quarantine. the attention of the nation and the world yesterday. looking live now at the white house today president trump will meet with lawmakers about a proposed payroll tax to boost the economy. much more on the coronavirus outbreak because it just keeps changing including live team coverage. first a look at your forecast with meteorologist kari hall, aka the birthday gal. >> thank you. we're seeing all of this rain that we are missing out on across southern california and we're just on the northern fringe as we see a little bit of rain getting closer. that's pretty much it. we will see still some more clouds moving in and some mild temperatures but we're looking at the waves of rain for the most part only in the south county and san jose. and then it falls apart as it moves into the rest of the bay area. we'll talk more about this and we haven't lost all hope.

mike, you are watching out for a mattress in the east bay. >> i urge other drivers to watch out as well. there's not a lot at the bay bridge toll plaza. this is light for a tuesday. we'll track that. we're looking at over here in the east bay just off the east shore freeway. valley view just over here reports of a mattress crossing both directions for that roadway, so just keep that in mind if you are traveling along san pablo dam road heading to or from i-80. the rest of the bay shows green sensors. only a little slowing out of the altamont. back to you. thanks, mike. back to our coronavirus crisis coverage for you. our team is tracking developments from several angles. first let's get to tracie potts live in washington this morning with details on the new white house prevention plans. tracie? >> reporter: in that prevention plan, focuses not only on health

and very much on the economy after the big sell-off we saw on wall street partially because of fears over the impact of this virus. president trump talking to republicans today about whether they can cut the payroll tax, provide small business loans, give some support to the travel industry. he was just talking about the airlines. they're expected to lose billions. all he says to try to right the ship, so to speak, when it comes to the finances impact of this virus. it's not clear at all that republicans will go along with that. some of them skeptical it may be too much too soon. >> substantial relief. it's a big number. we're also going to be talking about hourly wage earners getting help so that they can be in a position where they're not going to ever miss a paycheck. >> reporter: now the stock market, as we mentioned, took a wild ride yesterday when the dow

plunged 2,000 points. futures looking better for today. it created a halt in trading for about 15 minutes because it dropped so quickly. now here on capitol hill there was talk about shutting down and re-assessing for a while. doesn't look like that will happen. there are six members of congress who were exposed to someone who has this virus and decided to restrict activities in some way, closing offices, self-quarantine, or working remotely for the next 14 days until they're sure they're not sick. none of them seem to have any symptoms at all. marcus? laura? >> thank you, tracie. back here in the bay area we want to show you the map of how many confirmed cases. 86 in all of the bay area. santa clara county still with the most, and that number is higher now.

it's 43. the county is confirming the first person to die of coronavirus happened in santa clara county. several cities and counties are set to vote on declaring local states of emergency. that is to free up funding and get folks organized. that includes alameda county, contra costa county and santa clara county. the city of jose was considering that now as well. santa cruz county leaders will also vote on an emergency measure today. and new drastic measures taken into uncharted territory. >> large gatherings are now going to be banned to try to stop the spread of the virus. "today in the bay's" bob redell is live to talk about where the ban will and will not be applied. this is new territory, bob. we're wondering where can we go? >> reporter: basically what the santa clara county health department is saying they are banning large social gatherings of 1,000 people or more within

the -- for the next three weeks at least. you can still go to the mall, to the airport and schools are exempt for now. county health officials say the more testing they've done the more cases they are seeing and they expect that trend to continue. >> we've seen a rapid increase in cases not linked to travel or to known confirmed cases. of covid-19. >> this order is legally enforceable by the sheriff and all the police departments in the county. >> reporter: this temp ban includes no san jose sharks games, at least not with people in the stands. the sharks sports and entertainment saying we will adhere to the mandated guidelines and will review each scheduled event and provide an update in the coming days. the earthquakes also say they will immediately comply with the order. the first covid 19 death here in

santa clara county was a woman in her 60s, had been hospitalized for a number of weeks in mountain view. she was the third reported case in the county. had not travelled internationally. the decision made by universities like san jose state to curtail the spread of the coronavirus. bob redell, "today in the bay." >> thank you, bob. bob mentioned san jose state but some bay area schools are also closed. others rethinking their policies in the wake of the outbreak. san francisco state and san jose state have now stopped in-person classes although the campuses remain open. some high schools are closed because of concerns over the pred of the virus including lowell high. marin schools remain open but some parents believe that's about to change.

>> probably not a question of if but when. other countries are doing this, some more aggressive than others. >> we are tracking the school closures. if you look at the bottom of your screen there you will see if your school is affected. overseas italy's lockdown and travel ban impacting millions of people. at least three students are stymied in efforts to return home after the study abroad programs ended abruptly. lots of flights canceled as well. the students had been studying in florence. program executives are rebooking their flights home. a live look at the port of oakland where teams are still in the process of transporting thousands of people onboard the "grand princess" ship. after they were stuck at sea. we saw a lot of passengers disembark yesterday and know there are still passengers

onboard but it's not clear how many are left. buses transferred some to travis air force base and others sent to miramar, passengers from other countries were taken to oakland airport. this is where they'll face two weeks of quarantine. there are now at least 150 people there, none have tested positive. san francisco public defender raju is calling for an action plan to prevent the spread of coronavirus in its jail facility. a letter was sent to the sheriff saying there's enough serious concern more than 1,000 inmates live so close together. the sheriff says that if an inmate gets the virus they would be moved aqua, quarantined in certain cells and the entire jail would be sanitized. stay with us for the latest. our twitter page is a great resource for updates on the go. we tweeted out this map.

our handle is @nbcbayarea. to decision 2020. voting is now under way in the michigan presidential primary. michigan has 125 democratic delegates at stake. one of six holding primaries today including washington state, missouri, mississippi, idaho and north dakota. now here is the current delegate count. joe biden 652. bernie sanders 575. gabbard has two. michigan would be a key win for either contender. sanders is hoping to repeat his win. biden is hoping to build on his newfound momentum. stay with nbc news online and here at nbc bay area for the results from today's primaries.

defendant john lee cowell has pleaded not guilty by reason of insanity. attorneys agree he is the one who stabbed and killed nia wilson on the b.a.r.t. platform in 2018. during closing arguments attorneys sparred over his state of mind. the prosecution will give its rebuttal today before the jury starts deliberations. an update on efforts to help the homeless try to make it in the bay. tents are still popping up despite several clearing efforts. they will talk about how to keep the trail clear going forward including how to clear a juvenile center for emergency housing. supervisors today plan to talk about using other locations. and meteorologist kari hall is watching our forecast for us.

rain may be in the distance. looking at walnut creek a dry day. right now at 5:10 a live look at our temperature trend we'll be in the upper 40s and expect a lot of sunshine today. upper 60s by noon. and then as we look at that hour by hour forecast once again rain chances in the south bay, some of it might be quite heavy as we look at gilroy and morgan hill. a lot of it weakening before it moves into san jose. we'll talk more about this coming up. mike, you're seeing no problems right now. >> you're seeing more yellows and reds on your maps than i am. we're looking at a smooth flow of traffic at speed for all the freeways. just that little bit of slowing out of the altamont and slowing shows up here at the bay bridge toll plaza but that actually may turn back to green because the last few minutes have seen all cash lanes now open. almost no backup at the toll plaza. we expect a lighter flow. we'll track it. back to you. >> thanks, mike. next on "today in the bay" the reason one driver gave officers after being pulled over with a license plate that

as you get out the door in antioch right now at 5:14 we are going to have a really nice day. just cool to start with. some upper 40s through 8:00 and then warming up to 66 degrees at noon with a lot of sunshine. a look at the rest of our micro climates and where we may see rain in less than five minutes. and no delays for the transit agencies. okay right now. shorter drive across the bay because of light traffic across the san mateo bridge. good morning. i'm rahel solomon at cnbc headquarters. here are today's top business headlines. wall street looks set to bounce this morning following yesterday's massive sell-off. stocks in asia and europe are also higher on hopes for government stimulus measures to tackle the impact of the coronavirus outbreak. president trump says he'll ask congress to pass payroll tax relief and proposals for help

for hourly workers. the markets plummeting amid virus fears. a near 25% plunge in oil prices. crude seeing its worst day since the gulf war in 1991. the dow, nasdaq and s&p 500 suffering their worst day since 2008. and now less than 1% from bear market territory or down at least 20% from recent highs. the dow also had its worst point decline ever down more than 2,000 points. it was a brutal day for wall street on monday. one firm says this may be the storm before the calm, at least if history is any guide. including yesterday the s&p index has had a decline of 5% or more 11 times on a monday going back to 1952. every time the s&p has risen the next day by an average of more than 2%. mondays have represented some of the worst days for the market including the black monday

crashes. apple is letting iphone, ipad and mac okay to clean your devices with disinfectant wipes. they had previously advised against anything other than water because some substances could wear down what they use to keep the devices looking best. avoid bleach, getting water in any opening, and do not submerge your product in any cleaning agents. i don't know who would submerge their iphone in any cleaning agent but i guess it bears repeating. >> who can afford that amount of purell at this point. thank you. stay safe and healthy. uber and lyft are forced to switch gears with the threat of coronavirus with drivers who may be exposed to the virus. they will offer paid sick leave. employees that qualify will be paid up to 14 days.

also, some companies are offering a new option. you can request the driver leave orders on your doorstep. >> a lot of folks have already been doing that. they don't want to open the door to a stranger. >> i can see that one. less americans are tying the kn knot. >> 50% of all americans were married in 2017. that is actually down from 60% in 2002. more americans are living together. experts say student loans and other debts are just getting in the way of people getting hitched. trending this morning a driver in louisiana had quite the excuse after being pulled over with this license plate o . it expired in 1997. the driver told the officer, quote, sorry, officer, i've been real busy lately and forgot to

renew my vehicle registration. that's it? you need something better than that. >> sportsman's paradise license plate there. i bet the fishing license was okay. >> i bet, right? >> vintage. >> shared more than 800 times. >> i used to live in louisiana and that license plate would stick out like a sore thumb because the newer ones have a picture of a pelican on it. so you would be like, where is that license plate from. >> back in the day. so let's get started here in the bay area with a live look in san francisco. it is a beautiful start to the day. the camera shaking around a bit. a breeze as we start out but no fog and you'll have clear visibility as you get out the door. lock at all of the rain happening in southern california and you can see it moving into parts of the south bay but fizzling out as it gets here.

there may be still leftover light sprinkles for parts of the bay area. let's get a closer look. i put on a couple of computer models so we can see how they'll resolve the storm system today. it looks like by 2:30 we're seeing some spotty showers in the mountains and some of our hills but moving into the south county by 6:30 this evening. plan for that in gilroy, morgan hill and south san jose and some of that rain weakens as it moves northward but far enough north into palo alto, parts of the east bay and as it moves into the tri-valley a lot of that rain weakening. we'll keep the chances of showers in the forecast. we'll be watching more storm systems set to move in for the weekend and early next week looking to bring in significant

rain and snow. we're looking at rainfall totals possibly over a half inch which would be really great news. how much of the snow depth and snow coverage we have right now only at about 40%. but compare that to a year ago, remember how much snow we had. it's really daunting to see the coverage there, the difference. last year at this time we were at 162% of average for the sierra snowpack. this is a big change here. we do have snow in the forecast. i'll have more on that coming up. mike, you're seeing lighter traffic right now. >> we're expecting that because a lot of folks are telecommuting and with schools off alters parents' schedules. we do have a little bit of slowing. vasco down to the narrows. about a 25% drive off marsh creek road. discovery bay, funneling down to

580 which shows just a little slowing, holding steady out of the altamont. no problem through the rest of livermore. over here the rest of contra costa county looks great. the same thing for the upper east shore freeway. a tad bit of slowing highway 37 out of vallejo across. the place you expect to see the first slowing traffic down to still under 20 minutes over to novato. no backup at the bay bridge. and it's 5:22. that's really light. we do have traffic slowing down. back to you. >> thanks, mike. 5:22. reaction to the growing coronavirus outbreak. next on "today in the bay" we'll talk about the concerts being canceled across the country and the shows that will start recording live without audiences.

right now at 5:30 a growing coronavirus crisis across the bay area. santa clara county taking action becoming the first in the nation to ban large events, something the world is watching unfold at the port of oakland. what's next for passengers who left the "grand princess" cruise ship and those still stuck onboard. thank you for joining us. i'm marcus washington. >> and i'm kris sanchez in for laura garcia. we want to get you the latest about what you need to know. first there are now 86 confirmed cases of coronavirus across the bay area. santa clara county still with the most. 43 people have coronavirus. and now the county is confirming the first person to die of the virus. also across the world the virus infected more than 113,000 people and more than 4,000 people have died.

princess cruise ship docked at the port of oakland and passengers now facing quarantine. >> first, bob redell is live at san jose state where students are going to stay home because classes are canceled, bob. >> reporter: correct, kris and marcus. san jose state university is one of the latest bay area universities to cancel in-person classes starting today through friday and the reason they're doing it this week it gives faculty and staff time to transition to fully online or distributed transition which would begin next week and last at least two weeks until march 27th if not later. right now march 27th is the date they have in mind. this decision comes after days of pressure including a student petition calling for the school's closure. santa clara, sf state, city college of san francisco, uc berkeley and stanford have also enacted the no in-person class precautionary measures. >> a lot of people feel it was unfair that it was something we

wanted for our safety and for other people who are concerned about their kids or their family being here, too. >> reporter: yesterday the public health department announced the first covid-19 death here in santa clara county. she was a woman in her 60s, had been hospitalized for a number of weeks at el camino hospital in mountain view, was the third reported case of covid-19 in the county. she had not traveled internationally and no known contact with a traveler or infected person. coming up at 6:00 the order from the public to cancel large health gatherings. >> santa clara county had a spike in cases. gatherings of more than 1,000 people are now banned countywide for the next three weeks and that will affect san jose sharks games. the team is reviewing how to handle upcoming home games.

"today in the bay's" sharon katsuda was at oakland, the port of oakland, when the ship docked yesterday. she's back there this morning for us. talk to us about what's next for the passengers. >> reporter: the cruise ship behind me, and there's more activity going on right now, more lights turning on in the rooms over there. you can bet another long day for the passengers onboard. the "grand princess" docked here at the port of oakland

yesterday. health care workers all suited up set to process the two passengers who tested positive first along with others who needed medical attention not necessarily related to covid-19 and then families with children. bus loads of passengers took off to oakland international airport. craig wright and his wife were passengers on one of them. they said the mood was somber. >> i think everybody is just tired, they've been waiting all day and so no one is talking. >> it's very quiet. everyone is just completely quiet. i'm surprised because when they let us out on deck everyone was rejoicing. >> reporter: a team from the consul general's office was there overseeing the safe boarding of canadians who were on the cruise and back here live those who disembarked yesterday and headed to travis air force base will be quarantined the next 14 days and then we are

still waiting to hear from the cdc on which passengers and in what order they'll be released today. reporting live at the port of oakland, i'm sharon katsuda, "today in the bay." in the past few weeks b.a.r.t., muni and ac transit have started to sanitize trains and buses daily to alleviate virus fears. this morning a clearer picture of how many people are now choosing not to use b.a.r.t. "the chronicle" is reporting they had more than 2 million people in the last week of february but in the first week of march 170,000 fewer riders, an 8% drop. we've dedicated an entire section to the coronavirus. you find it at nbcbayarea.com. the debate on trying to take over pg&e's power grid. the push to emerge from

bankruptcy. that plan now has a $57 billion price tag and commissioners are still holding meetings on the terms and conditions. pg&e is trying to emerge from bankruptcy by july 1st. >> supervisors will rubber stamp recent votes to choose surrounding sidewalks for the planned upgrade to the millennium tower. propping up two sides of the building. our investigative unit has been covering the sinking tower which has sunk two feet. supervisors approved sidewalk closures around mission and fremont. one east bay city is looking to create more affordable housing to help people make it in the bay. they will use money from bonds to help make more housing for low-income residents. these are renderings of one project that would create a five-story building with more

than 50 units on san pablo avenue. now if approved the city will use nearly $40 million to create six new housing projects. we might have good news if you've been waiting to get your real i.d. now there's a faster way to apply here in california. adding new dmv express checkouts at 23 more offices across california. what that means for us here in the bay area. those will allow you to fill the online application out for the real i.d., upload your documents as well and then set up an express appointment at a dmv office. it is nearly 8 million californians who are waiting -- there are a lot of californians waiting. 8 million have gotten them so far. that's up near.

make sure you have your right documents, folks. over here all you need is your cash or fastrak. the metering lights were turned on within the last seven minutes. it was a more gradual build. it means more frequent drivers are across the bay. that is starting to build but no major slowing. we see a few scattered incidents. mostly green sensors down at the bottom. just a slight build and we expect that right now. we'll take a quick look at the san mateo bridge. you do see westbound your commute direction is slowing. i want to talk about some numbers as i talk to the toll authority. drive across here the san mateo bridge monday to monday. week to week down about 8% at the san mateo bridge and about 18% across the dumbarton bridge

from the east bay to the peninsula side. >> it's not spring break yet. >> a number of people telling me that was light traffic. >> we are looking at the forecast and the forecast doesn't care about whatter what doing here. >> i think a lot of people will be looking for things to do inside as our temperatures cool off as well. mid-50s near the coast. more of the same on sunday as we see waves of rain off and on. even cooler sunday with our coastal temperatures up to 52 degrees. we also have some snow coming for the sierras. with a look ahead to the weekend, getting there on friday it is all clear. 53 degrees. snow coming down both saturday and sunday. maybe you can hang out and wait for monday or tuesday to come back. and then checking out muir woods, friday is your day with highs in the upper 50s there or if you want to make it a beach

parades. full details are coming up in minutes. making it in the bay can get easier with a new housing bill reintroduced this week. scott weiner wants to encourage more low-income housing in cities across california by working with local governments to allow caller and more economically friendly buildings near public transit. the measure was shot down this time last -- this measure the last time around. one difference this time is the number of units built would be tied to the size of the city. finger pointing is hardly anything new when it comes to the failures of california's high-speed rail project. the "l.a. times" spoke with people who say upper management often tells them to stay in their lines and toe the company line. so that's even as the project falls further behind schedule

and over budget. a former employee blames the culture and threats of termination to people who speak up about bad news. the chief executive says any such claim is taken seriously and all employees and contractors are expected to meet state and federal requirements. we are taking your questions about the outbreak to the experts. joining us this morning is a doctor of stanford health care. thank you so much, doctor, for joining us this morning. one of the questions is, it seems like kids are not really getting the virus, are not getting very sick. in china i think there was one case of a child 10 and under. what's your take on how vulnerable our kids are? >> great question. i think kids can get the virus but they are not getting many symptoms. they don't get severe disease and thankfully do well even when they get the illness. they can transmit the illness

but we don't know how efficiently they're transmitting. that's why our focus is less on schools and more on the elderly patients and people with chronic illnesses. >> a lot of people are saying you are blowing this out of proportion, this is just regular outbreak like the flew but this is different because none of us have immunity to it. >> those who do get sick often do need hospitalization and we do have people in the icu and right now we've had one death in our county as you see. it seems to be more infectious and quite more severe than the flew. we don't want to overwhelm the medical system, and that's why the time to act is now. >> we were talking off air and

reaching even warmer than yesterday into the low 70s for some of our inland valleys. watching the waves of rain and we're just missing out on a lot of this rain but we are seeing the northern fringe of this rain making it into the south bay. as we take it hour by hour we're at 3:00 seeing the rain in gilroy and morgan hill possibly as far north as palo alto. it does show some heavier rain moving in after that evening commute tonight for mostly the south bay. the rain falls apart so this is something we'll be watching for this evening moving out by this morning or by tomorrow morning and another storm system for the weekend that could bring in the potential of a half inch of rain for next week. so it's good to see that we do have some rain in the forecast. meanwhile the sierra snowpack continues to diminish.

right now only 38% of normal. look at how much rain this computer model is showing between now and next monday. the potential getting possibly three to four feet of snow in some of the upper elevations. we're going to see a big cooldown here going from the low 70s to the mid-50s by the weekend. mike, you're tracking a couple minor incidents. some folks might consider this a minor incident backed up at the bay bridge toll plaza. it formed just after 5:30 when they turned the metering lights on. it was a gradual build. a light flow. an earlier crash. there may be another crash down towards 238 on the nimitz as well. minor slowing. over here also another build about a half hour out of brentwood and it's moving smoothly. a little bit of slowing through

coming after 31 of 35 residents at the kirkland life care facility recently tested positive. 13 people there have died. at least 23 people have died in washington state due to the outbreak. more details now, boston is canceling its famous st. patrick's day parade over coronavirus fears. it's to keep people safe and to help stop the spread of the virus. it's not just boston. dublin, ireland, is canceling events. this is video of san francisco's parade. that is canceled. police identified the suspect accused of killing a man over the weekend in sunnyvale. officers arrested this man, 23-year-old jason tahara. investigators say he shot a man and woman in a car after they were involved in a minor fender-bender. police say that when the victims pulled over to exchange information tahara opened fire

killing the man and injuring the woman. >> there's no indication the victim did anything wrong here or sparked any argument. it seems to be an act of senseless violence. >> police say they found two rifles, handguns, rounds of ammunition and body armor in tahara's car. happening now the search is still on for these two jail inmates who escaped while interviewing to get into a san francisco rehab program. the men were among five inmates on a day pass last week when they got away. they were last seen along the embarcadero. if you see them, call police. a south bay teacher stirred up a nationwide controversy when he dressed in blackface on halloween to teach a class. and now the milpitas school board will decide whether he should keep his job. milpitas high engineering teacher david carter dressed up

as rapper and activist common from his popular commercial as microsoft al at the time. students recorded carter and soon it went viral with mostly negative reaction. he was put on leave and hasn't worked for the last four months. he believes his actions were homage to the rapper. >> i didn't think there was a problem with dressing up like somebody i respected for halloween. i didn't think that was a problem. >> board members we talked with declined to comment but carter hopes the school will look at his actions and make it a teachable moment for everybody. march madness kicks into overdrive. this week tickets are being punched for schools across the nation. you know the deal. win your conference tournament and you get a ticket to the big dance. the west coast conference is down to its championship game which is tonight. st. mary's will be there.
