don't start enbrel if you have an infection like the flu. nice! visit enbrel.com to see how your joint damage could progress. enbrel fda approved for over 17 years. . good morning and thanks for joining us, i'm laura garcia. >> and i'm marcus washington. developments in the coronavirus outbreak are changing by the hour. i'm here now at the coronavirus crisis center with the latest on what you need to know. now first, there are more than 90,000 global cases in more than 70 countries and territories. the virus has killed more than 3,000 people. and here in the u.s. six people have died. california and washington state are the states affected most by the virus. so far in the bay area there are a total of 28 positive and presumptive positive cases. santa clara county has the most and is declaring an emergency.

gavin newsom is asking state lawmakers to $20 million, this is to fight the virus. right now the state has received 1,000 test kits. that is enough to test about 400 patients. super tuesday is finally here. a live look at one voting center where the polls open in a matter of hours. in just moments what you need to know before you go. and big breaking news out east. two tornados touching down in nashville, tennessee, area overnight. six people have been killed. at one point firefighters were reporting to 40 structure collapsed. tennessee is a super tuesday state and this could certainly impact the vote. >> and we have more this morning. first a check of the weather and traffic for you. let's start with meteorologist kari hall. good morning. let's look at our hour-by-hour outlook as we check out today and our temperatures start out in the upper 40s and low 50s. toward lunchtime, if you're heading out to the polls then,

it is in the upper 60s and 70s in fremont and low 70s in the south bay. we'll continue to warm up. even warmer than yesterday. in fact some of us may near some record high temperatures once again as we continue into the afternoon. with some spots reaching near 80 degrees. we'll have more on this and a look ahead. mike, you're tracking a couple of concerns for san francisco. that is right. because the big view shows green sensor as we expect this time of the morning. it is 4:32 in san francisco. south 101 at dubois as you approach the merge, a disabled vehicle and one lane might be blocked. it is a city street off of van ness. south 101 off the skyway, there is debris as well as construction zone toward cesar chavez and those two combined may be an issue off of the bay bridge. on to the bay bridge, better news out of oakland. a light volume but it is tuesday. we expect a sizable build so we'll track this of course. but right now things are calm in

the traffic center. but big stuff all around. it is what everybody is talking about. back to the grow coronavirus concern. healdsburg school is expected to reopen after closed yesterday. an adult in the the care of a coronavirus victim came to the school. school leaders say as a precaution they closed. the person exposed to the virus did not come into direct contact with any of the kindergarten through eighth grade children. last night the school brought in a professional clean-up crew and sonoma county officials have declared a emergency. >> it allows us to reassign staff and assure we're in a proper position to deal with whatever comes. >> this is the second known case

president joe biden wjoined by sa samy klobuchar and pete buttigieg this morning he will make a stop in oakland. and voters will be asked to decide prop 13, a $15 bond for schools serving students for improvements and in contra costa measure j is a half percent sale tax for all purchases for the next three decades to fix roads and improve transit. so much you need to know before you head to the polls. and kris sanchez is joining us live in san jose. and kris, a lot of people already voted including some for the presidential candidates who are really already dropped out. >> reporter: yeah, this is a high interest election because we're voting for the first time

in a long time and because we cast our primary ballot in june when the race is pretty already decided. we've seen some folks coming by here and the registrar of voters off in san jose to drop off ballots. but you might some question. the voters choice act of 2016 establishing voting centers for 15 california counties including santa clara county where i am and san mateo county. san mateo county enacted new rules during the 2018 election log on to the county website in order to find a location closest to you. you might be wondering if your ballot will still count if you voted early for amy klobuchar or former mayor pete buttigieg because they dropped out of the race. those are still on the ballot, their names are still on the ballot and your vote will still count however the democratic party requires candidates to get at least 15% of the vote in order to start earning delegates so a poll released last week

showed that both klobuchar and buttigieg were getting single-digit support. that is why they withdrew. what if you are still not registered to vote but suddenly you are now inspired. you could still register to vote on election day at your county election office at a vote center or a polling place. you will cast a provisional ballot. it will count. it is just going to take longer for them to verify. is it too late to drop of off your mail-in ballot? no. we saw somebody on a motorcycle swing by and drop it in the box. but you should know it has to be in the registrar's office for your county by friday. so you have a little bit of leeway. or if you are going to mail it, it has to be post marked by today march 3rd. if you are a no party presence you might vote if you could vote in the presidential primary. that depends. democrats let you do it and libertarians have open

has sunk two feet since opening. they will close sidewalks around the busy intersection at mission and fremont. there are no concrete -- there is no concrete date yet set for when the retrofit may be sought. now to a follow up on a bruges battle in the east bay. mt. diablo district is proposing a final vote on possible cuts until next monday. the district has to make $21.1 million in cuts. some of that money will come from teacher layoffs, counselor reductions and cuts to administration and getting rid of music was a topic of discussion at a meeting last night. >> i wouldn't be here today if it wasn't for the programs, the music program that was offered to me. >> in the end school board members agreed to discuss how the district could possibly save music for fifth grade students. 4:39 and global concerns

reserve and other policymakers will move to try to offset the impact of the coronavirus on the global economy. now already today australia cut interest rates to a record low. the dow soaring nearly 1300 points or 5.1%, the largest point gain and percentage gain in 11 years. the nasdaq and s&p 500 also saw record point gains. all three closing out of correction territory but still only about 40% back from last week's losses. facebook is pulling out of the south by southwest conference in austin, texas this month, citing concerns about the coronavirus and follows a similar move by twitter. the south by southwest organizers say that the event is still proceeding as planned. separately google and microsoft have canceled two small company events they plan to make both meetings into digital and virtual events. and lego topping a list of the world's most repuable companies followed by disney. they have appeared minute top ten every year since 2011 and

it looks like you could just sit there and watch that, the sunrise. then miss "today." >> people are talking to us in our ear. >> some people would rather not hear. it is a nice start to the day. >> it is. and it is a nice afternoon. more sunshine and warmer temperatures. another view of the city as you get ready to head out. and our sky is clear. no issues with fog. here or anywhere. so if you are going to be heading out to the polls maybe in pleasant hill expect temperatures at 8:00 to be at 53 degrees. we'll warm up fast today. we'll be at 68 degrees at 11:00 and some mid-70s going into early this afternoon. here is a look at all of our highs today. 77 in east san jose and 78 in morgan hill. look at how warm this weather will be today. and peaking tomorrow. so expect it to reach 80 today in pittsburg and in hayward 72 degrees. very nice for spending a lot of

time outside. in redwood city 85 and the embarcadero reaching 78 and clear lake and sonoma. a look the at satellite imagery. it is dry across the bay area. rain and snow to the north. and high pressure to the west right overhead by tomorrow warming up our temperatures. by the weekend we'll start to see a low dipping in with a cold front, gusty winds and a drastic drop in temperatures once again. there will even be spotty light showers nearby. and then a better chance of rain as we head into next week. as another area of low pressure rolls in by next wednesday into thursday. looks like we could see scattered showers not only here but all across the state. now at least for the weekend rain chances, it looks very light. maybe a few hundreds of an inch. but we're starting to see the things changing in the atmosphere that could allow for more storm systems to come in by early next week. so some really great news here. we've had some very warm

weather, near record high temperatures. we're about to head back to winter, finally. because it is still winter and our temperatures will drop this weekend. highs in the low 60s and a chance of some light rain on saturday. mike, you may have a problem on the bay bridge. yeah. we're looking for the issue. i didn't see any with the lights. you see right here, the lower deck, remember it is two decks on the san francisco side. upper into san francisco and lower out of the city. the report of the disabled vehicle around the construction zone. it looks like there are no additional lanes blocked so a smooth flow of traffic through the tunnel and to the decline approaching oakland. the incline picking up more volume. we should see folks starting to wait at the bay bridge but right now a light volume of traffic and the issue on the lower deck approaching treasure island and looks like traffic smooth on the sensors. up here campbell in the north bay, only the on-ramp affected by a minor crash and no major

injuries and no impact out of fairfield across the carquinez bridge toward the upper east shore freeway. from 580 out of brentwood and byron and a signal out that may be an issue if that is where your chute takes you through discovery bay. we're looking at a nice drive. livermore through the valley and all of the speed sensors showing you at the limit throughout the south bay and on the peninsula we just have the road crews typical between whipple and 380. back to you. 4:52 sonoma county deputies made a video of this rescue when authorities were called to a home by a child protective services and three men took off and one tried to ditch a stolen handgun. all three are charged with parole violations and other crimes. [ sirens ]

>> did you see that. this is in southern california. a witness caught on camera a san bernardino county patrol car going airborne during a pursuit. now you could see there the sparks flying as the car came back down to the ground. the patrol car rounded the corner and then crashed on top of a parked truck. the deputies are still looking for the suspect. 4:53 and developing for you right now, a heated exchange many believe crossed the line. as l.a. district attorney in hot water ahead of today's primary. >> she was not involved in the exchange, her husband was but all of it was caught on camera. take a look. >> get off of my porch. >> are you going to shoot me. >> i will shoot you. >> that is david lacy, the husband of district attorney jackie lacy. tensions boiled over when he confronted black lives matter protesters outside of the front door. later yesterday she apologized saying they were both frightened. her harshest critics were not

swayed. >> and we really didn't know what was about to happen. i too am sorry if anybody was harmed. >> his finger was on trigger and he had trained the gun at my chest. >> lacey is seeking a third term. one of her opponents is former san francisco district attorney george gaston. a wild chase but chp weren't after a car. next on "today in the bay," a look at the bear they caught running along a busy highway. happening now, indonesia volcano erupting creating a and lasting more than six minutes. people living near the mountain are told to stay away. the eruption could be heard up to 18 miles away. the last major eruption in 2010 killed 353 people.

welcome back, everyone. it is 4:56. a peninsula city could be the next to crack down on vaping products. east palo alto city council will meet to discuss the ban of e-cigarettes and flavored tobacco to stop teenage vaping. if the city council approves the ban, it will affect east palo alto and they'll join about a dozen counties and cities like san francisco, richmond and contra costa county who already have a ban on e-cigarettes. happening today. opponents are planning to attend a likely critical vote on the feature of a possible amy's drive through in walnut creek. a plan calls for a restaurant on north main and second avenue. last month they rejected t proposal citing the drive-thru.
