guthrie and hoda kotb, live from studio 1a in rockefeller plaza. hey, everybody. welcome to "today." thank you for joining us on this thursday morning. how happy is christina koch to be back on earth? >> you know when you're back from a long trip and you're like, i'm happy to be in your own bed? she's happy to be in her own gravity. she's thrilled. something different to eat. talking about the 328 days in space. >> incredible journey. she has a lot to say, and we'll talk to her in a little bit. first, our top story, wicked weather. overnight the south was hit by a new round of severe storms. this morning, tens of millions are in the path of a powerful winter system and a blast of brutally cold temperatures. al has details in a second. first, nbc's sam brock is standing by in atlanta. hey, sam. >> reporter: hoda, good morning. large sections of the country waking up under severe weather threat this morning. at least 10 million people sa saturated. rivers are swollen. the big concerns, flooding and

damaging winds. this as folks in the northeast and midwest better will bundling up. temperatures are about to drop dramatically. overnight, a possible tornado tearing across tennessee, southwest of nashville. power polls toppled with at least one home destroyed. across southwest virginia, heavy rain causing multiple landslides, residents forced to evacuate their homes. a mudslide pushing this home off its foundation. >> i've lived here for almost 14 years, never seen it this bad. >> reporter: in northern alabama, strong winds collapsed this garage. parts of the water-logged south can't seem to catch a break. it's been the wettest start to the year on record for some cities in alabama and mississippi. birmingham drenched by nearly 17 inches of rain since january 1st. that's 10 inches above normal. in many places the soil is saturated and can't absorb any more rain, but it's still coming down. >> we see heavy rainfall rates.

2 1/2 inches per hour. >> reporter: in mississippi. >> we're approaching 10 to 12 inches on doppler radar. >> reporter: forcing some residents out of their homes. near vicksburg, heavy rains washed out highway 80, shutting it in both directions. further north, near tupelo, this county road collapsed from all the water. meanwhile, starting today, folks in the midwest and the northeast are bracing for a very big chill. an icy blast of winter that could bring some of the lowest temperatures of the season. here in atlanta, as you look at the levels of the chattahoochee river behind me. that's one of the big concerns as we move forward. there are about 250 creeks and rivers throughout the region expected to either reach or exceed flood stage at some point today. keeping a close eye on that as the day progresses. savannah and hoda, back to you. >> sam brock in atlanta. thank you. >> let's see where it's headed. al has the latest on the brutal cold that's coming, too. good morning. >> good morning, guys. the good news is we're on the downward slope of the heavy rain.

11 million people under flash flood watches, 39 million under winter weather advisories. you can see very heavy rain stretching from new orleans all the way up into new england, especially as you make your way into the mid-atlantic. looking at 0.5 inch to 0.25 inch as far as rain. basically 3 inches of snow across the great lakes and northern new england. here comes the next big problem for a lot of folks. we have windchill alerts right now, windchills as low as 45 below in the northern plains. this arctic express pushes to the south for this morning. look at these windchills, feels like minus 30 in minneapolis, minus 34 in des moines. by friday, minus 5. 5 above in pittsburgh. by saturday morning, here into the northeast, a windchill of seven in morning. minus 5 in buffalo. 18 in washington, d.c. hold on through the weekend. the good news is we start to see temperatures on the upward swing.

by monday in kansas city, here it'll be 53. new york, 48. richmond by monday, 57 degrees. hoda. >> al, thank you. there's a lot of news overnight in the coronavirus outbreak. a 14th person here in the u.s. has been diagnosed. thousands of new cases in a single region of china have been reported. meantime the crisis on that quarantined ship in japan appears to be worsening. nbc's molly hunt is in yokohama, japan, for us. molly, good morning. >> reporter: hoda, good morning. at the epicenter in china, so many people with symptoms and no easy way to test everyone. it appears authorities are changing the way they classify those cases. all of these numbers, some days up, some days down, only goes to illustrate how tough it is for scientists to get a real grasp of the severity and the extent of the outbreak. overnight, the chinese government reporting more than 14,000 new coronavirus cases in hubei province. ground zero for the outbreak

that, earlier this week, has been reporting a drop in new infections. across china, more than 1,300 deaths, total deaths 60,000 and the government puts in place so-called wartime control, which includes mass confinement, food rationing, and temperature checks for millions. on the "diamond princess" in yokohama, japan, the number of confirmed cases also rising. this morning, 44 new cases, bringing the total to 219 on board. including at least 32 americans. this 75-year-old from florida is growing increasingly nervous. >> all of a sudden you felt like maybe it had peaked and then bam. >> when you have hope and you lose it for a minute, that's a really bad place to be. >> reporter: on day nine of the quarantine, jerry and mark jorgensen from utah remarkably upbeat.

>> starting their exercise plan. >> reporter: getting into routines, exercising, taking their temperatures, and eating lunch out of boxes. 771 people out of 3,700 on board have been tested, including mark and jerry. >> you've had one test now? >> i've had one test. they said if you don't hear from us, it's good news. i have not heard anything. >> i'm telling you we're healthy. >> reporter: on friday some passengers will disembark to quarantined facilities on land. the u.s. embassy sending american passengers this letter explaining the most medically vulnerable passengers will be first, including older adults with preexisting health conditions. >> molly, what's the expectation? do they think there will be more cases on the cruise ship as they're testing passengers? >> reporter: there are 3,700 people on board. they haven't even tested a quarter of them. so, of course, we don't know. thus far, that's certainly been the case. think about it. these guys have been on this

cruise ship for more than three weeks. they are tired. they want to go home. the 75-year-old, who we've been talking to, is hoping she gets asked to disembark tomorrow so she can quarantine here on the land. >> molly hunter, thank you very much. craig joins the table. another big story. >> good morning. we're talking about the firestorm over the roger stone case that is engulfing department of justice and the white house now. attorney general william barr will now testify before congress to answer questions about why his department suddenly got involved in the sentencing of the president's long-time ally. nbc white house correspondent peter alexander has more on that for us this morning. good morning to you. >> reporter: good morning to you. house democrats want to question the attorney general about their concerns over his leadership and what they call the president's improper influence over the justice department. this all comes as president

protect the president, who on wednesday would not rule out pardoning stone. >> i don't want to say that yet. >> reporter: after all four prosecutors abruptly resigned from the stone case, the president is blasting their unprecedented protest. >> they ought to go back to school and learn. i tell you, with the way they treated people, nobody should be treated like that. >> reporter: democrats are demanding an investigation and while republicans are brushing that off, some of the president's allies are uneasy about his comments. >> i think this is a situation where the tweet was problematic. >> reporter: while several senate republicans have said they hoped the president would be more cautious and steer clear of controversy after impeachment -- >> i hope he's listened to the many voices in the senate who have pointed out that the call was very problematic. >> reporter: in the oval office, no sign of self-reflection. >> what lessons did you learn from impeachment? >> that the democrats are crooked, they've got a lot of crooked things going, that they're vicious, that they shouldn't have brought impeachment.

>> meanwhile, peter, days after the president forced the key witness in the impeachment trial off his national security team, the president's former chief of staff, talking about john kelly here, he's speaking out against it. what's he saying? >> reporter: you're right. the white house is insisting the decision to remove lieutenant colonel alexander vindman from his post was restructuring, not retaliation. the president suggested vindman could face disciplinary action from the military. former white house chief of staff general john kelly last night sounding off about it, defending vindman, saying, quote, he did exactly what we teach them to do from cradle-to-grave. adding, we teach them, don't follow an illegal order. and if you are ever given one, you'll raise it to whoever gives it to you, then tell your boss. the words of john kelly last night. craig, back to you. >> peter alexander from the white house, thank you. intensing intensifying race for the white house.

a lot of attention is on the democratic side and michael bloomberg, as the billionaire former mayor makes a big push towards super tuesday and rockets up the polls. this morning, his campaign is being hit with new controversies. nbc senior washington correspondent andrea mitchell has the details. good morning. >> good morning. after a devastating defeat in new hampshire for joe biden and his loss in iowa, the former vice president has two weeks to prove himself in nevada and south carolina. >> reporter: mike bloomberg hitting the super tuesday states that run next month. >> i am running to defeat donald trump. >> it comes as joe biden's aides are slamming bloomberg over stop and frisk, the program later ruled unconstitutional, and an audio tape. >> i don't think those words reflect how i led the most diverse city in the nation.

i apologized for the practice and the pain that it caused. >> reporter: still critics like a top sanders surrogate, new york congresswoman alexandria ocasio-cortez, says it is not good enough. >> we all know stop and frisk. that was my family. that was my community. that was my neighborhood. and we know that it was a policy that decimated a lot of families. >> bloomberg picking up support from three prominent african-american congressmembers. from greg meeks, lucy mcbath and stacey plaskett, both camps competing for african-american support. a lifeline for biden in the south carolina primary. where veteran congressman james clyburn is a king maker and talked to craig about biden's poor showing in the first two contests. >> i think that what has happened with joe's campaign is he has not projected out into the future the way people would like for him to do.

>> reporter: bloomberg rising to third place in a national poll on a wave of tv and internet ads. >> i know mike is not afraid of the gun lobbies. they're scared of him and they should be. >> reporter: spending $38 a second in the first five weeks of his campaign, totaling almost $300 million so far. their newest tactic going viral, the campaign saying they're working with social creators to flood instagram with posts asking internet influencers to help make him look cool. >> what do you say to democrats who argue you're trying to buy the election? >> i'm not trying to buy the election. we've been at this for ten weeks and the best ways to communicate in ten weeks is through something like mass media. >> with his rise in the polls, andrea, michael bloomberg is getting more scrutiny. there's new comments that resurfaced about the financial crisis. what do you know about that? >> this video just surfaced from 2008 in the midst of a housing crisis. bloomberg said the financial collapse was partly because

banks weren't allowed to red line anymore. a controversial practice when banks refused to lend to whole neighborhoods, on the assumption they weren't credit worthy. bloomberg appeared to be arguing the end of red lining put pressure on banks to give mortgages to those who couldn't afford them. today, he's pointing to his tight against predatory lending, and his plan to counteract the effects of red lining. >> andrea, thank you very much. we have more to get to this morning. including the american astronaut who spent more time in space than any other woman. she's talking for the first time about her experience. christina koch returned last week after 328 days aboard the international space station. she described her first reaction to being home again. >> you know, within the first two minutes being back on earth, i saw more people's faces than i had seen in a year. that was really exciting. it's just fun to interact with people again. >> she needs people. koch's advice for others, do

revived the age-old debate, to recline or not to recline on an airplane american airlines customer said she put her seat back after everybody was done eating. apparently, the guy behind her didn't like it and started doing that, punching punching her seat over and over again. now, this woman says she has a bad disk in her neck, afraid of being hurt she says giving the guy the look and complaining to the flight attendant didn't help. american airlines says it's aware of the dispute and has a team looking into it. >> why is he fuzzed out. keeping his identity - >> we're probably fuzzing it out. >> protecting the obnoxious. >> do you guys recline >> sometimes i certainly don't do that if somebody in front of me reclines >> a 2-year-old. you can't kick the chair, no matter what happens. use your words. >> we'll get to the to bottom of it and follow that story also the morning, we are learning more about that frightening scare for a veteran hockey player who suffered a cardiac episode and collapsed during a game. nbc national correspondent

miguel almaguer joins us with the latest on this story good morning to you. >> reporter: good morning. it was certainly a very terrifying scene for family, friends and players. the team is being guarded about exactly what happened to jay bouwmeester. but what we do know is he's in good spirits and with his father >> this is obviously a very, very serious situation. >> reporter: the st. louis blues will only say jay bouwmeester suffered a cardiac episode when he slumped over and tumbled off the bench, with his teammates frantically signaling for help cpr was started by paramedics. the team's general manager confirming his heart was jump-started. >> he became unresponsive and the medical personnel used a defibrillator to revive him. jay regained consciousness immediately. >> reporter: unfolding during a break in the first period, bouwmeester was rushed to a local hospital his father, who was in the stands, rushing to his side. >> obviously a great deal of concern. >> reporter: with the game

canceled, the captain joined the 17-year veteran in the hospital. >> it happened so fast felt like an eternity for us. >> reporter: the 36-year-old said to be in good spirits after talking to his team. >> we facetimed. made everybody feel a lot better, knowing he was in good hands. >> reporter: the scare on the ice reminiscent of a similar incident in 2014 when dallas rich peverley collapsed on the bench from a cardiac event he was revived and is alive and healthy today but never played again in the nhl last year a recreational player suffered a heart attack on the ice. he was luckily revived by a player on the opposing team who happened to be a doctor. >> bouwmeester, scores! >> reporter: a top draft pick and olympic gold medalist, bouwmeester is legendary for rarely missing a game. this morning, after this scare, his future on the ice is uncertain. >> miguel, is there any indication about when he may be able to return to the rink and play

to address a growing problem, aging and hackable machines. >> los angeles county has 5.4 million registered voters, that's more than 42 states over the last ten years the county spent a lot of money developing a new voting system it's about to get its first major test are they ready nbc's senior investigative correspondent cynthia mcfadden posed that question. what did you find? >> l.a. county is complicated. voters can cast ballots in 13 languages in hundreds of districts and for ten different political parties which means, county officials say, 62,000 unique ballot styles little wonder creating the first ever publicly owned voting system has been challenging and highly scrutinized now, they call it the voting system for all people, but not everyone we discovered is a fan. >> if you could design the perfect voting system, what would it look like >> it would look like it looked

200 years ago. >> reporter: richard demillo is a distinguished professor in computer science at georgia tech, one area of expertise, voting security. >> it would be paper, pen, individual voters marking their choices on a piece of paper to be counted either by hand or by machine. >> reporter: in fact, most of the country, about 70%, does vote that way, but it's not the new system in los angeles. when it came time to replace the county's antiquated system, back when nixon defeated humphrey, the decision was made to create from scratch a publicly-owned voting machine system, a first of its kind. l.a. county registrar dean logan has supervised the process from the beginning. so ten years and almost $300 million later, mission accomplished >> i think so. this is a system that produces a paper ballot it is a human readable paper ballot that you can go back and audit and count. >> reporter: but many are concerned as this paper ballot

is not marked by a voter's hand. voters make their choice on the touch screen and then a machine-generated paper ballot is presented machines that can be hacked or simply make mistakes the solution, according to dean logan and two of his technical advisers, voters themselves who need to carefully review their ballots before casting them. studies show most people don't review their ballots. >> we did a study here and found voters were spending an average of 222 milliseconds verifying a ballot with 18 ballot choices. >> reporter: another recent study concluded 40% of voters check at all is the l.a. system different not much of 81 l.a. voters in a mock election, 51% reviewed their ballots for about two minutes, which means half of them didn't. but logan says the new system addresses another important issue that hand-marked ballots

can't, accessibility. >> this is the first system in the nation that allows a voter with a disability to vote complete lly independently, secret ballot for the first time, without having to disclose they have a disability and be relegated to a corner of the room and treated differently. >> voters with disabilities need to have reasonable accommodations to say that we all have to adopt an insecure technology puts the entire election at risk, and that can't be the price of accessibility. >> reporter: but there are other concerns on christmas eve, a technical report by an outside expert commissioned by the california secretary of state was released. it chronicles a wide variety of security and operational issues, many of them vital to protecting the integrity of the vote. >> i think at first reading it's terrifying. >> at first reading it's terrifying >> yes because there are things that are clear security vulnerabilities in the system that are brushed aside.

>> reporter: it's not unusual for new systems to have issues during the certification process, but experts say it is unusual to have them surface this close to a big election while many issued identified have been corrected according to logan, some of the more complex concerns with the system's software won't be addressed until just months before the general election in november >> what it means is that the version of the system that's going to be used in that presidential election, it will be the first time it's being used it's very high stakes. it's the sort of thing that would keep any clerk recorder awake at night. >> if this were a graduate student in cyber security who presented this system to you >> you don't get an a if half of your requirements aren't met you get an incomplete. >> a practical issue has surfaced the ballots sometimes get stuck and destroyed in the machines at five times the allowable rate in california which means that voters have to vote again. logan says that has been fixed

finally, a plan b. if all does not go well, the california secretary of state has mandated that all 1,000 new voting centers in l.a. must have paper ballots on hand. >> l.a. county, i guess they're already facing legal challenges over this new system >> that's absolutely right, craig. beverly hills is suing over the system complaining only four candidates appear on the touch screen at a time and voters must select a more button to see additional candidates. if they press next, they never see those names. this year there are more than 30 contests with five or more candidates now, that more button has been enlarged and circled in yellow a final note that i think is really important l.a. voters can request to vote at home on hand marked paper ballots. >> i'm telling you, paper is having a moment. cynthia, fascinating thank you. let's get another check of the weather from mr. roker. hey, buddy >> we're going back to magnetic

maps it's going to be great a lot of wet weather in the eastern half of the country. it has been wet coast to coast, wetter than average, so far this year 27 cities, top five rainiest starts six cities, the rainiest start on record. records stretch from washington all the way to columbia, south carolina look at some of these cities atlanta with 13 inches, dallas with more than 7.5 inches of rain you can see that's more than double what they would normally have in fact, as we go all the way to the pacific northwest, seattle 12.5 inches of rain. normally a wet time, but look at this almost twice what they would get. the rain continues and everybody is feeling soggy except for the bay area. we are now entering into a drought as we see no rain anytime soon in the forecast. as we check out our high temperatures for today we're reaching into the mid to upper 60s for the inland areas, and we continue on with some more dry

to left field. >> reporter: for generations, baseball has captured the hearts and minds of fans, but there is a painful history behind america's favorite pastime for decades in the early 20th century, only white players could play professionally until, on february 13th, 1920, legendary black pitcher rube foster formed a negro league in kansas city, missouri. >> if it hadn't been for the negro league, you wouldn't have had as many black baseball players as you have now. >> reporter: hank aaron is widely considered one of the greatest to ever play the game, but before he donned that famous braves uniform, he took the field for the indianapolis clowns of the negro league, leaving his alabama home in the early '50s >> i remember so well my first year that i left mobile, alabama. one little coat, $2.50 in my

pocket, and my mother told me that was all she had to give me and be very careful with it. >> what was it like playing for the indianapolis clowns? >> to play in that league and to play with the ball players that i played with gave me an opportunity to do some things that i wanted to do. >> is it true that there was perhaps more talent in the negro league back then than there was in major league baseball >> i would not doubt it one bit. there was so much talent. >> reporter: although thousands of fans came to their games, the negro league players were not treated equally. roadside restaurants banned blacks in their dining rooms gas stations closed restrooms. white hotels shut their doors. in 1947, jackie robinson broke baseball's color barrier >> was there any pressure on guys like you to stay in the negro league >> yes, it was, pressure from the players that you played

with, was telling you, you can't make it. you'll never make it >> reporter: hank aaron did make it debuting for the milwaukee braves in 1954 though he made 25 all-star teams, aaron continuously faced obstacles white players did not including death threats while approaching babe ruth's career home run record. >> i was surprised to read in what should have been the most exciting period of your life, you're chasing babe ruth's record, it wasn't. >> it was not. >> why not >> i couldn't go out of the ball park without an escort i had to stay in another hotel, rather than staying in the hotel with my teammates. it was the toughest moment of my life. >> here's the pitch -- >> and then it happened. >> and then it happened. >> the new home run champion of all time, and it's henry aaron >> 2,297 runs batted in, you're first. extra base hits, 1,477, you're first. years with 30 or more home runs,

signing of the negro league. it's today in kansas city. major league baseball is donating $1 million to the museum in honor of the 100th anniversary and has celebrations planned throughout the year. >> happy to be joined by historian ken burns. he highlighted the negro league and its impact in his pbs documentary "baseball. how was that for you meeting hank aaron, were you flipping out >> it was a moment, another lucky moment. >> it's incredible to see. you think about how much talent. i think people said back then, right, craig, that maybe the negro leagues had more talent than the major league baseball >> when the barnstorming teams played, white against black in the off season, the black teams won way more than the others maybe they had something to prove. when you say what's the golden age of baseball, you cannot even begin to think about it

until april 15th, 1947, when robinson, the grandson of a slave, came up after that, when african-americans were brought up, quotas, one or two to the team, they won the mvp in the league nine of the next 11 years. that's my favorite baseball statistic, in a game where statistics matter. it just shows you what we all missed by having this separate but not athletically equal athletically equal in talent, clearly. but we missed. you can't call it the national pastime until you've included everybody in it. in a country that's dedicated, supposedly, to individual liberty. >> what struck me about your piece is when hank aaron defeated babe ruth's record, and what he went through you were pointing out -- this is recent. >> here is the statistic that doesn't show up in the baseball encyclopedia he was receiving more than 3,000 pieces of hate mail a day. i'm not talking about the '30s, not talking about the '40s or the '50s or the '60s this is in '74 when he says he had to be escorted out, it's right

people were angry that a record that they assumed was a white record was going to be broken by a black man. it tells you not only how far we've come, but also how far we've yet to go. the negro leagues are a perfect example. it's important to celebrate rube foster, one of the great pitchers, won 44 straight games in 1902 with the cuban x-giants. he became a manager, started the negro national leagues it is a really wonderful story that we need to tell, not separate, not just in february, the coldest and shortest month, but every day of the year because this is our story. it's not us and them and february, we'll take some time out and do this. it is every single day this is the story of us. guess what there's no them, which is what we all try to make up. in the u.s., it's us, no them. >> one of the things that struck me most about hank aaron, and you've done so many amazing documentaries and gotten to meet

some pretty incredible people, the most humble, the most gracious living legend i've ever come across. >> it's unbelievable he's an amazing human being. >> what i also did not know, hank aaron showed up for work every day, number three on the list of consecutive games played he did seem to be genuinely concerned about the future of baseball and where this game is going to be 20 or 30 years from now. you share that concern >> no. i think things are always changing and always in flux. people like to complain, there's the african-american participation in baseball isn't what it is that then assumes that all african-americans should like baseball and there should be 13.7% of baseball should be that 70% of nfl players are african-american what is it 85%, 90% of nba players are african-american dominating that game what jackie permitted, he opened a door that allowed not just african-americans to come through and then decide which sport they wanted to play, but he allowed latin players to come
