"today in the bay" continues right now. and a good morning to you on this wednesday. thanks so much for starting it right here with us on "today in the bay." i'm marcus washington. >> and i'm laura garcia. let's look at the forecast for today. a little cooler out it this. >> cooler this morning. and we're going to have a nice, well above normal day. here is a live look outside in the south bay. you could see a thin layer of some low clouds moving by. willow glen will start out at 41 degrees and at 1:00 another comfortable day as we reach slightly above normal. mike is seeing a backup at the bay bridge. >> it formed early and i thought because some of the cash lanes weren't open yet but things are looking normal for that pattern. we're seeing more movement in the cash lanes off to the left but the fast track lanes are starting to slow down and bog down. there is also slowing on the incline and a disabled vehicle at the treasure island on-ramp so that may be an additional

problem. we'll track those factors and the rest of the bay is moving well. so back to you. new overnight, an elderly man is recovering after he disappeared while hiking in the north bay. this is the second of two recent cases involving people believed to have disapeered while hiking. >> bob redell joined us live in marin county with details on the man that was found and the couple still missing. >> reporter: with regard to the man that was found according to the photographer who shot his rescue, he is alive but barely conscious. we have no update. his name is robert bennett and 76 years old. rescuers found him around 11:30 last night and you should be able to see it on video. after he disappeared on monday afternoon while hiking in unincorporated marin county they extricated him and sent him to the hospital. they did find his vehicle at the head of the valley stone trail which helped locate him and in the picture, tweeted out by the marin county sheriff's office,

two k-9s helped locate bennett. and volunteers will head out to help to find carol kiparsky and ian irwin a couple in their 70s who were if palo alto and camping in inverness and left behind their phone and hiking gear and haven't been seen since. >> they wouldn't leave all of their stuff and just vanish. yes, i think it is very strange. >> we have not switched our efforts from search and rescue to recovery. >> reporter: the couple's son who you heard from first and the searchers, they're hopeful that the couple is alive because the weather has been mild. reporting live, bob redell, "today in the bay." >> we'll continue to follow that. thanks, bob. it is 5:02 now. switchi switching gears. talking politics. president will go to bakersfield to celebrate what he called the

victory for farmers. he will talk about the increase of water supplies for agriculture and includes rolling back of environmental protection forr for endangered fish in the delta. this is him arriving ahead of the saturday nevada caucus. thousand his trip comes as a democratic hopeful take the debate stage tonight in vegas and there will be one new candidate on the stage. "today in the bay" tracie potts is live in washington to explain how the top five just became the top six. tracie? >> reporter: laura, that number six is michael bloomberg who has been spending hundreds of millions of his own dollars on this campaign to get on the debate stage tonight. but it is not about money, it is about the candidate's ideas and their records. billionaire michael bloomberg live in las vegas tonight for the first time debating the top five democrats. >> do you have any advice for him as he makes his first debate. >> no. he doesn't need that kind of

[ crowd chanting ] >> reporter: there is one more candidate in nevada this week. president trump stops through on friday. tracie potts, nbc news, washington. and nbc news and msnbc will broadcast the debate live from las vegas tonight at 6:00 p.m. the bay area suddenly has what is believed to be two more coronavirus patients there isolation in the north bay and at this point it is clear that doctors know when they became ill. "today in the bay's" thom jensen is live outside of the queen of the valley medical center in napa where they're expecting a news conference later this morning. thom? >> reporter: good morning, marcus. we're still waiting for more details on exactly when and where this news conference will be held here at the medical center. but we can confirm from public

health officials here in napa county that at least one of these two patients here has tested positive for the coronavirus and the other one does have symptoms. they're two of the 14 people airlifted from a cruise ship in japan where more than 350 people are sick from the virus. taken to travis air force base and then to area hospital isolation rooms around the bay area. more than 74,000 people have been affected by the virus according to the world health organization and 2,000 have died from it. most of the deaths and infections are in china where the outbreak began this winter. these two ended up here because of a limited number of isolation beds in solano county. last night it was still unclear if one or both patients here were positive for the virus. >> one of them is being tested to be ruled out for coronavirus and the other one is somebody

who is asymptomatic with a positive test in japan and they're continuing to get testing until the virus is demonstrated to be cleared. >> reporter: we did get a statement from the st. joseph health which owns the hospital. among other things the communications manager said they are equipped to handle the virus. our caregivers are well prepared and they have received training and have practiced for these scenarios and wearing protective equipment to minimize the risk of skoezure. no hospital operations are imacted. and she said that the isolation areas are actually negative pressure rooms which helps contain that virus in those rooms, helps stop the spread and she said exposure to the virus here is extremely low, the danger of skoezure. live in napa, thom jensen, "today in the bay." it is 5:07.

attorneys for the suspect of kate steinle expected to be back in cord. jurors acquitted jose zarate and now they want to try him on a gun possession charge. he's still in custody. last week they determined he's not competent to stand trial. today a status conference is scheduled to discuss the next steps. and a follow-up to the hit-and-run in san francisco mission district that injured three people last week. today the suspect is scheduled to appear in court. investigators say steven concernman ran a light striking a man and pinning him against the bus and then they say he struck two other people serious hi injuring one of them as he drove away on the sidewalk. he later returned to the scene and that is when officers arrested him. our "making it in the bay" coverage continues this morning. it includes san francisco voters

weighing a key housing proposal on next month's ballot. if it passes, proposition e would reduce the amount of new office space the city would be able to approve the amount pegs to how much affordable housing it creates each year which is the goal of meeting state mandated targets for 2,000 homes. critics tell "the chronicle" that the restrictions would hurt the chi and drive up rents. and right now at 5:09, we have a cool picture to show you of a vintic lar cloud spotted near mt. shasta. take a look at that photo. if you see that, you think what in the heck is that. well we call it a lintic lar cloud and it moves in mountain areas. it shows a little bit of turbulence in the atmosphere and so this was tweeted out. or put on facebook by a shasta trinity national forest and it is a really cool shot. i actually saw a lintic lar cloud.

so here is a picture i took this one is a lot for pronounced than that one over mt. shasta but it happened in the mountains. it shows there is the buoyancy in the air and usually on stable days. but the clouds form and i put that in snowmobiling and it got more spectacular. so i posted another picture on instagram. i'm at karihallweather. check out our weather for today as we see high temperatures headed into the upper 60s. if you're heading toward the sierra or mt. shasta, nice travel there and back. mike, it is officially jammed at the bay bridge. >> and it might be a lentic lar cloud. i didn't know what that was. and the metering lights are on, folks. last 15 minutes was critical to telling the story. the back-up will stick around because the metering lights were turned on just after the last report and that is early for the bay bridge because of the slower drive across the span, a slow-moving vehicle trying to

cooler than yesterday with 39 degrees at 7:00 and then reaching into the low 60s as with we head toward noon. nice day to take the lunch outside as we check out our microclimates we're going to see temperatures at noon at 61 in danville, 62 in concord. and novato at 59 degrees. and then we warm up into the upper 60s in the south bay. breast briefly hitting 70 degrees. we'll be in the low 40s again tomorrow morning. a wide view of what is going on. a long line of clouds extend closer to the cost that is here on friday. it may bring in spotty light sprinkles along the coast but most of us won't see any rain out of this as it continues to dry up as that storm system arrives. as we see a lot of that rain staying to the north of us, we'll see this low dipping down to southern california and that is going to bring those areas some rain going into next week and we seeing a change in the pattern that could bring us showers at least by the end of next week.

but our rain chances here very slim. and we'll see some more clouds moving in on friday. high inland reaching the low 70s and a nice weekend ahead. still some low 70s into next week. mike, you're tracking that early delay across the bay bridge. >> we saw this forming early at the bay bridge but it never got a chance to recover as all of the cash lanes open because of a slow roller across the span which has cleared. improvement across the span but the metering lights were turned on early and they won't turn them off. here is the back-up. and the fast track lanes are starting to move and better speeds across the span. everything is clear across the westbound deck but the damage is done. the early back-up off the berkeley curve. walnut creek and concord, no problems. the carquinez bridge without any issues as well. northbound 880 through san leandro a report of a disabled vehicle. chp has not updated us but i

the new report tieing one of the main players to mayor london breed. very good morning. and thanks for joining us. now wednesday morning. i'm laura garcia. >> and i'm marcus washington. right now let's head over to meteorologist kari hall with a look at the forecast. >> looking good through the them. sev -- through the next seven days. more clouds on friday as we see a slight chance of showers near the coast and in san francisco. but a lot more of the dry weather in the forecast. as our temperatures reach into the mid to upper 60s. we'll get a look ahead to the weekend. that is coming up in about 7 minutes. mike is seeing the bay bridge moving better. >> the span was crawling and that caused the early metering lights. a hangup just under the tower so starting to move smoother. very critical because anything that slows on the span slows the folks at the metering lights. if you join us at 5:30, at this time, you'll see this back-up and we're getting back to normal as we approach again that span

that looked like another slowdown approaching treasure island so check with me in the next report in seven or eight minutes and we'll see how things are shaping up. the search is on for a killer after a woman is found dead in a home in the southeast foothills. kris sanchez is live this morning. and kris, what does this home have to do with airbnb. >> reporter: neighbors are telling us they believe this is a home rented out on the airbnb by the room. the crime scene tape is now gone. the officials have reopened the scene but this is what it looked like yesterday afternoon and last night as the investigation was fully underway. we are on mountain view near gordon avenue. our night crew saw deputies going through trash cans and interviewed neighbors and we talked with two men that were staying at that very home where the woman was found killed last night and they said they never saw a woman there. >> i knew something bad was going to happen over time. you get that many, many people

staying at your place, one out of a hundred will turn back and sure enough here we are. >> detectives will interview everyone in the neighborhood and speak with all witnesses and collect all evidence that we can. >> reporter: so again neighbors telling us they do feel uncomfortable with the fact there was so much traffic going in and out of the home listed on airbnb and we did ask airbnb for a comment and they couldn't immediately verify that the home was lips-- listed on the site b they will try for a comment this morning. sheriff's department has little to go on and asking neighbors for security video and public to call in any information they might know. remember that you could report that information anonymously and find the phone number on my facebook page and on my twitter feed. at this point deputies do not have a suspect description nor are they releasing the name of the victim. they haven't even said whether -- what age she was or

what nationality at this point. the coroner will identify her and the coroner will notify her family and release her identity and the way she died. kris sanchez, "today in the bay." >> very tragic, thank you, kris. 5:34 now. the defendant in the b.a.r.t. stabbing trial, john lee cowell took the stand admitting he killed nia wilson back in 2018 and pleaded not guilty by reason of insanity. east bay times reported he's refusing to return to the stand to finish his testimony. the judge warned the testimony may be stricken from the record if he refuses to return to the stand. that trial is scheduled to resume today. a new report in the examiner seems to link san francisco mayor london breed closer to the two men at the center of the public works corruption probe. last week she admitted to taking $5,600 as a gift from former public works director mohammed

nuru saying it was to fix her car and she's known him for more than 20 years. now the examiner said that emails indicate the other man at the center of the probe, nick boefis, paid $1,200 to cover the cost of breed's float in the 2015 pride parade. the examiner concludes it may have been an illegal gift but the mayor said she would have paid for her own float. go to our investigative unit of our home page for more on the coverage of the public works scandal. and happening today, gavin newsom laying out his vision for california when he delivers the state of the state address. and he's expected to touch down in the proposed budget and homelessness. it starts at 10:30 this morning and we'll stream it right here on nbcbayarea.com. if pg&e latest earning forecast is an indication, brace for rate hikes. they shared the investor outlook saying it expects to become more profitable after emerging from

bankruptcy and hints that the request for 8% rate hikes each year for the next four years in part to cover the cost of fire safety upaggravateds. they reported $3.5 billion over the last quarter and more than twice that amount for all of last year. and a new bill meant to help california homeowners with fire coverage. lawmakers say that bill would guarantee fire insurance for homeowners who meet the new safety standards in high risk fire areas. it would also require insurance companies to offer incentives for safety upgrades. a new report finds a huge spike in car break-ins in palo alto. palo alto police say there were more than 1700 reports of thefts or break-ins last year up from around 1200 in 2018. police say there are also positive trends including a drop in arrests, assaults, burglaries and traffic collisions. 5:36 right now. we are taking an in-depth look at "making it in the bay." santa clara county supervisors

this morning plan to outline recent strides to trying to ease the homing crunch. >> this comes as assemblyman david chew calls for the state to re-evaluate the approach to the epidemic. he's calling for an analysis to look at gaps in homeless services and programs. "the sacramento bee" reports the homelessness rose 17% from 2017 to 2019. sacramento county saw a 19% rise over that time. meanwhile, los angeles county rose 12% from 2018 to 2019. well happening today, safety advocates will give input on the plans to add protective bike lanes along san francisco water front. the planning and research group spur will discuss the plans which are still being worked out by the city. mta representatives will ascend the meeting. in january a scooter rider was injured after being hit by a cement truck on the water front. a petty cab driver was injured

in the same area last year. 5:37 now. want to check that morning commute with mike. now your map looks pretty green back there. >> it does. i do have a note for the south bay. mostly green and that means that freeways are at speed. taking folks to a critical area for the south bay friends. in the hills, the santa cruz mountains, bear creek road, bear creek at alma reports of a big rig at the hairpin turn, it is stick there. that is the reason big rigs with are not allowed on the roadway. so that will affect folks traveling to or from highway 17. highway 17 moves smoothly as does the rest of the fae. green sensors tor the south bay and everywhere, the bay bridge toll plaza and westbound are the areas where you see the build but it is holding steady. there was no incident on the span and no problem for the bay bridge. >> half way there, folks. rushing into the welcome to enjoy the sun and fun. >> it is still going to be nice,

sunny and warm and enjoying nice temperatures. very comfortable as we check out our temperatures for all across the bay area. the coast will reach into the low 60s. the bay some upper 60s and up to 71 degrees for the inland areas. on sunday more of the same. so what are we doing this weekend? let's check out some events going on. some mardi gras celebrations going on in redwood city. downtown starts at 4:00 in the afternoon. we'll be in the mid-60s and then cooling down to the mid-50s so bring a jacket and enjoy several hours out there. if you're going to the sierra squaw valley also a light jacket needed as our high temperatures reach into the low 50s with sunshine. in napa valley expect a high of 73 degrees on friday. there may be some more clouds rolling through as the weekend goes along and we'll reach into the upper 60s and low 70s as we're going to have some comfortable weather. in carmel valley, a little bit cooler there, especially on saturday and sunday as we reach the lower 60s there.

the camry took off at about 120 miles per hour and a chp helicopter followed it and later led officers to the suspect who ran off. two suspects in the chevy impala were arrested at the bay bridge toll plaza. recent arrests at the courthouse are sparking outrage among the county d.a. and public defender because according to the press democrat this morning the arrests were made by i.c.e. agenting involving three people believed to be from the immigrant community who were all handling criminal matters. court leaders say the arrest violated a state law undermining local authority and add to the level of fear in the immigrant community. quarter to 6:00 now, the president said he is the top law enforcement officer in the country. >> and that might be a surprise to the attorney general. >> i think it would. would thought he was the top cop. we've been talking about president trump's relationship with the department of justice. now we've learned bill barr considered stepping down as

prison sentence for roger stone trump's adviser and campaign aide. stone will be sentenced tomorrow. now on top of all of this it, the president is now pushing the federal judge in the case to grant stone a new trial. conservatives are flooding twitter claiming the jury foreperson in the stone case was biased. there is a headline from the daily caller revealing the foreperson had run for congress years ago and this is proof she was biased in the trial. but stone's lawyer news this. they found this out during jury selection and had had no problem with it. stone's lawyer, you worked on campaigns for congress? the juror, i ran for congress. you ran for congress? yes, i worked on my own campaign. president trump will be back in california today. he was in l.a. yesterday. nevada this morning. his director of domestic policy tweeted about the trip to california. said the president will be in

"making it in the bay" scott is looking at what you could get in this area and compared to other city. >> and last week was austin and portland and now boise and phoenix. >> for folks fleeing the bay area and high house prices, we're going up the property ladder each day looking at what you could get in concord here at home. so today we're at $900,000. and i got to say, i like this house in concord. this one is lovely. it is big, too. four bedrooms, 2,000 square feet, big backyard. i would stay in the bay area for this one. though why don't we tempt you. in phoenix, five bedrooms 3400 square feet. i think the kitchen could use a little updating but it is not bad. in boise, it is a four dead room house with a three-car garage. 3700 square feet. very modern. now it really kind of looks to me as you see how big this boise
