news. touching down in the bay area. this morns hundreds of americans are set to arrive, traveling from near the epicenter of the deadly coronavirus outbreak in china. our team is in the air and on the ground, with live reports throughout the morning. first more breaking news. a shooting on 880 in fremont, a car riddled with bullets near mallory avenue. the chp is there investigating right now. they tell us though one was hurt but we'll have a live report from just a moment. first want to say very good morning. thanks for joining us for this busy morning. i'm laura garcia. >> and i'm marcus washington. let's get right to mike inouye who is tracking the breaking news in fremont.

>> we have the entire bay and it is an easy drive but one issue that we're hearing is closed is mallory avenue off-ramp is closed off at northbound 880, that is one and. the other scene is farther north on city streets toward fire station number eight where we have a car with bullet holes in it. that is what i'm hearing from our news desk. and we just got word that bob redell is at the mallory location. so bob redell has more detail i believe or as much as i have. can you straight something out over there? >> reporter: yes. a clarification, it is the mallory avenue on ramp with fremont police out here. they're assisting the california highway patrol over a freeway shooting taking place on the on-ramp around 3:00 this morning. chp has indicated that there were no injuries but you could look at a video of the vehicle. this is a bmw 3 series sedan

that was shot. we believe it was hit a couple of times in the rear. you could see officers looking at it and taking pictures of it. the driver of the bmw did not pull over here at the scene, they stopped at fremont station number eight and if you are familiar with fremont, that is a good four, four and a half miles away from the station. so they drove to the fire station, obviously alerted authorities, chp and they're investigating and behind me we have fremont police who have shut down the northbound on-ramp to northbound 880 here at mallory avenue. -live in treatment, bob redell, "today in the bay." >> we'll check back with you throughout the morning, bob. we want to look at forecast for you. kari hall is tracking the conditions we can expect throughout the day. >> we're starting out this morning with very cold temperatures. live look outside in dublin. a lot of people already up and out of the door, feeling temperatures even colder than yesterday morning.

dropping down to 34 degrees as we head through the next couple of hours. going into today we'll see it gets milder, a lot of sunshine. our south bay high temperature is warmer than yesterday. reaching 60 degrees in san jose and 61 in gilroy. we do have a warm-up in the forecast throughout the week. i'll have more on that coming up in the full microclimate forecast. >> thank you. more breaking news. hundreds of americans traveling from wuhan, china, the epicenter of the coronavirus outbreak are in the bay area right now. this shows the first of two planes landing at travis air force base about 45 minutes ago. passengers on one of the planes will be quarantined at the base for 14 days. the other flight will refuel at travis and then head south to miramar marine base in san diego where those passengers will be quarantined. let's get a live look at travis air force base this morning for you. now we understand that

passengers -- this is a chopper shot up above as the planes are coming in. as for the latest numbers, at least 24,000 people have now been infected in mainland china with nearly 500 deaths. four people until the bay area have been diagnosed with coronavirus. two in santa clara county, and two in san benito county. and a new ucla study finds the most common ways to screen travelers for the coronavirus are not the most effective. scientists found that screening for symptoms catches less than half of all infected travelers and because some travelers are in the incubation phase they may not show outward symptoms. the most successful detection is screening for fever and following up after passengers arrive. the research is still awaiting a peer review. 4:34. and san francisco pride parade is still months away but happening today the battle heats up over who should be allowed to

take part. "today in the bay" kris sanchez is live outside of google headquarters, the company front and center in this controversy. kris? >> reporter: hi there, marcus and laura, the board of directors for the pride organization is meeting tonight and one of the hot topics is a vote of -- to ban google and the alameda county sheriff's department from the pride parade and a vote that the president of the parade said was illegal. last month a portion of the pride organization membership held a vote to ban google and the alameda county sheriff from the june parade and that vote passed. the contention is that the silicon valley giant and the alameda sheriff's deputy don't meet up to the spirit of the pride but it is not legally binding. they said our legal team has reviewed last week's vote by a small group of pride 326 members and determined the measure is not binding. as such there is no ban in place

at this time. this small group is not representative of the larger pride community. this has been a bit of a back and forth since last summer. the pride board meeting is tonight at 7:00 in san francisco. in punmountain view, kris sanch nbc bay area news. a new fallout from the public works scandal that may prompt changes at city hall. agents arrested mohammed nuru accrued of corruption tied to a restaurant deal at sfo. city attorneys are investigating and nuru is still employed. supervisors yesterday introduced new legislation to change the handing out of those contracts. other legislation would introduce term limits for airport commissioners. go to the investigative unit for more on the scandal. police want you to see video tied to a deadly stabbing in san

jose. you see the three people running from the area where an 18-year-old man died on october 6th. stabbing happened along allen rock avenue. police released the video yesterday. anyone who may recognize them should contact san jose police. 4:37 right now. monday's deadly shooting on board a bay area bound greyhound bus make something people wonder if there is enough security for trains and buses. >> this happened on interstate 5 in bakersfield. passengers disarmed the shooter who is now in custody. in general violence on buses is rare. but critics say the tsa may focus too much attention on airports at the expense of bus depots as well as train stations. well pg&e this morning is one step closer to emerging from bankruptcy. a judge approving a deal to allow the utility to refinance bills of dollars in debt to pay of off the bondholders.

and combat the coronavirus outbreak. a tv report of a potential vaccine, that news has not been confirmed or that vaccine halloween been confirmed. nasdaq closing at a record high helped by tesla with a rise just this year more than doubling. on today's watch list, reporting on hiring in the private sect kbror and the trade deficit and the services sector. macy's plans to close 125 stores or a fifth of the total and layoff 2,000 workers over the them. three years. the department store chain is struggling after a disappointing holiday season. macy's will shut the second headquarters in cincinnati and move operations to new york and closing offices in san francisco and ohio and a customer service center in arizona. and disney now has more than 28 million subscribers for disney plus worldwide as of this week. still trailing next by a big margin but disney plus only launched in november and has yet to

talking about freeze warnings in the north bay and this morning there is no freeze warning but it is a lot colder compared to yesterday. so just a head's up that we're still witnessing freezing temperatures looking around the bay area. and then looking at the golden gate bridge, as you come into san francisco, starting to feel milder but also the sky is clear. we're at 42 degrees there. it is 32 degrees in thapa. santa rosa at 33 degrees. and it is 34 right thousand in livermore. we'll drop a few more degrees closer to sunrise. napa in freezing temperatures but seeing upper 30s and low 40s for the rest of the north bay. and then looking at the wide view and our temperature change across the bay area, we're about 10 to 13 degrees colder now compared to yesterday at this time. so we're going to actually be warmer this afternoon. reaching 63 degrees in east san jose. for the east bay up to 63 in antioch.

60 is the high today in hayward and upper 50s for half moon bay. san mateo reaching 61 degrees. and in san francisco we'll stay in the upper 50s. low 60s all across the north bay. and then as we look at what is happening out in the pacific still a lot of rain and snow just to our north. being blocked by high pressure. we are still in with some really dry weather and it will actually start to warm up over the next few days. but then as we go into the weekend, this low drops in and brings us windy and cooler air by the end of the weekend into early next week. so our seven-day forecast shows that we will start to warm up as we go into the afternoon. upper 60s for highs by friday. the weekend is looking nice as well but still notice a lot of sun icons. no rain coming our way. mike, you're tracking that breaking news in the east bay. that is right. it is thought the bay bridge. but we do have lanes starting to consolidate. regular pattern.

i'll show you this in another 10 minutes. but easy drive for this part of the east bay. going farther south in fremont and we have the police activity, the shooting investigation and bob redell who is finding out what is going on with these two scenes here. one over here at mallory avenue, the on-ramp to 880 is closed because of the police saying that is where the shooting occurred. a car ended up over at fremont fire station eight and those familiar with the station know that is across from a shopping center and grocery store and pharmacy and across the street from fire station eight on fremont boulevard and mallory on-ramp is closed from one side but loop back from the opposite side of the freeway. the rest of the bay does show a smooth drive but kari talked about how things are color even though there is not the treez warning. yet we have the traffic on 101 toward mckie and same thing today and what chp are calling for and cars going here but there is a patch of ice right under the mckie overcrossing

there and that is where they are throwing more sand down like this time yesterday as well. back to you. >> thanks, mike. well, look, we've heard the saying every vote counts. but our investigative unit found that tens of thousands of votes cast during the general election two years ago were thrown out. >> here is stephen stock. >> we discovered 150,000 provisional and mail-in ballots for a dozen counties in the area that were thrown out but because of the signature on the ballot did not match the department of elections. close to 7,000 votes in contra costa county and more than 9,000 votes in san francisco. many voters on this list had no idea there was even an issue at all with their signature. and they told us their ballot was legitimate.

nbcbayarea.com/investigations. 4:51. leaders in los angeles have taken another step in the fight over immigration. city council members voted last night to temporarily ban private companies from establishing or operating immigrant detention centers or similar facilities in the city. the restriction also applies to shelters for unaccompanied immigrant minors similar to one considered in los angeles. the governor has a new plan to hold more water in the san joaquin river delta for endangered species. the governor said that would save more than 60,000 acres of wetlands and provide more than $5 billion in funding to support environmental improvements. newsom said the plan will double the state's salmon population over the next 30 years. coming up on "today in the bay," nbc bay area responds. >> she paid her mortgage on time but to the wrong company.

thousands of zrls dollars to the wrong company. >> she asked chris chmura to help remind that page problem. >> good morning. zora got a nt from her bank that her mortgage paint was late. it turns out she accidentally sent her house payment to at&t. for more than $4,000. even worse is doris said she closed her at&t account nine years ago. she asked at&t to return the money. but didn't get anywhere. so they turned to us. we reached out to at&t and it immediately contacted zora and after several weeks of back and forth it cut a check for $4,000 and at&t said we have provided a refund to the customer to resolve this. zora tells us she was still on the hook for more than $600 in mortgage late fees. her case is a good reminder, when you make big payments every month like rent and mortgage get a proof of payment notice from your bank or landlord.

bundle up but it is a nice day. a live look outside in san rafael, watching the north bay because temperatures are dropping in some spots below freezing. we're at 31 in napa. and one degree above freezing in livermore. 32 in san martin. so those are the coldest areas. then into the day, sunshine and a warmer temperature for this afternoon. so we'll talk more about this and look all around the bay coming up. mike, you're focusing on the east bay. because we have the build of the bay bridge toll plaza but that is not the breaking news. over all of the speed sensors they look all right but you have a problem at mallory on northbound 880, that on-ramp is closed in fremont. there is police activity there. related to a car found over at fire station eight, that is miles away in fremont as well, that has bullet holes in it. that is a big tease there. bob redell has the story and details on what is going on at the on-ramp. there you
