up. mike, you're following up on a wrong-way driver report. >> very dramatic. a report are there is on 580 a driver going east in the westbound lanes in the center divide area. most of the bay is moving smoothly. concern is in oakland as around 98 golf links road, chp sounds like they have this in hand and a traffic break to move that slowly moving vehicle which is looking for some assistance and i'll follow that closely. also the issue in the embarcadereast bay, the fog and traffic starting at the bay bridge. back to you. 5:01. an arson investigation underway after a deadly fire at a los angeles apartment complex. at least one person was killed. two other are in grave condition. the fire itself started at about 2:00 am a building south of west hollywood. firefighters arrived to find flames on both floors and people trying to escape. some even trying to break windows to get out. no firefighters were hurt.

an investigation is underway into how that fire started. we'll continue to bring you updates as they come in to us throughout the morning. and new development in the deadly coronavirus outbreak now bringing things to a standstill in some parts of the world. >> so we have the latest numbers for you. from overnight the number of dead now above 600. infections around the world have soared to over 31,000 people. in fact eight people in the u.s. now have that virus. in the meantime, two more u.s. state department chartered evacuation flights have left wuhan, the epicenter for the illness. and one of the planes landed in the bay area overnight. kris sanchez joins us now with more details on this. >> reporter: hi there. that flight that touched down is now headed on to san antonio, texas, where folks will be quarantined for two weeks. as you know 178 people are also now under quarantine here in the bay area at travis air force

base in fairfield getting health checks twice a day for next two weeks, the time it could take for symptoms to show up. the hunnam family is one of them. >> they check us twice a day and once in the morning and we go down and they take our temperature. >> reporter: a state lab in richmond will be a key defense in the coronavirus fight. starting next week, the lab will test samples an the turn-around time is two days instead of the seven days of the cdc in atlanta takes. new cases on board a quarantined princess cruise ship off of japan where 11 americans are now among the 61 people confirmed to have coronavirus. there are about 3700 passengers and crew members on board. a flight between china and san jose and sfo will drastically be cut next week and perhaps for the next six weeks. that includes american airlines, so chances are if you ask around in your circle trends and other

hampshire tonight, seven democrats qualify for the debate. joe biden, pete buttigieg, amy klobuchar, bernie sanders, elizabeth warren, and tom steyer and andrew yang. and happening today, oakland mayor libby schaaf delivers her state of the city address. top issues include creation of new affordable housing. her program keep oakland housed, and also the future of the a's new ballpark. the address takes place at the museum of california at 5:00 p.m. and watch it on the mayor's facebook page as well or twitter company account. well making it in the bay and new housing options may soon arrive for san francisco muni workers. examiner reports that muni is looking into building homes on land that it already owns amidst an ongoing shortage of drivers and train operators and that led to slower commute times. agency is looking into building 525 housing units above the bus yard in pattero.

and we're coming up on 5:08. a chilly start this morning. and you need to grab a heavier coat as you head out of the door once again in the north bay. we're at 38 in santa rosa. this is 39 in livermore. also 39 this san martin. san jose we're at 44. and 45 in oakland. so as you head out, we're going to feel temperatures going from the low 40s in concord to about 60 degrees. a lot of sunshine today. and it will turn out to be a very nice afternoon. so we'll check out all of our microclimates and what is ahead coming up. mike, you have an update on the wrong way diver. >> and it is the kind we want. no incident and it is clear there the roadway, chp ran a traffic break which is your commute direction around 880 on golf and they did help the vehicle off slowly traveling in the service area so trying to figure out how to get help there safely. that is the good news. and over here slowing on the

from now. president trump's been talking up the economy. and although he tends to exaggerate the numbers, in his state of the union the economy is indeed doing very well. but we do expect economists to readjust some past estimates today showing the original numbers last year were too high. today we're going to find out the actual numbers compared to the original estimates compared to trump's claims. on the conference call with reporter this is week, twitter said it would hire an additional thousand workers. though not necessarily in san francisco. and we've heard jack dorsey talk down san francisco before. he said yesterday our concentration in san francisco is not serving us any longer and we'll strive to be more far more distributed work force which will improve our execute. companies moving out and the high cost of living, tough housing, some of the things we'll examine as we launch making it in the bay next week

afternoon, we'll be warming up into the low 60s. now it will be a great day to head out to the park. and in san mateo it starts out cool at about 45 degrees. our sky stays clear and it warms up going into the afternoon. but very comfortable at 3:00. 62 degrees. and then we'll see our high temperature reaching 70 in antioch. 70 in napa. san francisco reaching 62 degrees. and clear lake today up to 71. we have high pressure still just to the west of us. now it is going to move farther away and allow for this low pressure system to drop in. now this is going to cause some gusty winds heading to the end of the weekend. and it still won't bring us any rain but it will be windy and cooler. and so we are going to have a high wind watch in effect for a lot of the hills. starting late saturday night into early sunday. and all of the areas shaded in yellow are included in that high wind watch. so now is the time to prepare for some of the gusts that may reach about 45 miles per hour.

it is also going to be really windy in the sierra by sunday but looking at a very warm start to the weekend. today in squaw valley and alpine meadows reaching 54 degrees. but then look at the change by the weekend. only reaching 30 degrees for a high. well the sierra sthoe pack unfortunately continues to go down because of the temperatures in the 50s that we've seen and a lack of snow. right now only to about 64% of normal. you could see all of the numbers around the central sierra around lake tahoe, and at about 63% of average and we don't have any snow in the forecast. so let's head over to mike now. you have a crash blocked from the east shore freeway. that is right. it is blocking the east shore freeway right now. eastbound direction. that is counter commute. i'll show you overall we have a nice pleasant drive. very easy for a friday so we see the build happening later. friday late, i guess. but eastbound 80 where we -- up

until secs ago had all of the sensors lit up red. all lanes were blocked. still reported blocked as kari was talking so they may have cleared the roadway but they had all lanes blocked with fire crews at central and jammed up approaching the race track. just in case the sensors are wrong, gilman toward san pablo is your alternate and be prepared and i'll let you know what the chp reported on the update coming up, if there is a big change and it looks like there is in the speed sensors. toward the bay bridge, that is your commute and not a commute right now. the bay bridge toll plaza, we have fog but not a big back-up. no metering lights yet. our view from emeryville over the east shore freeway and right here this shot shows you that the fog is creeping down and touching the roadway but over here the incline is just fine. it is toward san francisco right around treasure island and yorba bue buena island with where you may have a issue with visibility as well. >> thanks, mike. california fire department

why pliny the younger is so popular. >> i want to show you this beautiful video of some fog rolling over the golden gate bridge. earlier this morning take a look at had this time lapse. really cool looking. and it is very low. only at about two to 500 feet so it goes up and down as we see it. at times blocking the view for some of the drivers. check out the forecast for today. enjoying sunshine once again. once the fog clears out around the bay, we'll see temperatures cooler for the weekend and we'll talk about the high winds and what we're expecting for sunday coming up in about six minutes. mike, you have more info on the crash in albany. so first note, some folks may be asking where is albany. we'll show that to you and the crash over in the east bay. south bay, peninsula, tri-valley all looking great.

it is friday, 5:32 doesn't show a lot of problem except for this one. this is eastbound 80, central avenue and albany is this area, berkeley below and richmond above and looking at traffic flowing again. one lane is blocked and that is why you see the bit of slowing counter commute and at the bay bridge toll plaza that is the only spot of slowing. we see it on thep maps, just starting to fill in the lanes and we have a cobweb, can't do anything about that. >> and quite intricate there, too. 5:33. the b.a.r.t. extension on hold again. a lot of people on this one, bob, they want to know what is going on. >> reporter: and they also wonder where the stations will open. we're at the milpitas and berryessa station. we don't know the answer. b.a.r.t. and the transportation

authority said we won't know until mid to late march when the stations will open. we're talking about the $2.3 billion project had a would extend b.a.r.t. ten miles into san jose with those stops at milpitas and berryessa. right now the line stops here at warm springs in fremont where i'm at. the idea is to get to the two other stops, mill piecia and berryessa and have b.a.r.t. extend into san jose and santa clara which is years out. the stations themselves are built and the b.a.r.t. tracks are install and they were supposed to open at the end of 2018. this past december both did open to vta light rail and bus service but b.a.r.t. trains can't run with passengers through the stations yet. among the issues addressed, the trains are not stopping exactly where where they're supposed to on the platform. because of a communications issue between computers on the

train and the stations. vta anticipates later in the month of march they might be able to fix the issues and then give us a better idea where where the stations will open to b.a.r.t. service. live if fremont the at warm springs b.a.r.t. station, bob redell, "today in the bay." >> you could imagine the tears once that is all complete, bob. we'll be waiting for that. thanks, bob. 5:35 right now. and attorneys for wildfire victims accuse pg&e of continuing to use shotty and dangerous equipment even in the now devastated town of paradise. the allegation is part of the plaintiffs' legal claim coming by way of then expert hired by the wildfire victims. that inspector said he found parts held in place by electrical tape and rusty power lines. about 100 yards from the fally line that sparked the campfire. in response to the filing, pg&e said that it looked into the allegations and the line had no safety issues but did need some equipment repair. it is 5:35. and hundreds of teachers jobs

may be on the line as one east bay school district grappled with budget cuts. leaders in the richmond contra costa school district are staring at a $32 million shortfall this year. right now both sides are rying to identify cost-cutting options. the union fears if none could be found 250 teachers may get pink slips without considering nonteaching staff. the union said the district could lay off 400 people to reach the budget-cutting dpogoa berkeley high school so far are thought commenting on the lawsuit filed in connection with an alleged sexual assault. berkeley high reports that it surrounded an attempted rape and accusing administrators of not rowe tecting the student assaulting and saying that the same person had assaulted other students in the past and that suit claims that the school did not notify child protective

services. they did reachu out to the high school and they are not commenting. the navigation centers in san francisco is stalling out. you may remember the embarcadero shelter opened in december, missed a lot of pushback from neighbors. the examiner reports that a supervisors committee yesterday tabled a vote to open similar centers in all 11 supervisor districts. homeless leaders say the cost to open so many centers will impact actual housing for the homeless. the same committee will revisit the subject february 20th. uber is trying to make it easier tor -- for commuters to take the train. the make my train. commuter could put a train stations as the destination and they get a schedule and then ask you when you want to arrive and uber will give you time to pick up a ride. which is great. part of it is looking up when you want to go. i have a good friend who is an engineer and i just -- on the train and i just call him. when is the next train leave?

>> does he or she have a hat? >> we tease them like that. >> that is so cool. >> he's a good sport. >> looking for a ride-along. over here looking for a ride-along. if you car pool that is great for the bay bridge toll plaza but over here the slower drive which it doesn't matter what you're driving as long as you're not driving in the slow lane. you should be okay but it is slowing the counter commute and then toward the richmond bridge toward san rafael causing slowing as we see more traffic. typical counter commute direction. west pound is your normal commute, not a normal chute because it is friday so your friday at the toll plaza. we'll look at transit and no major delays. just b.a.r.t. which is a great option and getting into the city, b.a.r.t. and muni not affected by the private vehicle ban on market. >> how is that going? have been up there. >> i have not been up there.

"the washington post" said trump wants him reassigned to the pentagon. the president had a free-wheeling tv appearance on thursday morning where he thanked supporters, holding up the hometown newspaper with the headline he likes so much. mr. trump did acknowledge the investigations are not over.

>> but i'm sure they'll try and cook up other things. they'll go through this state of new york, they'll go through other places. they'll do whatever they can. because instead of wanting to heal our country and fix our country, all they want to do, in my opinion, it is almost like they want to destroy our country. >> the president mentions thrk and he's facing challenges there but the biggest from the u.s. attorney from the south district, the most powerful federal prosecutor there is. as we've talked about many times, established tradition said the president can't be prosecuted but only while he's president. after that, he's fair game. i think it is noteworthy that the president mentions new york. a new bipartisan report out of the senate said president obama did not do enough to stop the russians from interfering with our elections. those that report gives him the pen fit of the doubt, pointing out nobody realizes the russians were interfered. it does say that obama fell short. this puts president trump in an

and you're like what is going on, yes, the trees are already blooming so we have tree pollen and juniper and all of that flowing through the air. so a heads up as you enjoy temperatures today that will head into the upper 60s and low 70s inland. napa, concord up to 70 degrees and 62 degrees in san francisco. now check out that seven-day forecast. it is up at the bottom of the screen showing sunshine and notice no rain. well, we're still seeing the rain to our north. and we could see that it is becoming a little bit disconnected. a steady stream of clouds going right to the pacific northwest and soon they'll get a break from that rain as high pressure starts to back off from us. moves off to the north and then this low dips to the south. as it moves into the bay area on sunday, it's not going to bring us any rain. it is just doing to be windy, turning cooler, especially for those morning hours. and then it moves on off towards the east. but we are expecting some high

winds. as that high pressure that we've seen over the past few days warms up our temperatures. now the winds flowing around high pressure are always clockwise and causes the air to sink and as the air sinks it compresses and causes the temperatures to warm up. so we're up to 70 degrees today. now keep in mind that normal is about 59 degrees. well we're going to come back down just a few degrees by the end of the weekend into the low 60s. but we're still going to see some unseasonably warm weather, feeling more like spring and extending into early next week. now mike, we have good news for the east bay commute. >> i do. and this is not necessarily the good part. the back-up with the metering lights on at the bay bridge and we do have the spiderweb. parka the spider lives here. and the back-up is easing up. the back-up is easing up a little bit. but i expect it to grow a bit more over the next 45 minutes. friday has a more gradual build. the bigger issue is the fact that we could see more. we could see the east shore

freeway with the low clouds and fog moving around so right now getting a break. also getting a break, less brake lights over here. fewer brakes need tapped eastbound 80 past central and the earlier crash cleared, closer to buchanan you height see distraction over on the shoulder. meanwhile through contra costa county, that is your general push toward the bay bridge and the minor back up at the toll plaza, that is your commute direction and it is all green. now early this afternoon, in fact late this morning, we'll see traffic build on eastbound 80 away there the our through fairfield and vacaville and toward sacramento and tahoe and the sierra and that is a crowded route earlier in the afternoon as well as 580 toward livermore. but right now month major problems. back to you. >> thanks, mike. happening now, preparations underway for hollywood's biggest night. the 92nd academy awards are on sunday. right now crews are getting the kodak theater in los angeles ready for all of the stars.
