12-year-old girl. next in a live report, why investigators are confident they will make an arrest. and all new this morning, never before seen rescue video of the palo alto couple found one week after being lost in the north bay. the third hour of "today in the bay" continues right now. >> you could imagine what he must have been feeling. finally rescued. >> the joy they had. >> 6:00 right now. good morning. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. okay, today is fat tuesday. coming up for you, we'll take you to new orleans are with one of the biggest mardi gras parties are underway. the annual celebration and the clean-up will take place when it is all coming to an end. be we'll keep it going right here this morning. mike will have a look at the commute in a bit but first let's talk about our weather. it it is like that southern mardi gras weather. >> it is not humid. we don't have the humidity. but look at that sunrise. it is a beautiful start to the day. as we get ready to head out of

the door, a lot of clear skies and mild temperatures compared to yesterday. we're at 45 degrees in napa and in concord. 46 in palo alto and san jose. and we're going to see it warming up. mountain view temperature trend twos from the mid-40s to the low 70s by this afternoon. we'll talk about that and how warm we get. that is coming up in the full microclimate forecast. but mike is seeing a big delay in the tri-valley. >> lasting for a while. there has been a crash on the three right lanes blocked westbound past our camera around tasahara and continues toward near the b.a.r.t. station and dublin pleasanton. just got word from the chp within the next minutes they should have all lanes reopened and may have opened one more because traffic is starting to move a little better on the live camera. the speed sensors may take a while to catch up and this may impede the folks out of livermore but the rest of the tri-valley should show

improvement over the next few. the rest of the bay is lighter than expected except for the toll plaza, which is standard. back to you. new this morning, a chaotic scene in san francisco that police say started with a hit-and-run and then ended with suspects eventually striking a patrol car. >> "today in the bay's" pete suratos is live when this all went down on twin peaks and what are you finding out from police? >> reporter: well, we know that it involved multiple scenes as you mentioned. but it did end here in the twin peaks area. it started overnight but there are still a scene with tape up. it is down that hill and it may be hard to make out but that is where the suspect behind that wheel hit that patrol car when this all ended in this area. want to show you some video of the scenes. here is what we know at this hour. san francisco police saying they got a call around 9:30 p.m. of a white suv, that car we just showed you, driving recklessly in the haight ashbury area of san francisco. the people in the car were

yelling and making threatening statements towards homeless people in that area before eventually driving on the sidewalk and hitting two homeless individuals. the injuries to the individuals are nonlife-threatening and they're getting treatment at san francisco general. and while they were trying to get away, the drivers -- the driver also struck a building in that area. and then it was about 10 minutes later that police get a call about shots being fired this this twin peaks area just off of crown terrace and here is what unfolded next. >> while they were driving on the street here on crown terrace, they spotted a car coming toward them at a high rate of speed. the officers attempted to get out of the way but the car accelerated and made contact and struck the front of the patrol car. >> reporter: now as the suspects tried to quickly get oust of the car, police were able to catch them b and take them into custody and at that point they realized it was the same car from the hit-and-run incident in the haight ashbury area but there are no injuries to the

officers but the scene is still under investigation. live, pete suratos for "today in the bay." >> thank you for that. now an all-out search for the driver of this truck. take a look at it right now. this is where investigators say that truck struck and killed a 12-year-old girl and then took off. this happened in san leandro. >> bob redell is live where it happened. how confident are authorities they'll be able to catch the person who did this? >> reporter: laura and marcus, chp tells terry mcsweeney they believe a rest -- an arrest could come at any time because they have nearby surveillance camera. i'll show you the images again. taking a look at the black ford pickup truck. we'll have a description of the suspect but first about what happened here yesterday afternoon in castro valley. collision happened behind me at the intersection of crow canyon and mantra road. a 12-year-old girl and her sister were in the crosswalk. they were on the way home from

school within eye sight of their home when the driver of the pickup turned left off manter and ran over the 12-year-old girl. chp said the surveillance video showed the crash. it also shows the driver stop, look back, and then immediately flee down crow canyon toward 580, this intersection is a problem according to people who live nearby. >> you are late for something and driving too fast and not paying attention and they don't know there are kids walking around. >> reporter: as you could see in the surveillance image, again, we're putting it up on your tv screen, the suspect vehicle is a black ford f-150 and the license number clearly visible and the driver is a man white or hispanic 25 to 35 years old. again chp is expressing confidence they'll find the suspect. live here in castro valley, bob redell, "today in the bay." >> sad story there.

thank you. 6:05. and decision 2020 and tonight the battle for the presidential nomination is sitting in south carolina when the top candidates take the debate stage. saturday's primary is considered critical. especially for the candidates who are underwhelmed in nevada. the big winner bernie sanders will no doubt have a big target on his back during tonight's showdown. the senator said he has his sights set on taking down president trump. >> i don't think he could beat donald trump and keep a democratic senate or get a democratic senate and keep a democratic house. >> a president who is a pathological liar. who is running a corrupt administration. >> now after less than stellar results in the first three democratic races, many political experts believe south carolina has become a must-win state for joe biden to continue his campaign. by the way, today is the last day to request a vote by mail

ballot for california march 3rd primary and we have a complete voter guide on our home page at nbcbayarea.com/election guide. there is new word this morning of expanding coronavirus outbreaks across the globe. doctors in croatia and austria have now confirmed their first cases and a hotel in spain canary islands is on lockdown after a guest tested positive there. worldwide more than 2700 people have now died and there are more than 80,000 people infected worldwide. also the white house is announced a $2 billion emergency plan to speed up the push for a vaccine and protective equipment. in california a federal judge has ordered another hearing next week to rule on plans to relocate people now quarantined at travis air force base in costa mesa. new video to come in documenting the story of survival for a bay area couple after being lost for a week in marin. hope was nearly lost for carol

kiparsky and ian irwin. this is brand-new video posted by the marin sheriff's office. you see the gentleman by helicopter after he was found on saturday. rescuers say the couple survived by drinking from a muddy puddle and then eating fern frongs. it shows the point of view from the rescue crew that you see there. they used a search dog to find the couple and they say they couldn't believe it when they heard the couple scream for help. >> wow! with well there are new concerns for you this morning about the south bay water supply now that federal regulators have ordered anderson reservoir to start being drained by october. that is an order that came down yesterday. this is in the wake of serious concerns that the dam could fail in a major earthquake. engineers believe that if a collapse happened at full capacity it would flood the valley down to monterey bay and north to san jose. now some people living below the dam worry about closing what is a popular bay area boating spot

but agree with the fed statement. >> if it is a safety issue, there is no question. sate is paramount. >> a long delayed construction project making anderson reservoir seismically safe is still set to break ground next year. the valley water district is looking at boosting water storage else with where and acquiring more water from the delta. now right now we want to check on the forecast for us. meteorologist kari hall will talk about this dam. it is important for this area. we don't realize how much water the reservoir contain and where we stand now after all of the rain last year, our reservoirs are are doing pretty well. we're seeing some of the largest reservoirs at from 64% lake oroville to 81% or 83% in trinity lake. we're seeing the lower levels in parts of southern california where now we're under a moderate drought. that is something we're watching as we go through several dry

months but now maybe is the time to get some retrofit and repairs done on our reservoirs and dams. and our temperatures today will reach into the mid-70s for the inland areas. upper 70s for the north bay. and san francisco today reaching 68 degrees. we'll talk about even warmer temperatures in the forecast. mike is saying that all lanes have cleared in dublin. they've cleared of the crash. but that doesn't mean 580 is clear. we have of course 5 80 but traffic is moving much better with about five minutes of recovery right here pasting tasahara. we see fewer folks bailing out there and the traffic flow moving better and the sensor starting to show improvement. the camera right about here where the slowest traffic is and the build out of livermore but by the time you get to the b.a.r.t. station you're back toward the speed limit. traffic flowing down 680 southbound and westbound 580 but everything else is looking great. back to you. >> let's hope it stays that way.

it is 6:14. let's get a live look at our sunrise over the south bay. it is a nice start to the day and temperatures feel a little bit milder. evergreen 47 degrees to start. but low 70s for this afternoon. we'll talk about how warm these temperatures get and if there is any chance of rain in the forecast in less than five minutes. and looking at san jose, highway 101 with the taillights or brake lights now. northbound slowing from allen rock and we'll talk about what is going on there coming up. good morning to you. very happy mardi gras. and pancake day. that is a religious background with tuesday. you don't see this every day. dow fell more than a thousand points on coronavirus fears.

companies exposed, if you will, to coronavirus hit hard. united airlines for instance said it may not make for profit for the year. a number of you asked me on twitter and facebook about circus breakers where the moments where the market is paused to slow the losses. the circuit did not kick in monday because the point hogs -- losses were not big enough. it kicked in at 7%. dow is big these days almost $28,000 and a thousand point loss isn't what it used to be. president trump tweeted coronavirus was under control in the usa and then added stock market starting to look very good to me. we presume he means there are bargains to be had. reports say the white house is trying to balance a response to coronavirus with keeping the economy chugging alongment we'll talk more about the white house response as we talk politics in half an hour. amazon stores where you walk in and take what you want and walk out and charged later.

on new home construction and that could add up to tens of thousands of dollars to the final sales price. loke at governments use the fees to pay for things like schools, roads and parks and lawmaker have not yet decided how that funding will be covered instead. hey, hey, hey. today is mardi gras. and people all over the world will gather in new orleans as they like to call it to celebrate. so the streets in the french quarter are filled with green, purple and gold. the city fat tuesday celebration draws more than 1 million visitors each year and for many it is time to indulge before fasting for lent. >> oh, my goodness, the party going on there. >> but we have a party going on here too thanks to kari hall. >> i had to jazz it up a little bit. >> you made the king cakes overnight. >> yeah. i did. and there are several different kinds. there is chocolate, strawberry, cream cheese. i made a plane one with just brown sugar and cinnamon. so you could fill them with

fremont. we're going to see the temperatures starting out in the mid-40s. and then warming up as we go throughout today. look at that. by 1:00 we're at 71 degrees. and also a lot of tree pollen floating through the air. that is been high on our pollen count. pine, oak and juniper in full bloom. you've probably seen it. a lot of flowers out there. keep that in mind as you're walking to school and getting kids are ready for the day. in oakland we're going to see the temperatures walking to school in the upper 40s and then by recess they're taking off those jackets and the temperatures will be warming up. and check out that picture that i posted at kari hall weather on facebook as well as instagram about wrying the name on your kids jackets. our temperatures today will reach into the mid-70s in antioch today. 78 degrees in napa. and san francisco reaching 68 degrees. it is still really dry out there. there is a broken line of clouds approaching the bay area and

we'll see it ahead of a cold front but still no rain. and high pressure remains in control, very warm temperatures but as we look toward the weekend, there will be some changes in our weather pattern. that could set us up for a chance of showers. but it will be the first of march, so that means we'll make it throughout the whole month of february without any rain. temperatures reach into the upper 70s. even close to 80 degrees by tomorrow. as well as thursday. and then a significant cooldown for the weekend as those winds pick up. by sunday we're only reaching about 61 degrees with some gusty winds and we'll talk more about that. mike, you're getting out of the door with a look at the south bay. >> that is right. because we have brake lights in the south bay. i showed this to you just after our commercial. we have brake lights right here at our camera. flashing lights there but that is just a maintenance vehicle. northbound 101 shows slowing through the stretch. our cameras right here about 680 and the build traditionally falls right here over at capital expressway. the reason we have the back-up

coming up in about six minutes. mike, you're seeing a crash in san jose. >> blocking the slow lane -- i'm sorry the fast lane which is your lane closest to the hov lane but not the hov lane and that is why we have the brake lights around 680 up to brokaw. this is this stretch at the top of the screen. north 87 around capital expressway where the slowing is up to curtner so two issues through san jose and that is the commute direction and the rest of the commute looks good. p the back-up through dublin has cleared up and blended in with traffic releasing toward pleasanton. back to you. >> thank you, mike. well busy night for police as a chas spanning the bay ends with damage and that driver in police custody. >> "today in the bay's" kris sanchez joins us live along 880 with new video and more about this crazy chase. kris? >> reporter: it was really fast as we saw it going by on freeway and then the ultimate end was a

very violent crash in san francisco. that is not where it started. this all started in vallejo overnight where police say they were responding to a report of a shooting. they tried to pull a vehicle over, suspected to have some role in that shooting. but the driver had another idea and hit the gas instead. vallejo police tried to pull the driver over in vallejo and the chp picked up the chase as it headed into oakland where the driver hit surface streets before a time before getting back on i-80 over the bay bridge, on to san francisco where the car crashed at third and folsom. no one was hurt. but the driver was taken into custody. at this point we know she was arrested on several felony warrants. we just don't know what those warrants are for at this point. but we'll keep asking. reporting live, kris sanchez, "today in the bay." >> thanks for the latest there, kris. 6:32. follow up in oakland where this morning schools will be back in session for mcclymonds high

school students. the problem is not on their home campus. students instead will be sent to three other campuses. this is after toxic chemicals with were found last week in the school's ground water. tests later found the air is not contaminated but the source of the toxins still hasn't been found. the district is still hoping to reopen that campus next week. happening today, san francisco teachers will gather outside of district headquarters to protest plan budget cuts. this comes after the superintendent sent a warning letter to staff. the district is looking to cut $26 million next school year. each school would decide what to cut like supplies, field trips and possible staffing. the teachers union is currently negotiating other cost cutting options. well san francisco police are looking closely at this hard to watch video reported on social media. so it shows a man striking out in an elderly asian man collecting recyclables in the bay view district but the video

has hateful words directed at the man's race who you could see retrying as he tried to retrieve his cart. last week hillary ronan talked about the response. >> this is outrageous, we will not tolerate this type of violence and disrespect. >> police are still trying to work out a lot of details including identifying the people and deciding if a hate crime occurred. as well as learning how recently this all happened. 6:34 right now. our special "making it in the bay" coverage focuses on contra costa county. they will discuss turning a warehouse into affordable housing for the homeless. the homeless is located outside of bay point near bay christian school and highway. right now there is over 2,000 homeless people in contra costa county. alameda county has about four times that amount. well kobe bryant's widow is suing the company that own

operated helicopter crash and his daughter and sen others. it said that the pilot was negligently flying in cloudy condition. there was a memorial for kobe bryant and his daughter and many others at the staples center in los angeles. vanessa bryant spoke for the first time publicly breaking down into tears about the immense loss. >> god knew they couldn't be on this earth without each other. he had to bring them home to have them together. babe, you take care of our gigi, and i got nony bibi and cocoa. >> copy was like my friend. he was like a dear brother. >> you saw michael jordan in tears. one of the people who couldn't hold back his emotions. now among the speakers at the

memorial was college basketball star and bay area native sabrina ionescu. she quickly boarded a flight and you could see right there, her with steph curry as well as his wife there at stanford last night. she who starred at miramonte high school in orinda and now played for the university of oregon is the only athlete in the ncaa history to score 2,000 career points and high school have 1,000 rebounds. >> rebounds there. quite the record. >> and quite the speaker. she spoke at the memorial yesterday. >> that was one of the most moving memorials. hi to stop watching because we going to broadcast. i was crying so much. >> she did a great job as well as all of the other speakers. she and stef were out there and then coming back up to stanford. >> and kobe wife vanessa. >> and so sabrina hits the record on the day when she

honored an idol kobe and his daughter as well. let's get out to the roadways. we could talk about all day about that kobe bryant memorial. and hope you get to get a chance and you talk about michael jordan becoming a new meme as well. this is the back-up at the bay bridge toll plaza but that is standard and great. we'll take standard around the contra costa county and lighter than typical tuesday. a crash on the shoulder for west 80. the rest of the bay, slowing for pleasanton as well as 880. 680 and 880 southbound through pleasanton and hayward. the south bay do still have northbound 101 the crash at brokaw bogging down with the arrow at top of the at the bomb oft screen north 87 slows to capital expressway but not bad as we expect. i'll check on that. take a look at the sunrise behind us.

simply gorgeous. >> it is tuesday morning. >> it is a nice day. we'll see more nice days like this. more sunshine due to the lack of rain we've seen. and our temperatures will reach into the upper 70s by the middle of the week. but check out the cooldown for the weekend. we're looking at highs in the low to mid-60s. and some gusty winds not only for the inland areas but san francisco as well. we're going from 72 on thursday to 59 for a high on saturday. so whatever plans you have, make sure you're wearing a nice warm jacket because there is a drop in team -- in temperatures around the bay area. hiking in muir woods, we have clouds and upper 60s but once the front passes only upper 50s into saturday and sunday. if you're going to yosemite, heads up a slight chance of rain changing over to snow. and look at the drop in the temperatures from friday, a high of 50 degrees to a wintry mix b on saturday and then snow on sunday. as we only reach about 30 degrees for a high. if you want some warmer weather,

to put more travel restrictions into place especially to china while the president worries too many restrictions will hurt trade and the economy. now while the white house asks for money, the budget it released this month calls for cut cans to the cdc research into zoological infectious diseases like coronavirus. we'll also see two congressional hearings about coronavirus this week. the first is tomorrow led by the bay area anna eshoo from the house energy and commerce committee. that hearing is tomorrow. foreign affairs will talk about coronavirus on wednesday. president trump in a tweet said two women on the supreme court ruth bader ginsburg and sonia sotomayor should recuse themselves from future cases involving the white house. mr. trump quoted a misquote saying sotomayor had claimed justices appointed by republicans were bias. not precisely what she said. she was criticizing the white house for claiming emergencies

in order to fast track their cases to the supreme court. trump said bader ginsburg called him a faker, she did say that in 2016. trump ally roger stone is back in court today. he asked the federal judge in his case to recuse herself. she refused. he's also asking for a new trial. there will be a hearing about that issue today. we'll no doubt be talking about it on twitter. you know where to find me @scott mcgrew. >> thank you. well san francisco based juul plans to present a new device that said it will curb underage usage of the product. a new vape kwor -- a vaporizer will only unlock for users who are at least 21 years old so the device is tied to an app which requires proof of i.d. juul asks for approval of a device as part of an application it must file to keep products in the u.s. new this morning, electric car sales are down.

according to a transportation website more than 156,000 electric and plug-in hybrids were sold in california in 2019. that is down from 178,000 in 2018. researchers say the reason for the decline is because california is not doing or spending enough to ken you arage drivers to buy electric cars. trending this morning, a newborn baby alyssa victoria was brought into the world on february 20th, 2020. that is 2-20-20. and born at 2:20 p.m. and to top it all off she was born 20 inches long. all of those 20s in there. congratulations to the family there. so she has her lottery numbers already. >> i would say two is her lucky number. and for the family. they have another daughter. that is great. >> a second baby. >> that is great. >> add a lot of things together.

so let's get started this morning. we have a beautiful start. a nice sunrise, a clear sky and no fog like we had yesterday morning. we're starting out with temperatures mainly in the mid-40s and take a look at this view looking from san bruno mountain over san francisco and then we head inland with a live look outside in the south bay. as we're starting out, getting dressed this morning, maybe some light long sleeves and then you'll be rolling them up as the day goes along as the seven-day forecast comes up at the bottom of the screen you'll see how warm it is in the microclimate. don't forget the sunglasses today. and check out my facebook page. i'm at karihallweather and i posted why you should write the name on your child's jacket and possibly lunch bucket and backpack too. our temperatures reach into the up 70s in napa today. and it looks very nice and comfortable but we're thinking okay this is still february.

it is supposed to be the coolest time of the year. and we're reaching 74 degrees in san jose. and in livermore. now we are going to go continue to warm up going throughout the week. even though we do see a broken line of clouds well off the coast. and we're going to see this moving in by the end of the week. we'll see a cold front dropping in. but still no rain. so here is a look at what is happening here across the region. we have high pressure building. it is going to slide off to the east and it will allow for cold air to start to come in by saturday and sunday. but it looks mostly dry for the bay area and may bring in snow showers for the sierra into next week. there is a change in the pattern but that will be march so that means we'll go throughout the whole month of february and leap year too without a drop of rain. we're looking at temperatures inland reaching into the upper 70s. it will cool off this week. so don't expect it to be in the upper 70s for saturday. we're talking about inland temperatures in the mid-60s in

san francisco coming back to the upper 50s with some gusty winds. we'll have more on that. mike is tracking a couple of crashes in san jose. >> and it is right where san jose builds for the traffic. there is 101 and north 10 jammed up toward brokaw where with the crash still blocks one lane that is just shy of sjc. the airport in san jose is causing the back-up here. we see the build coming in from san jose as well. north 101, capital expressway is the source of the slowing and another crash reported on north 87 but that is over on the shoulder. so traffic should maintain your typical routes coming out of the south area of san jose. keep that in mind. 87 should be okay. meanwhile, the traffic over the dumbarton bridge and the san mateo bridge, we're westbound out of the east bay and the tri-valley. another krark at dougherty. this one quickly cleared to the shoulder. it is a center divide.

stories we're following on this tuesday morning. >> a live look for you in castro valley. this is near the scene where a driver struck and killed a 12-year-old girl and then took off. the chp said that girl and her sister were in the crosswalk not far from independent elementary school. the pair were on the way home yesterday located just steps from the accident scene. that is when the driver, the male driver in a black ford f-150 struck one of the girls. the investigators are now looking at surveillance video they believe gives them a good look at the truck that was involved. but so far there are no arrests. east bay times reporting the deadly b.a.r.t. stabbing trial will go on a two week hiatus now that both sides have rested. defendant john lee cowell pled not guilty by reason of insanity. he admitted to stabbing and killing nia wilson on the platform in 2018 and seriously injuring her sister. the trial resumes on march 9th. has when attorneys will present

closing arguments and hand the case to the jury. a deadly bay area crash regarding a tesla will be the focus of a hearing in washington today. it centers around a crash on the 101 in mountain view. an apple engineer died when his car slammed into a concrete barrier. in the weeks before he complained to tesla about his car auto pilot malfunctioning veering toward that same barrier in the exact location. later this morning the national transportation safety board will talk about the calls and possible safety recommendations. happening today, in san francisco, the latest in the series of hearings covering pg&e's proposed bankruptcy plan. state p.u.c. members are holding hearings on the proposal in the plan to exit bankruptcy on july 1st. the governor still has to sign off on the plan before it ever gets final approval from the bankruptcy judge. new video continues to come in documenting that amazing story of survival for one bay bridge couple.

this is rescuing after lost for a week in marin. hope was nearly lost for carol kiparsky and ian irwin. this is new video posted by the marin sheriff's office. and you could see them being airlifted by the helicopter. this is after being found on saturday. rescuers say the couple survived drinking from a muddy puddle eating fern. another video from sonoma county sheriff's office shows the point of the view of the rescue crew. they used the search dogs to find the couple and they can't believe when they heard that couple screaming for help. >> you could imagine how thankful they must have been they found them. 6:58 thousand. happening today, san jose council members will vote on the plan to expand diriddon station. redevelopment plans have been in the works and debated for months. the city council voted to lay new tracks through the willow glen neighborhood as opposed toing building a new bridge over interstate 280 but that plan is still facing a lot of opposition. a live look at the big board this morning markets hoping to
