sergio quintana is there. what have you got? >> reporter: we are waying for a news update from the bart police chief. he's expected to be here in the next few minutes. i can tell you this all happened at 2:00 this arcfternoon. we talked to a person aboard where this happened and she describes to us a young person who was running at the platform and police officers running after that person and there was some yelling and then she heard some gunshots. as she got off the train she said she walked over and she actually saw a young person on the tracks face down and there were police officers looking at that young person. we can assume that may have been the suspect that they were running after. we do know that the bart police say they did recover a firearm at this station. the el cerrito bart station remains closed and there is a crime scene and there is still a train at the platform for riders

on our website at nbcbay area.com/derailed. tonight france has become the first country outside asia to report a coronavirus death. so far the virus has killed 1500 people and infected 67,000. 15 of those cases are here in the united states. we're getting word hundreds of americans trapped on a cruise ship in japan are about to be evacuated. nbc bay area's marianne favro. >> those americans including a woman from san francisco will be flying back to the u.s. on government planes. as i mentioned, headed to travis air force base. the first plane will land tomorrow evening. it will only carry evacuees who are symptom-free. they'll be checked again once the plane lands at trafis and people will either be housed there or flown on to texas. they will all be quarantined another 14 days and they will not come in contact with the people already under quarantine

at travis. this is how one american who has been quarantined on that cruise ship reacted to the news. >> we also learned that we have to do another 14 days once we get into the u.s. so that's very tough because we're business owners, and are arranging, you know, our house being taken care of, our animals being taken care of and work being done. this has now become a mount fuji for us to climb. >> if passengers from the cruise ship not to take the government planes there is a warning. the u.s. state department says they won't be able to return to the u.s. for, quote, a period of time. so far there are 285 confirmed cases from the ship. 67 of them in just the last 48 hours. in the meantime, the chicago couple treated for coronavirus have been released from home isolation. you may remember they were the first case of person-to-person

transmission of the new virus from china. terry? >> marianne, thanks very much. the crew and the virus having a big impact on bay area businesses. today libby urging people to shop. christie smith is reporting a drop in business, christie. >> that's right. one woman we spoke to of a popular business said she's seeing owners in social media about her own business that just aren't true and she thinks that's part of the reason why people are staying away. the mayor says it's time to support these businesses and set the record straight. >> at the shooting star cafe in oakland's chinatown, tables are usually full and there's a line outside. not lately. >> i feel like they're just rumors, right? it's not really fair to suddenly stop going to these businesses. >> these friends from uc berkeley came for one reason. >> just for good food, actually.

it was never on our mind. >> karen song says business here is way down. she joined the mayor and others explaining theimpact of misinformation. >> the virus problem affect our restaurant a lot and they're talking about people from china. >> oakland has no confirmed cases of the coronavirus. the mayor shared the message it's safe to come to chinatown. >> we recognize that there are many false rumors, many fears and that this is hurting our businesses. we are here to say that now is the time to support our businesses. >> schaaf visited businesses and enjoyed dim sum and they're beginning to pay off. >> we have many, many people calling us, texting us and e-mailing us and saying we want to come to chinatown.

>> back at the cafe she stops by more often to make sure her friends who own the place feel >> i support and my family, too. my daughter, she coming. they always come and support here. >> the mayor said she wanted to assure the people of oakland that they're staying updated hour by hour on this virus and we'll share information in real time if the situation changes, but again, no confirmed cases in oakland. reporting live in oakland, christie smith, nbc bay area news. >> christie, thank you very much. we're following a developing story out of san francisco where two women are recovering from attacks. the first attack happened about 7:00 this morning at san francisco's pier 19. the suspect stabbed a woman and rode away on a bike. 15 minutes later another woman was attacked near pier 39. the police detained the man they think is responsible and both women are expected to be okay.

a woman is dad after a car crash on highway 101 in burlingame. it happened at 5:30 this morning. police say the woman lost control of her car near the broadway off ramp. the woman was ejected in the car and the car ended up on rawlins road and police are piecing together what happened and the drugs a dr drugs and alcohol are not suspected. we are learning more about the deadly shooting in pittsburgh. it appears the victim was already in woodland hills park when the gunman approached and fired several shots. the shooter ran to a car and drove off. the victim a 21-year-old man and police are trying to track down security camera footage from the area and urging anyone with information to please come forward. we want to get back to the breaking news, the bart station where a police officer shot a person airlifted out of the area. police is holding conference up

a gun. the officers got out to the platform, challenged that individual who then ran off the train, down the platform and on to the trapway at which point a gun was produced by the suspect and the officers ultimately shot, recovering the gun and the suspect has now been transported to the hospital with life-threateni life-threatening injuries. any questions? >> what does it mean that the suspect produced the gun? >> at this point we're in the process of recovering video from both our station, our trains and the body cameras from both officers that were on scene involved. so at this point we know a gun was involved at which point when we watch the video we will verify all of that information. >> can you tell us how many officers fired shots and approximately how many shots were fired? >> i can tell you there were two officers involved. as far as how many shots were

fired, that will all be a part of the investigation. [ inaudible question ] >> do not know. norte bart station at 2:00 this afternoon. a man and woman having an argument, it was called into police. officers got onboard and officers challenged the suspect and he got off the train and showed a gun and was taken to the hospital with life-threatening injuries and we'll have more on this from sergio quintana later in the newscast as the information continues to come out there. decision 2020 now. early voting has begun in the nevada caucuses. to avoid the same problems as iowa and there were many, they're using a new paper-based balloting system. the party planned to use an app similar to the one used in iowa. former senate majority leader harry reid who represented nevada cast his early ballot today. he decided not to endorse anyone in the democratic presidential race, but he'll support the whole field. >> all of these democratic presidential wanna bes are all

san francisco is paying $25,000 to settle a racial bias lawsuit. a group of serven african-americans were arrested. all were african-american despite the diversity of drug dealers in that area. the city's attorney says san francisco police were following directives from federal law enforcement leading the operation. door bell security cmind, but the data shows that they don't go far in actually fighting crime. last year ring released an ad

certained on the town of winter park, florida. the police chief talks about the cameras helping officers solve crimes. in reality the department has not made a single arrest aided by ring camera footage. ring said its cameras reduced burglaries bymore than 50% and an extensive nbc news investigation has found little evidence to support that claim. in 2017 city college of san francisco began offering free tuition, but living in the city are more expensive than ever. they're finding creative ways to live near campus. how they're making it in the bay making tiny homes that hide in plain sight. >> welcome to my humble abode. >> the housing cost is probably the highest in the country. >> this, financially and educationally makes more sense for me. >> it got to the point we couldn't just phi the rent anymore owe we decided to try

sith the wind at close terms of rainfall, average to date, here's the problem with the dry february. these losses just keep accelerating anywhere from 20% of average for the rainfall to 66% of average in santa rosa. in just this month alone we've had a fifth of an inch of rain per day. in february you have a dry spell like this those losses can accelerate. take what's happening with the sierra snow pack. about 58% of average compared to the same time last year it was an outstanding snow pack last year where we had totals of 141% of average last february the 14th and quite a change, anywhere from nine inches of total snow pack depth so far this year. last year at this time more than 40 inches. that's a big deal. we haven't had a lot of rain and not a lot of snow and here's the reason why. strong high pressure almost most

typical of may where it builds up to the north of hawaii sends storms to the north and that's the part that's not going away for a while and probably some more for sunday and notice the rain showers staying too far to the north around the bay area and what we'll probably see more of will be wind picking up at times for the hills for tomorrow night on to tomorrow morning and we finish this afternoon with upper 50s to mid-50s for highs and yes, the winds not too bad tomorrow, but by tomorrow night as we go into monday see how the north and east bay hills begin to see the gusts 30 to 40 miles per hour and watch that closely. that's setting up as we head into monday and notice no rain chances here for thursday and maybe a few showers near the coast and that's about it. maybe our best chance for showers could come by perhaps next weekend, but you'll notice that is an inland tracking weather system that even between now and february 25th it doesn't look like we'll see much in the way of rain chances. instead, monitoring wind at

we want to return to the breaking news we're following in the east bay. officers have shut down the el cerrito bart station. a passenger reported a couple arguing on the train. police responded, confronted the man. he got off the train and he started running. bart police went after him. he showed his weapon and bart police fired and the man was hit and was airlifted to the hospital and we are told he has life-threatening injuries. we'll have much more on this story tonight at 8:00 after hockey and again tonight at 11:00. thank you for watching. nhl is now. good night. ber one show
