sporting events and even everyday routines, the impact is everywhere. >> then to today's consequential vote in six states could the virus impact voter turnout? and is bernie sanders road to nomination getting ever more difficult? >> and a ray of joy for a basketball team and a community after a tornado tragedy. the thrilling victory that couldn't have come at a better time "early today" starts right now. >> good morning, i'm francis re va ra. >> and i'm phillip the white house is gearing up to ask congress for help in dealing with the economic damage caused by the coronavirus the news comes as the number of cases has surged to over 700 and 26 deaths. on monday, president trump, along with vice president mike pence, held a briefing updating the latest on the virus. saying they will meet with congress later today to propose dramatic economic measures amid coronavirus fears. for more, we turn to nbc's tracy potts live for us in d.c. this morning.

tracy, good morning. did the president say what, exactly, he plans to ask for >> well, he gave some idea because with wall street spooked the way that we saw it yesterday, president trump says he's got a plan to keep the economy on an even keel while we work out what's going on with this coronavirus his plan would include what he calls a significant payroll tax cut. a big number to treople's wallets as they may be missing work he says he also wants to pitch the idea of small business loans and help for the travel industry, airlines, cruise lines, hotels, while people aren't traveling these are some of the things he plans to talk with republicans about today. >> we're also going to be talking about hourly-wage earners getting help so that they can be in a position where they're not going to ever miss a p paycheck going to be working with small companies, large companies, a lot of companies so that they

don't get penalized for something that's not their fault. >> now, some republicans say they think it's too soon for that large of an economic package. that the government really needs to be focused on fighting the virus itself by the way, the president, the white house confirms, has not been tested because he hasn't been in close contact with a patient. although, he's been in contact with lawmakers who have. >> tracie potts, thank you, tracie. >> and the coronavirus continues to have a global effect. hitting everything hard from the economy to travel. the spread of the virus is prompting fears of mass gatherings, including parades, major conferences, and more. like, south by southwest, that have been cancelled. ireland and the city of boston have cancelled their st. patrick's days parade. and rock band pearl jam also announced the group is postponing part of its tour due to the outbreak. but that's not all promoters for popular music and arts festival coachella,

market. >> more than 100 countries around the world are working to contain this coronavirus in the uk, a program called flu kemp is reportedly offering volunteers about $130 a day to be intentionally infected and quarantined. 24 people will be infected with two different, less aggressive strains of the virus and in a race to try to develop a vaccine. in germany, clinics are now offering drive-through testing for the coronavirus. the number of cases there has spiked to over a thousand. nbc's claudia is live for us in italy where that entire country is now under lockdown. good morning what does this mean for the people in italy? >> good morning, phillip what this happens is that the government is asking all italians, 60 million of them, to stay home. unless they really have an emergency. whether that is medical related or a work emergency. and if they do get out, they need to take with them a form.

a self-certification form in which it states who they are, where they're coming from, and where they are going to. i mean, these new measures are the extension of the measures to the whole of the country were announced last night by the prime minister during a dramatic press conference, in which the prime minister said time is running out to stop the spread of coronavirus only yesterday, we saw a spike in the number of deaths by 100 and now the death toll is more than 460 and those infected are almost 10,000 so the prime minister said while the future of our country depends on all of us, on every single italian doing a bit of a sacrifice and trying to remain home to stop the spread of the virus. phillip. >> drastic measures being taken there in italy claudio. thank you, sir. >> we turn now to asia where the virus originated more than 80,000 cases have been reported in mainland china but in the latest update, officials say only 19 more cases were

detected that is the lowest number since china began reporting cases. on the same day, nearly 1,300 people were discharged that's after being shut down since early february all but four apple stores in china have now reopened. nbc's kelly joins us from south korea. kelly, what is the latest on the situation there? >> well, francis, some optimistic numbers in south korea as well. both the president and health minister saying they are cautiously optimistic. that this country may have reached the peak of new cases, the spread of the virus that peak may have been february 28th, 11 days ago, when they reported more than 900 new cases in a 24-hour period. today, that number is down to 131 with 54 deaths yes, they have more than 7,500 positive cases of coronavirus. but again, only 54 deaths and the number of new cases now

steadily declining b now, despite that good news, there is still quite a bit of caution in this country. in fact, troops, the 28,000-plus u.s. troops who are stationed here have been told not to travel and that travel ban, now, is in effect until the beginning of may. in china, as you had mentioned, francis, also some optimism there. you mentioned the number of new cases. only 19 today. the w.h.o., world health organization, says of those 80,000 cases of coronavirus in that country, 70% of people have recovered. they're closing those makeshift hospitals and, today, for the first time, the country's president xi jinping made his very first visit to wuhan, the center of that virus outbreak in the country. the obvious message to the world that china is now moving forward. francis. phillip. >> hopefully, we seie those numbers trend in the rest of the world as well. thank you.
