"today in the bay's" alice barr is live with the latest from the campaign trail including a visit from the president. alice, good morning.

>> reporter: yes, good morning, marcus and laura. president trump was here last night. he had a rally and was attacking his potential democratic rivals and also maybe putting on the pressure and perhaps a little extra motivation as voters head to the polls today. and we have already seen the first results, this is a long-standing tradition that three tiny towns near the canadian border all vote just after midnight. so from that tally, senator amy klobuchar was leading the pack of those three little towns with a strong debate performance here in new hampshire and is looking for a bump out of that. but you mentioned that national poll. so let's get to that. because it is interesting information there. it does fall in line with several state polls showing bernie sanders pulling ahead. but this is it the first time on the national level that he's actually passing former vice president joe biden. he's running in second place in that new poll and that name former new york mayor michael bloomberg is in the top three

and he is thought in the race yet. and senator sanders represented vermont and that is one state away. and president trump was in manchester for a rally last night where he was you thing on the heat against his potential democratic rivals. >> we are going to defeat the radicals socialist democrats. we are going to win new hampshire in a landslide. >> reporter: pete buttigieg also a strong contender here in new hampshire. riding off a victory in the iowa caucus though it is a mixed one. he and sanders are both requesting a partial review so it is not a clean victory. no one has been able to ride that wave out of what should have been the first in the nation win in iowa and that is why everyone is looking closely at new hampshire and what comes out victorious here. now getting back to the little early-morning vote that we have in the small towns. michael bloomberg was the write-in winner and again

unusual because he won't be on the ballot until super-tuesday when other states will vote. >> alice, thank you so much for that. 6:05 now. and a grim new milestone for the coronavirus. more than a thousand people have died in china. in the bay area concern over the coronavirus spreading as fast as the virus itself. "today in the bay's" kris sanchez is live in san jose with the new declaration from one health department but perhaps not the reason why you may think. >> reporter: you height thi-- y there is a local emergency because there are more confirmed cases but santa clara said just to be ready in case they are. santa clara county has just two confirmed cases of coronavirus. those are not new. we know that for a while no person to person spread is confirmed but here is how the county described the emergency declaration they say it does not

signify any increased risk to the residents of santa clara county and these actions empower the county to more effectively respond to the outbreak seeking to utilize mutual aid and potentially obtain reimbursement and ensure that the county has all necessary tools at their disposal to keep the community safe. in san diego the first case was confirmed among some of the hundreds of people who were evacuated to marine air base miramar. there are now seven confirmed cases in california. 13 in all of the u.s. more an 1,000 people have died worldwide and more than 43,000 are infected and the infection rate continues to grow. the local state of emergency in santa clara county will rehane in effect for a month. in san jose, kris sanchez for "today in the bay." it is 6:06 now. vta is trying to get the word out as it gears up for a second tase of the b.a.r.t. extension into the south bay.

phase two involved a tunnelling project to take b.a.r.t. to downtown san jose and into santa clara. and it will also take years to cleat. now later this morning vta is holding what it calls an industry forum, including a project overview and civil construction and engineering firms are encouraged toster for consideration for upcoming projects. when it comes to making it in the bay, one east bay city will consider a plan aimed at finding a place living in rvs to park safely. tonight the berkeley city council will consider a proposal to open six city-owned parking lots allowing up to 25 rvs to camp out overnight this safe lots but only for three months. berkeley banned overnight parking within the city limits you about the safe parking program would change that. 6:07 now. the west contra costa county unified school district is facing tough decisions. later today, they're discussing the responsibility of laying off hundreds of teachers and workers dealing with a major cash

crunch. it comes one day after san ramon valley teachers voted to strike. pete suratos is live in richmond this morning. and, pete, today's debate could impact over 30,000 students there? >> reporter: yeah, that is right, laura. and we're talking about millions of dollars in budget cuts by west contra costa unified where the concern is for teachers where they could see the possibility of layoffs as a result of these budget issues. but let's go ahead and talk about the specifics when we look at west contra costa unified school district. they are dealing with a $48 million budget shortfall and committing to $32 million in cuts this school year. now as far as cost-cutting options go, the district is considering millions of dollars in cuts to nonsalary costs and areas of central management and cuts to -- from the four bargaining units but the teachers union fears if a solution isn't made, close to 250 teachers could get pink

slips and 400 school workers could be laid off as well. one teacher at mira vista element fears she won't be around to teach her class as a result of the cuts. >> we may have the next president here, who knows. the next inventor. >> the district is taking responsibility for not getting the numbers right over the last two to three years and that has caused some unexpected consequences. >> reporter: now as far as today's board meeting goes, they'll discuss the nonsalary cuts so we're talking about business services, even issues with with facilities around the district. but if those layoffs take place for teachers, notices could go out in mid-march. reporting live, pete suratos for "today in the bay." right now at 6:09, let get you ready for the day are where we have some spots that are cold and other areas that are warm for this time of the day. half moon bay is at 63 degrees. it is 54 in livermore. and then we're at 37 in san martin.

is something not permitted by law. i think you'll see some nasty new tweets from the white house. all this week we're taking a look at housing in the bay area. what we can do to make it better. i thought thises was interesting. economists at a company called loan depot say 77% of young people will ask for help from parents to buy their first home. either help with the down payment or closing costs or even co-signing the mortgage. now the study said when it comes to down payments kids are hoping parents will chip in the average of $10,000 and that really shows you the difference between the rest of america and the silicon valley. i think any kid here would be happy to get $10,000 from their parents, not going to do a whole lot for a down payment on a -- medium priced -- >> they could add to their savings but in the bay area you can't save as fast as -- >> you can't earn. it is gotten that difficult. >> and lending companies won't

and it feels warmer with some mid-50s as you get ready to head out of the door. it are will continue to warm-up today and by 2:00 we're at 66 degrees. check out that seven-day forecast. that is already up at the bottom of the screen. and we will still have some gusts, especially in the north bay. where that wind advisory continues for the hills. vacaville, napa, clear lake, we're still looking at breezy winds there throughout much of the morning and even into the afternoon as the wind comes through the delta and we'll see some of the very high delta breezes kicking up between today and then the wind starts to calm down. tonight while the valleys won't see as much of the wind today, and it warms up. near record high temperatures once again check out napa and santa rosa, 76 degrees. and yes, this is february. this is well above normal weather. and in livermore 72 degrees. san jose reaching 70. we still have high pressure, very dry air blocking all of the storm systems that have been moving off toward the pacific

northwest. and then some cold air dipping very far across parts of the desert southwest. look at arizona, new mexico, the texas panhandle getting snow this morning. while we're missing out on all of that wet weather. high pressure still keeping it away as we go into the week and that starts to ease off and moves off toward the west. and then we'll see some cooler air coming in by the end of the weekend. but still looks hike the rain chances stay to the north of the bay area. and i had to remove the rain chances out of the forecast. and some people were excited about that but with we do really at this point need some rain. this is the middle of the rainy season and it has been at least a month and a half since we've had a decent rainfall. so we continue on with dry weather into the start of next week. mike, you were checking on a crash in san jose. >> we're looking at highway 101 with slowing in the northbound direction which is your commute direction but it is jamming up just shy of capital expressway. the crash was at tully and there

is another cash reported around hellier and that is where we see the slowing so before you get to the capital expressway for the northbound route. that will cause more folks who see that on the sensors to head toward 85 which we do see that splits off from 101 in the south portion of san jose. meanwhile over here, the upper east shore freeway a distraction but it is off to the shoulder, slowing past el partol but maintaining that flow of stretch in that segment. the rest of the bay looks good. the rief tri-valley no major is. the san mateo bridge packed in westbound over the last few minutes and we'll talk more about the bridges in the next segment on "making it in the bay" later on. it is 6:21 now. coming up next on "today in the bay," coast guard teams there the bay area help reel in 20,000 pounds of cocaine on the high seas. how it all went down. wait until you see how much it really looks like. it is crazy.

right now. 6:30 on tuesday morning. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. so let's talk about the temperatures yesterday. >> it feels like spring. >> beautiful out there. and kari hall is racking it. and record highs. >> and we set records in san francisco and parts of thae and now we know it is not supposed to be in the mid-70s in early february. we see the lack of rain as we do through the next seven days and another really warm day today. we could reach 76 in santa rosa and in napa this afternoon. san francisco reaching the upper 60s and then we'll cool off as we head through the week. we'll focus on the weekend and what we have coming our way around california coming up in a few minutes. mike, you're tracking the morning commute and it is looking pretty good. except for a few slow spots. >> a couple of key spots. we'll take you out here and looking at the bay bridge that is going to be one of the ones with the back-up and you notice now the fast track lanes not visibly moving.

moving but not much better than cash lanes. so that is building up around the bay. around the 880 at a. street slowing through hayward and i'll track that build there in toward fremont. and the south bay the worst of the slowing north 101 approaching capital expressway a crash just north of hellyer to watch. it is 6:32 now. and happening today and happening for the next year plus, some major construction along highway 101 along the peninsula. it may certainly affect your morning drive. so it involved a new express lane from redwood city to south san francisco. bob redell is live this morning along 101 this morning. so what kind of delays can people expect, bob? >> reporter: laura, caltrans is anticipating no more than 15-minute delays during the morning commute here on 101 on the peninsula. what is happening is starting tonight a caltrans workers will be shutting down lanes in both

the northbound and southbound directions of 101 here on the peninsula. we're talking about between whipple avenue and redwood city and highway 380 in south san francisco. the closures will run from 9:00 p.m. until 5:30 a.m. sunday through thursday nights. but caltrans warns that some of the lanes might not reopen until 6:00 a.m. the following morning. the nightly closures are expected to continue through mid 2022 while caltrans builds 22 miles of new express lanes in each direction. now workers will be converting the carpool lanes between the clair and san mateo county line and whipple avenue and building new express lanes between whipple and 380. if you're not familiar express lanes which run through other parts of the bay area, they are hov toll lanes, still free for car poolers to use but also open to noncarpoolers to pay the toll using their fast track transponder. along 101 in san carlos, bob

redell for "today in the bay." >> thank you, bob. 6:33 now. today san francisco city leaders are expected to discuss future plans aimed at getting around the embarcadero easily. bicycle riders say after recent deadly collisions in several close calls it is time to install a protected bike lane in that area. a group called people protected stood between cars and bikes last night just to try to make that point. they lined up near the water bar restaurant of l.a. zone where cars often block the lane. >> there is constantly cars using the bike lane to load and to park while they're waiting to go to the restaurant. >> the group is expected to present concerns to port leaders today. sf transit officials hope they are hoping to get temporary solutions in place later this year. santa clara county leaders will talk about the ongoing efforts to clear the backlog of unprocessed rape kits which hold on to the evidence recovered after sexual assault reports. now when the county started the push two years ago the testing

time took on average 94 days. well the county said it is now down to an average of 16 days and when it involves cases where someone doesn't know the victim, tests are conducted within a week. well our "making it in the bay" coverage spotlights concord with where city leaders are looking into more protection for renters. tonight council members will discuss the revised ordinance to cap yearly rent increases at 5% plus cost of living or maximum 10% increase and also ban more than two rent hikes in one year. that cap will be applied to existing renters. maybe you saw this coming but now you have the chance to find the hard to find pliny the younger. you'll have to open up your wall wallet we found this e-bay post offering pliny the younger and pliny the yelder and the minimum bid was $180 or buy it now for

reaching 64 degrees in the valleys. the bay reaching 60 degrees. and the coastal areas up to about 58 degrees. now if you're going to yosemite this weekend, plan on a change in temperatures. we're going from 46 degrees and sunny on saturday to a chance of snow and breezy wind withes on sunday. highs reaching the upper 30s. in napa valley this weekend it looks great all weekend long. upper 60s from friday through sunday and then the coast will reach up to about 63 degrees on saturday. just a few more clouds on sunday. but still looking pretty nice in santa cruz on sunday. and kirkwood will have some gusty winds on sunday. temperatures going from the upper 30s on friday, a few more clouds on saturday, and 33 degrees will be the high temperature on sunday. so we are planning on some very chilly temperatures in the sierra and here if in the bay area it is going to be very mild. we'll talk more about this and today's team trend coming up.

mike you're seeing more complication for the south bay commute. >> i am. the ripple effect and one incident plays out for a couple of routes. looking toward the south bay and it is northbound 101 off the split with 85 jamming up shy of capital expressway where there is a crash blocking one lane. this back-up has been there for a while shifting traffic over to 85 and then folks up 87. another crash near that guadalupe park interchange with 101 and that will create a build there. so that is the ripple from are the initial crash that happened here about 40 minutes ago. the rest of the south bay does show a similar pattern that we typically expect but we'll see more slowing as again that affects the other freeways. the rest of the freeways move nicely around the bay. build for the dumbarton and the san mateo bridges. a live look at the bay bridge shows you the incline is just fine but a crash somewhere around the tunnel and i see slowing there. we'll track that on the bay bridge span itself. but i'll leave you with that beautiful view but a slower drive across the bay bridge

because today we continue our tension about "making it in the bay" as we discuss making it over the bay. talking about our beloved bay area bridges. take a look at this big map. the eight critical toll routes as cross the water, we can't get around them. we have to do over the bridge of course. and work with data with the golden gate bridge district and mtc and started the economic recovery about 2010, 2009 we see the number of tolls rise annually and shift is toward an earli earlier commute. and the antioch bridge, state route 160 north toward rio vista and walnut grove. 50% more tolls before 5:00 a.m. shifting to an earlier drive instead of the volume increasing it just shifts. the dumbarton bridge highway 84 seeing more traffic volume jumping up nearly 77% for the same time period. remember facebook expanded from first menlo park and now also in fremont so that is connecting both sides of the bay. and then in the san mateo bridge, 92% more tolls hayward

playing last thiet and when the concert ended a juvenile driver in a honda accord slammed into a parked car and injured a woman standing nearby. the muni bus driver used the bus to block the car from hitting the woman again. the juvenile was arrested. police tell us that he was intoxicated. the victim was taken to the hospital with nonlife-threatening injuries. new overnight, a dui suspect in custody after the chp said he crashed into a sheriff's patrol car. it happened a little before midnight at the intersection of airport boulevard and old redwood highway. that is close to the sonoma county charles schultz airport. chp not rele -- revealing what d up to the crash but neither driver was injured. the west contra costa unified school district facing tough decisions. leaders are discussing the possibility of laying off hundreds of teachers and workers as they're dealing with a major cash crunch. this comes one day after san ramon valley teachers voted to

strike. pete suratos is live in richmond and, pete, today's debate could impact over 30,000 students there. >> reporter: laura, we're talking about millions of dollars of budget cuts when it it comed to the contra costa unified school district so there is talk of the possibility of teachers layoffs as a result to affect this district. now i'm talking about a numbers that they're dealing with. west contra costa unified school district said they're in a $48 million budget shortfall and they're committing to $32 million in cuts this school year. now as far as the cost-cutting options go, the district is considering millions of dollars in cuts to nonsalary costs as well as the areas of central management and also from the four bargaining units. but the teachers union fears in a solution isn't made from the cost-cutting options that close to 250 teachers could get pink slips and a total of 400 school workers could be laid off as well. now one teacher at mira vista element in richmond fears she

won't be around to teach her class as a result of the cuts. >> we may have the next president here. who knows. the them. inventor. >> the district is taking responsibility for not getting the numbers right over the last two to three years and that has caused unexpected consequences. >> reporter: now today's board meeting will discuss the nonsalary cuts looking to take place at 4:30 p.m. ranging from business services to facility costs. those are the areas they'll toke us on. but if the layoffs do take place the notices could go out as early as midmarch. pete suratos for "today in the bay." president trump fired up his base last night in new hampshire ahead of the primaries which are underway right now. good morning, everyone. president trump returning to dependable themes in the speech including reading his audience the poem the snake. he said it is one of his favorites ab tells audience it is an aligory for immigration where immigrants are snakes.

for 72 degrees. 74 in danville and in concord. oakland reaching 69 degrees. we have some low 70s up and down the peninsula from san mateo to palo alto and upper 60s in san francisco. and on the embarcadero at 67. and 75 in novato today. santa rosa and napa reach 76 degrees. what is going on here? we have a lot of wind, that is rushing off shore and we have high pressure also giving us an offshore wind and a clear sky and all of the rain and clouds well to the north of the bay area. but i want to show you this morning where it is snowing. new mexico, arizona, and the texas panhandle, some really cold air going on there. we're doing to see this high pressure starting to ease off. it is going to move off toward the west. that had will allow for temperatures to drop a few more degrees and then as the storm systems pass to the north it will only be a slight chance of rain for parts of the sierra and

some snow there for some of the upper elevations going into the end of the weekend. here we're going to see the rain drying up before it gets here. and so we continue on with more dry weather and we haven't had a drop of rain all month long. it looks like it continues unfortunately even into next week. i'll talk more about that. and mike, the commute is recovering in two key spots. >> recovering because it had been bogged down. first one, the bay bridge, the lights coming up quickly but smoother on the upper deck or the incline i should say in toward the span toward treasure island. i believe the motorcycle is completely clear from the roadway. that was in the tunnel and we should see them recover as with we do on the speed sensors up thein china and then clearing in toward san francisco. that may bog down the approach coming out of the maze for the next half hour or so. bigger build across san mateo and the dumbarton bridge. in the south bay this is a problem north 101 but now in
