slowing is clearing up now but the activity is still in the slow lane and track that until it clears and this is a clear drive toward the bay bridge toll plaza where the lanes are already starting to fill up so we may see the metering lights turn around about 5:10. over to you. >> thanks, mike. 5:02 now, it is decision day for primary voters in new hampshire. in fact we have a live look for you this morning as the polls are now open. and while the republican race is a formality on the democratic side, one candidate seems to have the edge. our latest quinnipiac university poll is putting bernie sanders with an eight-point lead. "today in the bay's" alice barr is live with the latest from the campaign trail including a visit from the president. good morning, alice. >> reporter: good morning, laura. president trump was here last time and came for a rally. he had been attacking his democratic rivals and offering a little bit of extra motivation as polls have been opening over

the past two hours. we already have a few results as it it tradition, there were three tiny towns near the canadian border that voted early this horninmorning, just after midnight. so amy klobuchar is leading the pack in that sample size from the early votes. but let's look at the bigger picture. you mentioned the poll. there is a new national poll that falls in line with several others putting bernie sanders pulling ahead. former vice president joe biden currently in second place in that national poll. with former new york city mash michael bloomberg the top three and sanders representing vermont and that is one state away. trump last night attack his potential democratic rivals. >> we are going to defeat the radical socialist democrats. we are going to win new hampshire in a landslide.

>> reporter: pete buttigieg is also a strong contender here today riding off a victory in the iowa caucus. but sanders and buttigieg are also both asking for a partial review and again that -- that early voting that we had this morning, from the tiny little towns, it was a bit of a surprise because three out of the five people who voted in the tiny town of dixville notch, they wrote in michael bloomberg and he's not in the ballot yet here in new hampshire. that is an interesting preview. the first time he's appearing on ballots is on super-tuesday and other states cast their votes. it will be interesting to see how he changes the race. >> already pulling for him and writing it in. thanks for the latest there. and the "today" show will have coverage of the fups primary with savannah guthrie live in manchester and she'll have a

one-on-one interview with mayor pete buttigieg ho is hoping for a big night. a grim new milestone for the coronavirus outbreak. 1,000 people have died in china. in the bay area concern is spreading nearly as fast as the virus it self-. and kris, what is this all about? >> reporter: the santa clara want to free up resources in the event that that happens. now the santa clara county has two confirmed cases of coronavirus. we've known that for a while. no person to person spread is confirmed. but the county say that the proclamation does not significantly signify any increase in risk to the residents of santa clara county, these actions empower the county

to more effectively respond to the outbreak seeking to utilize mutual aid and potentially obtain reimbursement and ensure that the county public health has all of the tools at their disposal to keep the community safe. meanwhile in san diego county, the first case of coronavirus was confirmed among the hundreds of people who were evacuated from china to the marine air base miramar. there are now seven confirmed cases in california, 13 in the u.s. and more than a thousand people have died worldwide, more than 43,000 are infected. here in santa clara county that local state of emergency, health emergency, is in effect for the next 30 days. kris sanchez, "today in the bay." >> thank you. 5:06 now and in contra costa county today the west unified school district will discuss the possibility of layoffs for teachers and workers as it deals with a major cash crunch. this could impact more than 30,000 students. today's meeting comes one day

after san ram on valley teachers voted to strike. "today in the bay" pete suratos is live in richmond with more on this. pete? >> reporter: good morning, marcus. we're talking about millions of dollars in potential budget cuts or budget cuts for west contra costa unified school district which is why layoffs for teachers remain a possibility. but let's get into the details of the budget. so as it stands, west contra costa school district is in a $48 million budget shortfall and committed to $32 million in cuts this year. as far as cost-cutting options go, they will consider millions of dollars in cuts to nonsalary and essential management and cuts from the four bargaining units but the teachers union feels if a solution isn't made close to 250 teachers could get pink slips and a total of 400 school workers could get laid off as well. now one teacher where we're standing at meerpa vista

elementary thinks about the cuts. >> they have not gotten the numbers right over the last two to three years and that caused unexpected consequences. >> reporter: now today's board meeting is going to discuss the nonsalary cuts. now that ranges from business services to facility costs. but if the teacher layoffs do take place notices go out in mid-march. reporting live, pete suratos for "today in the bay." >> thanks for the very latest there, pete. it is 5:08 now. vta is trying to get the word out as it gears up for the second phase into the south bay. it involves a tunnelling project and take b.a.r.t. from downtown san jose into santa clara and also take years to complete. later this morning vta is holding what it calls an industry forum including project overview. also civil construction and

engineering firms are being encouraged to register for consideration on upcoming projects. when it comes to making it in the bay, one city will aim at finding aa place for people living in rvs to park safely. tonight the berkeley city council will consider a proposal to open six city-owned parking lots to allow up to 25 rvs to camp overnight in safe lots but only for three months. berkeley banned overnight parking within city limits but the safe parking program would change that. tomorrow morning on "today in the bay" we'll introduce you to people who work and earn a paycheck but can't afford four walls and a roof. and go to nbcbayarea.com for a compilation of stories from all of our making it in the bay series. i was going to say. it is 5:09, here is kari. are you excited because it is going to be in the 70s? >> it is going to be nice today. but here is a place that was 40

degrees below zero. check out this viral video that we saw coming out of turkey of a time lapse of a blizzard thats was rolling across the black sea. i mean, this is pretty incredible. and you could see those really strong winds and so we are looking at zero visibility there. as all of that -- just imagine all of that snow heading toward you. that is crazy. so we're going to still continue to monitor that while we bask in the sunshine and as we said temperatures reaching into the low 70s today. as you get ready to head out of the door, pleasant hill b.a.r.t. in the mid-50s and 60s heading into noon. we'll talk more about this coming up. mike you're tracking the roads. we're checking for the metering lights at the bay bridge but they're not on yet. i have seen the fast track lanes back up and that indicates the traffic is funneling down and starting to jam up approaching the toll plaza but the cash lanes opened up because they opened all of the cash lanes in

our temperatures are are in the low 60s in some spots. we're at 61 in oakland and in livermore. but then compare that to san marin where we're at a chilly 35 degrees. let me show you what is happening here. it is still windy across parts of bay area and the wind creations friction in the air and that creates energy and it warms up the temperatures. we're seeing right now sh upper 50s in parts of the north bay and ukiah is now at 38 degrees. calm wind there. the rest of the day the wind advisory continues for the north bay hills up until 11:00. and you could see why. our models are still plotting some high winds from vacaville toward the north bay and then we see some calmer winds in the valleys. and it is also going to be a very warm afternoon. los gatos starts out at 49 degrees and warms up to 66 by 1:00 this afternoon. and look at these high temperatures. it will feel more

like spring, especially in the north bay. 76 degrees in napa and in santa rosa. no rain to speak of. it is still well to the north of us. look at all of the snow that is happening right now in parts of arizona, new mexico and the texas panhandle. the really cold air is there while we're feeling the warm-up due to high pressure. that high pressure once again is giving us a clear sky and a springlike feel as that moves away. we cool off just a lit. it will be windy again this weekend but we're looking at still a lot of sunshine over the next seven days. mike, tracking the roads and so far it is fairly quiet. pretty quiet but there were reports -- first the bay bridge toll plaza we have the metering lights on. and we talked about that at 5:10 and there is the back-up formed in 10 minutes. fast track had a heads start. and here is a smooth flow with with contra costa county out of

but the rest of the bay looks smooth right thousand. back to you, marcus. new overnight, violence breaks out after a concert in san francisco portola neighborhood. this is video from outside of the area. this is the el toro nightclub on san bruno avenue and felton avenue. that is where grupo exterminator was playing and when the concert ended a juvenile driver in a honda accord slammed that a parked car injuring a woman standing near. now a muni bus driver who saw the whole thing used the bus to block the juvenile from hitting the woman again and called police. officers took the juvenile male into custody. police tell us that he was drunk. the female victim was taken by ambulance to the hospital with nonlife-threatening injuries. police say the muni driver might be honored for his quick-thinking. 5:33 now. a major construction project could slow your ride into work on the peninsula. bob redell is live along 101 in san carlos. what kind of delays are we

talking about here, bob? >> reporter: laura, caltrans is anticipating nothing more than 15-minute delays during the morning commute on 101 and the peninsula. starting tonight caltrans will shut down some of the lanes in both directions. we're talking about northbound on southbound 101 here on peninsula between whipple avenue and redwood city and the freeway or highway 380 in south san francisco. the closures will run from 9:00 p.m. to 5:30 a.m. sunday through thursday night. caltrans warned that some lanes might not open until 6:00 a.m. and these closures are expected through 2022 as they build new express lanes in each direction. workers will convert the carpool lanes between santa clara and san mateo county line and build if you express lanes between whipple and 380 express lanes

that run through and the hov toll lane and still free for car poolers and open to noncar poolers who want to pay using their fast track transponder. along 101, bob redell, for "today in the bay." today in san francisco city leaders are expected to discuss future plans aimed at getting around the embarcadero more safely. bicycle riders say after recently daily collisions and several close calls it is time to install a protected bike lane. a group called people protected stood between cars and bikes last night to make a point. they lined up near a restaurant valet zone where cars often block the lane. >> there is constantly cars using the bike lane to load and park while waiting to go to the restaurant. >> the group is expected to present concerns to port leaders today. sf transit officials are hoping to get some temporary solutions in place later this year. 5:35. brace for higher rates on pg&e

bills as the utility is trying to offset costs to cover fire prevention efforts. in two filings last week pg&e requested rake hikes amounting to an additional $1.5 billion in revenue. the money will cover fire prevention projects like tree trimming and line inspections along with with added insurance costs and together the hikes would likely add $11 per month to the average bill over the next year. the p.u.c. still has approves the plan. and our "making it in the bay" spotlight. where concord city officials will discuss a revised ordinance to cap yearly rent increases at 5% plus cost of living adjustment or a maximum of 10% increase and also ban more than two rent hikes in one year. that cap would be applied to existing renters. happening today, san mateo

will consider restaurants on food ware. berkeley recently strengthened rules which include a 25 cents surcharge for single-uts cups. the goal is to encourage environmentally friendly materials. now you maybe saw this coming but now you have a chance to find the hard to find pliny the younger without waiting in the long lines at the brewery. and the catch here. you have to open that wallet pretty big here when it comes to some beer. check out this e-bay post offering a bottle of pliny the younger and the elder, the minimum bid $180. or you could buy it now for $250. >> remember this year for the first time customers could take a couple of bottles home with them. this is pliny the younger. this is a video from last week when people were waiting outside, sleeping inside and all bundled up to get their hands on that triple ipa.

the gusts this past sunday but expect a breezy day. if you're heading to yosemite this weekend, look for some chilly weather there with some low to mid-40s. sunshine friday and saturday. then a slight chance of some stho snow showers on sunday. napa valley looks nice with 60s throughout the weekend. we'll track this and have updates on what is happening today. mike you've been tracking the roads and just a few areas with the typical back-up. >> it is not bad. this is a tuesday. we expect the volume to be heavier coming back after the new year to ease in through february. but we see slowing toward the carquinez bridge and the back-up at bay bridge toll plaza. but this is great contra costa county showing slow for highway 4 and that is westbound. looking over here toward the peninsula, the slowing should be recovering and the crash i believe has cleared now. 101 approaching millbrae and still the slowing and perhaps debris from an earlier crash. the rest of the bay shows a smooth drive. looking at the san mateo and the

dumbarton bridge on the sensors and leaving with that look at the bridges on the map because we'll continue with our look at "making it in the bay," folks. as we move along and see today we're focusing on making it over the bay. ow bay area bridges. talking about our beloved bridges that take us over the water. we have eight critical tolls over the map. i looked at the golden gate bridge and the mtc and since we started the economic recovery around 2010, 2009, we've seen a rise in the number of tolls over that decade. the increase really shifted into earlier in the commute. from midnight to 5:00 a.m., coming into contra costa county, or leaving contra costa county state route 160 across the antioch bridge, 57% more tolls before 5:00 a.m. and we're going to move on now to the dumbarton bridge also seen an increase but that is westbound and traffic jumps up 77% for the same time period. and facebook on both sides of the bay increasing the foot

look at san martin, we're at 35 degrees. so you do have to bundle up there but compare that to half moon bay where it is 64 degrees this morning. yes, these temperatures are right. we have winds rushing by and that creates friction and also creates a lot of nurenergy and warms up temperatures. 61 in st. helena where it is gusty there and then looking at ukiah with a calm wind and it is 38 degrees. so a huge spread this morning. it is still going to be breezy. as we look at our hour-by-hour wind speed forecast. at 9:00 we still see 20 and 30-mile-per-hour winds and the wind advisory continues in the north bay until about 11:00 and still seeing some high winds gusting in parts of the north bay while the valleys will have a calmer wind. so as we check out san jose, looking at campbell, our temperature trend for today, upper 40s, low 50s and quickly warming up today, we're heading up to 70 degrees this afternoon.

76 in santa rosa and napa. going to feel very much like spring. and possibly setting more records today. no rain anywhere in sight. it is well to the thorj a-- to the north and afb tpacific and have rain in arizona, new mexico and the texas panhandle. so we could see the snow going on there while we continue on with dry weather but the high pressure backs off and you could see that our temperatures will cool down as a result. but still no rain in the seven-day forecast. i was holding out hope for a slight chance of rain late saturday night into sunday but it dries up before it gets here. all right, mike, how is it looking at the bay bridge. we'll start there. no surprises, the metering lights turned on at 5:15 which is the new normal and we talked about that timing change over the last six months. one more change westbound 80 around san pablo near the exit and slowing and a crash

homeowners fee. now for almost that same price, if you were to spend $709,000 in portland, you would get this, a five-bedroom home, two bathrooms and a3,000 square feet. this is new construction. in fact these are artist rent ises -- artist rendition and you could feature the lights and what not. let's look at what it will get you in austin. this is a four bedroom and two-bathroom home running on running rope drive. now austin is spendy so you're just not going to get the same as you would in portland. this is what it hooks like inside. it is close to downtown. it is in the hills. it is not bad. i honestly thinks this looks like a silicon valley house. a bay area home. so there is your choices. $700,000 in austin, you get good barbecue and $700,000 in portland and you get that but a lot of rain, marcus.
