francisco. police say it started with a hit-and-run and ended with suspects actually striking a police patrol car. >> pete suratos live for us where the whole thing ended on twin peaks. now what are police telling us about this? >> reporter: well, we know that it involved multiple scenes as you mentioned but we're just arriving in the twin peaks area and the scene is still under investigation. in fact we're talking about the patrol car that was hit, it is right down there down this hill off of crown terrace. that is where this chase ended. but let's go ahead and show you more soed -- more video of how thissin folded because it did involve multiple scenes. police got the raul around 9:30 of a white suv driving recklessly in the haight ashbury air and people were yelling toward homeless folks in the area before driving on a sidewalk and hitting two homeless individuals. the injuries are

nonlife-threatening. while they were trying to get away or the driver was trying to get away they say the driver struck a building in that area as well. and then about ten minutes later police get a call about shots fired in this area where we're standing in the twin peaks area off of crown terrace. here is what unfolded next. >> wild they were driving on the street here on crown terrace, they spotted a car coming towards them at a high rate of speed. the officers attempted to get out of the way, but the car accelerated and made contact and actually struck the front of the patrol car. >> reporter: now as the suspected tried to get away, police were able to catch them and take them into custody and at that point they realized it was the same car from the hit-and-run incident in the haight ashbury area. right now there were no injuries to the officers but as you see behind me this incident is still under investigation. reporting live, pete suratos for "today in the bay." >> glad they were able to get the suspects. thank you for that update. well developing this

morning, an all-out search for the driver who struck and killed a 12-year-old girl. this is in the east bay. and then took off. that incident left many people shaken up in castro valley. bob redell is live there at the scene. how confident are authorities that they'll be able to catch the person who did this? >> reporter: marcus, chp tells our own terry mcsweeney that an arrest could come at any time because they have excellent images from a nearby surveillance camera that clearly identified this vehicle whiches as you could see on your tv screen is a black ford pick kwup truck. i'll have more on that and the description of the suspect if a moment. this collision happened yesterday afternoon behind me at the intersection of crow canyon and manter road in castro valley. a 12-year-old girl and her sister were on the crosswalk within eye sight of their home and when the truck ran over the 12-year-old girl.

surveillance video shows the crash and see the driver stop and look back and flee down crow cannon toward 580. this intersection and crosswalk has been a problem according to people would live nearby. >> you're always late forring so you are driving too fast and you can't -- not paying attention and they don't know there are kids walking around. >> reporter: as you could see in this surveillance image, the suspect vehicle, again, a black ford f-150. the license plate clearly visible. the man white or hispanic 25 to 35 years old and chp is confident they will find the suspect. live here in castro valley, bob redell, "today in the bay." >> i hope they do. must be heartbreak for that family. thank you, bob. it is 5:05 now. moving on to decision 2020. tonight the battle for the democratic presidential nomination is in south carolina when they take the debate stage. saturday's primary considered critical for candidates who

doctors in croatia and austria have confirmed the first cases and the canary islands is on lockdown after guests tested positive. the iraq leader is demanding that the border with iran be sealed. this is after a number of dead in iran rose to 15. worldwide more than 2,700 people have now died and there are more than 80,000 people infected worldwide. also the white house has announced a $2 billion emergency plan. this is to speed up the push for a vaccine and protective equipment. in california a federal judge has ordered another hearing next week to rule on the plans to relocate people now quarantined at travis air force base to costa mesa. and a deadly bay area crash involving a tesla on auto pilot will be focused on a special hearing in washington today. it is centering around a crash on march 2018 on 101 in mountain view. an apple engineer died had when this car slammed into a concrete barrier. and the weeks before he

complained to tesla about the car's auto pilot malfunctioning, mysteriously veering toward the same barrier in that exact location. later in morning the national transportation safety board will talk about the recall and possible safety recommendations. the east bay times report the b.a.r.t. stabbing trial will go on a two week hiatus. the defendant b john lee cowell has pled not guilty by reason of insanity. on the witness stand he admitted to stabbing and killing nia wilson on the mcarthur b.a.r.t. platform in 2018 and seriously injuring her sister. the trial resumes march 9th when attorneys will present closing arguments and hand the case to the jury. happening today. in san francisco the latest in the series of hearings covering pg&e's propose bankruptcy plan. state p.u.c. members are holding hearings on the plan to exit bankruptcy on july 1st. governor newsom will still have to sign off on that plan before

it is ever getting the final approval from the bankruptcy judge. it is 5:08, new video documenting the survival of a bay area couple as they were rescued after being lost for a week in marin. help was nearly lost for carol kiparsky and ian irwin. this is new video posted by the marin sheriff's office. one of them being lifted by helicopter after they were found on saturday. rescuers say the couple survived by drinking from a muddy puddle and eating fern froms. and a point of view from the rescue team as well. they used a search dog to find the couple and they can't believe it when they heard the couple scream for help. well there are new concerns this morning about the south bay water supply. not that federal regulators have ordered anderson reservoir to start being drained by october.

that is a surprise order that came down yesterday in the wake of a series of concerns that the dam could fail in a major earthquake. engineers believe if a collapse happened at full capacity it would flood the valley down the monterey bay and north of san jose. now some people living below that dam worry about closing down what is the only bay area most popular boating spot but they agree that the feds assessment, they agree with it. >> if it is a safety hish then it must be done. there is no question. safety is paramount. >> the construction project aimed at making anderson reservoir safe is still set to break ground next year. santa clara valley water district is now looking at boosting water storage elsewhere and acquiring more water from the delta. >> right now while we don't have a lot of rain as the time to get some repairs done. here is a look at our state wide

reservoir levels and what we're seeing, a lot of them, some of the biggest only at about 70% to 80% of capacity after all of the rain last year. we're still doing pretty well here. hooking statewide at ranges from about the 51% in pine flat all the way up to 83% at trinity lake. so that is something we'll be watching. as we go into some dry weather and hopefully we'll get some rain next month. we'll talk about chances coming up. and, mike, some folks should finish up work. >> before you get too jealous because some folks are finishing and we've been working while we're resting. 101 northbound a flashing sign, just north of willow toward marsh and the construction at whipple. should be clearing up soon and we don't see any major slowing through the area. but you might see traffic breaks here and there. as well as coming down out of san francisco southbound 101 toward caesar chavez. no major issues. the bay bridge toll plaza holding steady for fast track right now.

we're coming up on 5:15 on tuesday morning and if you are about to head out of the door in oakland, heading to fruitvale b.a.r.t. station expect temperatures in the upper 40s but it warms up fast. 68 degrees by 1:00. we'll talk about the warm temperatures in the forecast coming up. and the slower driver right now at the dublin interchange just on the approach right here is the dublin b.a.r.t. station and there is a crash, i think i see it as you pass by that scene. i'll point it out to you and check on the after-effects as far as what chp has to do. good morning. happy mardi gras to you. pancake day has a religious background. that is a fun fact. you don't see this every day. not on pancake day. the dow fell more tampa bay t-- thousand points on the coronavirus fears.

hitting hard and united and ex pedia laying a number of people off but they don't associate with that with the coronavirus. you asked me on twitter and facebook, the circuit breakers paused to slow the losses. those did not kick in monday because the point losses were not big enough. they kick in at a 7% loss. the dow fell 3.5%. the dow is just so big these days. nearly 28,000. that a thousand point loss isn't what it used to be. president trump tweeted coronavirus was under control in the usa and then added stock market starting to look very good to me. we presume he means there are bargains to be had. reports say the white house is trying to balance a response to the coronavirus with keeping the economy chugging along. we're going to talk more about the white house response as we talk politics in half an hour. other news, you know about amazon stores, you walk in and take what you want and walk out

the next king cake. so we have beads and masks and we're going to have an all-out party after the show. >> and no baby means you make it next we're. >> we have a little bottle. we can find something. >> pass it on. >> we'll find a tradition and keep it going. but a lot of fun. >> they look good, too. i can't wait. >> all right. so let's get started this morning. let's dig in. here is a live look outside in san jose. where we start out with a clear sky and we're going to see a lot of sunshine as we go into today. some really nice weather. here is a look at our high temperatures reaching into the mid-70s. yes, 75 degrees in east san jose and a breezy wind in the east bay as well as the tri-valley as with we reach up to about 74 in livermore. 76 in walnut creek. oakland today reaching 72 degrees. 65 at harvey weinstein. and 72 in san mateo. and the north bay up to 78 in napa and in santa rosa. very warm

and due to dry conditions our winds starting to blow off shore. a broken line of close -- of clouds. this will bring us slightly cooler temperatures. but still no rain. as we see the warm weather dominating across the region. next week there is still the slight chance of rain but we'll see things changing going into next month. the climate prediction center putting out their outlook for march, april and may. still showing below average rainfall expected and well below average rainfall for far northern california. so that is something that we'll be watching going into next month. as we go through the forecast, once again, still looking pretty dry here. as we see our temperatures warming up into the upper 70s by the end of the week. and mike is tracking a crash in dublin. >> it is at the the critical dublin interchange. just shy of it. i have pointed out that dublin b.a.r.t. station is by

"the sacramento bee" reporting his public defenders are overwhelming and outnumbered as well by the prosecution team and they're asking for more lawyers and investigators. sacramento county public defender office is warning they're underfunded for trial. 74-year-old deangelo faces 13 murder counts and other charges tied to a string of attacks in the 1970s and '80s. disgraced movie mogul harvey weinstein is in the hospital one day after his guilty verdict on sex crimes. the former hollywood producer complained the chest pains shortly after being led away from the courtroom in hasks. here is how jurors decided on all charges. co face up to 29 years in risen for two guilty charges. one accuser called the verdict long over due. weinstein attorneys are vowing to appeal. 5:26 this morning. and kobe bryant's widow is suing the company that owned and operating the helicopter that

[ sirens ] right now at 5:30, sirens blaring on bay bridge freeways. how a police had a 30 mile chase spanning several cities and how it take to an end. and rethinking city politics. changes that could soon come to san francisco to the power players in the wake of an ongoing corruption scandal. and good morning to you on this tuesday. thanks for joining us. i'm marcus washington. >> and i'm laura garcia. first it is starting to warm up across the bay area once again. looking at of the temperatures out there. on the left you see what we're facing and on the right a live look outside in san jose and san francisco. let's get right to kari hall tracking how long this little hot streak will last. >> you may look at the numbers thinking 77, that sounds great. but think about this. it is mid-february.

okay. so we've had some really warm temperatures. and here is a live look outside in san jose with our temperature trend in campbell, we should be in the low 60s for a normal high temperature. we know it has been dry. also as we go into the rest of the week, it is been a good 27 days since we've had a pretty even just a little bit rain and so this is the tenth longest dry spell and the driest february we've had since 1864. we'll talk about if there is any rain chances not forecast. mike is tracking two delay points. >> looking over here. green sensors around the bay. one critical point in the tri-valley. west 580 at the dublin interchange just shy of the interchange, a crash and i'm told blocking the right three lanes by a number of vehicles. three tow trucks heading out to the scene and the back up for west 580. and dublin boulevard is a surface feet past the scene but it is a surface street. there are signals there. getting toward the bay bridge,

the signals there are the metering lights and we have the back-up kicked in there as welcome. back to you. >> thanks, mike. new overnight, a chase spanning the bay has a lot of damage and a driver in police custody. >> let's check in with kris sanchez with new video on 880 and how it all started and ended. it was crazy. >> reporter: it was a wild night. but the driver who created this kay kwos is off the streets. this is the scene as the chase started near vallejo where police officers were responding to reports of a shooting and a vehicle possibly related to that. but when vallejo police tried to pull the driver over she refused to stop and instead she hit the gas. the chp picked up the chase as that driver hit i-80 westbound into oakland with where the driver hit surface streets before getting back on to i-80 on to the bay bridge and into san francisco. she exited this street and ultimately crashed her vehicle at third and folsom.

at this point we don't know what the driver was arrested for. but the chp said it was on several felony warrants. we're trying to find out. kris sanchez, "today in the bay." >> thank you for that. well san francisco police are now looking closely at this hard to watch video recently posted on social media. you see it there showing a man violently slinging a stick toward an elderly asian man who collected recyclables. it has profanity and hateful words directed at the man's race crying as he tried to retrieve his cart. at a safety meeting last night supervisor hillary ronan talked about the response. >> this is outrageous. we'll not tolerate this type of violence and disrespect. >> now police are still trying to work out a lot of details here including identifying the people, deciding if a hate crime did occur and learning how recently this this all happened. san francisco corruption scandal at city hall has leaders rethinking city funding and

policies. federal prosecutors last month charged public works director mohammed nuru in connection with handing out city contracts. he had since resigned. two separate reports in the examine suggest possible changes. one is a new effort to boost supervisor subpoena power to obtain testimony under oath. the other would be adding more funding to the ethic commission. to look into potential city misb conduct. a special "making it in the bay" coverage focuses this morning on contra costa county. supervisors will discuss turning a warehouse into affordable housing for the homeless. the warehouse is located outside of bay point. this is on over road near bay christian school and highway. right now there is more than 2,000 homeless people in contra costa county. alameda county has about 4,000. happening today, san francisco teachers will gather to protest planned budget cuts after the subject sent a warning

letter to staff. the district is looking to cut $26 million next school year. each school would decide what to cut. such as supplies, field trips, even possible staffing. the teachers union is currently negotiating other cost-cutting options. thousand to a follow-up for you in oakland where school is back in session for mcclymonds high school students but the problem is not on home campus. students will be sent to three other campuses. this is after toxic chemicals were found in the school's ground water. tests later found the air is not contaminated but the source of the toxin still has not been found. the district is hoping to reopen the campus next week. happening today, san jose council members will vote on a new plan to expand diridon station. redevelopment plans have been in the works and debated for months. the city recently voted to lay new tracks through the willow glen neighborhood as opposed to

building new -- over interstate 80. it this plan is facing opposition. >> so much change in our valley over the years, right, mike. so much change. and everybody should use the train. now we have to talk about the train system. always changing and evolving. we're hoping this would change but it hasn't yet. west 580 blogging down and clustering up here approaching tasahara. the kraim is right about here. that is the back-up. the crash may make some progress and we have still have a number of vehicles to be cleared. the bay bridge toll plaza has the back-up but the rest of the bay is green. that is good. green is good. >> green feels like spring. little bunnies in the supermarket already and chocolate eggs and the weather is kind of cooperating. but we immediate that rain.

we do need some rain. and we're not going to get it most likely this weekend as with we look at our seven-day forecast. our in land temperatures will cool off quite a bit. so at least it won't be super warm. we'll have more springlike weather and something closer to normal as we reach m-- as we reach into the mid-60s on saturday and the winds pick up on sunday and only reaching about 71 degrees. so plan on cooler in some spots. upper 50s in san francisco. from 69 degrees on friday in muir woods to the upper 50s for saturday and sunday. also a big cooldown and a chance of snow for yosemite this weekend. and that snow will be very light. but look at that drop in temperatures going from 52 degrees on friday to 32 for a high on sunday. plan accordingly. we'll talk about what is going on today as you get ready to head out of the door, that temperature trend coming up in three minutes. >> thanks, kari. it is 5:38 now. next on "today in the bay," could technology be the answer to ending the teenage vaping

temperatures for today, very warm. normal in san jose is about 64 degrees. we're up to 74. 77 will be the high in concord today. and 78 in napa and in santa rosa. and as we talk about what we're going to see heading toward the end of the week, also record high temperatures possible. so not only record dry but record warmth as we head toward the warmest day of the week in napa and we may said a new record of 80 degrees. oakland also will be very close but may not set that new record. we'll be watching the numbers. livermore now the forecast on thursday is 77. but the record is about 72 degrees in san jose. may tie the old record that was set in 1992. those are the numbers we'll be watching as our temperatures continue to go up. it will cool off going into the weekend. as the winds pick up. we're expecting a much cooler and windy weekend but still we're going to stay rain-free into next week as our
