spots and 50 right now in san francisco. san jose 44 degrees. as you head out of the door for the morning drive in antioch, low 50s there and a clear sky. a lot of sunshine again today as our temperatures warm up even more so than we were yesterday. so we're going to talk about 70s in the forecast. even a few spots reaching near 80 degrees this week. more on that coming up if a few minutes. mike, you have a different view out of dublin today. >> or i have a view of dublin and livermore. 580 much clearer. clear he drive right now out of the altamont pass and that slowing at grant line road. fog after that. toward the tri-valley, construction overnight and it is there. posey tube. and construction blocking all but one lane at i-80 toward caesar chavez but fog unexpected. but up in merritt island that causeway bridge is closed until

6:00 a.m. highway 37 is open but about 5:30 things get congested. so we'll keep track of things. new overnight. a chase spanning the bay ends with damage and a driver if custody. >> we are live along 880 this morning with new video and how this all started and ends. kris? >> reporter: hi there marcus and laura. this was a wild one. but the good news is the driver who is at the center of all of this chaos is now in custodiment the chase started in vallejo overnight with police trying to pull over a driver sus pufted in a shooting as we understand it when the driver refused to stop that pursuit continues. the chp picked up the chase as the driver i 80 westbound before getting back on to i-80 and the bay bridge into san francisco. where the car ultimately crashed at third and folsom. at this point we know the

drivers was arrested on several felony warrants. now at this point we don't know if there were shots fired during the chase but the shots fired technology was activated at some point and there is a bit of a discrepancy between what vallejo police and chp are saying so we'll try to sort that out this morning. but a good thing it wasn't a very busy time of night on the roadways because this was a very high-speed pursuit. kris sanchez, "today in the bay." >> thank you, kris. 4:33. the search is on for a driver who killed a 12-year-old girl in casto valley and took off. the victims were steps from their home and in a crosswalk not too far from independent elementary school and they're looking for a whiter hispanic man driving a ford f-150 black pickup truck and they have very good surveillance video in connection with the incident. and san francisco police are

looking at hard to watch video posted to social media showing a man violently swinging a stick at a man collecting recyclables. that audio contained profanity and hateful words directed toward the man's ace who is crying as he tries to retrieve his cart. last night hillary ronan talked about this response. >> this is outrageous. we will thought tolerate this kind of violence and disrespect. >> police are try i to work out details including identifying the people deciding if a hate crime occurred and how recently this all happened. >> heartbreaking through. 4:34, the san francisco corruption scandal at city hall has many rethinking federal policies. the public works director mohammed nuru has since resigned. two separate reports in the

examiner suggest possible changes. one boost supervisor subpoena power to obtain testimony under oath. the other would be adding more funding to the ethics commission to look into a potential city misconduct. 4:35 and happening today. teachers will protest possible budget cuts after the superintendent sent a warning letter to staff. >> "the chronicle" reports the district is looking to cut $26 million next year for schools. each school would decide what to cut. such as supplies, field trips and possible staffing. the teachers union is negotiating other cost-cutting options. now to our "making it in the bay" coverage. state lawmakers are proposing bills limited development fees on new home construction and that could add to tens of thousands of dollars to the final price. local governments use the fees to pay for things like schools, roads and parks. lawmakers say that they have not

yet decided how the money would be replaced. selloff sparked by fears of the coronavirus outside of china. with a spike of cases in italy and south korea and the possible impact of this on the global economy. the dow falling more than 1,000 points. the third worst point drop ever and worse day in two years. the nasdaq had the worst day since december of 2018. the markets fell more than 3% that is still far from the worst percentage declined. eight of the top ten in history occurred before 1932. analysts say long-term investors should not panic. if the virus could be controlled, economic and business activity should bounce back. for parents out there, venmo is teaching a feature to set up a debit card for teens connected to their account to control kids spending and ensure they have cash for emergencies. venmo offers a debit card link to a users account and pay with the card and split purchases in the app and withdraw cash from

>> they're like, ah. >> all of that from here over. >> let's get ready for the day. it is milder than yesterday and we don't have the dense fog rolling across the bay area like yesterday. this is a view in palo alto. as we step out of the door, temperatures are in the mid-40s and we'll start to see it warming up as we go through the rest of the day. we'll be at 66 degrees at 11:00. and that is even above with where we should be for a high temperature this time of the year. so as we get a live look outside in the south bay, you're getting dressed. you do need light long sleeves but you may be olling -- rolling them up. our temperature trend, here at lunchtime and it is already 75 degrees in fairfield. it is 70 in fremont. and 68 degrees in palo alto.

and then doing into the the rest of the day, some of us will reach into the upper 70s. close to 80 degrees in santa rosa there as well as in fairfield, the valley at 75 degrees during the middle of the day. san francisco will be at with about 67 degrees. going into the evening commute, still going to be very comfortable and then tonight a mild one as we drop down into the upper 40s and still not a whole lot happening here. some very light patches of clouds moving by. as high pressure continues to build. it keeps us dry throughout the week and it looks like we're going to wrap up the month of february without a drop of rain. it does show some changes going into next week with some cooler air. but that is smart. it will be march 1st before with we start to see at least some slight rain chances across the region. so as we go into the week, record high temperatures in napa. looking at san francisco where the forecast is 72 but we may

reach -- well the record is 78 degrees and we're looking at 72 degrees. we'll take a closer look at the numbers coming up. and mike you're seeing the back-up on the one side. >> the left side is easing up. all of the cash lanes have opened up. i think there is still one cash lane right off the the fast track still closed. not a big deal. lighter volume of traffic but it is tuesday. we do expect this to kick in over the next 20 minutes. so we'll see. but we don't see any problems or slowing or any bottlenecks in contra costa county toward the maze. coming up from oakland, a nice smooth flow of traffic as well and across the bay into san francisco. we're hooking at san mateo and the dumbarton bridge still at speed. westbound the commute to the peninsula which moves smoothly at speed for 280. 101 clear sky so no problems as far as visibility. the drive across the san mateo bridge is smoothly over the high-rise in through foster city. 84 on the peninsula there is an

issue in la honda, a down so maybe a large branch into the hills and up the major the commute but it is dark in the area and if you dive there, now you know. back to you. >> thank you, mike. new this morning, the city of santa rosa reportedly ready to sue pg&e to cover fire fighting cost during last year's kincade fire. it amounts to about $700,000 in overtime pay for firefighters. pg&e has fired two employees and a trash hauling contractor for overbilling during the aftermath of the butte county wildfire. pg&e top executives say a union city contracting company overbilled large sums of money and dolled out expensive gifts to two pg&e supervisors. the contracting company is not commenting. santa clara county workers are giving count leaders until thirst to meet demands for a new contract or they say they will strike again. during the supervisors meeting yesterday hundreds of county

workers shouted at county leaders for not coming up with the deal. the 12,000 member union wants better people and more people in the work force. supervisors said they have offered the last deal but the union turned it down. 4:50 now and our investigative unit has learned hundreds of whales have died off the coast of california just over the past few years. many of them endangered. >> bigad shaban explains why a government plan to protect the whales might have stalled all because government workers reached out to the wrong people. >> reporter: here off the california coast, ships are unintentionally hitting and killing whales at the highest levels in more than a decade. five years ago the federal government started a voluntarily slow down of ten knots to protect whales but most vessels aren't following it. coast guard monitoring found ships broke the speed limit 54% of the time. and that lack of compliance is largely stayed the same for three years.

of the 74 shipping companies that sent vessel into the bay in 2018, only 23% followed the requested speed limit. noaa, the federal agency in charge of the slowdown said one reason for the lack of cooperation is that they may not have contacted all of the right people in the shipping companies to educate them about the speed limit. but remember this policy has been in place for about five years. so noaa is now renewing the efforts to reach out to who it needs to. now the federal government has warned it could make that suggested speed limit mandatory with hefty fines but so far there are no plans to make that happen. in the annual slowdown just outside of the bay it is expected to start up again in less than three months. watch our full investigation right now. just log on to nbcbayarea.com/investigations. >> that is the same place you can contact our investigative unit or by phone, 888-996-tips.
