yes, very warm but not as warm as yesterday as we reach into the low 70s. we should be in the low 60s so it is still a spring like day. mike, you're focused on two important bridges. >> traffic-wise we have the back-up at the bay bridge. and yesterday's talk about "making it in the bay" we show that all bridges are critical and a build early on the commutes. now the bay bridge, the back-up at the toll plaza. we know about that. the earlier issues cleared from the span. and we have a crash now reported on the high-rise of the san mateo bridge. i see the build here. you may want to plan for the dumbarton. we'll track it guys. back to you. >> thanks, mike. braks eaking news to tell y about. fire crews are searching people who might have been trapped by flames in a massive apartment fire in southern california. we want to look live at the scene. very active scene. we could see the smoke is billowing from the building. firefighters surrounding that area right now. the fire crews are working to

contain the flames. arson investigators are also on the scene there this morning. there are more than 100 firefighters. you could just see from how many people are around the area right now. this is near santa ana. we know that two people are hurt and at least 100 people are displaced. we'll continue to follow what is going on with this apartment fire down in southern california. 6:03 right now. the decision 2020 the results are in from the new hampshire primary and bernie sanders has regained momentum. we have a look at the results for you. sanders on top with pete buttigieg and amy klobuchar rounding out the top three. two candidates are dropping out. back home on the peninsula in palo alto after make eing it through quarantine without any signs of coronavirus. the two were in quarantine for three weeks. first in wuhan, china, where they were visiting family and then at the march air reserve base in southern california. the cdc gave of the mom and daughter and 193 other evacuees from china the all clear yesterday afternoon. along with with documentation to prove they are healthy. her husband picked them up to drive them home. he said the past weeks have been terrifying as he feared the worst. >> when i saw my daughter and my wife running toward me, i was so relieved. >> we pray to god that everyone should be healthy and i think god has answered our prayers. >> thank god we're altogether now and reunited. nothing matters besides family.

>> reporter: there are still hundreds of people at bases across the country waiting to complete their 14-day quarantines. we though that there are five vaccies at travis air force base who have come down with symptoms. we're still waiting on the test results to see whether or not they actually have contracted that virus. reporting live, bob redell, "today in the bay." 6:08 now. happening today, san francisco leaders are voting on a new plan to -- to try to address the homing crisis. pete suratos is live in the city this morning to explain how this navigation center would actually be a little bit different from the ones that they opened in the past? >> reporter: good morning to you, laura. a hill bit different because it will focus on a specific group of the homeless population, a younger percentage. they want to build that navigation center right behind me here on post street at this building, the corner of post and hyde in san francisco. it runs about roughly nearly

34,000 square feet so that is the plan if the votes go through. now that vote taking place today, that will take place with a budget and finance committee. they'll vote on a lease for the building we just showed you where the city documents show the lease is for about 20 years coming out to $49 million. now that plan still needs to do to a final vote by the full board of supervisors at the end of the month. now the center will have 75 beds and serve what they call the transitional age youth group of the homeless population so folks went the ages of 18 to 24 and they want to have the center here for the long haul instead of a short-term fix. now san francisco as it stands has seven navigation centers and cities like fremont and hayward have voted for their centers and the vote taking place toward the end of the last year. but if there mplan does get approval it could open by this fall. pete suratos for "today in the

wednesday. a government inspector general says the f-a-a well good morning, very happy wednesday to you. a government inspector general said the faa put the flying public at risk by not paying enough attention to southwest airlines. southwest it said flew 17 million passengers on a plane without the property safety records. faa admitted fault and southwest disagrees it did anything wrong. big trouble for big tech. the federal trade commission wants details on all of the purchases these companies made over the last ten years.

so for instance facebook buying instagram or microsoft buying linked-in. the question, do these five companies buy up rivals in order to stay dominant. we'll be talking more about that in the coming days. all this week our reporters are teaming up for a series of reports we're calling "making it in the bay." it is a look into the housing crisis and how to make housing more affordable. now there is no doubt that people are suffering. outrageous people -- or outrageous prices rather have driven very nice people out of the state and many of those who are able to buy are barely able to afford the monthly mortgage payments. but there is a problem with making things more affordable. for homeowners, the worst thing that could happen arguably is that house prices go down. for a lot of people that would really be a disaster. let me show you. i live here. this is my house. i have two neighbors, one on other side. an older lady on one side and a

nice young couple with a baby on the other. elderly lady is super nice and owner her house and the young couple just bought. say for the sake of argument they paid $1 million for the house and all of our houses are worth $1 million. that is less than the median price in silicon valley but it makes for easy math. when people say they want to make housing more affordable, that has a cost for homeowners. unless we're talking about subsidies. if the government is going to pay people's rent or mortgage, that is different. but in most cases, making homes more affordable means bringing prices down. so let's say a politician comes along and said she's got a plan to make homes 20% more affordable. let's say she does that. there we go. let's say she can pull that off. that would make our houses worn $800,000. that is still four times as expensive as the median u.s. house price. but $800,000 still unaffordable,

solves nothing for people would want homes. hurts this neighbor taking $200,000 out of her network. sure is taking it out of bank account. it is financially ruined the young couple. it erased their down payment and they could never move because they have no equity for the next home. now this story is true. not just for a lot of people, but actually for the majority of our viewers. i checked with our research department, 60% of nbc bay area viewers own, not rent. so if the solution to the affordable housing crisis involves lower home prices homeowners worry the lower cost of homes might be money out of their pocket. that is what could happen if we show lower the price of homes. tomorrow morning at 5:55 ili'll look at what you could buy for the same price. we'll trading off $100,000 each and he'll do $1 million tonight at 6:00 and spoiler alert i found a house in a property at a

that gray one you're seeing right therement this is where we are right now due to the lack of rain. and it is close to the maximum amount of dryness that we see for this time of the year. so it looks like the dryness of the grasses are similar to what with we see in may and early june. it is so dry out there. this could mean bad news as we head into the fire season if it we do not get a significant amount of rain coming up here soon. and we've seen high pressure as well blocking all of the storms that have been well to the north of us. and it looks like this pattern stays in place going into at least the next week and a half so i'm not seeing any significant storms moving our way. but we will see the high pressure it that is blocked those storms -- poving toward the west. we're going to cool down an the low pressure systems to the north of us start to dip down just a little bit and enough to bring us some cooler air as wells as a slight chance of rain. but it dries out before it gets

to much of the bay area. so we continue on with some dry weather. we do see a slight cooldown but keep in mind, in early february we should be at about 61, 62 degrees. we're up to 73 today. and it is still going to be warm going into next week. mike said to avoid the san mateo bridge. >> because we still have that cash that is mid span. the chp report said high-rise but they're not there yet. third try on trying to get chp there. the bridge crew has not reported so westbound 92, traffic down the nimitz okay and that will build and send more folks to the dumbarton bridge which is your natural alternate to that span. we'll track that. and tracking this. reports of a northbound 880 at the expressway a car facing the wrong way on the shoulder. some folks think it is a wrong-way driver. i'll track that. the south bay is building for the chute northbound.

first primary. a very good morning and thanks for joining us. i'm laura garcia. >> and i'm marcus washington. all things politics coming up and right now we wan to talk about the weather we've been having in the bay area. this is looking at san francisco, the golden gate bridge. traffic moving along but the temperatures have been so warm. hitting errors throughout the week. meteorologist kari hall is tracking that for us. and this is our rainy season but it feels like almost early summer. >> this early and look at this forecast. going through the next seven days we do not see any rain coming our way. and it is also been feeling very springlike. so over the next seven days we continue on with well above normal temperatures. reaching into the 60s and low 70s for san francisco, expect it to reach 63 degrees today. now we'll bring you back a degrees many time for the weekend but still not a lot of rain in the seven-day forecast. and we'll toke us on the weekend talk about what is going on coming up in about six minutes.

mike, you're seeing changes at the bay bridge. >> and changes for the better for those who approach on the left cash lanes. those lightened up over the last 20 minutes. fast track on the right approach off the 880 overcrossing all jammed up there. the metering lights are are still on. one thing that might made things lighter for the berkeley curve the crash around powell that has cleared from the roadway and we do have a smoother flow of traffic. but it is just starting to build gradually from university past that scene. nothing really focused there. the slower drive for west 24 but the car fire has cleared from 24. that is good. and a crash cleared from west 92 so the san mateo bridge should smooth out. back to you. >> thanks, mike. we begin with decision 2020. and senator bernie sanders celebrating victory in new hampshire. the democrat managed to edge out a close win in the second presidential contest. now pete buttigieg finished a close second. last night sanders declared his victory was, quote, the beginning of the end for donald

trump. buttigieg congratulated senator sanders but said that he still believes that he'll win the white house. the "today" show will have a full coverage of that coming up at the top of the hour. it is 6:2-now. and the city of san jose will spend millions to try to make streets safer for pedestrians. kris sanchez joining us live from san jose with a look at the city plan and a look at the areas that it will impact the most. kris? >> reporter: some of them sound pretty familiar if you watch the morning news you know we've covered a lot of pedestrian fatalities in the city of san jose and that might be the reason why every single city council member voted yes on spending $7 million over the next two years to try to make some of san jose most dangerous streets just a little bit safer. this is video from one of the scenes that we covered if 2019. it was in december that a woman was struck and killed by a driver on center road and needles drive. san jose police determined she was in a crosswalk and that the driver was not impaired at the

time. so looking for other reason ares for that collision. look at this map. we'll show you the highlighted areas where the focus will be. according to vision zero, these are 17 corridors where a high number of pedestrians have been killed or seriously injured. so going forward, the city will spend some of the $7 million to put in new crosswalks, additional signage and other safety improvements at these particular locations. in 2019, 29 pedestrians were killed in the city of san jose. that is nearly half of all of the people ho died in traffic crashes in the city in the same year. vision zero launched in 2015. this year they had will get that additional $7 million over this year and next year. city also wanted to launch a campaign to get drivers to slow down. it has been proven that speeding is a factor in half of all traffic crashes. so something we can do starting today. in san jose, kris sanchez, "today in the bay."

>> we could all slow down. thanks, kris. also new this morning, san francisco leaders looking to split up the city's public works department. the examiner is reporting supervisor matt haney said there should be a new department focused on keeping the streets clean. and aparentally hid idea is not tied to the ongoing public works corruption scandal. haney hopes to introduce a measurer for the november ballot. head to nbcbayarea.com to not only access our dirty streets searcys but even more stories on that corruption probe. pg&e is facing a new threat in the plan to emerge from bankruptcy. the governor's office had a hearing yesterday and there was a settlement plan but attorneys for the governor told the judge they want to question pg&e about plans to raise money to cover wildfire damages and insure costs and the plan includes borrowing money and selling stock. the showdown in court could come as early as next week. well doctors and other

experts are linking 50 more deaths to what is already the deadliest wildfire in california history. the one in butte county that killed 86 people. this is in 2018. the chico enterprise record cites a new investigation counting not only the deaths linked to actual wildfire, but also the elderly and illeem who died from complications in the wake of the fire. >> a major disappointment coming for nature lovers. the annual fire fall at yosemite, they're saying it won't show up this year. this is video from past years. the small waterfall could glow orange when it is back lit by the sunset. barring a major rain, horse tail fall doesn't have enough water to create that effect. thousands of people show up to see that phenomenon and every year the waterfalls in yosemite are spectacular this time of the year but the problem is we're not getting enough rain or snow

pack. and that is concerning. we love the nice temperatures but we need that rain. >> and usually fire fall in february is like guaranteed because this is the middle of the rainy season but we haven't had enough rain recently. so our dry weather continues into the weekend and warm temperatures reaching into the upper 60s for the inland areas. for a bay, a high of about 64 degrees on saturday and the coast in the upper 50sment cooler on sunday. may also be more breezy as our temperatures reach into the mid-60s for the inland valleys and then upper 50s along the coast. now you'll probably want warmer weather if you plan on going to the cupid undie runp happening in oakland on saturday. we'll see temperatures starting out at noon at about 58 degrees. a few clouds moving by reaching 63 degrees for the afternoon. a beautiful sunrise as we look at squaw valley. we'll see the snow meltings as

our teams reach into the mid to upper 40s. 41 degrees is the high on sunday. carmel valley continuing with the sunshine and warmer teams up to 66 on friday and a.m.ing at 68 degrees on saturday. and we'll talk about today's temperature trend in the east bay coming up in a few minutes. as we head over to mike. you're tracking the roads and seeing a bigger crowd out of richmond. and the timing is just about right because yesterday we talked about the bridges and how they're focused earlier in the commute and building up for folks trying to get there so the richmond side traveling west across 580 before that build happens. that camera looks a little slow so i'll double check on that at athe bay bridge toll plaza with traffic they should see the brunt of the commute and we see a smooth flow of traffic through the area. now toward the rest of the bay bridge, my map seems to be frozen. let's talk about the rest of the drive here. a smooth drive going through oakland but we do have a crash

at 880 northbound at davis street through san leandro but then i want to take a look at what is going on for "making it in the bay" and what that means for commuters. we're talking about the nimitz there as well. we'll talk about the nimitz freeway, 880 out of the east bay. checking the stretch. i just outlined heading south from fremont into san jose. according to caltrans the amount of time we spend stuck in traffic increased 73% between 2010 and 2019. and that is a decade there. it is a later start for that commute so things aren't slow right now but by 7:00 the volume starts to build and with we see the speeds come down and the toke us through the late morning. sometimes lasting through the midday show. now wild that stretch of the nimitz is getting nastier for the delays, remember we've added a new express lanes and the flyover through the area so those are efforts with caltrans expansion projects trying to help with the back-up and we'll talk about more slowing on the peninsula coming up tomorrow. >> thanks, mike. well our "making it in the

>> it is it is powerful and i'm inspired by all of the women there. it is cool. >> well 6:40 now. next here on "today in the bay," a live report on the big steps san francisco leaders are taking to open a new homeless navigation center. but this one would be a little different. a vulnerable group of people the center will serve into on said something to pay attention to and today i'll show you. out to the big board this morning. dow industrials doing very well. dow up 215 points. and no one told you life was going to be this way. after 15 years the cast of "friends" may be getting back together. we have the skinny on a possible reunion in the works and where you could eventually watch it. obama: he's been a leader

plan to address the city homeless crisis. and it includes opening a new navigation center. >> pete suratos is live in the city to explain how this navigation center with be different from the ones they've opened in the past. >> reporter: yeah, it is different in that is geared toward helping a younger segment of the homeless population. now there are still a couple of votes including a vote taking place before that goes into -- for that plan to take place and it will open at this build withing on the corner of post and hyde. it is about a 34,000 square foot building so the first vote will take place today. now it will take place with the board of supervisors budget and finance committee and they're going to vote on the lease for the building that we just showed you. city documents show the lease would be for 20 years, coming out to a total of $49 million. now that plan still needs to go to a final vote by the full board of supervisors at the end of the month. now the center will have 75 beds and it will for those between the ages of 18 and 24.

now unlike other navigation centers they want this to be here for the long haul instead of a short-term fix. now san francisco does have seven navigation centers this operation and we're seeing cities like fremont and hayward voting for the center as most taking place toward the end of the last year. but if the plan in san francisco is approved by the full board, the shelter could open by this fall. reporting live,.for "today in the bay." >> thank you for the latest. 6:46 now. a man trapped in a southern california apartment after this fire broke out, he had had to jump to his safety. this morning he's making a recovery. two others were injured including a firefighter. we have new video from the scene overnight in westlake. firefighters say the man was trapped on the second floor. the good news here is that he's expected to be okay. the firefighter received minor injuries in a fall after the fire was out. new criticism this morning surrounding governor newsom's plan to help solve california

homeless crisis. the governor is calling for a $750 million fund that will go to regional administrators but nonpartisan legislative analysts warn that that new plan likely would not have significant impact and it would complicate existing homeless programs running at the local level. state lawmakers will hold the first in depth hearing on the issue tomorrow with mayors from the bay area three largest cities testifying. it is been exactly one week since the president was found not guilty in his impeachment trial. >> one week and now, scott mcgrew, new crisis. >> mega crisis. it is centering around the president's former campaign adviser roger stone. we had glimmers of how bad this would be for the white house on sunday and monday. i gave you a heads up. it is a real mess now. prosecutors working for the justice department had asked a federal judge to sentence trump ally roger stone to as much as nine years in prison for witness tampering and lying to congress. and then trump tweeted he

thought that was too tough of a sentence. what happened next will no doubt be the suggest of a new inquiry probably congressional hearings. for some reason the same justice department that was asking for nine years said that was wrong 24 hours later. the doj said the doj was wrong. the question, did trump influence attorney general barr to tell his prosecutors to go easy on stone. the doj said it decided to go easy before the trump tweet. trump said he did not pressure the doj. but he could if he wanted to. >> yeah, i thought it was ridiculous. >> did you ask -- >> no, i didn't speak to the justice -- i would be able to do it if i wanted. i have the absolute right to do it. i stay out of things to a degree that people wouldn't believe but i didn't speak to him. i thought the recommendations was ridiculous. i thought the whole prosecution was ridiculous. >> reporter: now we get into hazy rules here. more traditions than standards

but the president should not be able to tell the department of justice what to do. remember how much trouble trump got in pressuring the fbi to go easy on michael flynn. certainly the president should not be involved in the criminal sentencing of his own campaign adviser. the professional u.s. attorneys, the federal prosecutors on the case, told the judge they want to quit the case. all four of them. one of them quit his job as a federal prosecutor altogether. president trump even attacking those prosecutors on twitter. who are the four prosecutors, mueller people, who cut and ran after being exposed for recommending a ridiculous 9-year prison sentence. what is happened here with the information we have is not a crime. not impeachable by most historical standards but it is disturbing especially after nbc looked into other things going on at the doj and how barr may be bringing cases to trump to supervise. as marcus and laura pointed out

and it was dry throughout much of january as well. as we take a look at this beautiful view, our start to this wednesday morning from san bruno mountain over san francisco. let's talk about the rain. how much we measured and how much we need to catch up to normal. in santa rosa only at about 69% of the average amount of rain from october 1st up to now. and then looking at san francisco we measured 59% of the normal amount of rain and then check out livermore. only at 29% of the normal amount of water for our year. looking at the deficit, we need about five so seven inches of rain to catch up to normal and i'm not seeing anything significant in the forecast. but a couple of good atmospheric rivers in march could help us get caught up to normal so right now we're feeling warm temperatures. heading up to the low 70s today. and still that high pressure that is kept the storms to the

north still continues for today. so all dry today, tomorrow. in fact, much of the rest of the week. that high pressure starts to move off toward the west just a bit. and low pressure systems moving across the pacific northwest will dip in a little bit farther south and give us some breezy winds. also a slight chance of rain but a lot of that rain looks like it dries up before it gets here. and so here we go. with more warm and dry weather into the next seven days. here is your inland forecast. 73 degrees today. and then some mid-60s by the end of the week. the weekend is looking nice. check out saturday. 70 degrees with sunshine. mike, you're seeing the traffic backing up at the bay bridge. >> it is building for the cash lanes. it was clear a few minutes ago and we now have a wait once again. you couldn't get away with no traffic. a smooth drive and a crash reported in the area but the crash at powell might be a duplicate report and so we see

slowing out of contra costa county and more slowing continues here north 880 at davis street and san leandro is with where it starts and crash and debris in the roadway and it will bog down in the nimitz traffic. across the bay, the san mateo and dumbarton bridge show a slower driver as typical. and the build 80 through fremont and union city into treatment a -- into fremont and then the big delays since 2010. 73% more traffic through this area or more delays caused by the late commute kicking in right about now. tomorrow we'll talk about the peninsula. 101 looks great through palo alto but the numbers will tell a story. back to you. >> thanks, mike. it is 6:54. and happening now, pope francis is reaffirming the catholic church rules against ordaining married men. in remote parts of the world like the amazon, this is one of the biggest issues for the church. people can't go to mass. more than two-thirds of the bishops recommend allowing
