who won.

2016, there's disputes about who won. >> .2 of a point, yes. >> i think iowa will do the country a favor, i think they will move to primary we just learned, it's done >> chuck todd, cynthia mcfadden. i would say both of you were up all night, in fairness get some rest and thank you. >> guys, to you. we have a big story on politics craig has that >> good to see you good morning, as well. that's right the president of the united states, delivering his state of the union address. he will deliver that address to a divided nation tonight and he'll do it on the eve of his all-but certain impeachment acquittal. nbc's white house correspondent kristen welker is at the capitol with more on what we can expect to hear from president trump tonight. good morning >> reporter: craig, good morning. the white house officials say the theme will be the great american comeback. but the optics could not be more complicated with impeachment looming large. republicans are urging president trump not to dwell on the issue, and to look forward.

and all signs suggest that's exactly what he's planning to do but will the president stick to the script in just hours, president trump will come face-to-face with the very lawmakers who will vote wednesday on whether to remove him from office, delivering his state of the union address, against the backdrop of impeachment, which the president has repeatedly slammed as a hoax >> the deranged, witch-hunt hoax >> reporter: but his acting chief of staff, mick mulvaney said it certainly will not be a theme. instead, he said, the president will lay out his agenda for 2020, while touting what the administration says are accomplishments on trade and the economy. it will not be the first time that the president will address a bitterly divided washington. last year, he spoke after the longest government shutdown in history. and he spoke to stern democrats in congress. >> if there's going to be peace and legislation, there cannot be

war and investigation. it just doesn't work that way. >> reporter: and this image, that went viral of house speaker nancy pelosi, clapping, seeming to capture the tensions. this year's address comes on the heels of democrats and his defense attorneys making their closing arguments monday in the senate impeachment trial top democratic prosecutor, adam schiff, arguing president trump violated his oath of office, by withholding military aid in ukraine for a period, in exchange for investigating the bidens >> if you find that the house has proved its case and still vote to acquit, your name will be tied to his with a cord of steel and for all of history >> reporter: lawyers for the president insists, the president's actions are not impeachable. >> this is to take one election and interfere in another >> reporter: republicans closing ranks around him lisa murkowski had harsh words for president trump, but says she plans to acquit him.

>> the president's behavior was shameful and wrong the voters will pronounce a verdict in nine months and we must trust their judgment >> reporter: now, as for that vote in the senate tomorrow, white house officials are eyeing democrats who they think they can peel off democrats in states that candidate trump won, including joe manchin of west virginia, who yesterday, said he is still undecided to acquit or convict president trump. but he did call on congress to censure him. what would essentially amount to a very public rebuke all as president trump is preparing to deliver his third state of the union address >> kristen welker from the capitol.

uncontrollable sobs, unable to regain her composure the defense contends that weinstein and mann had a consensual relationship. it lasted for years and included sexual encounters, according to man. defense attorney donna rotunno, asking, you manipulated weinstein every time, right? jessica responding i guess that's how i protected myself the defense not letting up you made him think you wanted it yes, i would put a face on mann told the court friday the relationship was degrading and she feared what the movie mogul might do if she ended it on cross-examination, rotunno revealed hundreds of text messages exchanged between the two. you sent him e-mails telling him how wonderful he was you sent him e-mails thanking him. you sent him e-mails asking for things yes. mann testified she gave weinstein her cell phone number after it changed, five separate times. at one point, she questioned

mann's judgment on the day of the alleged rape in new york knowing what happened to you in multiple hotel rooms, you thought the best place to go was up to the room i thought the best place was some place private because he was yelling at me. after that alleged rape, mann says weinstein raped her again in a hotel in l.a. mann testified that she told him no, but he ripped her pants. adding afterwards, it was so bad, i crawled to the bathroom on my hands and knees the defense read a message after the assault, asking weinstein to meet her mother, saying, she would love to meet you the 67-year-old pleaded not guilty to all five charges he faces. and denied all claims of nonconsensual sex. this morning jessica mann will have to take the stand again. >> this highlights what a difficult case the prosecutors have here. this cross-examination is so tough with their particular moments that led to the

breakdown. >> yes. >> jessica mann has been emotional throughout her testimony but really what happened yesterday was she was reading an email that she wrote in 2014 to her boyfriend where she was talking about and describing her relationship with weinstein. she said it was controlling but weinstein validated her in a way her parents never did. it was in that moment she sobbed uncontrollably and they asked her to come up and calm down but she couldn't gain control again. the prosecutor, couldn't get control again. >> and the cross-examination continues. >> thank you now, to the latest of the explosive coronavirus outbreak according to the centers for disease and prevention, there's 11 confirmed cases a seattle area man the first american infected, has been released from the hospital saying he's, quote, getting better meanwhile, the government is

then tomorrow the next round of snow and rain moves to the north. gusty storms for the gulf coast. as we push into thursday, we're looking at even more severe weather. rainfall through friday. two to six inches of rain from the gulf into the mid-atlantic states an area of ice from texas into the northeast. upwards of half an inch of ice causing power outages possible and snow we're talking six to eight inches from texas all the way into northern new england and interior new york. this is a travel nightmare right on into the weekend. we'll get your local forecast coming up in the next 30 seconds.

they say the delay was the result of a reporting issue and not due to a hack of the party's new results act. officials say the final numbers will be released later today one teenager was killed, five others were injured, after a group of students was hit by a car. this happened in oklahoma. school officials say the students were cross country athletes and they were practicing at the time of the incident the driver fled, police say, but was found and arrested five blocks away. now he's facing several charges, including first degree manslaughter three of the victims are listed in critical condition. some frightening moments for passengers on an air canada flight the boeing 767 was bound for toronto, but had to return after one of its engines was damaged and a tire ruptured in takeoff an f-18 fighter jet was dispatched to evaluate the damage to the landing gear on

and we want to return to our nbc medical contributor kathy bazer. he said he had shortness of breath, but thought maybe it's asthma or something else what are the symptoms? >> the most common symptoms of lung cancer would be coughing up blood. it could be a new prolonged or worsening cough. shortness of breath when you take a deep breath in and what we call constitutional symptoms. that's feeling weak or tired losing weight or having decreased appetite >> he talked about smoking cigars and people think cigars are okay they're not like cigarettes. what's the truth there >> no, no. cigar smoking increases the risk 80% of lung chances are secondary to smoking, so definitely a risk factor for him. the treatment and the prognosis is based on a lot of different things, such as the stage and extent of the cancer the person's overall health, what the overall lying lung function is.

table, calculator, pen and paper. that's the old-fashioned cheapest way but the fastest way to make a mistake. deductions, now the single deduction is up 200 bucks. married, 400 bucks you got to pay attention to every detail you can't just copy and paste. you go to the irs website, you see frequently asked questions number two, software h&r block, turbo tax you're going to pay some money if you have simple tax returns, that might be a way to go. there's a free way to do it with software over 70% of americans could be eligible to use free file. some of the companies have partnered with the government. if you make less than $69,000 a year, go to the irs website and you could be eligible to use the free file software and get it done the third option is the most expensive but will maximize your deductions and get it right, if you use a cpa or tax preparer.

you remember tha sheryl sandberg lost her husband nearly five years ago. it was horrible. it was very suddenly and it was while they were on vacation she wrote movingly about that personal loss. it was dave's brother who last spring said, you know what i think i know someone you like. she made it official on instagram. facebook coo, sheryl sandberg, is getting married again engaged she wrote on facebook. tom burnthal, you are my everything i could not love you more. tom popped the question on saturday, by re-creating their first date, a mountain hike and picnic lunch he is the co-founder and ceo, of kelton global, a consulting firm he is also a close friend of sheryl's late husband's brother, rob goldberg rob tells us he had a feeling they would hit it off they both have this boundless and endless energy and excitement it was nearly five years ago, that sheryl lost her husband, dave she wrote about the grieving process in an emotional facebook post saying, when people say to me,
