and we're going from the mid-70s today in the inland areas to the low 60s tomorrow and upper 50s by sunday. so we'll talk more about this, the impact of the brought and the sierra snow pack in minutes. and mike is sorting out issues in hayward. we have a couple of crashes. the big view. mostly green. a little blips on a friday. lighter traffic early. but over here, more slowing south 880 a crash around -- street and around the 92 interchange so watch this portion of hayward. and it could complicate things. but a nice drive. toward the bay bridge, another crash on the approach and giving you a live view but no metering lights right now. back to you. >> if you developments in the coronavirus outbreak. we're learning the cdc recently transferred an infected patient to a san mateo county hospital for treatment. it is not clear where that person came from. >> we're also tracking the

coronavirus case involving an infected solano county woman as a number of cases pops, a live look at uc davis medical center in sacramento where she remained hospitalized this morning. overnight in several nations including the united kingdom and france and iran, and health experts are retracing the woman's steps. she's not traveled to china nor in contact with anyone who was there. >> as of this morning there are now 83,000 cases of the virus worldwide. 2,800 people have died. most are in china but the number of deaths elsewhere is rising. and there are now 60 confirmed cases in the united states. >> we have live team coverage this morning including a breakdown on signs as symptoms continue. first, let's go to "today in the bay" sarah dallof with the latest. >> she has a closer look at the solano county case now getting national attention, sarah.

>> reporter: that is correct marcus and laura. you just mentioned the impact of the unique case there in the bay area. here in washington, the white house keeping a close eye on how that unfolds. meanwhile the trump administration is striking back at criticism that it acted too slowly or isn't doing enough to stop the spread of the mysterious and deadly illness. the president insisting that his response has been, quote, incredible. as congress continues to work to fund that emergency package to prepare and speed along a vaccine, that case out of solano county is getting attention from california lawmakers as the woman wasn't tested for several days as she didn't meet federal requirements. >> i want to know why it is taking so long to test folks. >> i would hike to know what the experts believe they need. make sure we fund that. >> reporter: officials say impossible vaccine is at minimum

a year away and lawmakers want to make sure when it is released it is affordable to all americans. possibly dipping into the emergency funding they're working on right now to make it so. and at this moment congress is meeting behind closed doors for an update on the latest on the coronavirus threat. marcus and laura. >> sarah, thank you so much. and you know with the developments in the outbreak seemingly changing by the hour, and so many mysterious things surrounding how it spread, we want to make sure you have the information you need. >> kris sanchez joins us from the coronavirus crisis center with a look at the big questions that we're getting. and you also have breaking news. >> in the last couple of minutes, before we get to your questions, i want to tell you of a development out of mexico which is now reporting its first two cases of coronavirus. one is a 35-year-old man in mexico city who just returned from italy which we know has its own cases of infection. his wife and children and sister are under quarantine. the other case sinaloa and five

of the person's family members also quarantined there. we'll follow those developments through the morning as we get more information out of mexico. now as more cases are reported, a lot of us are still asking what is it anyarng ago. that was also a coronavirus. but novel coronavirus known as covid 19 is spread when a sick person coughs or sneezes but experts say they cannot rule out that it is spread through fecal contamination like sars. when do you see a doctor? if you have sore throat, cough and fever and you traveled to the coronavirus hot spots or been in contact with someone who has, see your doctor. but don't expect to get tested on the spot like with strep or the flu because there are only a few labs doing that testing. richmond has one of the 16 labs

processing tests for all of california. positive tests have to be confirmed by the cdc and that is part of the lag team people are complaining about. the cdc said wash your hands, really scrub themnd water for 20 seconds, sing happy birthday two times if you need a reminder and when you can't do that use hand sanitizer people. only effective in keeping a sick person from spreading their germs through coughs or sneezes. so one of the questions on facebook, does a hospital have to tell you that they're treating a coronavirus patient and infectious disease -- ucsf told mpr that they don't notify the entire staff that they have someone coming in. so if they don't notify the staff -- >> and hippa provide.

costa county. a young boy died after trying to cross the street. >> so "today in the bay" bob redell is live at the scene in antioch. and just a tragic story out there, bob. what are police saying actually happened here? >> reporter: marcus and laura, well sadly this boy was just 11 years old. he was trying to cross lone tree way behind me not far from deer valley high in antioch when he was hit and killed by this white sports car. we believe that car is a corvette. this happened a little bit before 7:00 last night. which means it was dark out. or close to dark out. visibility wasn't good. and unfortunately this boy was not using a crosswalk according to police when he tried to cross the six lanes of traffic. the driver of the car suffered minor injuries and the driver is cooperating with the investigation and police do not believe that drugs or alcohol played a role in this crash. reporting live in antioch, bob redell, "today in the bay." >> so sad. thank you very much, bob. it is 6:08 now.

new details in a new tentative deal means there is no strike today in santa clara county. workers have beat odds for mont over a new contract. they've gone on strike once. but the union said a deal is in place pending the vote to ratify. 6:09 this morning. and kari hall is talking about the brought and yesterday here our snow pack survey shows a drop from january. >> that is right. we haven't had any snow. one more day left in february and no rain in sight, right. >> right. and the snow that we'll see mostly will happen on sunday which is march 1st so we'll see that happening as we turn the calendar. and it was very disappointing to see that only 46% of the statewide average is where we should be for normal. and then we're also seeing the drought conditions developing for the central valley and now parts of the bay area where in san francisco we need over eight inches of rain to catch up to normal for the water year and in

san jose we need seven inches of rain. and we hope for a miracle march but right now that is looking unlikely as we haven't seen a shift in the weather pattern that could bring in rain and sierra snow and the last time we had a miracle march was 1991. so not very likely looking at year-over-year. looking at what is happening now, we've been counting the day since we've even had a little bit of rain and now we're at 31 days. tomorrow makes 32. and it is the driest february we've had since 1864. just to show you how unusual this is. we'll talk about what is ahead in the forecast and, mike, you're seeing changes now in the east bay. i am. we're looking over here toward one of the more obvious ones, the back-up with the fast track at the bay bridge. it is only fast track but that does indicate the metering lights are on and chp confirmed that just after 6:00. so here is the 880 overcrossing, with a crash on the approach just at the tail end just before it comes into the camera view

and you may have a couple of larger vehicles blocking your slow lane on that approach as well. so we'll are track that but the maze is fine just toward the back-up at the bay bridge which is forming. two crashes in hayward. one has cleared, the one at 92 has not. so that may be an issue as far as out of hayward and in tor union city toward san jose. we'll continue to track that one crash still left over in hayward. the south bay smooth drive. peninsula no problems and a smooth drive through fremont. you see the volume is just picking up on the nimitz. back to you. >> thanks, mike. 6:11 this morning. next, major development when it comes to "making it in the bay." one east bay city talking about 100% affordable housing. find out where. i have numbers as well. but they're not very happy. we're in a correction on our way to bear territory in the stock market. ♪ ♪

futures call for another big fall on the markets this morning. at 6:30, dow down another thousand points and under 2600. 11 days ago we hit all highs and now down 10% and you've heard that called a correction. if we go down 20% that is a bear market. now there are all kinds of terms that people are throwing around. left tail and black swan. there is a disease spreadable as the flu. you don't need fancy words for why people are pulling money out of stocks and putting them in safer investments. the parent company of lysol and purell are working extra hard to restock shelves. i took a photograph of empty shelves at a walgreens in willow glen in the south bay yesterday. facebook cancel the the developer conference scheduled for may and geneva auto show canceled the big show in switzerland as well.

the only noncoronavirus news is door dash started the paperwork to go public. you could argue this is beyond terrible timing as the markets are getting hit so hard. tony shoo took a lot of money from soft bank so he has a war chest. i wouldn't be surprised if door dash buys up a competitor. there are four major companies doing this it. as best we could do tell all lose money. it makes sense we'll see some consolidations maybe even before the ipo. >> streamlining there. thanks, scott. new this morning. a new 90-unit complex is reportedly coming to berkeley. offering 100% affordable housing. including units for people who were formerly homeless. the berkeley site said leaders have approved the project which will be on the ashby b.a.r.t. station. let's talk about the elephant in the room. this is lucy the elephant.

afternoon. our temperatures in the mid-50s to start. 65 at 10:00 and then we're back into the mid-70s by 1:00 today. all of this above normal. and yesterday san jose set a new record of 79. but today we're up to 77. just a couple of degrees lower. but still feeling very springlike across the bay area. north bay 74 in clear lake and santa rosa. and in san francisco reaching 67 degrees. so here is what is going on. we're still seeing a lot of storms wel in from the south. now that is what we're seeing right now. coming up from southern california, but still no rain with it. it is just bringing in some upper level moisture. and so as we go into the next couple of days, we're looking at high pressure moving away and that will allow for this low to dip in and bring some rain and sierra snow. but that rain skips the bay area once again and then next week we see high pressure building as our temperatures go right back up. and then the rain stays to the

north. it is nice to see even just a little bit of snow for the sierra. we're looking at about four to six inches of snow. anywhere where from south lake tahoe to kirkland and tomorrow looking at winds at about 30 miles per hour, even higher in half moon bay. coastal areas and hills will have the highest gusts. and the winds will peak on sunday as our temperatures dip to the lowest we've seen in quite a while. 59 for a high. in the inland areas. and then 10 degrees warmer on monday and even warmer going into tuesday. so the little taste of winter really only last one good day. mike, you're checking out of the east bay buildup. it was more than just a taste. turned to a sample and now a feast of slowing. at bay bridge toll plaza, we had a back-up clearing on the left, but that has cleared up. the lane that i was going to show you as alternate is underneath the overpass, the

ones closest to the top of the screen. but that back-up is cleared. just off of the maze, the maze east shore freeway just mine. minor crash on highway 4. only if you are coming from skyway toward 680 and not a problem as far as speed sensors go. throughout contra costa county in fact. three crashes through hayward southbound 880 and only one of them leaves a vehicle in lane and the other on a shoulder so distraction toward the san mateo bridge but no problems. the san mateo and dumbarton bridges where clear. >> coming up next on "today in the bay," deputies under fire. a disturbing new development in the kobe bryant crash investigation that has nothing to do with what brought down the helicopter. you're watching "today in the bay." woman: the deadly corona virus

we now know actress lori loughlin will head to trial in october in the college admission scandal. she and her husband mossimo giannulli has an october 5th trial day for conspiracy charges. they want the trial delayed claiming they found new evidence. they believed the half million dollars they paid a consultant was legitimate donation to get their daughters into usc and they accused prosecutors of hiding crucial evidence to help that case. a new report is raising questions about deputies actions as they responded to the helicopter crash that killed kobe bryant and eight others. >> the l.a. county sheriff is looking into an l.a. times report saying that the deputies shared graphic imanls of the

victi victims remains and it is not clear how many people saw the unauthorized images and it is not clear if the deputies took the photos. a worker who went on a rampage at a historic milwaukee brewery. 51-year-old anthony ferrell opened fire, killing five fellow employees before taking his own life. he worked for years as an electrician at the plant. investigators offered no motive but brewery executives are talking emotionally about the victims. >> they were powerhouse operators, they were machinists, and they were electricians. but more importantly they were husbands, they were fathers, and they were friends. >> the plant is closed for the rest of the week as workers try to come to grips with what exactly happened. new video showing massive flooding, water rescues and submerged vehicle in houston after an eight foot water main broke yesterday. 40 homes were evacuated.

coronavirus cases continue to expand. cases are now nearly 50 nations around the world including mexico which in the last hour announcing its first two cases. more on that in just a moment. but we want to give you a live look at uc davis in sacramento where doctors are treating a solano county woman in a case making news everywhere because health experts don't know how she became ill. they're trying to retrace her steps but right now it is mystery. and the cdc transferred an infected patient to a san mateo county hospital for treatment. 83,000 worldwide infections are confirmed. virus has killed 2,800 people. more deaths reported outside of china. and there are 60 confirmed cases in the u.s. school districts across the bay area are now allowing parents to know they're closely monitoring that outbreak. maybe you've received a notice yourself.

>> "today in the bay" sharon katsuda joins us live in fairfield where schools are now hard at work trying to respond to the mysterious case confirmed in the home county right there. >> reporter: that is for sure, laura and marcus. and i received a couple can of mails from my childrens' school district about the coronavirus. so those emails are going out but this community is concerned because as you said the woman who was infected by the coronavirus, it is still unknown how she got it. the school district in fairfield is making sure every desk and classroom is wiped down and disinfected. all in the hopes of limited of the spread of the coronavirus. listen to this voice from the district to parents. >> -- coronavirus is causing concern for many of our parents. >> yeah. very. because we live close to the air force. it is like 15 minutes away from here. >> reporter: a district spokesperson said there is no known direct connection that links the solano county

coronavirus patient with any of the schools. but the north bay health care group confirms that the coronavirus patient was lying in a hospital bed in vacaville for three days before anyone knew she was infected with the coronavirus virus. a hospital spokesperson said the patient may have exposed dozens of hospital staffers, those with the highest risk of exposure are staying at home and monitoring themselves for any coronavirus symptoms. and basically the emails from the school district, saying if students have any symptoms, stay at home and contact your doctor if you're concerned this could be tied to the virus. and definitely wash your hands constantly. reporting live in fairfield, i'm sharon katsuda, "today in the bay." >> good advice there, sharon. with the developments in the outbreak seemingly changing by the hour and so much mystery surrounding how it spread, we want to make sure you have the information you need. >> kris sanchez is in our coronavirus crisis center with a

look at some of the big questions that we're getting. >> we wanted to gather all of the information had in the same place including that new breaking information out of mexico which is now reporting the first two cases of coronavirus. one is the 35-year-old man in mexico city just returned from italy which we know is a hot spot. he, his wife and children and sister are now quarantined. other is a person who is seriously ill in the northern state of sinaloa and five family members quarantined there. we're following these developments through as covid 1 has cold and flu-like symptoms and a lot of us walking around with those symptoms these days. 80% of the cases are mild. serious cases, however, could lead to pneumonia which could lead to organ failure. the world health organization said up to 5% of coronavirus patients end up in the icu. and one of our facebook friends

asked about the mortality rate. the chinese cdc said 2.3% of people with coronavirus die compared to .05% of people who have the regular flu. so when do you see a doctor? if you have a cold and flu symptom and you've traveled to the coronavirus hot spot or been in contact with someone who has, it might be time to see a doctor. there is no rapid test like we get when we have strep or the flu. right there in the doctor's office. this richmond lab is one of 16 labs processing tests for the virus for anyone in california showing symptoms. positive tests have to be confirmed by the cdc. so here is where we stand on break-throughs. people asking how far away is the vaccine, there is no vaccine at it this point. though the national institute of infectious diseases may begin on a vaccine within weeks but that is not available for at least another year. in nebraska a group of coronavirus patients are participated in a clinical trial

for an anti-viral drug originally developed to treat ebola and other coronaviruses. the current anti-virals you would get if you have the flu aren't working. the national institute of health and the university of texas at austin identified the spike on that coronavirus which gives it the name that used to enter the cells and that is a forward step in vaccine creation. another one of our facebook of the cases are mild, a strong immune system is your best defense. wash your hands, take your vitamins and get sleep and drink water. >> that is interesting to see. i heard a lot of gyms are concerned because they could be germy places. >> everything is getting wiped down. if you're worried about that, take a walk outside but keep yourself healthy because they could fight off the flu or cold and coronavirus way better and the people dying of this are

really young or really hold or have compromised immune systems. so stay healthy. >> thank you. 6:37 for you. and super tuesday is now just four days away. and democratic candidates will be stumping around california all weekend to gather last-minute support before voters go to the polls -- jill biden will campaign for joe biden in san francisco today. bernie sanders will hold a rally in san jose on sunday. then on monday elizabeth warren will be in los angeles. pete buttigieg will hold a rally in san diego on monday as well. now to view a complete voter guide go to nbcbayarea.com/election guide. turns out old trains are not the only reason for the delays that you may experience on b.a.r.t. bad behavior actually just as big of a problem. according to "the chronicle," new data shows crime, unruly conduct and sick passengers caused 37% of delays. lasting more than five minutes. b.a.r.t. police say they get 7,000 calls a month.

one-third of all delays are caused by mechanical problems. b.a.r.t. trains are on time about 92% of the time. that is still short of the to 8% delay, man, you get irritated in the morning. but trying our best here. out to the roadways. because this morning b.a.r.t. is reporting no delays. that is great for the over 50 trains that are running through the system. now there is no substitute for the san mateo bridge as far as b.a.r.t. goes, going under the bay bridge but not under this bridge. a smooth drive. i saw slowing here, the tailligh taillights backing up. that is a rush off of 880 and the interchange here in hayward. there is another crash blocking one lane south 880 at 92, one of the three crashes in the area but the speed sensors keep improving so i'll leave it at that. the rest of the bay looking great for a friday but the metering lights are on the at the bay bridge so keep that in mind. but no problems for the maze. >> that is good. >> you said the magic word

there. friday. and after this warm week it will be refreshing to have cooler air and have some more normal temperatures. here is a look at our saturday forecast. a breezy wind expected. inland temperatures in the low 60s. up to 64 for the bay and the coast at 57. more clouds on sunday. and it continues to cool o our e have a taste of winter. and some cooler than average temperatures as the winds pick up. we have more clouds. expect a high in the valleys to only reach 59 degrees. it is going to be a capitol hilly one for the polar bear plunge in san francisco. great event, lots of fun, benefiting the special olympics at aquatic park tomorrow morning, at 55 degrees at the start and throughout much of the day. and then on sunday we're excited about steph curry returning to the game. the warriors game on sunday beginning at 5:30 and as you head into the chase center, it is in the upper 50s and cooling down to the low 50s by the evening. we'll also have the hot air

up looking at how many days since it has been since we've had rain in san francisco. tomorrow is the last day of the month and so most likely we will not measure a drop of rain. and this is the tenth longest dry spell we've ever had and the driest february on record since 1864 when we also measured zero in san francisco in terms of rain for the month. as we look at our temperatures today, we know it is been very warm. in fact, yesterday, we set some records in the south bay. so we'rek looking at some upper 70s in the south bay and then also some changes ahead. still the storm track to the north but we're seeing some clouds rolling up from southern california. and it is a dry area of low pressure as high pressure moves away. that is what kept us dry and warm. going into the weekend some changes as this low drops in. but notice not a whole lot of rain here but mainly across the sierra. some of the upper elevations will have rain and snow and then we'll have some gusty winds that will start to pick up tomorrow

evening and continue through sunday. so heads up not only will it be cooler, but it will be windy and that is going to go make it feel a lot colder. our temperatures will only reach into the upper 50s and low 60s. and those winds gusting up to 30 to 35 miles per hour. we're looking at a big rebound in temperatures after a cool weekend, next week we're back in the mid-70s by tuesday. mike, you're updating a number of crashes out there. we've had a number over the past half hour and come calming down and the crash 680 in your commute direction with off the roadway. and a little distraction for folks because of activity. but not really showing up as far as sensors go. the south bay, northbound push for the commute through silicon valley. that is a nice flow of traffic for a friday. build for walnut creek and an important spot west highway 4 at san marcos, reports of a crash involving a motorcycle but that rider reportedly up and about and no major problems, just a

bay." >> mexico confirming the first two cases of the coronavirus. one case is out of mexico city. and the other in the northern state of sinaloa closer to home. and also the cdc recently transferred an infected patient to san mateo county hospital for treatment. it is not cleperson came from. we are also tracking the case involving an infect the solano county woman. a live look at uc davis medical center in sacramento. this is where that woman remains hospitalized. health experts now trying to retrace her steps. there are now 83,000 infections worldwide including 60 in the u.s. 2,800 people have died from the virus. bay area schools are in high alert due to the coronavirus fears. now here is a live look at a school in fairfield where the district sent a warner voice mail to parents about the spreading virus. this comes in the wake of that now mysterious confirmed case in solano county. the district said it is disinfecting all classrooms and
