pete suratos is live in the city. and pete, does this navigation center different from the other ones that have already opened? >> reporter: good morning, marcus. we'll have to wait and see because they still have to take the vote today before it goes to the full board of supervisors a couple of weeks from now. but the plan is to build that navigation center right behind me here on post street on the corner of the post and hyde. a fairly large building so we'll wait and see if that plan goes through. depending on how votes go today and in a couple of weeks. but i do want to point out this navigation center will be targeted towards a specific group. as far as that vote goes, it is by the board of supervisors budget and finance chitty. they'll vote on a lease for the building i just showsed you here on post street in san francisco. city documents sew the lease would be for about 20 years and when you include the annual increases it would total $49 million. the deal gives the city the options to buy the building outright by 2022.

now the center will have 75 beds and serve what they call transitional age youth, so that is homeless youth between the ages of 28 to 24. now unlike other navigation centers they want this to be here for the long haul instead of a short-term fix. now san francisco already has seven navigation centers in navigation. cities like fremont voted for their navigation center the vote taking place toward the end of last year. it still goes to go to the board for a vote but it could open by this fall. reporting live, pete suratos for "today in the bay." >> we'll continue to follow that one. thanks, pete. at 5:06 this morning. now to the coronavirus concerns around the world. this morning a mother and daughter are back in the bay area after they were quarantined for two weeks. now the coronavirus numbers for you, the death toll now standing at more than 1100 people. another 45,000 worldwide

arinect -- are infected and seven of the cases here in california. the latest case was diagnosed in san diego county. and now nearly 200 people are quarantined at march air base in riverside county. they're headed home. including some from the bay area. "today in the bay" bob redell is live with one local family's update. bob? >> reporter: well, laura,as could imagine they're relieved to be back home on the peninsula because they made it through the quarantine without showing any symptoms of coronavirus. take a look at this video. esther and her 15-year-old daughter, they were released from quarantine yesterday. they had been quarantined for three weeks. first in china where they were visiting family and then at march air reserve base in southern california. the cdc yesterday afternoon gave the pom and daughter and 193 other evacuees from china all

clear along with with documentation to prove they are healthy. her husband picked them up to drive them home yesterday and said the past three weeks have been terrifying as he feared the worst. >> when i saw my daughter and my wife running toward me, is was so relieved. >> we pray to god that everyone should be healthy and i think god has answered our prayers. >> reporter: right now there are hundreds of other people at bases across the country waiting to complete their 14-day quarantines. five vaccies at travis air force base have come down with coronavirus symptoms and still waiting to hear on the test results. reporting live, bob redell, "today in the bay." >> thanks, bob. new details on the bay area businesses impacted by the coronavirus outbreak as well. the "san francisco chronicle" is reporting flights to and there from china now down more than 60% from 90 to 28. and last year chinese tourists spent over $1 billion in the bay

area. some businesses say they're seeing revenues drop by 70%s as a result. well happening today, sunnyvale leaders will consider banning the sale of flavored tobacco and products. they are part of cities that are considering similar bans. that concern focusing around flavored tobacco attracting younger people. this toon council members will hold the first of three public meetings. happening today, west contra costa school district leaders are talking major budget cuts. the district needs to cut $32 million this school year. right now the union is trying to negotiate other options besides the possible layoffs of of hundreds of teachers and workers. this is and after tonight they will talk about closing additional campuses. a san francisco supervisor reportedly wants to put brakes on muni next planned fare hike, as it stands the mat wants to

raise single ride adult fairs by 25 cents. clipper card would go to 275 and cash fares to $3.25 but dean preston has introduced a resolution putting that hike on hold arguing that it would decrease ridership. a final decision is due in june. right now at 5:10, as you get ready to head out of the door, we're starting out with mild temperatures and here is a live look at the golden gate bridge. we haven't seen much fog but we may see drifts coming through today. it is still a warm day as you get ready to head out of the door. we have temperatures in the upper 40s. that will lead into some low 60s and sunshine going into noon. we'll have another beautiful day to have lunch outside. and then as we do into the rest of the forecast, just a slight cooldown. so we'll talk more about this coming up in a few minutes. mike said all lanes cleared at the bay bridge. in the last few minutes cleared at the toll plaza. but at this camera from

instagram or microsoft buying linked-in. the question do these five companies buy up rivals in order to stay dominant. we'll look at this over the next coming days. all this week our reporters are teaming up for a series we're calling "making it in the bay." it is a look into the housing crisis and how to make housing more affordable. now are there is no doubt thateem a -- that people are suffering. outrageous prices are keeping people out of homes, driving people out of the state, many of those who are able to buy are barely able to -- to afford the mortgage payments. but there is a problem with making things more affordable. for homeowners the worse thing that could happen is prices go down. that would be a disaster for a lot of people. let me give you an example. i live here. this is my house. and i have two thneighbors on either side and i have a elder lady and a young couple with a

baby and the lady barb and the young couple just moved in and say they paid $1 million and all of our houses are worth $1 million, it is way less than the median price in silicon valley but will make for easy math. when people say they want to make housing more affordable, that is going to have a cost for homeowners. and unless we're talking about subsidies. if the government is going to pay people's rent or mortgage, that is different. but if most cases making houses more affordable means bringing prices down, right. so let's say a politician comes along to make a plan houses 20% more affordable. let's say she can pull this off. that would make our houses worth $800,000. still four times as expensive as the median u.s. house price. but $800,000, that is still unaffordable but solves nothing. it hurts one neighbor taking $200,000 out of her net worth sure as taking it out of her bank account. it financially ruins the young

people. it erased their down payment. they'll never be able to move, they have no equity for the next home. now this story is not just true for a lot of people, it's true for a majority of our viewers. i checked with our research department, 60% of nbc bay area viewers own, not rent. so if the solution to affordable housing crisis involves lowering home prices, it is money out of their pocket. so that is what could happen if we somehow lower the price homes. coming up at 5:55, we'll look at what happens if you move. each day we've been going up the property ladder. today we're at $900,000, barely enough to buy a house in the bay area. we found one. but you wouldn't believe what you could buy for $900,000. the one in portland, you have to stick around for this one. it is the awesomest house. >> and i'm sure people are hoping to win the lottery to

afford a house. this man made a big mistake in south carolina. he threw away his winning lottery ticket in the trash. so that unidentified man said that he thought that his ticket did match the winning numbers, but the problem was he checked the wrong date for those numbers. so here is how his luck held up. he went back to the same trash can realizing he looked at the wrong date and recovering the ticket and when he looked he realized he had won $100,000. we're not sure where the trash can was located but that is a great excuse the next time your spouse tells you why didn't you take out the trash. >> was going to throw it away. when it comes to standard poodles, this is well beyond the standard. call it best in show. 3-year-old siba won the -- slow motion. the 144th annual westminster dog show. that was the fifth standard poodle to win top dog at westminster and the first since

1991. there is some other cute dogs there. maybe our editor loved it. he knows the reason for it. this is the golden retriever named daniel. one of the fan favor itds and cheering for that one and he won the sporting group. there is all of the different groups, the toy and the sporting and the loudest and ugliest but not at westminster of course. >> beautiful dogs all around. well today would be a great day to walk the dog. >> we have some beautiful, warm weather today. and so we know that we are experiencing some really dry weather. we had a lot of rain in december, january it dried up and so this is what it may look like as you get ready to head out. and i just went hiking recently so you could see the traces of green grass but also it is all starting to turn brown. so let's talk about what this means if we don't get any more rain and how this could affect our hills going into the rest of

the summer. this is something we look at called the energy release component and this shows what the deaub low rains and the santa cruz mountains could have as fuel for wildfires. normally we're at this gray line at this time in the year but right now we're at this blue line right here. showing that we are approaching some really dry fuels for wildfires due to the abnormally dry conditions and this is near a max for february. a record as we look at how dry it is right now. and what we're seeing in terms of dryness of our grasses and hills is similar to about may and early june. so this is not typical and we've been stuck in this weather pattern with high pressure out over the pacific, causing those storms to go up and around the bay area. and it looks like we don't see any changes in this pattern. what we do see changing over the next few days is high pressure moving back to the west just a little bit.

it will allow for some spotty showers to move in. but this is not the significant rain that we need to catch up to normal. and it looks like a lot of that rain dries out as it moves into much of the bay area. so still some well above normal temperatures going into today. slightly cooler tomorrow. the weekend still looking nice but we'll see more clouds and rain just to the north of the bay area on sunday. mike, you're tracking the drive for highway 17 commuters. >> that is right. that is 14 plus 3 and three better than 14. just behind my name, the northbound side at green sensors. the southbound side shows slowing that might be the distraction because the slow lane reported blocked by an incident traveling north over from the summit. heading to the summit where we just saw slowing again. that might be a distraction as crews arrive. we'll atrack that. the rest of the south county is looking great. same thepg for the peninsula, no delays.

kobe bryant and his daughter gianna. a public memorial is planned for february 24 nl at the staples center. bryant and his daughter were both buried during a private service last week in orange county. actor and bay area native jussie smollett facing a new string of charges tied to the hate crime police later called a hoax. last february the state prosecutor dropped all charges against smollett when a special prosecutor was brought in as part of a grand jury investigation. now yesterday he announced six disorderly conduct charges tied to four false police reports. san francisco based ube ser facing a new lawsuit this morning tied to a sexual assault claim. "the mercury news" reported that a driver assaulted her in august, that is in athens, georgia and claims the driver went inside of the woman's home where with he sexually assaulted her and accused uber of ignoring her when she reported it. the lawsuit cites that uber's

early february some of the warmest spots should only be at about 61 degrees for a high temperature. so still very springlike today. we will cool down a few degrees going into the end of the week. it is also looking arm for the weekend. but a few for showers just to our north will bring in more clouds to the bay area with san francisco coming back into the 50s for the weekend. mike, you have two concerns for commuters heading into san francisco. that is right. the obvious one at the back-up at the bay area but it was a quick build over here so i'm watching the maze carefully. so far no surprises there. the other incident into san francisco, aside from the back-up at the bay bridge, is the back-up getting oft of the bay bridge at harrison, a disabled vehicle there exit getting into san francisco. no slowing on the sensors though. and no slowing except for highway 4 out of pittsburg and it through antioch. north 101 slowing through san jose, but that is a typical

pattern as well. back to you. >> thanks, mike. we begin with decision 2020 and senator bernie sanders celebrating victory in new hampshire. the democrat managed to edge out a close win in the second presidential contest. pete buttigieg finishes a close second. last night sanders declared his victory was, quote, the beginning of of the end of donald trump. now buttigieg congratulated senator sanders but still believes that he's win the white house. ahead at 6:00 we'll have a live update from new hampshire. it is 5:33, the city of san jose will spend millions to try to make the streets safer for pedestrians. kris sanchez joins us live from san jose with a look at the city's plan and the areas that this is expected to most impact. >> reporter: hi there, laura. every single city council member voted yes suspended $7 million to try to make san jose city streets a little bit safer. this is just one of the

pedestrian crashes that we covered last year. a fatality in december a woman struck and killed by a driver on center road and needles drive and police determined that she was in a crosswalk and that the driver was not impaired. take a look at this map. this is highlighting the area where the focus will be. according to vision zero, these are 17 corridors where a high number of pedestrians have been killed or seriously injured. going forward, the city will spend some of the million dollars to put in new crosswalks and other safety improvement. in 2019 29 pedestrians were killed on the streets, nearly half of all of the people killed in traffic crashes. vision zero launched in 2015 and will get $7 million over this year and next. the city wants to launch a campaign to get drivers to stop speeding, speeding is a factor in 50% of all traffic crashes. in san jose, kris sanchez,

"today in the bay." it is 5:34 now. and through this morning, san francisco leaders looking into splitting up the city's public works department. the examiner is reporting the supervisor matt haney said there should be a new department focused on keeping the streets clean and it is not tied to the corruption scandal. he hopes to introduce a measure to place it on the november ballot. and you could head to our investigative unit section at nbcbayarea.com it not only access our dirty street series, but more recent stories on corruption probe. 5:35 and pg&e this morning facing a new threat in its plan to emerge from bankruptcy. the governor's office had a hearing yesterday and the judge reaffirmed terms of a settlement plan but attorneys for governor newsom told the judge they want to question pg&e about plans to raise money to cover wildfire damages and insurance costs including borrowing money and selling stock. a showdown in court could come

as soon as next week. concerned neighbors will meet with fremont police tonight in the wake of a recent crime wave. since september police have been tracking a surge in car break-ins across the city. officers say the thieves couldn't see inside of your car they would break windows in hopes of just hitting the jackpot. the idea of a new bus-only lay on the bay bridge will come into focus because the bay area toll authority meets to discuss possible designs and potential traffic issues. that idea has been gaining traction since east bay assemblyman rob banta floating that idea last month on social media and it has been traced back to the mid 1960s but bay bridge leaders nixed that after less than a year. making it in the bay. can sometimes be the difference between moving or being allowed to stay in your san francisco apartment. now san francisco leaders are changing the rules for landlords who try to buy out tenants. a new ordinance requires landlords to follow increased

regulations. city leaders say landlords use cash buyouts to get long-term tenants to move out and avoid condo conversion restrictions. now supporters say tenants could sometimes feel pressured to take that cash buyout. a disappointment for nature lovers. the annual fire fall at yosemite, we talk about this every year it is so beautiful but saying it probably won't show up this year. this is video from past years. >> it is so beautiful. it could glow orange when it is back lit by the sunlight but rangers say that barring a major rain or snowstorm, horse tail fall doesn't have enough water to create that effect. so thousands of people usually show up to see the natural phenomenon in february but this year -- >> i think that is concerning because what does that say about our environment right now. we see that every year. >> it is so dry. and i had someone reach out to me on facebook and saying they're going there what this

weekend single-digit what -- this weekend and what is the weather light and for people making plans to go there, not enough water. >> the weather is beautiful but they won't see what they are used to seeing this time of the year. >> dry weather extending into the weekend, saturday highs in the upper 60s for the inland areas. the bay at 64 and the coastal areas in the upper 50ss. as we check out sunday, more breezy and the sunshine continues reaching into the mid-60s inland and some upper 50s for the coast. there is also the cupid undie run happening in oakland. on saturday you probably want warm weather for this event. it is going to reach into the upper 50s and low 60s as we go into the afternoon. now let's check out the sierra. if you're going to squaw valley this weekend, it is going to also be very warm as we still see a lock of snow there. upper 40s for friday and saturday. sunday reaching 43 degrees. if you're heading to car pell

valley, we're going to see sunshine and a nice, warm weekend there reaching up to 68 degrees on saturday. and 63 degrees on sunday. we'll be watching this and i'll have a look at our forecast coming up in a few minutes. mike has an update for the hazards as soon as you enter san francisco. >> the bay bridge span camera, and and i wanted to make sure everything is moving smoothly and it is toward treasure island. as you travel across from the oakland side, there was that issue at the harrison off-ramp. the lanes are know clear. the crash from the disabled vehicle is in the center divide so it is a distraction for folks exiting at harrison but i haven't seen slowing on the sensors and that bridge you just saw the shot and it looks great. no problem on the approach. the volume manageable for highway 24 and the east shore freeway. build out of pittsburg and bay point and the rest of the bay showing a smooth drive but a

place. her parents now say that was the first time that he ever saw the resume. investigators say the couple paid half a million dollars to get their daughters into usc. both parents pled not guilty and will likely head to trial in october. 5:47 this morning. and it's been exactly one week since the president was found not guilty in his senate impeachment trial. >> and now scott mcgrew, a new crisis. >> a crisis. good morning. it centers around roger stone. we had glimmers of how bad this was going to be for the white house on sunday and monday and i gave you a heads up but now it is a real mess. prosecutors working for the justice department had asked a federal judge to sentence trump ally roger stone to as much as nine years in prison for witness tampering and lying to congress. and then trump tweeted he thought that was too tough of a sentence. what happened next will no doubt be the subject of a new inquiry and new congressional hearings.

for some reason the same justice department that was asking for nine years said that was e egregiously wrong later and the doj said the doj was wrong. now did trump influence barr to go easy on stone. the doj decided to go easy before the trump tweet. trump said he didn't pressure the justice department but he could if he wanted to. >> yeah, i thought it was ridiculous that -- >> did you ask -- >> no, i didn't speak to the -- i would be able to do it if i wanted. i have the absolute right to do it. i stay out of things to a degree that people wouldn't believe but i didn't speak to him. i thought the recommendation was ridiculous. i thought the whole prosecution was ridiculous. >> now we get into hazy rules and, no, the president should not have be able to tell the justice department what to do. remember how much trouble trump got in pressuring the fbi to go

easy on michael flynn and certainly the president should not be involved in the criminal sentencing of his own campaign adviser. the professional u.s. attorneys, the federal prosecutors on the case, were so appalled by what happened they quit the case, all four of them. one quit his job as a federal prosecutor altogether. president trump even attacking the federal prosecutors on twitter. who are the four prosecutors? mueller people who cut and ran after being exposed for recommending a ridiculous nine-year prison sentence. what happened here with the information we have is not a crime. not impeachable but most historical standards but it is disturbing. especially after nbc looked into other things going on at the doj and how barr may be bringing cases to trump to supervise. so as laura and marcus pointed out this comes seven days -- a week after the president celebrated the end of his impeachment. we're watching what is

now. it is gorgeous to start out on this wednesday morning. but that may block the view for some drivers heading across the golden gate bridge. let's talk about how dry and warm it has been. we know that we need some rain. well, right now, in santa rosa we measured almost 70% of the normal amount of rain that we have for the water year. san francisco measuring about 59%. we're doing the worst in the tri-valley. look at livermore, only getting 29% of the normal amount of rain. so we could see how much we've measured and the deficit here and we need about five to seven inches of rain to catch up to normal. now with we know that a couple of good atmospheric rivers could bring in that amount of rain. but we don't see anything like that in the forecast through much of the month of february. so it looks like we could wrap up this month very dry. and so we're kind of hoping for a miracle march here. we've had high pressure set up over the pacific and it is been steering all of the storm

systems up and around the bay area. so we've been very dry and it is been very resilient with that high pressure just starting to ease off to the west just a bit. that will allow for some cooler air along with a slight chance of rain to move in. between saturday night and sunday. but no significant storms here through at least the middle of next week. so we continue on with some dry weather. very warm temperatures today. reaching the low 70s inland. we do cool down as that high pressure moves away from the bay area. we're reaching into the mid-60s by friday. that is still above normal. saturday 70 degrees inland and a slight chance of rain to the north and still dry going into early next week. mike, giving the thumbs up, everything must be looking good. >> orality least not thumbs down. the chp report is clear for this area and in fact the traffic starting to speed up again. so we talk about that burst of traffic through 101 north of 680, the live camera reflected that and the sensor will show that right here.

well each morning we've been taking a look at homes you could buy elsewhere in the u.s. for sort of the same money you would pay here in the bay area. now scott mcgrew has been going up the property ladder, $200,000 each morning. >> and this morning we're at $900,000. >> it is kind of a magic number. it is still below the house of a silicon valley home median price but still in the affordable category. just under a million dollars. but everything we've looked at has been a condo. this is the first free-standing home a cottage on minnesota street in willow dplen, very small but gbuy it for $900,000.

two bedrooms and the one bathroom and with a garage. what could you get for that price in other cities where bay area folks are moving and we picked portland and austin and let's start with austin. i had some trouble finding something right at the $900,000 level in austin so we'll do that thing that banks call going slightly over your budget at $924,000. in texas, it will give you this five bedroom home, 5,000 square feetond 15th green of the local golf course. and one of the bedrooms is an in-law suite with its own kitchen so golf course living in texas. now in portland, i have to admit, i went significantly over budget. $945,000 because the most interesting house we've seen so far is for sale at that price. it is address is slip g, it is a floating house. it is about three times bigger than the house we're looking at in san jose.
