coronavirus will leave with the ship. no word yet where they will be headed. the other 2,000 plus passengers who did not test positive will be taken to areas out of state if they don't live in california. there is concern how this could impact limited medical supplies here. >> i want to assure you bringing this cruise ship to alameda will not absorb the precious resources we have in place for testing. we have been working with the cdc and others to make sure we have additional supplies. >> reporter: doctors say the key to protecting the public is making sure the passengers remain in isolation for at least 14 days and that will take place at travis air force base. the foreign travelers will be taken from here to the tarmac of the airport and never be seen in public places. i'm sharon katsuda, "today in the bay." >> all right, sharon, thank you.

the possibility of getting an inch and three-quarters in san diego. santa barbara up to an inch and a half. it you're out of the south bay most likely you won't get a lot of rain out of this. then we'll see another system coming in once this one moves away. this weekend another storm system dropping in from the north that could bring in more significant rain and sierra snow. we'll be watching out for that as temperatures cool off as well. we'll keep in the rain chances for the inland areas. and then on thursday we're sunny reaching 72 degrees. very nice. friday looking pleasant and a cooler and wetter weekend ahead. mike, you still have the traffic alert. because of the lighter volume right now the traffic

see if the president has responded at all. he hasn't said anything just yet. we want to go to cnbc because wall street bracing for pain. >> courtney reagan explain more about what triggered this big sell-off. courtney? good morning to you both. i think you mentioned it but it's worth repeating because this is a pretty historic move. we do have halted at the new york city stock exchange. this happened about 9:34 eastern time, about four minutes after stocks opened. there was a circuit breaker triggered. they were put into place in february of 2013 and this is the first time they have been used in this form. circuit breaker kicks in to keep

the losses from accelerating. this is all happening as the narrative of the careful careful continues to evolve as the virus spreads around the world, here in the united states, there is back to our coronavirus major concern that this will put coverage, at least ten people a big dampening effect on are dead and another 23 remain economic growth it people are sick or afraid they're going to in china in the coronavirus get sick, they're not going to fight. work, not going to school. ute hotel had been housing some are asking people not to come to work from home, to do online learning. that could have a material impact in economic growth around the world. that was already dampening markets and things like oil prices because if you have a growing economy you're using oil. as the oil prices started to fall, you have major oil producers around the world trying to figure out what they can do to protect their shares. saudi arabia over the weekend said, you know what, we're going to increase production and cut prices. and so that action by saudi arabia sent oil prices falling

by more than 20% today. that's the biggest one day fall since the beginning of the gulf war in 1991. we have a lot of forces at play here and the new york stock exchange is trying to just keep cooler heads prevailing. trading will then resume. if13%, then we're going to get another 15-minute stock hold. let's hope that doesn't happen f. it does there are protections ready to be triggered. >> you mentioned this is the first time these triggers have come into play in their most recent incarnation. how does the world respond to this? >> yeah, this is, i think, a very interesting question and we don't know yet. this is the first time we've seen this happen and the reason the circuit breakers are in place the way they are there is

something we refer to as the flash crash that happened in may of 2010 when we saw stocks fall and for no real determinable reasonable. here we have an understanding for why things are going lower. as a result we've put these protections in place to protect trading, what feels like a freefall. we'll see what happens with the rest of the world. europe is ahead of us when it comes to the time so they already have been lower by 7%. italy was down about 10% this morning because about a quarter that have country is effectively under quarantine, the northern part of the country. this is not just felt here in the united states but around the world. each world market has a different way of operating. >> we have these in place in case the market drops more. what are analysts saying about

this? >> quite honestly it's hard to know. it's anybody's guess right now. >> it's back on, courtney. we see the markets moving again. >> there you go. okay. so here we are, we are falling slightly lower here ore than 7%% in the first moments of that trading. so this will continue to fall until we fall 13%, if, i should say, if we fall 13%. if that happens you'll see another 15-minute halt. level three, if we fall for 20% or more, trading will stop for the rest of the day. so we're going to see what happened. in just the first minute or so that trading has been resumed we're down about 7.2%. the losses are not accelerating too much further at this point but this is something we're really going to have to watch closely throughout the day. >> yes, we will, courtney.

along the coast and parts of the south bay. elsewhere a few more clouds mixing in by tomorrow. also some rain chances from gilroy to morgan hill and tomorrow afternoon. we couldsystem for southern cal. could see over half an inch and then to the bay area where we don't see a whole lot of it for areas south, palo alto and so this is what we are expecting less than a tenth of an inch of rain. this one not bringing in that significant rainfall that we need to bust our drought. as we go into the rest of the week, dry. temperatures warm up and a bigger storm system that will bring in some heavier rain and sierra snow. let's look at the ste aierra

forecast. one model putting down three feet of snow this weekend. some really great news. we'll have nice measurable rain as our temperatures cool off. we'll have mostly dry conditions except for the south bay over the next 24 hours and then we'll see our temperatures warming up into the upper 60s and low 70s. all dry for thursday and friday. mike, three crashes affecting the east bay commute. it sounds like a lot but those are the only three issues as traffic flow looks lighter. now just the build for walnut creek over here coming through contra costa county. we're starting the pattern later. 6:53 now. the crash still has a couple vehicles in lanes and a couple on the shoulder, west 80 at solano avenue. out of richmond is where we see the slowing. san pablo avenue is an alternate off the freeway.

remember, it is a surface street and you have to watch the speed limits there. speeds are improving. another crash here keeps things slow. the slow lane is blocked. waze has optioned out different timing. they're even suggesting you go to 580 which is more mileage but a very clear route right now. happening now another princess cruise ship is under the coronavirus microscope located off the coast of south florida. it docked after the cdc cleared the ship to return to port. the ship was scheduled to doc sunday morning but a couple of crew members might have been exposed. they may have been exposed while they were previously on the grand princess ship. next, another look at the

top stories including the breaking news this morning. >> the dow jones trading was stopped because the market just plummeted below 7%. that triggered a circuit breaker stopping the trading for 15 minutes. it looks like things are starting to recover a little bit this morning. we're above the seven-point threshold. the s&p recovering a bit this morning. the dow down more than 7%. it is now down about 5.75%. the nasdaq less than that. >> a live look from nbc bay area sky ranger for you that morning where we're tracking "the grand princess" cruise ship off the coast of the bay area. expected to dock at the port of oakland. sharon katsuda is live at the port for us this morning. any word how soon we could see the ship come in? >> reporter: we've been told as

early as 3:00 this morning and ravel into the port ofon. oakland. you can see this is a very remote area with a containers and crates and just to the left is the staging area where we have seen some tour buses ready to take the passengers. now this ship has been sitting off the coast for several days. some crew members tested positive. they will stay onboard and move to another location. the other 2,000 plus will go to local areas including the travis air force base and two tested positive will be treated at local hospitals, back to you. >> thank you, sharon. >> we have eyes on the golden gate bridge where the ship may pass through. the weather is clear today. that storm system well to the south of us will bring in spotty sprinkles and another chance to the south bay tomorrow. a last look for the commute.
