you saw the record temperatures yesterday and in san jose we're starting out mild in evergreen, upper 40s that will lead to a very warm day. even at 11:00 we're above our normal high temperature of 61 degrees. as we check out our high temperatures today, reaching 70 once again. 72 in morgan hill and for the east bay up to 73 in pittsburg. we'll have another warm springlike day before we gradually cool off toward the end of the week. so we'll talk more about that coming up. mike, you're tracking the project on the 101. >> the expansion that is a traffic story overnight. crews here at marsh are clearing the area and flashing lights escorting those north of here and jared between palo alto and redwood city said those lanes have cleared and so 101 slowing

temporarily for a sum of seconds. should be clear in the next few minutes and a nice drive over there. the bay bridge moves nicely out of the east bay. contra costa county at the speed toward the toll plaza where the last five minutes have seen cash back-ups on either side of fast track but the rest of the lanes should open in the next half hour. back to you. we begin with decision 2020 and bernie sanders celebrating victory in new hampshire. the democrat managed to edge out a close win in the second presidential contest. pete buttigieg finished close in second. last night sanders declared his victory was, quote, the beginning of the end for donald trump. buttigieg congratulated senator sanderss but said he believes he will win the white house. at 5:00 we'll have a live update from new hampshire. the city of san jose is getting ready to spend millions of dollars to try to make the streets safer for pedestrians.

>> kris sanchez joins us live from san jose with an early look at the city plans. good morning, kris. >> reporter: good morning to you, laura and marcus. the city san jose will spend $7 million to make the streets safer after they saw the number of pedestrian deaths go to the highest level since the 1990s. in december a woman was vuk and killed by a driver on center road and needles drive. san jose police determined she was hit in a crosswalk and that the driver was just driving along, no excessive speed or drugs or alcohol. just a difficult situation. if you look at the map, the highlights areas are where the focus is going to be. there are 17 corridors within the city of san jose where a high number of pedestrians have been killed or seriously injured. i could attest we have responded to a number of cases on the roadways ourselves. if you look here some of the numbers, 29 pedestrians were killed in traffic crashes last

year, 60 people died in traffic crashes overall. so half of the people who died on san jose streets were killed while walking on the streets. vision zero launched back in 2015, this is an expansion of that, that $7 million will be added to that. the city will expand it. also it is kboing to add a consultant to figure out how to communicate with drivers that seed kill cans. kris sanchez for "today in the bay." >> thank you for the latest there, kris. 4:34 now. and new this morning, san francisco leaders looking into splitting up the city public works department. the examiner reporting the supervisor matt haney said there should be a new department focused solely on keeping the streets clean. and apparently his idea is not tied to the ongoing public works corruption scandal. haney hopes to introduce a measure in the next few weeks to place it on the november ballot. head to our investigative unit section at nbcbayarea.com to access our dirty street series but more recent series on the

corruption probe. pg&e facing a new threat in the plan to emerge from breaking news. the governor had a hearing yesterday and the judge reaffirmed terms for a settlement plan but they want to question pg&e about plans to raise money to cover wildfire damages and ensure costs and that includes borrowing money and selling stock. a showdown in court could come as soon as next week. and doctors and other experts are linking at least 50 more deaths to what is already believed to be the deadliest wildfire in california history, the butte county tire that killed 86 people. the chico enterprise recorded that a new investigation counting not ome the deaths linked to the wildfire but also the elderly and ill people who died from complications in the wake of the fire. 4:35 this morning. and concerned neighbors will meet with fremont police tonight in a wake of a recent crime

wave. >> since september police have been tracking a surge in car break-ins in across the city. officers say if the thieves couldn't see inside of your car, they would break windows in hope of hitting the jackpot. the idea of a new bus-only lane on the bay bridge will likely come more into focus today. that is because the bay area toll authority meets to discuss the possible design and potential traffic issues. that idea has been gaining traction since east bay assemblyman rob banta floated that idea last month on social media and it has been tried once before in the mid 1960s but bay area leaders nixed it abruptly after a year. and still ahead this morning on "today in the bay," how a southern california man managed to get out of a fast-moving fire. plus southwest and the faa under fire. the shocking safety report claiming the government agency has done a poor job overseeing the airline. and taking a live look this

transportation inspector general said that southwest has flown more than 150 flights on 88 jets that it bought on the used market with maintenance records that are are not con termed. the faa gave southwest more times to bring the planes up to code because the safety issues were low risk. the faa admits it it should have done a better job and it will implement recommendations in the report. and snapchat is launching a tool called care for you that offers resources for mental health experts. when you search for sensitive topics such as anxiety, depression or bullying, snapchat reached 90% of 13 to 24-year-olds. other sites are have rolled out mental health as well. instagram launched a restrict mode last year to allow users to block abusive or harassing comments. back to you. >> so much going on on there. that is a good move by a lot of those apps. >> it sure is. >> thank you. 4:41 for you.

welcome back on this now wednesday morning. taking a live look outside overlooking walnut creek. it feels like springtime but we're in february still. mother nature. we're enjoying it. >> we're enjoying it. but for a meteorologist looking at 80 degree temperatures in early february, it is a little concerning considering this is the middle of the rainy season. and so we don't see rain anywhere in the forecast. any significant rain i should say. as we take a live look outside this san francisco. we're starting out this morning all clear. and still a breezy wind which has kept temperatures up in a

few spots. check out that seven-day forecast. it is already up at the bottom of the screen. let's talk about this rainfall and where we stand now. looking at santa rosa, we're only at about 69% of the normal amount we have for the water year. san francisco a little bit over half of that amount of rain. in oakland less than half of the percentages that we should have for this time in february. and looking at that deficit in livermore, only measuring about 29% of our normal amount of rain. so overall our deficits are from 5 to 7 inches. that is how much it would take to catch up to normal. and a couple of really strong atmospheric rivers could take care of that. we don't see any of that in the forecast. so we are hoping for a miracle march here as we're going to continue on with some warm and very dry weather. looking at temperatures today, reaching up to 72 in morgan hill. los gatos will see a high of 70

degrees. in hayward expect a high of 68 while vallejo reaches 69 and 72 in san antonio today. low 60s in half moon bay and 70 in palo alto. it will still be very warm just not as warm as yesterday but still reaching the low 70s in the north bay and we see still some rain well to the north us. some clouds out there in the pacific. high pressure will start to move away just a little bit and allow for temperatures to drop a few degrees. it will be storm systems nearby. only bringing some slight rain chances. mostly to the north bay as we head into late saturday night and into early sunday morning. looks look a lot of that rain does dry up before it really measures out to anything for the rest of the bay area and temperatures stay warm even into the start of next week. mike, how is it looking driving out of the east bay. >> pretty good right now. but during the folks at home you're watching pickup truck commercials and i'm watching the traffic pick up. that died down after one minute

and a smooth drive once again but i was concerned. no problem. no surprises right now at the bay bridge toll plaza or getting there through contra costa county. smooth off the antioch bridge and up the east shore freeway. over here we're looking at under 20 minutes, closer to 15 minutes out of brentwood and down basko road to 580. it is under an hour to hayward and smooth drive but things will build until about 7:00 when it reaches the peek peak of 90 minutes. no crashes for the south bay or peninsula and a nice drive out of the tri-valley. the bridges, san mateo and the dumbarton bridges, we talked about that shift toward an earlier commute but this are no problems right now across the bridges. just expect a crowd. now a second look at what it takes to make it in the bay today. what that means for commuters. we're talking about the nimitz, 880 south toward silicon valley.

now today we examine a stretch between treatment and san jose. and according to caltrans the amount of time we spend stuck in traffic, look at this, increased to 73% between 2010 and 2019. it is a later start there for the morning commute. and the volume really builds right around 7:00 a.m. that is with when it peaks coming out of fremont and union city. sometimes it lasts through our midday show. and while the stretch of the nimitz is getting nastier for delays but remember what i'm showing you right here closer to the midday hour things are packed in through -- out of fremont and into milpitas but the same area they added express lanes and the fly over so caltrans is trying to help out with the expansions as well. we'll see how that plays out over the next few months. >> thanks, mike. we're going to bring more stories from our "making it in the bay" series throughout the morning. coming up at 5:15, how affordable housing could impact homeowners already making it in the bay. a man who is trapped in a

southern california apartment when the fire happened is now recovering after making a jump to safety. two others were injured including a firefighter. this is new video from the scene last night in westlakement firefighters say the man was trapped on the second floor but is expected to be okay. the firefighter received minor injures in a fall after that fire was out. antioch officially has the green light after council members approved the hiring of six more officers to bring the total number of sworn officers to 118. that is three more than the city minimum staffing levels. new criticism this morning surrounding governor gavin newsom solution to the homeless crisis. he's calling for a $750 million fund going to regional administrations and analysts warn the new plan likely would not have significant impact. and they say it will complicate existing homeless programs running at the local level.
