. good sunday morning. it is february 16th. here is a live look outside over the bay from san bruno mountain. hazy but lovely out there. just that little bit of golden glow on your sunday morning. thanks for starting your sunday with us. i'm kira klapper. vianey arana has a look at our microclimate forecast. a little breezy out there. >> yeah, it it is going to be a lot breezier today than yesterday. but look at how pretty. that is a nice way to start a sunday. now we'll be seeing temperatures slightly cooler but still above normal in the 60s. but where we're at now, this is pretty normal for this time of the year. san francisco 50 degrees. wind speed at about about 12 miles per hour.

look at that shot of the golden gate bridge behind the number. but you could see the skyline. and the country temperatures, 44 in san jose. livermore 43. concord 48. and oakland 46. so what -- what can you expect today. the san francisco temperature trend. temperatures remain in the 50s. upper 50s for san francisco. but as i mentioned, we had will see cooler temperatures. the reason is because we have with a system passing just to the north. now this is not going to bring us rain. but it is going to kick up winds later tonight and also going to bring us more cloud cover. so what does this mean when with it comes to winds and of course look at your monday ahead. i'll break down all of that coming up in about 15 minutes. >> and monday people have off of work. >> it is a holiday weekend. >> so that is good to see your forecast for that. >> safety on b.a.r.t. is a high profile issue and getting a renewed focus in the wake of yesterday's police shooting. the violent scene unfolded at

the el cerrito del norte station. it was an argument between a young man and woman and a third passenger then called 911. minutes later officers opened fire. "today in the bay's" sergio quintana reports. >> shots fired. >> reporter: on the platform as they opened fire. witnesses described a volley of shots and then panic from passengers. >> it sounds like m-80s from halloween. like pop, pop, pop, eight or nine in a row. everybody is running out. there must be gunshots if they're running out. >> reporter: they were called here by a passenger watching an argument between a young man and woman aboard the train. as they arrive the caller told dispatchers the young man had a gun. >> the officers got on to the platform, challenged that individual who then ran off the train down the platform and on to our track way at which point a gun was produced by the

suspect and our officers ultimately shot. >> reporter: a handgun was recovered at the scene. the young man who was shot lifted to a regional rahma center with life-threatening injuries. police have not released many details about him or the young woman he was reportedly arguing with except to say she was unharmed. one passenger who did not see the dispute or confrontation shared what she heard as she left the platform. >> after everyone was taken off the train, a young lady was shouting he's 17, oh, my god, he's 17. my best guess is that she knew him. >> reporter: this officer-involved shooting comes on the first weekend of b.a.r.t.'s new safety plan, a 12-person unarmed safety patrol called b.a.r.t. ambassadors will be riding trains and walking platforms. b.a.r.t. has seen ridership plummet during off peak hours and weekends over the past few years. sergio quintana, nbc bay area news. >> our investigative unit has been taking a look at what

happens on b.a.r.t. we spent months riding trains and recording what we saw. you can watch the entire series on our website nbcbayarea.com/derailed. to daly city where fire crews rushed to a house fire. a viewer sent us this video she captured after 9:15 last night. you could see flames shooting out from the home. this is on han over street. it did cause serious damage to the main section of that home. continuing coverage now of the deadly coronavirus. a story developing by the hour. one patient has died in france. that is the first death outside of asia. so far the virus has killed 1,500 and 67,000 are infected. today hundreds of americans quarantined on a cruise ship at a port in japan are preparing to finally disembark and head to

the bay area. a u.s. government plane is scheduled to fly them to travis air force base in fairfield. but they're nightmare is far from over. "today in the bay's" marianne favro reports. >> reporter: they're stuck on the diamond princess cruise ship. passengers all around themming sick. more than 200 confirmed cases of coronavirus involving passengers. they have not gotten sick. >> we see a lot of passengers being carried off the ship that are on stretchers that apparently have been detectived with the virus and they go into ambulances and then they leave and more ambulances show up. >> reporter: for the nearly 400 americans trapped on the cruise ship, a way home at last. news of a rescue plane broken by the captain. >> via u.s. charter -- >> reporter: but melanie's husband is in a japanese hospital after he was infected with coronavirus. making it a hard choice for her to fly back to the u.s. >> i would rather stay in japan

and be by my husband, but if that's the only way out, yes. >> reporter: only american passengers testing negative for the virus could get on the plane headed for travis air force base. some will fly on to lackland air force base in texas and the rest face another 14 days of quarantine that means they'll be under quarantine for a total of nearly four weeks. >> we're business owners. and we are arranging our house being taken care of, our animals being taken care of. >> reporter: a government warning said if passengers choose not to get on the flight they'll be unable to return to the u.s. for a period of time. leaving many passengers upset. >> anger. my initial reaction is anger and frustration, disappointment in my government. i feel like they failed us. >> nbc bay area news. chinatown is suffering from coronavirus fears. restaurant and shop owners tell

us that business is significantly down and that false rumors are spreading on social media. just yesterday in an effort to bring customers back business leaders and the mayor libby schaaf shopped in the area to show it is safe. some folks enjoying food at the famous shooting star cafe tell us unfounded fears aren't going to keep them away. >> i feel like they're just rumors. it is not te-- fair to suddenly stop going to the businesses. >> oakland has no confirmed cases of coronavirus. now to a violent saturday morning in san francisco. two women attacked on the embarcadero within minutes of each other. the first attack happened at about 7:00 yesterday morning at san francisco's pier 19. that is close to the exploratorium. a man stabbed a woman and rode away on a bike. 15 minutes later another woman was attacked near pier 39 not far from fisherman's wharf and the same man is believed to have

stabbed both women. they have detained suspect and both women are expected to be okay. new details about violence at a pittsburg park. we told you about this yesterday morning. investigators say it appears the victim was already inside woodland hills park when a dpaem approached him and opened fire. the shooter ran to a car and drove away. the victim is a 21-year-old man. police are still trying to track down security camera footage from the area to find the shooter. facebook ceo mark zuckerberg said it is time to fight harmful information online. zuckerberg said social media companies like facebook need more guidance and regulation from the government. this comes after people called on the company and other social media giants in recent years to better fight false and misleading information on their platforms. zuckerberg spoke at the munich security conference in germany just yesterday. >> i think that there needs --o

to iowa and new hampshire, thanks so much for joining us this morning. >> it is good to be in d.c. even if it iss just for a day or two. >> even for a day or two. ch chuck, after the first two contests in the democratic primary you headed to, bernie sanders and pete buttigieg are now on top. now the race moves as you kind of referred to. they moved to nevada and south carolina where you're headed next. what are you watching for as you head into those races? >> well, i think it is what we learned out of new hampshire. in new hampshire we saw that while sanders clearly has a devoted base right now it appears his coalition is very narrow. he's going to be the nominee he has to expand beyond the 25%, 26% he's gotten in iowa and new hampshire. there clearly was a large moderate majority or plurality that could have swamped sanders

in the new hampshire primary had they all coalesced around one candidate, being pete buttigieg or amy klobuchar. but that didn't happen. the question is will we see any attempt of coalescing in nevada or does the same phenomenon happen, a muddle mess and stays that way in south carolina and schenn voila, the michael bloomberg experience starts to hit everybody. and that could create even more of a muddle mess. today is daytona 500. you have five or six cars all in a lead pack and you're ati-- yoe waiting to see which one turns one way or does it crash the whole party or one take off and become the front-runner. >> that is a good analogy. >> the 60,000 member culinary union workers, largest in nevada, has declined to endorse a nominee and how important is the decision and which candidates do you think are likely to benefit or suffer from it? >> i think the candidate that benefits the most is bernie sanders.

because clearly the leadership of the culinary un kwon was not with them but there is a indication of there is a hot of rank and file of the union that loves bernie sanders. the health care dispute aside, and i think that the nonendorsement means that -- that tells the membership, do ahead, vote how you want. we'll tell you, we don't like medicare for all, we don't like the sanders plan on that. but we're not going to tell you who to support. that is a big deal if you're bernie sanders. if the culinary union had gone where they wanted to -- previous times with a more establishment candidate, a stronger -- perhaps if joe biden was stronger they would have gone with biden but they didn't. and and i do think it is helpful to sanders. >> back in d.c., jerry nadler intended to subpoena john bolton to testify about president trump's relationship with ukraine. given the outcome of the president's impeachment trial, how risky is this for the

democrats? >> well, i'll tell you this, i any this you're john bolton you want to do that testimony. i think he's clearly uncomfortable with the idea that his po-- his book might be the first place that everybody finds more information out. so you would assume that -- and that book is perhaps could come out within a couple of weeks. i'm curious to see, but it seems as if mr. bolton was indicating he didn't like the look, at least, of sort of making it seem he's not telling everybody until the book comes out. so let's see if it happens but i wouldn't be surprised if it does because again to go back to the look of waiting until the book deal to tell everything you know is not the greatest look. >> oh, yeah. everybody is coming out saying he should have spoken sooner or could have, perhaps. chuck, thanks so much as always. with we appreciate your insight. join chuk for this morning's

news investigation there is little evidence to support that claim. a rare california gold coin is having quite the bay area home coming. take a look at this. it is a coin struck right here if san francisco in 1855 during the gold rush era. it is a $50 coin. it just sold to a san francisco local, the price tag $1 million. you might wonder what makes it so rare. >> several things that make it certifiable. number one, there is only 14 made. as far as coin nerds go, that is super, super rare. ch that is what we get excited b. the less of a coin, the more excited we getment and the second thing it is a visually beautiful coin. it is a large $50 gold coin and the united states ome made two back in those days. >> wow. he said coin nerds. the coin is about 2.5 ounces of almost pure gold. it will be on display for several weeks at winter coin on

lombard street in san francisco for the store's grand opening. now to a dress rehearsal. yesterday a japanese actress performed the first torch kiss handover of the olympics. just for practice. they will ask for 121 days in the build up to the olympics that begin in july. the real thing starts on march 26th. and don't forget nbc bay area is your official home for the 2020 summer olympics in tokyo. the games run from july 24th to august 9th. that is suppose an exciting time. let's check in with vianey arana for a look at our sunday forecast. >> the summer olympics have always been my favorite. there are so many good events. i would love one day to go to the olympics. >> that would be incredible to cover it for the station. i think -- is going this year. >> i'll sneak into the suitcase when raj goes over there. >> you better warn him. >> i know. i'll just pop out. we have beautiful sky this is morning. a little bit of cloud cover.

>> that pink glow. >> exactly. and it makes for a nice -- look at that. the golden gate bridge. look at the skies overhead. notice the flag. it is not too windy just yet. and if you don't know where the flag is i'll point it out. there it is. so this is a marker that showcases when it is windy and gusty and we are expecting breezy winds. let me show you satellite radar because it gives a good story of our weather right now. areas of cloud cover and notice to the north near the oregon area, far northern california, we have a system passing. that is going to bring our temperatures just a little bit. it is also going to kick up the northerly winds into tonight and also tomorrow evening as it continues to trek on through. but not bringing any rain. all of the rain will remain to the north and country temperatures. if you're out and about, in the south bay, 44 in san jose. 46 in oakland. 52 in san francisco. and it is going to be a lovely

afternoon. take a look at your daytime highs. we'll be running a few degrees cooler compared to yesterday because of that system passing to our north. daytime highs in oakland, 63. san jose 64. palo alto 63. livermore 64. the outlook is a mix of sun and clouds and breezy conditions expected through the afternoon. just how breezy, about 10 to 15-mile-per-hour winds. a lot of gustier conditions remain for the mountain areas for the high elevations and then monday around 1:00 they start to notice the model picking up gusts and in danville, 23-mile-per-hour and livermore and allen rock and through vacaville as well. so depending on where you're located you'll see gustier conditions through the interior valleys for tomorrow. 10 to 15-mile-per-hour winds expected. it is breezy. and the winds diminish once the storm makes the exit and pushes east. the dry weather will remain. as you know, we haven't had any significant rain for the month of february. so what are we expecting?

that storm will stay to the north for mondayme, more wind a below average in terms of rain chances. so we're behind when it comes to the rain. with we do see dry off shore showers and then to our south there is a system, in through friday. our best chance right now by the model and not really a significant amount if i might add, is next weekend. we're up to a dry start but right now it looks like we may get the chance of seeing some showers mainly on sunday. so friday, saturday and sunday we'll monitor this but right now it doesn't look like a significant storm so it won't make a big dent in the numbers of how much rain we still need for the forecast. the next seven days, a closer look. the windy hills are going to be a bigger factor. not as windy as the event on sunday. tuesday 67 degrees. by wednesday and thursday we're talking upper 60s for inland areas. kira. >> looks good. thank you so much, it is 7:21.

now to our series "making it in the bay." our look at the housing crisis. one man's idea, what hotels could do to help. garvin thomas shows us. >> obviously when it comes to finding places to live for the homeless or low income families, the most important thing is the home itself. but what about what goes in it? one san francisco hotel has come up with an innovative way to reduce waste and help turn those houses into homes. the bottom to top renovation of the clift royal hotel in san francisco is just about complete. >> so this is the 14th floor and guest rooms of the clift. >> reporter: the year-long job was the first for matthew boone

in the roll of project manager. a position requiring him to be intimately familiar with every new piece of furniture coming into the hotel. >> you can see all of the way down to the river and the bridges. >> reporter: this story, though, is about all of the furniture that came out of it. >> these are chairs. >> reporter: and the second very meaningful life matthew has given it. it all started, he says, with a simple question. >> hey, i'm kind of the new guy team member that you've done this, where does this stuff go? and they're like, well we throw it away. >> reporter: the idea of thousands of still usable pieces ending up in the landfill didn't sit well with matthew. >> there has got to be a better way. a better place. >> reporter: well in the case of just this one mattress, that better place is in the apartment of a single mother living in vallejo. before this delivery, she was

sleepi sleeping -- on the floor next to her infant daughter's crib. >> this is a life changer. she's worked to get a great apartment but it is the next step. >> reporter: matthew connected with with campus family services who help the homeless and at risk families find housing. he's coordinated donations from the clift to help more than 100 east bay families. it does cost the hotel to make this happen. but matthew believes it is worth it. >> 125 families are going to have new beds, new desks, new chairs that they could help raise their family and come home after a hard day of work and get a good night's sleep. >> reporter: and best of all if this idea spreads other hotels looking to freshen up the look will love the idea of helping the environment and people in need in the process. >> we should be doing this. it is not can we or why don't we. we should be doing this. >> in san francisco, garvin

here is a live look outside over downtown san jose. as we wake up on this presidents' day holiday weekend. thanks for joining us. i'm kira klapper. and vianey arana has a look at our forecast. it looks nice and calm. >> it is. it is breezy but not windy to the point where you're holding on to your hat. >> not like last sunday. >> by no means. just breezy enough to see the leaves and get a little bit of a gust at times. it is nice. look at this shot of walnut creek. we'll get a mix of sun and clouds today so partly clear through the afternoon. as far as our temperatures go, the trend is pretty much on tap to be in the mid-60s throughout the entire bay area with the exception of areas around the coastline we'll get a comfortable afternoon. but if you notice it is a little bit cooler compared to yesterday's forecast. yesterday we did manage to hit some upper 60s, a couple of low 70s for the interior valley and this morning 44 degrees in san jose.

fake accounts every single day. turning now to decision 2020. early voting has begun in the nevada caucus and there is a plan to avoid the same problems as iowa faced. nevada democratic party is using a new paper-based balloting system. the party originally planned to use an app like iowa did. former senate majority leader harry reid who represented nevada for 30 years cast his early ballot yesterday. he has decided not to endorse anyone in the democratic presidential race. but instead support the whole field. >> i voted on committee three times. it's a -- i have so many friends and i have such admiration for them. the work they're doing. >> nevada full caucus is next saturday. several candidates are making stops here in california before next weekend caucus in

and salary and benefits. however as of january 1st, last month, a new law redefined independent contractor as part of the traditional work force. this new law has ignited controversy across our state. larry gerston rejoins us to assess the impact of the act not only for the independent contractors but for all of us. can you kind of boil down the controversy here. >> if you haven't heard about it yet, you will. somebody will be affected. and somebody you know, no doubt about it. it will affect just about everybody. californians we know have a history of providing for members of the work force periphery or garment workers and farm workers, all of those folks that have been accorded traditional benefits guaranteed to mainstream employees but this is the ride share drivers or the

gig economy. now uber drivers alone, just that one segment sacrament to 150,000 independent contractors in california and other groups go up from there. door dash, newspaper carriers, entertainers and child care workers and other part-time individuals may be impacted by the law as well. now the changes loom large for the state. listen to this. data compiled by the irs estimates that 2.8 million californians earn income for what is described as nonemployee work and including independent contracting. it is everywhere. >> i heard gig economy talked about as uber and lyft drivers but it is interesting to note entertainers and childcare workers. it is all so common. what does this new law specifically do.

>> that is the question, right. assembly bill 5 known as the protect at base drivers and services act, it requires that ride share drivers and other independent workers be treated as traditional company employees. >> that status would cover such benefits as minimum wage and paid sick benefits and health insurance benefits. employers would be required to pay into unemployment and disability insurance. some have been excluded including physician and attorneys and sales people and realtors just to name a few. but still talking about a game-changer for the gig economy and its employees and there is a related element. in a state that has one of the highest percentages of unionized workers, organized labors see this as a golden opportunity to bring workers from the occupations into the union fold. >> and talking about companies possibly having to pay into sick

benefits and disability and those type of things, it sounds like it wouldn't be seen as a good thing by a lot of companies because it could be expensive? >> yeah. we don't know everything about it. the law is still new. it is not even dry so to speak on the books. but the added cost for employees will go up, there is no question about it and we don't know which employers will be affected because there are numerous gray areas for fields such as barber, fisherman and artists and people like that. independent -- have for bid this for motor carriers. for the sectors folded in ab 5 several accounting estimate that it could add somewhere between 15% and 30% in costs per employee. now, of course, those added

costs would be bound to affect their bottom line and in all likelihood passed on to you and me. >> so that is how we're all impacted by this in the long run. so it seems like this new law could really change the relationship between employees and employers. if it stays this way, you say it is still wet. >> if it stays on the books. that is the crucial phrase. and if it stays as currently written the california chamber of commerce, one of the most powerful interest groups in the state already managed to carve out several industries from coverage before the legislature enacted the new law. and the chamber, by the way, is already asking for additional exemptions. and the bill author lorena gonzalez of southern california said she's open to additional modifications but -- but the ride share industry, no. taking no chances. uber, lyft, door dash have already promised at least

$90 million to sponsor november initiative that would exempt their industry from the new law and it is reasonable to expect that other affected industries will join the employer side as well. but don't expect organized labor to stand by without a fight. add labor chout and we could see a quarter of a billion dollars spent for and against ab 5. so for many, the fight is just beginning. meanwhile, the states everywhere watching to see where and how this new law takes effect, where it lands. for as we know, what happens in california is often a precursor to similar legislation elsewhere. >> very interesting. we'll continue to follow that, larry, thanks as always. vianey has weather after this. you love the bay area but you don't love the traffic, high-priced homes and seeing our neighbors struggle. so let's find a way to make things better.

the system to the north. it is bringing rain to areas more near oregon and far northern california so this will impact breezy winds on our side and giving us cloud cover and dropping our temperatures down. it will not bring us any rain. so dry weather for today. and the breezy conditions mainly for the higher elevation areas. so not everyone will get windy conditions and it is certainly not as bad at the last wind event. daytime highs running cooler. palo alto 63. san jose 64. napa 65. and through livermore 64. and a lot of people have been asking me about the rain but before that with let's look at wind speeds. 10 to 15 miles per hour and picking up into tomorrow afternoon as that system continues to track to the north. look at vacaville, 27-mile-per-hour gusts and danville 23 and allen rock and once again if you live in the mountain areas like ben low mand and up through the east bay will

get the gusts more tomorrow. and then the system continues to make the exit and we'll be a-okay. right back into the california drought. our next chance of seeing rain and i want to show you where we stand. this is the latest this week. i showed you this yesterday but i want to tap into it because i want to go more into the colors. yellow is abnormally dry but where you see this peachy hue, that is a area of drought. so about 10% of california, 40% is dry. so we certainly need the rain and we're behind. but the dry weather is expected to continue. so more wind, below average temperatures. showers remain to the north heading into the middle of the week and then right now we're monitoring the chance of possibly seeing some chance of showers into saturday and sunday. but unfortunately it doesn't look like a big rain-maker so we need a bigger storm than that in order to make an impact on our drought monitor. now over the next seven days, we'll see the pleasant weather stick around. mid-60s.
