>> another cold morning to bundle up but it is a nice day. a live look outside in san rafael, watching the north bay because temperatures are dropping in some spots below freezing. we're at 31 in napa. and one degree above freezing in livermore. 32 in san martin. so those are the coldest areas. then into the day, sunshine and a warmer temperature for this afternoon. so we'll talk more about this and look all around the bay coming up. mike, you're focusing on the east bay. because we have the build of the bay bridge toll plaza but that is not the breaking news. over all of the speed sensors they look all right but you have a problem at mallory on northbound 880, that on-ramp is closed in fremont. there is police activity there. related to a car found over at fire station eight, that is miles away in fremont as well, that has bullet holes in it. that is a big tease there. bob redell has the story and details on what is going on at the on-ramp. there you are, bob.

>> reporter: good morning to you, mike. i was just speaking with with a chp sergeant leading this investigation. they tell us that they are about to open the on-ramp, the mallory avenue on-ramp on 80 that is shut down since around 3:00 this morning when the shooting happened. the sergeant did indicate they found about five bullet cases here on the on-ramp and it it was around 3:00 this morning there was a driver of a bmw had who tells chp that there were two cars following him, reasons unknown, but at least the driver or somebody in one of the cars at least one with of the people started shooting at him. and hit his vehicle. now the driver of this bmw, this is video here, drove his car to the fremont fire station number eight which is about four and a half miles from here and called 911. you could see the officers there were investigating. they found two bullet holes in the back of his vehicle. he was not hurt. and, again, there are at least one if not two suspect vehicles,

chp doesn't have a description of the vehicles and again no indication why this car was shot at. so, again, the mallory avenue on-ramp at 880 after had this investigation going on for about two hours. bob redell, "today in the bay." >> thank you. hundreds of americans under quarantine for the coronavirus in china are now back in the bay area. they landed at travis air force base in the last hour. the 350 people who just made the 12-hour trip were desperate to get out of wuhan. the epicenter sweeping across the world. pete suratos is at travis air force base and now they have arrived and what is next for the passengers? >> reporter: well, guys, we though that one of the planes plans to refuel here at travis air force base before heading to another base in san diego. but that second plane of passengers are going to remain

here on the base and they'll be quarantined as a result of being here on the base. but you did mention that new video that we have of one of the planes landing here. you can see it here at travis air force base. military officials say those passengers will be quarantined tor 14 days at the westwood inn hotel on the base. now government officials did tap travis air force base as one of four u.s. military bases to be on stand-by for travelers coming from china who may need to be quarantined. as a safety and health precaution officials say a safety cordon will are be established to separate residential housing on the base from those evacuees and you have solano count public health department posting on the facebook page that the risk of the virus spreading to the community around us is low. but of course there are still a level of concern for folks in the area. >> is 14 days enough? i mean, do they know enough about this to know exactly how long it takes to show up? >> for the safety of all of us here in this country, hopefully

they're capable of containing that and keeping those people quarantined. >> reporter: now, as personnel at travis air force base deal with this morning's situation, there is new developments at another military base in riverside where many arrived from china and the reports are that an intent was part of the group that was hospitalized with a fever. so we'll keep an eye on that. but cdc will hold a news conference more more details later today and that will take place at 12:00 p.m. reporting live, pete suratos tor "today in the bay." >> thank you. as for the latest numbers there, at least 24,000 people have now been infected in mainland china with nearly 500 deaths. four people in the bay area have been diagnosed with the coronavirus. two in santa clara county and two in san benito county. 5:04 now, a live look at capitol hill where the senate impeachment trial is expected to wrap up this afternoon. with a likely vote to clear

organizing demonstrations for later today. well turning to decision 2020, results are still coming in from the problem plagued iowa caucus. about 70% of precincts are now reporting and right now it appears pete buttigieg is leading the delegate count with 27%. vermont senator bernie sanders is right behind him and elizabeth warren and former vice president joe biden are in third and fourth place. now all of that could change still when the final votes are countedment meanwhile, everybody asking what happened in iowa. the state's democratic party is apologizing for the delay saying the reporting app had a coding error. they are now using the paper rail to double check the results and there is an investigation underway. nevada had been planning to use the same system for its caucuses but now canceling those plans. well happening today for you, more than 100 uber and lyft drivers across the state are expected to file a lawsuit.

according to "the chronicle," they're fighting to be considered employees and say that they're entitled to back pay, overtime and expenses for the past three years. both companies are fighting to keep workers as independent contractors since the state's new gig economy law took effect last month arguing it will increase costs anz destroy driver flexibility. the drivers filing suit today are trying to force uber and lyft to comply. the long-awaiting trial surrounding a deadly stabbing on a b.a.r.t. station is set to get underway. john lee cowell is accused of killing nia wilson and injuring her sister in july of 2018. investigators say the attack was unprovoked. case faced long delays in large part over questions about cowell's competency. the judge recently ruled he is, indeed, fit to stand trial. happening today, a new lawsuit will be filed against san francisco county jails saying that the conditions for inmates are are not adequate. a federal judge ordered the jail

to give inmates at least one hour of direct sunlight a week and one hour a day if the gym. this isn't the first lawsuit against the jail. back in 2017 representured pipes at the jail swamped more than 200 inmates with sewage and this is for more than a year. that case was reacceptly settled. and redevelopment of the diridon station in san jose is now a good. last week we reported cal train and vta had two options to redevelop the station. option one, expand the existing rail corridor, option two a new vaddock over 280. last night the city and cal train and vta voted to expand the existing rail corridor and that new track will cut through parts of willow glen neighborhoods. city leaders say that redevelopment will take years to complete. and right now at 5:09 as you head out of the door, it is going to be a cold one in some

spots where we're dipping near or below freezing. we're in the upper 30s right now in san jose. if you're heading out to the diridon station, 37 degrees through 7:00 and then into the rest of the day, a lot of sunshine and slightly warmer temperatures compared to yesterday. here is a look at all of our highs for today. reaching 60 in san jose. 60 in livermore. and 64 today in napa. while san francisco will reach the upper 50s. mike, you're starting in san jose with a traffic break. in fact, on the second round, stopping up north 101 from our camera north of 680, you see the overcrossing allen rock and mckie and as you go under the overpass there is a puddle and yesterday it froze and reports of ice there and today the same thing. so this is a second track they're running to put sand down over the thin sheet of ice so be careful there for everyone. the rest of the bay does show a smooth flow of traffic but we're watching the mallory on-ramp after an overnight shooting

there. but i can't explain tesla gaining 13% again yesterday. that stock is on a tear but the fundamentals aren't behind it. and then e-bay, you got pe on this one. the "wall street journal" reports that the company that runs the new york stock exchange wants to buy e-bay based in san jose. this is a mystery. both deal with market places but other han that it is hard to explain. we'll keep then eye on it. we'll talk about president trump's state of the union throughout the morning. i'll touch on it again in checks and balances. the top line, he played up the economy and the economy is doing very well. not as well as the president claims it is. he talked about gdp growth of 7% and complained obama's 2% was embarrassing, the latest gdp put both at 2.3%. fox con that makes apple iphones is telling chinese employees coming back to work they have to undergo quarantine

tor 14 days because of coronavirus. bloomberg the first to report that. biggest iphone factory about 300 miles from wuhan. a lot of employees live at that factory campus so it is not a huge logistical problem. those factories are closed reopening on february 10th. and disney said more than 26 million households signed up for disney plus. and, laura, i know that jack is a huge mandalorian fan. i haven't signed up for this. but i have signed up for cbs to watch pick yard and for apple to watch the morning show. i like it very much. i just have too many subscriptions and need to think about prioritizing. >> you have time to watch them. >> yeah. i don't have triplets. i have two grown boys who could handle their own lives. >> i started watching mandalorian with jack and it is like i have to go make dinner and throw in that laundry.

we get the data from computer and we have to figure out what is going on. >> we do count on mike a lot. >> i'm watching for the wagons there. >> wagons beware. all right. so we're all having to bundle up with this cold air. check out our current temperatures right now. as we are starting out with a lot of 30s here and looking at san martin. down to 29 degrees. it is cold. as we zoom in on the north bay, napa at 31. we're at 42 in cloverdale and santa rosa at 34 degrees. the seven-day forecast is already up at the bottom of the screen as we talk about how cold it has been. now yesterday morning when you walked out of the door it was really windy and that wind mixes it up and makes it not as cold. so that is why we had those mid-40s in parts of the north bay and it may be breezy where we see the temperatures a little bit higher and then where with we did have the freezing temperatures we called them wind-sheltered valleys.

they are not getting as much as the wind and temperatures have been dropping down into the 20s and 030s so the reason why you see a huge difference in temperatures over a short difference and thousand the wind is calming down. much more of a calm wind today compared to yesterday and temperatures warming up just a lit for this afternoon. morgan hill reaching 62 degrees. and 61 in cupertino. east bay high temperatures up to 63 in danville. we've also had the sinking air clear skies due to the high pressure that is just off to our west. as we go throughout the week, all of that rain and the storm system staying to the north. up until about sunday. as it moves in it is going to dry out. but will still bring in cold temperature as long with gusty winds. so we're going from the low 60s today to the upper 60s by the end of the week. and then by the weekend we're cooling off a few more degrees but still not a drop of rain anywhere in this seven-day forecast. we may see it beyond the

seven-day. mike, you're tracking three important spots. that is right. and they just changed so i just juggled my maps around. here first we'll focus on fremont. the police investigation that had the on-ramp for northbound 880 closed until just seconds ago. bob redell sent me a text with exclamation point, it is now open. the on-ramp from mallory reopened on the northbound 880. the scene still there. bob still following the story. a shooting here, a car with bullet holes at fremont fire station eight and that is almost five miles away on surface streets so more details to come in from that scene. we also have slowing northbound 101. now we talked about smaller crashes not a big deal. this crash doesn't seem like it is related although yet we did have a crash related to a traffic break. there was a series of traffic breaks north 101 by 680 toward mckie where the underpass there once again has a thin sheet of ice and overnight freezing from a small puddle almost always

avenue. there were bullet holes until the car. the driver said he was being followed by two cars and someone in one of the vehicles started shooting. no one was hurt. chp said there is no indication why that car was targeted. san francisco's pride parade still months away but happening today the battle is heating up over who should be allowed to take part. kris sanchez is live outside of google headquarters in mountain view. the company is now trobt a-- is front and center in this controversy, kris. >> reporter: the board of directors for the pride organization is meeting and one of the hot topics is a vote to ban google from participating in sponsoring pride 2020. however, it is a vote that the president of the board said might not be legally binding. here is the back story. last month a portion of the pride organization membership held a vote to ban google from the june parade and that vote passed. some current and former google employees called for pride to drop google as a participant and

sponsor over the treatment of lgbtq people on youtube and other google products. they were not dropped in the parade last year and the issue carried toward to this year's pride. but it seems that that vote that happened last month is not legally binding. as part of the pride's president statement saying in part our legal team has reviewed last week's vote by a small group of pride's 326 members and determined this measure is not binding. as such, there is no ban in place at this time. this small group is not representative of the larger pride community. now the eviction of the moms for housing was the impetuous for a vote to ban the alameda county sheriff's department from marching in the parade this year. it is unclear whether that vote is also under review. both of those votes happened in january. now the pride board meeting is tonight at 7:00. it is in san francisco. in mountain view, kris sanchez, "today in the bay." >> with we know you'll follow that for us, chris, thank you.

5:36 this morning. a new fallout from the san francisco public works scandal. it may reportedly prompt changes at city hall to federal agents last week arrested public works director mohammed nuru accused of corruption tied to a restaurant deal at sfo. city attorneys are investigating and nuru is still employed. the supervisors yesterday introduced new legislation to change the handling out of those contracts. other legislation would introduce term limits for airport commissioners. you could go to our investigative unit section of our home page. this is for those recent stories tied to that scandal. new video police want you to see this morning tied to a deadly stabbing in san jose. showing three people running from the area where an 18-year-old man died on october 6th. the stabbing happened along allen rock avenue. anyone who recognized them should contact san jose police. 5:37 now. a deadly shooting on board a bay

area bound greyhound bus is making some wonder if there is enough security for trains and buses. one person died and five others were injured. passengers managed to disarm the shooter who is now in custody. in general violence on buses is pretty rare. but critics say the tsa may focus too much of their attention on airports, at the expense of bus depots and train administrations. pg&e is one step closer to emerging from bankruptcy. a judge yesterday approving a deal to allow the utility to refinance billion dollars in debt. that money will be used to pay off utility bondholders. you remember may the governor rejected the pg&e two original bankruptcy proposals and still pushing for a state takeover of the utility. and san francisco recent car-free makeover on market street is giving berkeley leaders a similar idea. the east bay times reported that

one council member is looking at banning cars at dwight and the cal campus. it would make telegraph a more welcoming street for walkers and bicyclists but some neighbors fear a ban would bring more traffic to side streets. i guarantee you, cars can't go in one section they have to go to another street. that is the way it goes. over here cars were slow because of a traffic break. sand being put down over a frozen putle at mckie and then a crash causing a back-up. but the majority of the lanes are open once again at oakland road. still a slow stretch. we expect slow in this spot for san jose at this time. but it is a little extra slow right now. give yourself another five minutes through that area. the rest of the south bay and peninsula move nicely. that on-ramp cleared at mallory and the investigation at the on-ramp to northbound 880 is reopened and a smooth drive

and this weekend in napa valley, friday is going to be the warmest. we'll see some upper 60s there and we'll check out our south bay temperature trend for today in about three minutes. have you seen this. two dogs finding themselves in a bit of a rough situation. new security vid shows one of them caused a fire inside of a new mexico home. it happened when one of the dogs knocked over an ironing board and some other items. kind scary. they were melted by the furnace and then the material entered into the heater and it just sparked that fire. luckily both dogs managed to escape. >> that is very scary. >> 5:41 this morning. and we have a brewing debate over the delta and a lawsuit. >> when you add it all up, president trump honestly is having one of the absolute best weeks of his entire presidency.

it is still early days but put that one in the president's win column. he talked up a second term in his state of the union last night. and praised the american economy which he's taking credit for. he got big cheers from some of the very same senators putting him on trial. so a lot of things going the president's way and then there was this. interesting. we're not going to show you nancy pelosi tearing up the president's speech. let me describe it to you. the president finished -- the president finished his speech, nancy pelosi tore up the president's speech. she did it over a course of a period of time and the video was doing it three separate times. nancy pelosi herself warned democrats to behave back at president trump's first state of the union. i think we have to deal with the state of the union in the utmost

noi no fog and temperatures in the low 30s. even right now at 29 degrees in san martin. napa below freezing at 31. elsewhere temperatures very close to freezing. saint helena at 33 degrees. so as you head out of the door, extra layers. to make sure the kids on a nice warm code. heading out to school in oakland at 41 degrees. at recess about 51. so still wearing the coat. and then later on today as they head out, heading out to play after school, it is going to feel much nicer with temperatures in the lower 60s. 62 at oakland. 60 in livermore and 64 today in napa. there is still a lot of rain. this atmospheric river triggering across the make northwest and once again going up and around this high pressure. so it is staying north of the bay area. but here we're going to warm up as we go through the week as the high pressure causes clear skies and then going into the weekend this area of low pressure drops

in, bringing in cooler temperatures. but it will be lacking in rain. we'll just make those winds really gusty on sunday. temperatures over the next seven days going straight up. going from the low 60s today to the upper 60s by the end of the week. and then back down for sunday. but still staying pretty mild going into the start of next week. and, mike, you've been tracking what is going on across the south bay. >> the south bay itself looking good. we do have your typical routes slowing around 680 toward oakland road but complicated by issues. a sanding truck that needed to go for a couple of traffic breaks around mckie for a frozen puddle there. should be fine there now. and there was a crash at oakland road as well. the other crash that shows up is north 280 past the 87 interchange and cars off the roadway and no injuries or slowing just minor distraction so note it is there. and disabled vehicle over there in san leandro but the slowing

. welcome back, everyone. it is 5:56. now to our special coverage, making it in the bay. focusing on the bay area housing crisis. a new study showed millennials are willing to make more sacrifices to try to buy a home in the bay area. >> the survey by clever real estate published in the mercury news set millennials are more willing to draw from retirement and delay starting a family and live in lower cost neighborhoods to build equity. and student debt and lower savings and not enough for the down payment are the biggest hurdles keeping them from buying. a berkeley man is reportedly held without bail accused of trying to kidnap a little girl

and punching the girl's father when he confronted him last month at the berkeley marina. the suspect brian blanchard motion to a 3 yee-year-old girl come to him and approached her and touched her shoulders and when the family confronted him he punched the father in the face and he was arrested a short time later. happening today, a new lawsuit will be filed against a san francisco county jail saying that the conditions for the inmates are not adequate. a federal judge ordered that the jail give inmates at least one hour of direct sunlight a week and an hour a day in the gym. back in 2017 ruptured pipes caused sewage and that case was recently settled. tighting bullying and school description nation, the governor wants to halt the testing for

three years. saying that the state has received complaints about body mass index testing and students being required to select male or female, tests given to fifth and senth grade and ninth grade students. happening now. a library in los angeles is trying to solve a half a century old mystery. parts of a bronze sculpture were stolen 50 years ago and disappeared in 1969 when the library underwent a renovation. one of the missing panels was returned last year by an antiques dealer but the other part is still missing. a $10,000 reward is offered for their return. well you've heard every vote counts but tens of thousands of votes cast two years ago did not count. >> they were thrown out. here is stephen stock. >> reporter: we discovered more than 150,000 provisional and mail-in ballots for a dozen

counties here in california that were thrown out like voting late or double voting. but one of the most common reasons was the signature on the ballot did not match the records in the department of elections. that includes more than 2500 votes in san mateo. close to 7,000 votes in contra costa county and more than 9,000 votes in san francisco. many voters on this list had no idea there was even an issue at all with their signature. and they told us their ballot was legitimate. alameda and santa clara counties did not provide us with their data. while the thrown out ballots represent less than 3% of the cast, it could make a difference in a close election or a small local referendum and serves as little consolation for those people whose votes were discarded. elections officials including california secretary of state tell us they're working to improve this system and to make sure that all legitimate votes are counted but they have to
