california governor newsom has issued a state of emergency. you can see right here, the number of cases right here, santa clara county with 14. a cruise ship based in san francisco is stuck at sea. also, what the state is doing to crack down on coronavirus price gouging that could possibly be going on. certainly what a lot of people are talking about, nice weather across the bay area as well. we'll check in with kari. the clouds are moving in, here's a live look outside in fremont as you step out the door, expect temperatures in the low 50s. we'll see it warming up again quickly today. 68 degrees at noon, reaching into the mid 70s. mike, you're watching some work out of hayward. >> over here we're looking at

folks who arrived with a tow truck. that's the disabled vehicle i was trying to show you. it's a distraction, though, as it arrives we look at slowing. across all the lanes. no major problems. in fact it's split much everywhere. we'll show you the bay bridge with the change over in the toll plaza. back to you. back to our top story, thousands of passengers are in a holding pattern on board a san francisco-based cruise ship, waiting to get tested for the coronavirus, this after the death of a california man who became ill shortly after the same ship returned to san francisco from mexico. spiepete suratos joins us w more. >> reporter: good morning. the cdc is planning to fly those text kits out of the to the ship, which is still overshore. there are thousands of people on the ship, so it remains to be

seen if those folks are affected. a timeline of how we got to this point. we know the ship left from san francisco on february 21st for hawaii. health officials say three passengers who are on board the same ship earlier in the month tested positive for the coronavirus. a 71 years old placer county man who had symptoms while on board that ship did die yesterday. another passenger is in stable condition in a sonoma county hospital. in fact here's governor newsom answering a question on how many phones on the ship are already showing symptoms of potentially having the coronavirus. >> 11, 10 is the country. 11 passengers, 10 crew. that number, by definition, the dynamic nature that is coindividual -- covid-19, we

don't have the benefit of how they are self-identifying. >> the tests will be sent to a lab in richmond to see if anyone on a ship has the virus. the county of san mateo is opening up a call center regarding non-medical questions regarding the virus, available from monday through friday from 7:00 a.m. to 7:00 p.m. reporting live. pete suratos, "today in the bay." as fears heighten, so do the shortage of some replies. some third-party sellers on amazon are trying to profit, and in some cases it's downride price gouging. >> i think that's ridiculous how they have to increase that. that's a necessity for us to be safe and to protect ourselves. >> california now officially in a state of emergency, merchants can be penalized for gouging

prices if the attorney general goes after them, it can amount to a $10,000 fine. moving on to the decision 2020, joe biden looking to capitalize on his surprise super tuesday win. some believe it will dwindle down to two candidates. nbc still not calling california's results. bernie sanders is leading. "today in the bay's" tracie potts joins us this morning with more. >> good morning, everyone. sanders is leading, but joe biden seems to have what they're calling the joe-mentum. california is still counting, and that could be a game changer. former vice president joe biden is riding an election high.

at least 13 people and laping dozens of women in northern and southern california. this happened in the '70s as well as in the '80s. the man seen in this video that went viral, who police say stole an elderly man's cart of repsychables pleaded not guilty this week to robbery charges and elderly abuse. this all happened last month. jonathan amor son will be scheduled to be back in court next week. a second man arrested by police has not been charged, but instead has agreed to receive counseling. the san francisco public works department rocked by scandal involving the former director. the new acting director says all 1600 workers will undergo special ethics training like accepting gifts and awarding contracts. the former director is accused of arranging bribes for restaurant contracts at sfo. our investigative unit has been following the story from the

start. head to the unit page at nbcbayarea.com for more background. 5:07. one of the largest cities on the peninsula could lose its only hospital in a matter of days. bob redell is live outside the hospital. what is the county trying to do to keep the door open? >> reporter: they are supposed to hold an emergency meeting tomorrow to talk about the possibility of buying seton medical center bemind me here, or at least helping to secure a buyer. last night the board did hold a special session in front of a packed house to hear from the community and the bankruptcy attorney representing seton medical center. the nonprofit owner of seton, they have declared bankruptcy. for months they have been trying to find a buyer for the hospital, but talks with a potentially buyer has stalled. if that buyer doesn't come through, the 357-bed hospital may close by next week, leaving

daly city without its own hospital. >> there are lives at stakes. that's all i can say. i mean, we cannot close. we are the largest city in the county to not have a hospital? ridiculous. >> we urge you up here to work with us and the community to find a way to save seton hospital and basically saving seton hospital saves lives. >> we're still talking to people. if you have ideas to help us, we're open. >> really look in the mirror and figure out how you're going to sell this hospital to a buyer. >> reporter: that exchange was between the seton bankruptcy attorney and a supervisor. it is reported, if it's not sold, it will be back in bankruptcy court to begin a shutdown.

reusable cups, wet, force that for now. paper cups to help save your health is back as long as the virus is a threat. a federal court has dismissed a lawsuit filed by presidential candidate tulsi gabbard, who said google violated her first amendment rights by quashing some of her advertisements online. google said they did it in error. a judge in a different federal case said something different, that the first amendment doesn't apply here, google isn't the government, and gabbard can't say that it violated the first amendment, because the first amendment only applying to government. mgm has decided to delay the release of "no time to die." the reason is, as you might have guessed, coronavirus. you spend a lot of money making movie, you want to make sure

[ laughter ] >> i'm sure -- >> that's all right. as we go into the weekend. also some rain chances ahead. that's going to keep the temperatures a bit cooler. expect temperatures in the low 50s going from 52 to 60 at noon. now the clouds we are seeing are going into the rest of the day. our temperatures warm up, which is about ten degrees above norm normal. we're going to start to see the dry and high pressure, at least seen recently moving away. that will make way for a couple low pressure systems, some cold fronts, the first one comes in tomorrow, and then brings some spotty light showers on

saturday. it looks like we will see just barely measurable rain. another storm systems comes in goings into next week, and some models keeping it farther to the south. we'll see a third one diving in by next weekend. it's going to be busy, going into at least the next seven days, possibly into next weekend. some of the models showing the north bay will have varying amounts, maybe heavier for the santa cruz mountains, and then more rain in the forecast next week, so it's good to at least see some rain chances here. then for the sierra, some snow coming down, going into next week, especially that could total up to over a foot of snow in some of our higher elevations. so some pringles headed or way for the weekend, and much cooler temperatures. look -- we spring forward on sunday morning, and showers next week. we'll keep you up to date on all

a grieving tennessee residents this morning are also trying to recover. this is after the powerful tornados swept through the nashville area. at least 24 people have died. three people are still missing. this drone video showing a lot of that damage still left behind. more than 100 structures were damaged, even destroyed, and there are still multiple downed power lines. volunteers are showing up by the hundreds to help out. >> the communities, we're rallies. we're called the volunteer state for a reason. new details in the robert durst murder trial, opening statements got under way yesterday. prosecutors are being allowed to

present evidence he may have killed his wife kathy 18 years earlier, though he's never been charged in that case. her body was never found. prosecutors argued durst killed berman, fearing she would talk to police. lori laughlin and her husband believe they have proof of their innocence in the college admissions cheating scandal. they say they have evidence fbi agents told them the scheme's mastermind was all a lie. this comes after prosecutors handed over notes from rick singer's iphone. he alleged fbi agents told him to lie about whether parents knew they were paying bribes rather than making legitimate donations. prosecutors so far are not commenting. the trial is scheduled to start in okay. trending for you this morning. pop stair katy perry revealed that she's pregnant.

we'll be in the mid 60s by noon. we'll reached into the 70s today. >> mike, it's finally happened at the bay bridge? >> in the last three minutes we've seen the fast-track lane start to build a bit. it did clear without any competition competitions. worldwide there are nearly 95,000 cases. there are now 163 cases. >> california is under a state of emergency.

santa clara is reporting three new cases and has the most of any bay area county. in the meantime a cruise ship that picked up and dropped off thousands of passengers in san francisco is linked to california's first coronavirus death. the cdc is now flying test kids to the "grand princess" before it arrives back on shore. thousands of passengers could be at risk for catching the virus. tested positive. a 71 years old placer county man who died of symptoms while on board the ship died yesterday. another passenger is in stable condition in sonoma county hospital. ten crew members and 11 passengers have also shown symptoms of the virus. here's governor newsom explaining the importance of getting these kits out to that

ship. >> that ship is now being delayed to provide ample opportunity for the cdc partnership with coast guard and with tao state health officials to conduct tests. as all of this is taking place, the county of san mateo is opening a call center for nonmel questions regarding the virus. united is slashing flight, that not only impacts travelers, but also bay area families who depend on united paychecks. kris sanchez is live at sfo looking closer at this part of the story. >> reporter: hi there. more than 13,000 united employees working in and around

sfo, and they are going to feel the pressure of united trying to cut back its workforce costs. in ponce united is trying to cut back expenses by offering employees voluntary unpaid leave. employees can also choose a reduced schedule. that is also voluntary. united postponed merit raises for non-union workers. you will get your raises. they also enacted a hiring freeze through midsummer. if you are a traveler, you will feel the impact of a 10% cut in flights in the u.s. and into canada. international service will be cut by 20%. this is applicable for april, and into may. another airline, jetblue, will also scale by about 5% of the immediate future flights and will consider future cuts if necessary, they say. president trump, who has been downplaying the severity of the outbreak, met with airline executives yesterday. his response coordinator said the public should be reassured

by the airlines' plans to clean their planes. >> i was assured to hear them talk about the cleaning procedures and levels of cleaning procedures. i think that will be reassuring to the american public. >> reporter: if you are flying, the standard good hygiene practices still apply. make sure you wash your hands when you can, use sanitizer when you can't, and use disinfectant wipes to wipe down your area, and don't touch your eyes, face or nose. in light of that, when it comes to spring break, maybe you have some travel plans that are suddenly up in the air. standard travel insurance will not cover you if you decide to cancel due to the coronavirus outbreak. that requires policies to allow you to cancel for any reason, that costs about 40% more. if you're traveling for pleasure

that the morbidity rate of coronavirus was 3.4%. >> well, i think 3.4% is a false number. this is just my hunch, but based on a lot of conference are conversations with a lot of people that do this. it's very mild. they'll get better rapidly. they don't even call a doctor. he's not wrong that a lot of people do get better. other barely at all. they do get better. those two groups account for 96.6% of all patients. the house passed a massive spending bill, far more than the white house asked for.

livermore, and yolk reaching 75. in santa rosa, reaching 70 degrees. new update on the drought monitor here. here we go. we have seen an increase the moderate drought across the state, now including a larger amount of the stay in the drought. last week it was 23%. currently we have 34% of the state in the drought, including a big swath of the bay area from the peninsula over toward the east bay, as well as the sierra snowpack that continues to diminish. right north we're owlnly 44% of changes. at least we'll see some light rain for the weekend then going into next week, more showers on the way, and for the sierra, possibly up to a foot of snow. so it is looking better for us, now going toward the end of our rainy season.
