growing concern over the coronavirus. "today in the bay" sharon katsuda is live in san francisco to show us how more communities are declaring this a health emergency. concerning there, sharon. >> reporter: that is right, marcus. san francisco and other cities are really trying to stay on top of this and they're trying to carve out plans on how to deal with the coronavirus. san francisco is taking new steps. the city will run its own tests for the virus. the results will come directly from the city's health department laboratory and the mayor and direct your c-- and mayor said they need to test locally to speed up the process. >> our lab will conduct tests seven days a week with a one to two day turn around. >> aum tests were sent to the cdc in atlanta and take a week but at 1:30 today they will discuss response to covid-19 and supervisors will discuss a proclamation of local emergency and in monterey county the board

6:05 am
virus. i think my concern is moderate that the virus is already here in the community. but there are a lot of things that we could do to sort of protect ourselves from it. >> so let's talk about that. we talk about the hand washing, how important that is. we're seeing stores selling out of disinfecting whites and bleach and all of that. what should people be doing? >> is -- i think the most important thing is hand washing and it is low tech and inexpensive but many studies show viruses could be prevented by the simple act of hand washing and it is not just hand washing but for a certain amount of time. i usually tell patients about 20 seconds. >> and keep it up. and what about taking the hand sanitizer with you as well. >> yeah, so hand washing is the most important. the second most important thing if you don't have access to clean water is hand sanitizer or
6:06 am
alcohol-based solvent. it doesn't have to be a -- something that is so-- super expensive. as long as you have 60% alcohol it should do the trick if you don't have water available. but again running water is my favorite way of preventing this. and the other way is to -- as well. >> okay. what about there has been so much talk right now of keeping your distance from people. it is interesting, i want to the mall and it was kind of a ghost town. >> yeah. definitely. so i think it comes back to how these viruses are spread. the two main ways in which viruses are spread in the air. one is called droplet, through droplet transmission and the other is airborne. luckily i think coronavirus and a lot of influenza and respiratory virus are spread through droplets to they travel three feet before infecting someone.
6:07 am
so if you stay away, the adage of staying away from somebody who is sick is probably true for these respiratory virus if you stay away three feet the droplets would fall before hitting you. >> right. okay. hand washing and that is so important. dr. peter chin-hong thank you for joining us this morning helping to keep people informed. 6:07 this morning. and if you want to know more information about the coronavirus head over to our website. we have an entire section dedicated to our reporting on this virus. breaking news that is happening right now in the south bay. in los gatos, san jose police are assisting in supervising a dig of some kind. this is behind the gardenia italian restaurant right there on santa cruz avenue. a crime scene truck is there on the scene. you could see the mounds of dirt and rock. we're reaching out to both los gatos and san jose police to get more clarity on this. but so far neither department i

three decades to reduce congestion and fix roads and improve transit. there is so much you need to know before you head to the polls. kris is live in san jose. and a lot of people already voted including people for the presidential candidate who has now dropped out. >> reporter: yeah, that is a big question. and we're getting a lot of questions about how these vote centers work. so i want to get to some of the of the answers for you right away. in case you're not familiar, the vote centers are new this year. they are in 15 different california counties including santa clara and san mateo county and the intent is to make it easier for people to vote. so you don't have to rush home to the precinct that is closest to your house. vote during your lunchtime hour and what not, seen this in the 2018 election. if you have questions, log on to your county website to find a vote certainty near you. now let's say you voted early for senator amy klobuchar or mayor pete buttigieg who dropped
6:10 am
out. your votes for them count. however they likely won't matter because the democratic party in california requires a candidate get at least 15% of the vote in order to start earning delegates and both were far behind that. so if you are not registered to vote yet and you still want to register, you could do same day registration at the county election office or a voting center or polling place and cast a provisional ballot and no trouble but the folks counting that ballot do have to do some extra verification. it is not too late by the way to submit your mail-in ballot. mail it in but it has to be post marked by today march 3rd and arrive at your election office no later than friday march 6th. you could drop it off in person just to be sure that it is in in time. and maybe you're listed as a no party preference voter and wonder if you could still vote in the california presidential primary. that depends. democrats, libertarians and
6:11 am
american independents have open primary and do allow unaffiliated voters to vote in the presidential primary however you have to request a crossover ballot to do that. the republican party, the green, the peace, the predom parties do not allow unaffiliated voters so you could not participate in the primary but save your vote because come nov it will matter. an exciting election because for the first time in a long time if feels like our votes do matter. usually we vote in june and by that time a lot of the decisions are locked up. so a pretty exciting time and we do have a lot of mfinformation online. kris sanchez, "today in the bay." >> a lot of information to think about here. so look, if you run into any problems while voting or you see any irregularities give us a call at 833-622-5688 or an easier number to remember,

right now at 6:16, make sure you have the sunglasses. the sun is coming up with a clear sky on the south bay. our temperatures reach 72 degrees. more on this this and a look ahead to a cooler weekend in less than five minutes. i'm not worried about the sun. i'm worried about the brake lights across the shat bridge. i do not see the flashing lights in the service area any more. that might be why things are slowing across 92. looking at travel times. the dumbarton bridge still a better drive right now. we're tracking it. and good morning. very good tuesday to you. we've been looking at remarkable numbers for quite sometime. this morning they're remarkably up. we'll get to this in a second.

let me mention that san francisco salesforce is joining twitter in telling employees not to travel. even domestically. amazon said it is blocked more than a million products that claim to cure coronavirus. there is no cure to coronavirus. as for that rally, it came as central banks indicated that he might lower interest rates in a worldwide coordinated effort. president trump still criticizing the american fed is moving too slowly. in fact he's been pushing for rate cuts even before coronavirus. the white house also pushing for a one-time tax cut. now this idea of using government money or deficit spending to boost the economy is not new. certainly we saw that with the cash payments to farmers. it is a surprisingly liberal idea. some economists hope it could be effective. we're doing an emergency version of our podcast sand hill road. it was just released this

if you're going to the poll in orinda, expect a temperature at about 50 degrees and then a quick warm-up. so maybe walking our riding your bike to the poll as this afternoon wee -- we reach the low 70s. 73 in oakland. 79 the high in napa and in santa rosa. if you're looking at the seven-day forecast at the bottom of the screen, you see a big dropoff in temperatures. that is because the middle of the week we're still looking at dry conditions. but we'll see a change in this pattern that has been with us for quite a while. high pressure will be moving off toward the east and then cooler air is coming down from the north. we'll see spotty showers most likely on saturday along with a cooler temperatures. that won't really help us out in terms of rainfall. but we'll see a bigger storm system coming in by the pidle to end of next week. so if you're looking at weekend plans, worried about the rain, the showers we're expecting, very light. a few hundreds of an inch of rain. and then the rest of the forecast also will see more

the time is 6:41. let's go to the south bay. beautiful sunrise. nice start to the day. expect it to start out cool and warm up. in sunny vail we're at 47 but going to 72 at 2:00 today. well above normal but we're about to cool back off and a look at the forecast in less than five minutes. and more detail on the owe peninsula, north 101 at renes dorf from the freeway and you could see the folks gathering at costco on the that side of the bay and in the east bay southbound 880 i'm concerned a crash involving a motorcycle and we have a few lanes blocked. the information, i'm still sorting through that. i'll bring you the latest. >> thank you very much.
6:42 am
6:41. we're taking your questions about the coronavirus outbreak to experts. want to get straight out to peter chin-hong a specialist with ucsf. thanks for joining us this morning. so let's talk about the virus. >> of course. >> six people dead in washington state. so many more affected. give us the scope of the magnitude of the coronavirus and the concerns right here in the bay area. >> well, i think the chances are extremely high that it is here already. but the chances are pretty low that you're going to be really sick from it. >> what should people do? people are making a run on supplies, maybe not going out as often. is that what they should be doing? >> well, laura, i think the most effective thing is probably the least costly thing or the cheapest thing and the most effective thing as moment people know is not buying expensive stuff at costco and walgreens, the simple act of washing your hands. but washing your hands for at
6:43 am
least 20 seconds. there is a lot of other minor things as well. >> okay. but we'd love to learn them. what else should we do? >> yeah, so i would say if you can't wash your hands or have access to running water, the next best thing is using hand sanitizer and making sure there are at least 60% alcohol. and there are minor things like washing nonsurfaces or with regular detergent like our cameraman jared was doing early on. so i was psyched about that. and then there is avoiding sick people. avoiding travel to known destinations where there is a lot of virus occurring right now, a lot of people affected. and i think just staying home when you are feeling sick. i think some of the factors in general are good practices for all viruses or respiratory viruses. >> what about travel, just within the us let's say for
6:44 am
example, some people i've heard are concerned about just the recirculated air in an airplane. should people be that concerned? >> at this point, no. i think, again, it's less of air and more of proximity to someone who is sick and the magic number for that is three feet. so these viruses travel in droplets so the drop actually falls within three feet of the effected person coughing or sneezing, et cetera. so that is kind of like the general risk area. and i think of course if the virus increases in incidents and prevalence in the u.s., all of the recommendations may change in terms of risk but that is where we're right now. >> and let's hope we stay healthy now as well. dr. peter ching-hong, thank you very much for joining us. >> thank you. well 6:44 now and san francisco is making changes to
6:45 am
give homeless people better chance of making it here in the bay. now that the city is creating a position to manage the healthy streets operation. so more about that. the job will involve overseeing how services are provided in the most concentrated homeless areas and mta will discuss cutting towing fees in half for people living in cars and rvs. right now it is more than $200 for those fines and only people who have received homeless services can actually qualify. it is quarter to 7:00 right now. president trump back to tweeting about joe biden. >> and scott mcgrew on this super tuesday, biden has new momentum. >> he does. after two rivals who were also considered centrists dropped out, klobuchar and buttigieg, you remember the president's worry about biden as a political rival led directly to his own impeachment. the president tweeting out a video montage of biden making verbal mistakes and gaffes. something that both men have had
6:46 am
