right now at 4:30 a growing coronavirus across the bay area. on your left santa clara county takes action becoming the first in the nation to ban large events. and on your right something the world is watching unfold, the live report on what's next for the passengers who left the "grand princess" cruise ship and those still stuck onboard in the port of oakland. and good morning. i'm marcus washington. >> and i'm kris sanchez in for laura garcia. developments in the coronavirus outbreak are changing by the hour. here in the crisis center with the latest on what you need to know this tuesday.

first there are 86 confirm cases of coronavirus across the bay area. santa clara county still with the most cases at 43 people and the county is now confirming the first death in the bay area. and around the world the virus infected more than 113,000 people and more than 4,000 people have died. >> much more ahead with you for live team coverage. but first a live look outside for san francisco and san jose. meteorologist kari hall has been tracking the forecast. it's starting out nice and cool. >> nice and cool. we are seeing rain getting close to the bay area but check out all the downpours happening around l.a. and san diego and we're seeing some of that moisture coming far enough north to possibly bring us a few sprinkles but it's still to the south of us now occurring around mon at that ray and approaching santa cruz. the potential of spotty, light showers coming at least into the south bay as we go into this afternoon and the evening hours.

i think the south bay will have the highest chance. we'll talk about our hour by hour forecast and what else we're looking forward to in the forecast coming up. mike, you have a crash you're already tracking. it's in the east bay. the bay bridge toll plaza first. we have a few more cars showing up than we did yesterday. a lighter commute overall maybe partially due to the time change and due to telecommuting. we'll see how the commute shapes up. right now no surprises at the bay bridge toll plaza. a crash eastbound highway 4, may have just cleared between the east shore freeway and 680 there. not a problem for most of our commuters on the early drive and most of that exists out of the altamont which is standard. back to you. >> thanks, mike. this morning more live team coverage on the coronavirus crisis. "today in the bay's" sharon katsuda is monitoring the cruise ship that docked at the bay of oakland. >> first, bob redell is live at san jose state with more on the classes now being canceled.

bob? >> reporter: kris and marcus, san jose state university the latest to cancel in-person classes. that suspension going into effect running through friday. this is to give faculty and staff time to transition to fully online or, quote, distributed instruction which will begin next week and will last for two weeks until march 27th of this decision from sjsu after days of pressure including a student petition calling for the school's closure. santa clara, sf state, uc berkeley and stanford have enacted the no in-person class precautionary measures. >> a lot of people feel it was unfair it was something we wanted for our safety and for other people who are concerned about their kids or family being here, too. >> reporter: yesterday the public health department announced the first covid-19 death here in santa clara county. she was a woman in her 60s, had

been hospitalized in mountain view, was the third reported case of covid-19 in the county. had not traveled internationally and had no known contact with a traveler or infected person. coming up at 5:00 the the public health department to cancel large social gatherings here in the south bay. reporting live at san jose state, bob redell, "today in the bay." >> thank you very much, bob. santa clara county's latest death, the one, and only one. a spike in cases prompting health leaders to take extreme measures. gatherings of more than 1,000 people now banned countywide for the next three weeks. this will affect those san jose sharks games. the team reviewing how it will handle upcoming home games. businesses surrounding the shark tank, though, they're feeling stunned. >> we get a ton of business and it's going to be a big blow to us. >> we've seen a rapid increase in cases not linked to travel or to known confirmed cases of

covid-19. >> the county ban will not apply to malls or to the san jose international airport. large schools are also exempt. now to the cruise ship docked at the port of oakland, hundreds of passengers are still onboard quarantined after a possible exposure to people onboard with coronavirus. "today in the bay's" sharon katsuda was at th is when the s there at the port of oakland yesterday. she's back there this morning. sharon, be talk to us about what's next to passengers waking up still onboard. >> reporter: marcus, you can see the cruise ship right behind me. there's not a whole lot of activity going on right now because the cdc says it will only process the passengers in the daylight. but we know from yesterday it's going to be another long day for the passengers still onboard. the "grand princess" docked here at the port of oakland yesterday. health care workers all suited up set to process the two passengers who tested positive for coronavirus first along with others who needed medical

attention not necessarily related to covid-19. then families with children disembarked from the ship. we do not know how many people are still onboard but bus loads of passengers took off to travis air force base and oakland international airport. craig wright and his wife were passengers on one of them. they said the mood was somber. >> i think everybody is just tired. they've been waiting all day and so no one is talking. >> everyone is just completely quiet. i'm kind of surprised because when they let us out on the deck everyone was rejoicing. >> reporter: a team from the office of san francisco was there overseeing the safe boarding of canadians who were on the cruise. now back here live you can see the cruise ship, rooms are dark, resting up for today's activities. we are still waiting to hear from the cdc on what order the passengers will be disembarked today. reporting live from the port of

oakland, i'm sharon katsuda, "today in the bay." in the past few weeks b.a.r.t., muni, ac transit all have started to sanitize trains and buses daily to alleviate virus fears. this morning a clearer picture how many people are choosing to not use b.a.r.t. at all. "the chronicle" reporting b.a.r.t. had more than 2 million people on its trains in the last week of february but the first week of march, one week's difference, 170,000 fewer riders. that is an 8% drop. >> of course we're updating our website and digital platforms 24/7 and have even dedicated an entire section to coronavirus there. you can actually find it at nbcbayarea.com. 4:37 for you this morning. tech giant apple reacting to the coronavirus. next here on "today in the bay," what it's doing at its stores to try to prevent the spread of the virus amongst customers. plus, a looming deadline. the all new faster way to apply for a real i.d. in california.

micro climates and rain in the forecast coming up. heading south the headlights on the nimitz showing a nice drive, lightly blowing flag right there. no problem through fremont. heading to the south bay one issue i'm tracking. we'll talk more about that coming up. good morning. i'm rahel solomon at cnbc headquarters. yesterday's massive sell-off. stocks in asia and europe higher on hopes the government's stimulus measures can tackle the economic impact of the coronavirus outbreak. president trump said he'll ask congress to pass payroll tax relief and other proposals such as help for hourly workers. the markets plummeting yesterday amid virus fears and nearly 25% plunge in oil prices. crude seeing its worst day since 1991. the dow, nasdaq and s&p 500 suffering their worst day since 2008 and are now less than 1% from bear market territory or

down at least 20% from recent highs. the dow had its worst point decline ever so, yes, a brutal day for wall street on monday. this may be the storm before the calm, so to speak, at least if history is any kind. including yesterday the s&p 500 index broadest measure has had a decline of 5% or more 11 times on a monday going back to 1952. the good news is every time the s&p has risen the next trading day by an average of more than 2%. mondays represented some of the worst days for the market including the black monday crashes in 1987 and 1929. and apple is updating its website to let iphones, ipad and mac owners know it is okay to clean your devices with disinfectant wipes amid the coronavirus outbreak. apple had previously advised against using anything other than water because apparently some substances can wear down the coating apple applies to

keep the devices looking their best. apple still saying do not use bleach, avoid getting any moisture in any opening and do not submerge your product in any cleaning agent. marcus and kris, back to you. >> that is fascinating what you were saying about monday, though, that mondays are tough. we always think that it's true but to see it manifest in the markets. >> we're hoping that today will be a great day. >> the dow is up about 1,000 so that might hold true. we'll have to see. >> thank you. what a day, rahel. coming up, kari hall is tracking our forecast. a cold start in the north bay. we'll talk about the spread in temperatures and rain chances ahead coming up next. and we are in the south bay here. highway 101 a light, easy drive as you might imagine. i have one issue i'm tracking in san jose maybe affecting some of the buses for the school districts. we'll check on that. plus, working to help you make it in the bay.

looking live at sfo this morning where a lot of travelers say it's looking a little down there. fewer people at the airport amid fears of the coronavirus spreading. but we're talking about the weather forecast which is lovely for today at least. >> especially today because it's someone's birthday. >> that's right!

happy birthday, kari! >> thank you. >> you don't look a day over 29. >> thank you. i'll do that over again. >> yesterday you said she looked, like, 28. >> busted. all right, we have some nice weather, too, and it's also a nice little treat. we have some rain in the forecast as we take a live look outside in san jose. a mostly clear start, temperatures chilly. in evergreen upper 40s to low 50s to start and then leading into some low 60s by 11:00 today. now normally our high temperature this time of year is about 65 degrees and we're going to go above that today with a warm-up even a surge of clouds and light rain moving in from southern california. this is where they will get the brunt of the storm coming in missing out on a lot of rain here as we're on the northern fringe of this storm system that may be able to push some spotty, light rain into the south county as well as some of our hills.

but then for the most part a lot of the bay area will not see any rain today as we go hour by hour. we do see some spotty showers moving into gilroy, morgan hill, possibly over to evergreen and some parts of east san jose. as we go into tomorrow we'll see this all clearing out and it may be the only area we see the rain chances today. and then going into tomorrow we'll start to see that storm system moving on as we go into the rest of the week our weather dries up. a couple significant storm systems as we go into the weekend and it could bring us a decent amount of rain. this could bring up to half an inch of rain. we know that the sierra snowpack has really been lacking at this point. right now statewide we're at 38% of where we should be for this time. look at what's in the forecast for the sierra. check that out. the potential -- no, we're like, whoa, we haven't seen this in a

long time. the potential of three to four feet of snow in the next week. that's going to be amazing. mike, you are tracking a small fire in san jose. >> the opposite of ice, fire. looking at green over the bay commute. a smooth flow of traffic on the freeways. just off of highway 87 here is unified way. the reason i point this out there's a bus yard right there. a small brush fire reported. it might be visible but i don't see slowing on the sensors. we are tracking that but, again, no impact to the buses as far as we know. we'll show that if there is an issue. i don't think there will be. that's over here. looking at the entire south bay. a smooth drive including across the santa cruz mountains. no problems for contra costa county moving to the bay bridge. completely cleared the last three minutes we've seen a few

stacking up. one cash lane yet to open. that is not a surprise. we talked about the fire just off 87. back tu. the search is still on for these two jail inmates who escaped while they were interviewing to get into a san francisco rehab center. the men were among five inmates on a day pass when they got away. they were last seen along the embarcadero. if you see them, give police a call. supervisors pick up the debate on taking over delivery of electrical power from pg&e. the debate comes amid the push to emerge from bankruptcy. the plan has a $57 billion price tag. they are still holding meetings on terms and conditions, trying to emerge from bankruptcy by

july 1st. the $100 million project involves propping up two sides of the building. covering the sinking tower which has now settled about two feet since it opened ten years ago. supervisors approved sidewalk closures. there's no set date yet on that retrofit. ro and one east bay city is looking to make more affordable housing. berkeley city councilmembers will vote to help low income residents. these are renderings to create a five-story building with more than 50 units on san pablo avenue. if approved the city will use nearly $40 million to create six new housing projects. as the deadline looms there is a faster way for you to apply for your real i.d. here in california. the dmv is adding new express checkouts at 23 more offices

across the state including here in redwood city, san francisco and san jose. those will allow to you fill out the online application for the real id, upload documents, and set up an express appointment at a dmv office. nearly 8 million have gotten a real i.d. so far, up nearly 500,000. starting in october you have to have a real id or valid passport and to access sites like military bases. a viewer actually texted me or emailed me on social media saying he went to get his real i.d. in walnut creek, in and out 20 minutes, no appointment. >> wait, that can't be real. >> he thinks it's because of the coronavirus. interesting. something to think about. 4:52 this morning. coming up on "today in the bay," nbc bay area responds. >> reporter: they were quarantined on the "grand princess." will those passengers get their money back? i'm consumer investigators chris chmura. that story next.

also happening now, european union leaders say that 27 member countries now have confirmed coronavirus cases. the numbers vary from a view cases in some countries to places like italy with more than 9,000 cases. italy just quarantined the entire country after it announced there are more than 450 deaths now linked to confirmed coronavirus cases. i'm phil mickelson.

excursions, gratuities and other items. in addition to those refunds the company says it will also provide guests with a future cruise credit equal to the cruise fare paid. these steps are a big departure from the cruise line 10,000 word passenger contract. it gives princess the right to deviate from the scheduled route, change the port and substitute transportation, in many cases says passengers get nothing in compensation when they do all of that. princess said it's making an exception here due to the extraordinary circumstances. understand some lines are offering exceptions but that flexibility is not universal. they're still making case-by-case decisions, and you might have to appeal to get them to come around. if that doesn't work, maybe we can help. go to nbcbayarea.com/respond or call us 888-996-tips. >> thanks, chris.

tuesday. i'm kris sanchez in for laura garcia. >> and i'm marcus washington. american airlines is canceling all flights until october 24th. we last -- last week united airlines canceled flights to china. this is through april. also this morning the bay area's largest county, santa clara, is sounding the alarm banning large events of 1,000 or more people for three weeks starting at midnight tonight. a live look for you right now at san jose state university where in person classes are now suspended for two weeks. this comes as they report their first coronavirus-related death and the number of cases in the county is now at 43, the highest in the bay area. here is a look at the port of oakland. this is right now, and there's more than -- that's where you can see the "grand princess" cruise ship. passengers are expected to disembark and head into
